Abstract This qualitative study aimed to characterize the life context and the meanings attributed to the migration process of Haitian families. Seven Haitian mothers who had children in Brazil participated in the research. In data collection, the combination of in-depth interview and Genogram Mecha were used. The organization and analysis of the data were based on the Grounded Theory and the help of the Atlas.ti 22.1.0 software, from which five categories of analysis emerged. The results showed that the living condition in Haiti was configured as a stressor in the family life cycle and drove the migratory process. It was identified that migration meant the possibility of a life with more security, access to health services, quality education, and job opportunities. It was observed that ambivalence of feelings accompanied the whole migratory process, which, added to the language barrier and the grief experienced, strained the decision to migrate and the arrival in Brazil.

Resumo Este estudo qualitativo objetivou caracterizar o contexto de vida e os significados atribuídos ao processo migratório de famílias haitianas. Participaram da pesquisa sete haitianas, mães, que tiveram filhos no Brasil. Na coleta dos dados, utilizou-se a combinação da entrevista em profundidade e Meca Genograma. A organização e a análise dos dados tiveram como base a Grounded Theory e o auxílio do software Atlas.ti 22.1.0, da qual emergiram cinco categorias de análise. Os resultados evidenciaram que a condição de vida no Haiti configurou-se como estressor do ciclo vital familiar e impulsionou o processo migratório. Identificou-se que a migração significou a possibilidade de vida com mais segurança, o acesso aos serviços de saúde, a educação de qualidade e as oportunidades de emprego. Observou-se que a ambivalência de sentimentos acompanhou todo o processo migratório, que somada à barreira linguística e aos lutos vivenciados, tensionaram a decisão de migrar e a chegada ao Brasil.

Abstract In this article, we address the effects of the elaborations of the past on the situated production of the migrant category. Through the narratives of position regarding mobility and immobility of 24 Chilean women in the Parisian region, we identify conflictive (re)constructions of the migrant. The category is nourished by the role of memory in the significant creation of territories, temporalities and social relations, reproducing and also questioning the meanings offered by physical and social borders. This is a contribution to the understanding of the reciprocity between memories and migrations, revealing that it is not only migrant trajectories that construct memories, but that memory-making also participates in the construction of these trajectories, through reinterpretations of their meanings, orientations and possibilities.

Resumen En este artículo abordamos los efectos de las elaboraciones del pasado en la producción situada de la categoría migrante. A través de las narrativas de posición respecto de la movilidad y la inmovilidad de 24 mujeres chilenas en región parisina, identificamos (re)construcciones conflictivas de lo migrante. La categoría se nutre del rol de la memoria en la creación significante de territorios, temporalidades y relaciones sociales, reproduciendo e igualmente interrogando los significados ofrecidos por fronteras físicas y sociales. Lo anterior resulta una contribución a la comprensión de la reciprocidad entre memorias y migraciones, relevando que no son sólo las migraciones las que construyen memorias particulares, sino que el hacer memoria también participa de la construcción de estas migraciones a través de reinterpretaciones de sus sentidos, orientaciones y posibilidades.

Abstract: The article reflects on some contradictions related to the presence of immigrant students in schools and their formative trajectory, among them, the situation of unaccompanied foreign minors, school dropout and school discrepancy and the challenges related to the vaunted integration. We address particularly the Italian situation, which in the last 50 years has become a country of immigration with the presence of 198 nationalities from Europe (inside and outside the European Community), Asia, Africa and America. So many nationalities, ethnicities, languages, cultures pose major challenges for schools, which have 10% of immigrants among their students. For the analysis, we used as reference, research, documents and data on immigrant students in Italian schools.

