Abstract In Brazil, the president's party commands job positions and legislative proposals in the executive branch, demonstrating the effort to implement its agenda. However, a bill only becomes law after being passed by the legislature, where it is frequently changed in committees. Thus, the presidential party also seeks to gain command of these bodies. This article analyzes if and how this occurs. We use a descriptive analysis, with logistic regressions, and data from the Cebrap Legislative Database on the presidents and rapporteurs of legislative commissions (1995-2014). We demonstrate that the presidential party has more rapporteurs than their weight in the House, mainly for bills proposed by government. Its deputies preside over the committees that distribute the most rapporteurships and benefit their co-members in the assignments. The article contributes to analysis of executive-legislative branch relationships, and the administration of coalitions and confirms the importance of committees in the decision-making process.

Résumé Au Brésil, le parti du président, par rapport à ses pairs de la coalition, concentre les ministères, les bureaucraties et les initiatives législatives dans l'Exécutif, démontrant ainsi ses efforts pour mettre en oeuvre son agenda. Cependant, un projet de loi ne devient loi qu'après avoir été passe par le Législative, où il est fréquemment modifié dans les commissions. Pour cette raison, le parti présidentiel souhaite qu'une certaine centralisation aura également lieu dans ces organes. Le but de cet article est d'examiner si et comment le parti présidentiel centralise le travail dans la Chambre des Députés. Nous avons analysé, avec des statistiques descriptives et de régressions logistiques, des informations de la Base de Données Législatifs du Cebrap sur la présidence de la commission et de le rapporteur (1995-2014). Nous démontrons que les membres du parti présidentiel sont nommés rapporteurs en proportions supérieures à leur poids dans la Chambre, principalement en les projets gouvernementaux: leurs députés président les commissions qui répartissent le plus les fonctions de rapporteurs et priorisent leurs coreligionnaires en les nominations. L'article est original en examinant l'action du parti présidentiel dans la Chambre, apporte des contributions sur la relation Exécutif-Législatif, sur la gestion de la coalition et entérine la pertinence des commissions dans le processus décisionnel.

Resumen En Brasil, el partido del presidente, en comparación con sus pares de coalición, concentra ministerios, burocracias e iniciativas legislativas en el poder ejecutivo, demostrando un compromiso con la implementación de su agenda. Sin embargo, un proyecto de ley sólo se convierte en ley después de que se procesa en la legislatura, donde a menudo se modifica en las comisiones, por lo tanto, el partido presidencial busca cierta centralización en estos órganos. El objetivo del artículo es investigar si y como el partido presidencial centraliza trabajo en la Cámara de Diputados. Analizamos con estadísticas descriptivas y regresiones logísticas informaciones de la Base de Datos Legislativos del Cebrap sobre presidencia de comisión y relatoría (1995-2014). Demostramos que los miembros del partido presidencial son nombrados relator en proporciones superiores a su peso en la Cámara, principalmente en proyectos gubernamentales: sus diputados presiden las comisiones que distribuyen la mayoría de las relatorías y priorizan a sus correligionarios en las indicaciones. El artículo es original al examinar la acción del partido presidencial en la Cámara, trae contribuciones sobre la interacción Ejecutiva-Legislativa y la gestión de la coalición y ratifica la relevancia de las comisiones en el proceso decisorio.

No Brasil, o partido presidencial centraliza cargos e propostas legislativas no Executivo, demonstrando empenho em implementar sua agenda. Porém, um projeto só se torna lei após passar pelo Legislativo, o que frequentemente é alterado nas comissões. Assim o partido presidencial busca centralização também nesses órgãos. Este artigo analisa se e como isso ocorre. Analisamos descritivamente, e com regressão logística, dados da Câmara da presidência de comissão e relatoria (1995-2014). Apontamos que o partido presidencial recebe relatorias em proporção superior ao peso de sua bancada, sobretudo em projetos do governo: seus deputados presidem as comissões que mais designam relatores e priorizam seus correligionários nas indicações. O artigo traz contribuições sobre relação Executivo-Legislativo, gerenciamento de coalizão e ratifica a relevância das comissões no processo decisório.

