Resumo Os modelos LUTI são reconhecidamente utilizados durante a formulação de políticas e intervenções de transportes e uso do solo. Em comparação aos modelos tradicionais de tráfego, eles buscam simular as decisões locacionais a partir de mudanças nos níveis de acessibilidade. Admite-se que lugares com maior acessibilidade se tornam mais atrativos, possuindo maiores chances de se desenvolverem em termos de ocupação. Na prática, essa dinâmica pode envolver diversos fenômenos, tais como segregação e fragmentação, devido às oscilações no valor do solo decorrentes de alterações no ambiente construído. Nessa perspectiva, entende-se que a adoção desses modelos em avaliações ex-ante deve revelar o desencadeamento de externalidades, sobretudo do ponto de vista social. Diante disso, este artigo se propõe a investigar até que ponto essas ferramentas representam e simulam as determinantes e as inter-relações das decisões locacionais de diferentes grupos socioeconômicos, de modo a permitir que as avaliações de intervenções em transportes revelem processos socioespaciais. Para tanto, buscou-se representar as decisões e as inter-relações mencionadas a partir de esforços de revisão bibliográfica (contribuições fenomenológicas conceituais). Na sequência, analisamos o modelo TRANUS com base nas representações desenvolvidas, concluindo que suas formulações matemáticas limitam a acreditação desse tipo de ferramenta analítica (contribuição metodológica).
Abstract LUTI models are widely used during the formulation of transport and land use policies and interventions. Compared to traditional transport models, they also seek to simulate location decisions based on changes in accessibility levels. In general, it's assumed that places with greater accessibility become more attractive, having better chances of developing in occupation terms. In practice, this dynamic can involve several phenomena, such as segregation and fragmentation, due to oscillations in land value which results from changes in the built environment. From this perspective, it's understood that the adoption of these models in ex-ante assessments should reveal the triggering of externalities, especially from a social point of view. Therefore, this article proposes to investigate how far these analytical tools represent and simulate the determinants and interrelationships of different socioeconomic groups locational decisions, making possible that these transport assessments reveal socio-spatial processes. To do so, two conceptual representations were developed about the decisions and interrelationships mentioned, based on bibliographic review efforts (conceptual phenomenological contributions). Then, we analyzed the TRANUS model based on the developed representations, concluding that its mathematical formulations limit the accreditation of this type of analytical tool (methodological contribution).