Resumo: O artigo reflete sobre algumas contradições relativas à presença de estudantes imigrantes nas escolas e o seu percurso formativo, entre elas, a situação dos menores estrangeiros desacompanhados, o problema do “abandono” e da defasagem escolar e os desafios relativos à tão propalada integração. Abordamos em particular a situação da Itália, que se tornou nos últimos 50 anos um país de imigração com a presença de 198 nacionalidades provenientes da Europa (intra e extra Comunidade Europeia), Ásia, África e América. Tantas nacionalidades, etnias, línguas, culturas colocam grandes desafios para as escolas, as quais contam com 10% de imigrantes entre os seus estudantes. Para a análise, tomamos como referência pesquisas, documentos e dados sobre os estudantes imigrantes nas escolas italianas.

Abstract: Based on the ethnography and interviews carried out in the authors' master's research, we propose here to reflect on issues related to the asylum seekers’ access to justice in Brazil, considering the banking experience of the Nigerian John and interviews with eligibility officers of the National Committee for Refugees (CONARE). We believe that both the empirical experience and the interviews of our interlocutors shed light on the difficulties and non-compliance or rights violations faced by racialized people like John when they possess the “protocol”, a regular document for these migrants in the country. We discourse about the social experience of these individuals who are always assisted from the perspective of a provisional being, according to Sayad (1998). In this analysis, we apprehend the arbitrariness that involve the daily dimensions experienced by asylum seekers and conclude that they are adrift of institutional processes, in which legal void and racism become commonplace.

Resumo: Com base em etnografia e entrevistas realizadas nas pesquisas de mestrado das autoras, propomos aqui analisar questões voltadas ao acesso a direitos de solicitantes de refúgio no Brasil a partir da bancarização do nigeriano John e entrevistas com oficiais de elegibilidade do Comitê Nacional para os Refugiados (CONARE). Acreditamos que tanto a experiência empírica como os depoimentos de nossos interlocutores jogam luz sobre as dificuldades ou violações de direitos enfrentadas por pessoas racializadas como John ao estarem munidas com o “protocolo”, documento regular desses migrantes no país. Interessa-nos discorrer sobre a experiência social desses sujeitos que são assistidos recorrentemente sob o ponto de vista de um ser provisório, segundo Sayad (1998). Nesta análise, apreendemos as arbitrariedades que envolvem as dimensões cotidianas vivenciadas por solicitantes de refúgio em São Paulo e concluímos que estes ficam à deriva dos processos e acordos institucionais, nos quais o limbo jurídico e os racismos tornam-se lugar comum.

Abstract This paper aims to show the main actors, actions, plans and instruments of articulation and collaboration involved in the abroad edition of “Encceja - Exame Nacional para Certificação de Competências de Jovens e Adultos”, projected for Brazilian emigrants. The objective is to discuss how a public policy linked to the Brazilian Foreign Policy in Education area can be constituted and applied horizontally, based on intersectoral and societal interactions. For the collection of information, the techniques of bibliographic review, documental and exploratory analysis and interviews were used. The results point to multiple and permanent challenges, in two main directions: 1) concerning the sharing of attributions and responsibilities of the State and non-State entities involved; 2) regarding the nature and dynamics of the needs of the Brazilian population living in other countries.

Resumo Este trabalho procura evidenciar os principais atores, ações, planos e instrumentos de articulação e colaboração envolvidos na realização do Encceja - Exame Nacional para Certificação de Competências de Jovens e Adultos voltados para brasileiros no exterior. O objetivo é mostrar como uma política pública de vinculação atrelada à Política Externa Brasileira na área de Educação pode ser constituída e aplicada de forma horizontal, a partir de interações intersetoriais e societais. Para a coleta de informações, foram utilizadas as técnicas de revisão bibliográfica, análises documental e exploratória e entrevistas. Os resultados apontam para desafios múltiplos e permanentes, em duas direções principais: 1) quanto ao compartilhamento de atribuições e responsabilidades dos entes estatais e não-estatais envolvidos; 2) quanto à própria natureza e dinâmica das necessidades da população brasileira que vive em outros países.