Until 2013, the Brazilian executive branch had control over the execution of all discretionary public spending. In that context, all Brazilian legislators could do was amend the budget proposal prepared by the government. This article analyzes whether EC 86/2015, known as the mandatory budget amendment EC, has reduced executive dominance over the financial cycle of individual budget amendments. To this end, we examine descriptively and inferentially the main changes proposed by EC 86/2015, as well as data about the individual amendments executed before and after the constitutional change. Our results indicate that executive dominance was reduced after the change in the budget execution rules: the amount paid and the number of executed individual amendments have increased, while the profile of legislators with executed amendments also changed: Being part of the government coalition became less important. This article contributes to legislative studies by exploring the empirical implications of this important constitutional change. From a theoretical point of view, our findings challenge the expectation that the executive uses amendment execution as a bargaining tool to secure legislative support in roll-call votes in the National Congress, especially in the post-EC 86/2015 period.

RESUMO Embora o prefeito detenha o cargo eletivo mais importante nos municípios brasileiros, sua função demanda apoio legislativo para implementar sua agenda. Neste artigo, analisamos alguns recursos que as candidaturas dos prefeitos eleitos mobilizam para obter o maior potencial de apoio legislativo possível. Partimos de duas possibilidades: ou o candidato eleito transfere sua popularidade aos seus apoiadores na disputa proporcional; ou se coliga com vários partidos. A primeira opção sustenta-se no efeito coattail; a segunda, nos seguintes aspectos institucionais: fragmentação no Legislativo e concentração de candidatos no Executivo. Amparados por dados municipais de coligação eleitoral, investigamos cinco eleições (2000-2016). Nossos resultados sugerem que tanto a popularidade transferida pelo prefeito eleito, quanto o número de partidos na coligação majoritária impactam positivamente no potencial de apoio legislativo. Por fim, indicam que não há interação entre estes dois efeitos, demonstrando que ambas as estratégias são alternativas entre si.

ABSTRACT Although the mayor holds the most important elective office in Brazilian municipalities, his role requires legislative support to implement its agenda. In this article, we analyze some resources that mayoral candidates who have been elected mobilized to obtain the greatest potential for legislative support. We started from two possibilities: either the elected candidate transfers his popularity to his supporters in the proportional dispute; or if he forms a coalition with several parties. The first option is based on the coattail effect; the second, in the following institutional aspects: fragmentation in the Legislative and concentration of candidates in the Executive. Using municipal electoral coalition data, we investigated five elections (2000-2016). Our results suggest that both the popularity transferred by the elected mayor and the number of parties in the majority coalition positively affect the potential for legislative support. Finally, the data indicate that there is no interaction between these two effects, demonstrating that both strategies are unrelated alternatives.

RESUMEN Aunque el alcalde ostenta el cargo electivo más importante en los municipios brasileños, su función demanda del apoyo legislativo para implementar su agenda. En este artículo, analizamos algunos recursos que movilizan las propuestas de los alcaldes electos para obtener el mayor potencial de apoyo legislativo posible. Partimos de dos posibilidades: o el candidato electo transfiere su popularidad a sus partidarios en la disputa en el sistema proporcional; o se asocia con varios partidos. La primera opción se sustenta en el efecto coattail; la segunda, en los siguientes aspectos institucionales: fragmentación en el Legislativo y concentración de candidatos en el Ejecutivo. Amparados por datos municipales de coalición electoral, investigamos cinco elecciones (2000-2016). Nuestros resultados sugieren que tanto la popularidad transferida por el alcalde electo, como el número de partidos en la coalición mayoritaria impactan positivamente en el potencial de apoyo legislativo. Finalmente, indican que no hay interacción entre estos dos efectos, demostrando que ambas estrategias son alternativas entre sí.

RÉSUMÉ Bien que le maire occupe le poste électif le plus important dans les municipalités brésiliennes, son rôle nécessite un soutien législatif pour mettre en œuvre son programme. Dans cet article, on examine certaines ressources que les candidatures des candidats à la mairie mobilisent pour obtenir le plus grand potentiel de soutien législatif possible. On part de deux possibilités: ou le candidat élu transfère sa popularité à ses partisans dans le différend proportionnel; ou il s’associe avec plusieurs partis. La première option est basée sur l’effet coattail; la seconde, sur les aspects institutionnels suivants: fragmentation du législatif et concentration des candidats à l’exécutif. Forts des données des coalitions électorales municipales, nous avons enquêté sur cinq élections (2000-2016). Nos résultats suggèrent que tant la popularité transférée par le maire élu que le nombre de partis de la coalition majoritaire ont un impact positif sur le potentiel de soutien législatif. Enfin, ils indiquent qu’il n’y a pas d’interaction entre ces deux effets, démontrant que les deux stratégies sont des alternatives l’une à l’autre.

Resumo O campo de pesquisas sobre o futebol de mulheres cresceu no Brasil nas últimas duas décadas. Contudo, há ainda uma lacuna sobre como marcadores sociais, como classe e raça, interseccionam o gênero na constituição dessa prática. Para preenchê-la, analisamos, com base em estatística descritiva e inferencial, o suplemento especial sobre esporte da PNAD de 2015. Assim, descrevemos o perfil das mulheres que jogam futebol no Brasil contemporâneo e o comparamos em relação aos homens e às demais mulheres que praticam esportes diferentes do futebol. Nossos resultados apontam que, em comparação ao que ocorre com mulheres que praticam esporte em geral, classe e raça impactam de forma oposta na adesão ao futebol. A maioria das mulheres que pratica o futebol advém de classes mais baixas e é negra. Ao indicar esta relação, demonstramos a necessidade de enegrecer as narrativas sobre o futebol de mulheres no Brasil.

Abstract The field of research on women’s football has grown in Brazil in the past two decades. However, there is still a gap related to how class and race intersect gender in the constitution of that practice. To fill this gap, we analyzed the 2015 National Household Sample Survey’s Special Sports Supplement, based on descriptive and inferential statistics. We describe the profiles of women who play football in contemporary Brazil and compare them to those of men and other women who play sports other than football. Our results indicate that, in comparison to what occurs with women who practice sports in general, class and race have the opposite impact on adherence to football. The majority of women who practice football come from the lower classes and are black. By indicating this relationship, we demonstrate the need to promote racial equality, diversity, and inclusion of black women’s football narratives in Brazil.

Resumen El campo de investigación sobre el fútbol de mujeres ha crecido en Brasil en las últimas dos décadas. Sin embargo, todavía existe una laguna sobre cómo marcadores sociales, como clase y raza, tienen intersección con el género en la constitución de esta práctica. Para subsanar esa falta, analizamos, con base en estadística descriptiva e inferencial, el suplemento especial sobre deporte de la PNAD 2015. Así, describimos el perfil de las mujeres que juegan al fútbol en el Brasil contemporáneo y lo comparamos con relación a los hombres y a las demás mujeres que practican deportes distintos al fútbol. Nuestros resultados indican que, en comparación con lo que ocurre con las mujeres que practican deportes en general, clase y raza impactan de manera opuesta cuando se trata del fútbol. La mayoría de las mujeres que practican el fútbol provienen de clases bajas y son negras. Al señalar esta relación, demostramos la necesidad de ennegrecer las narrativas sobre el fútbol femenino en Brasil.