Abstract A central issue for professional practice abroad is the recognition of higher education qualifications, a procedure with obstacles that affects people trained in different countries. Faced with this, we have created an extension action (2019-current) to provide guidance on this topic: the Center for Guidance on Revalidation and Recognition of High School and Higher Education Diplomas, a project developed in a Brazilian university. Based on this, we propose to approach the procedure for the recognition of higher education degrees in Argentina, Brazil and Paraguay, and to describe and to analyze the experiences of the Guidance Center. To achieve this objective, we worked with qualitative research techniques which allowed to observe that there is a great demand to recognize higher degrees in Brazil. As conclusions, we highlight the relevance of having a body of professionals trained in the procedure, as well as the need to establish policies that simplify the process.

Resumo Uma questão central para o exercício profissional no exterior é o reconhecimento de diplomas de ensino superior, procedimento cheio de empecilhos, que afeta pessoas formadas em diferentes países. Diante disso, criamos uma ação de extensão (2019-atual) para orientar sobre o tema: O Núcleo de orientação sobre revalidação e reconhecimento de diplomas de ensino médio e ensino superior, projeto desenvolvido em uma universidade brasileira. Com base nisso, pretende-se abordar o procedimento de reconhecimento de diplomas de ensino superior na Argentina, no Brasil e no Paraguai, e relatar e analisar as experiências do Núcleo. Para atingir esse objetivo, trabalhamos com técnicas de pesquisa qualitativa que permitiram observar que há uma grande demanda para o reconhecimento de diplomas no Brasil. Como conclusões, destacamos a relevância de contar com um corpo de profissionais capacitado sobre o procedimento, bem como a necessidade de estabelecer políticas que simplifiquem o processo.

Abstract This comparative scoping review presents two cases widely considered as spaces of transit: the state of Chiapas, Mexico, and the Canary Islands archipelago, Spain. Following sampling and screening, 92 records from academic literature were included in this review. We found that this body of mostly descriptive research has largely focused on changes in migration policy, migrant routes, and border enforcement. In this, we have found a striking comparability between both cases, where increased containment, securitization, and criminalization of migration at the macro-level - and specifically in the United States and European Union - has trickled down within these micro-level spaces, putting into question the ‘transit character’ of these geographies.

Resumo Esta revisão de escopo comparativa apresenta dois casos amplamente considerados como espaços de trânsito: o estado de Chiapas, no México, e o arquipélago das Ilhas Canárias, na Espanha. Após a realização de uma amostra e triagem, 92 registros de literatura acadêmica foram incluídos nesta revisão bibliográfica. Descobrimos que esta produção acadêmica, maioritariamente descritiva, centrou-se em grande parte nas mudanças na política de migração, nas rotas dos migrantes e na fiscalização das fronteiras. Nesse sentido, encontramos uma comparabilidade notável entre ambos os casos, em que o aumento da contenção, da securitização e da criminalização da migração a nível macro – e especificamente nos Estados Unidos e na União Europeia – se espalhou nestes espaços a nível micro, colocando em questão o “caráter de trânsito” destas geografias.

Abstract This article aims to analyze the experiences of educators from public schools of Boa Vista (RR), related to the presence of immigrant diversity of Venezuelan children, and the possibilities of including intercultural practices in school spaces. The theoretical framework covers the concepts of borders, interculturality and immigration. The methodology, of qualitative assumptions, included interviews, exploratory, bibliographical, and documental research. The empirical analysis is developed based on three dimensions of educators’ experiences related to interculturality: the educators’ perspective of the relation with the border, Boa Vista schools as spaces of migratory diversity and the absence of public policies aimed at interculturality. As results, we observed possibilities and limits for the development of intercultural educational practices in the border context, the absence of intercultural projects and policies in schools and an understanding of the temporary nature of the migratory presence.