Resumo Pesquisas sobre política pública esportiva no Brasil focam majoritariamente no Poder Executivo. Com o Legislativo fora desse escopo, o campo apresenta uma lacuna, dada a influência que este pode exercer. Ao se considerar as comissões como lócus de atuação do Legislativo, o objetivo foi analisar se a atuação da comissão responsável pelo esporte, quando especializada, promovia com maior expertise a temática. Para tanto, verificamos como o padrão dos atores e de suas atividades modificou-se, entre 2003 a 2018, com o desmembramento da Comissão de Turismo e Desporto (CTD), em 2014, que originou a Comissão de Esporte (Cespo), justificado pela realização dos megaeventos no país. Por meio de análise descritiva e de regressão logística, demonstramos que a criação da Cespo, ao individualizar a temática esportiva, aumentou o interesse dos atores na comissão, a especialização das atividades, o volume de matérias analisadas e a diversidade de temas, gerando mudanças que permanecem mesmo após a realização dos megaeventos.

Abstract Researches on sports public policy in Brazil use to focus on the executive branch. Keeping the legislature out of the scope, the field presents a gap, given the influence that this branch can have. Considering the committees as locus of decision making by the legislature, the aim was to analyze whether the performance of the committee responsible for sport, when specialized, promoted the theme with greater expertise. Therefore, we verified how the pattern of the actors and their activities changed, between 2003 and 2018, considering the split of CTD (Tourism and Sports), in 2014, which gave rise to Cespo (Sports), justified by the holding of mega-events in Brazil. Through descriptive analysis and logistic regression, we demonstrated that the creation of Cespo, by individualizing the sports thematic, increased interest of the actors in the committee, the specialization of activities, the volume of analyzed bills and the diversity of themes, generating changes that remain even after the mega-events.

O presente trabalho problematiza o conceito de institucionalização do sistema partidário desenvolvido por Mainwaring e Scully (1995). Buscamos demonstrar que certos aspectos teóricos e operacionais desse conceito podem levar a interpretações espúrias sobre o funcionamento e a durabilidade dos sistemas partidários e regimes democráticos nos quais estão inseridos. Para isso, analisamos as quatro condições propostas pelos autores com base na disputa para o cargo legislativo municipal, a arena mais desagregada do sistema político brasileiro, o que aumenta o número de observações. Criticamos tanto as análises comparativas, que mensuram o conceito elaborado pelos autores de maneira unidimensional, quanto aquelas análises que desconsideram características particulares de cada país. Por fim, tomamos os nossos dados empíricos como referência para demonstrar que o sistema partidário brasileiro pode ser considerado estável.

This paperquestionsthe concept of institutionalization of the party systems proposed by Mainwaring and Scully (1995). We demonstrate that the theoretical and operational aspects of this concept may leadto spurious interpretations about the organization and durability of each party systemand the democratic government in which they insert themselves. We criticize comparative analysis that are unidimensional and fail toconsider the particularities of each country and the development of its party system. To presentthis interpretation,we analyse the four conditions involved in the concept of party institutionalization based on thecity parliaments in Brazil, which show the most disaggregated level of competition and, therefore, increases our number of observations. Regarding this analysis, our empirical data shows that the Brazilian party system can be classified as stable.

Cet article examine le concept d’institutionnalisation du système de partis développé par Mainwaring et Scully (1995). Nous cherchons à démontrer que les aspects théoriques et opérationnels de ce concept peuvent conduire à des interprétations fallacieuses sur le fonctionnement et la durabilité des systèmes de partis et des régimes démocratiques dans lesquels ils sont insérés. Pour cela, nous avons analysé les quatre conditions proposées par les auteurs ayant pour base la dispute pour le poste législatif municipal, l’arène la plus désagrégée du système politique brésilien, ce qui accroit le nombre d’observations. Nous portons un regard critique aussi bien en ce qui concerne les analyses comparatives qui mesurent le concept élaboré par les auteurs de façon unidimensionnelle, que sur celles qui ne considèrent pas les caractéristiques particulières de chaque pays. Puis, en conclusion, nous utilisons nos données empiriques comme référence pour démontrer que le système de parti brésilien peut être considéré stable.