Resumo Este artigo tem como objetivo analisar as experiências de educadores(as) da rede municipal de ensino da cidade de Boa Vista (RR) relacionadas à presença da diversidade imigratória de crianças venezuelanas e às possibilidades de inclusão de práticas interculturais em espaços escolares. O marco teórico abarca os conceitos de fronteira, interculturalidade e imigração. A metodologia, de caráter qualitativo, abrangeu entrevistas e pesquisa exploratória, bibliográfica e documental. A análise empírica se desenvolve em torno de três dimensões das experiências de educadores(as) relacionadas à interculturalidade: a visão dos(as) educadores(as) sobre a relação com a fronteira, as escolas de Boa Vista como espaços de diversidade migratória e a ausência de políticas públicas voltadas à interculturalidade. Como resultados, observamos possibilidades e limites de desenvolvimento de práticas educativas interculturais no contexto da fronteira, a ausência de projetos e políticas interculturais nas escolas e o entendimento de que a presença de migrantes é provisória.

Resumo Debatemos as repercussões da intensificação e heterogeneidade das migrações contemporâneas, sobretudo das migrações forçadas, em contextos de escolaridade obrigatória em Portugal. Os nossos objetivos passam por (i) identificar os grandes desafios educacionais decorrentes das migrações transnacionais, (ii) perceber como as escolas, ainda muito enraizadas num nacionalismo educativo-pedagógico, se ajustam a estes desafios e (iii) compreender as práticas dos agentes educativos em circunstâncias complexas e sujeitas a muitos condicionalismos. Do ponto de vista empírico, partimos de dados resultantes de um trabalho de campo qualitativo que temos vindo a realizar há cerca de sete anos sobre a instalação e integração de imigrantes no Norte e Centro de Portugal. Abstract We discuss the repercussions of the intensification and heterogeneity of contemporary migrations, especially forced migrations, in compulsory schooling contexts in Portugal. Our objectives are (i) to identify the major educational challenges arising from transnational migration, (ii) to understand how schools, still very much rooted in an educational-pedagogical nationalism, adjust to these challenges and (iii) to understand the practices of educational agents in complex circumstances and subjected to many constraints. We draw on data from qualitative fieldwork that we have been carrying out for seven years on the settlement and integration of migrants in the North and Centre of Portugal. From the analysis of this data, we found that schools have been gradually adapting to the multiple challenges (support, resources, skills and specialised pedagogies) raised by migration. Abstract The objective of the work was to identify, in light of human rights, the structural and process indicators issued in Ecuadorian constitutional jurisprudence regarding human mobility and diversity, with special emphasis on the intersectional perspective. Resumen El propósito de este trabajo es brindar aportes teóricos para ampliar el abordaje de problemáticas migratorias en contextos educativos. Estos aportes atañen a la dimensión lingüística que afecta los sujetos que transitan espacios de formación social y académica en contextos entre lenguas. Abstract The aim of this work is to provide theoretical contributions to broaden the approach to migration issues in educational contexts. These contributions concern the linguistic dimension that affects the subjects that transit social and academic formation in contexts between languages. The experiences of estrangement in the face of the Other's way of speaking occur both from the migrant subject and from the autochthonous subject. We start from the results of a previous study carried out in Argentina theoretically framed in the Franco-Brazilian discourse analysis. In this way, we seek to define and broaden the scope of the concepts of house-language and home-language, whose focus is on replenishing the subjective dimension in the naming of the languages that accompany the subject in its movement. Resumo Este artigo aborda a questão da representação desproporcional de estudantes que pertencem a minorias (em particular migrantes/estrangeiros) na educação especial do Estado espanhol. Apesar de ser um fenômeno amplamente estudado em diversas latitudes, na Espanha foram escassas as pesquisas neste sentido. Por meio de uma análise estatística crítica, aproximamo-nos de um fenômeno que revela diferenças significativas dependendo dos territórios em que ocorre, e as diferenças são tão significativas que nos levam a questionar se os procedimentos de diagnóstico são os que estão "patologizando" as diferenças culturais. Abstract This article addresses the issue of the disproportionate representation of students belonging to minorities (specifically migrants/foreigners) in special education in Spain. Despite being a phenomenon widely studied in the world over, in Spain there has been little research in this regard. Through a critical statistical analysis, we approach a phenomenon that reveals significant differences according to the territories in which it occurs, and the differences are so important that they lead us to wonder if it is the diagnostic procedures that are "pathologizing" the cultural differences.
