Abstract During the Jair Bolsonaro’s administration in the Brazilian federal government, the human rights ministry was infiltrated by networks of antigender activism that, in previous years, systematically opposed LGBTQIA+ rights affirmation policies. How did this process affect the institutionalization of the LGBTQIA+ movement and of the antigender activism in the field of human rights policies in the Brazilian federal government? To answer this question, we analyzed data about the transformations that occurred at this country’s human rights ministry during the past years in the following dimensions: its organizational structure, its programs and actions, its participatory institutions, and its budget design. Results show a double dynamic in which a partial and gradual deinstitutionalization of the LGBTQIA+ occurred aligned with the institutionalization of the antigender activism, legitimized by the mobilization of the category “family policies”. In dialogue with the Brazilian literature on social movements and institutionalization, we argue that these results point to the necessity of a relational-contentious approach to this subject, which enables us to identify the disputes between socio-state networks around the (de)institutionalization of public policies.

Resumo Com a chegada de Jair Bolsonaro ao Governo Federal, a pasta de direitos humanos passou a ser ocupada por redes de ativismo antigênero que, nos anos anteriores, se opuseram de forma sistemática a políticas de garantia de direitos de LGBTQIA+. Como esse processo impactou a institucionalização do movimento LGBTQIA+ e do ativismo antigênero no campo de políticas de direitos humanos do Governo Federal? Para responder essa questão, analisamos dados sobre transformações na estrutura organizacional, nos programas e ações, nas instituições participativas e no desenho do orçamento das pastas de direitos humanos em nível federal nos últimos anos. Os resultados indicam uma dupla dinâmica: a desinstitucionalização parcial e gradual do movimento LGBTQIA+ e a institucionalização do ativismo antigênero legitimada pela mobilização da categoria de “políticas públicas familiares”. Em diálogo com a literatura sobre movimentos sociais e institucionalização, argumentamos que esses resultados evidenciam a necessidade de incorporar a esse debate um olhar relacional-contencioso que identifique disputas entre redes socioestatais em torno da (des)institucionalização de políticas públicas.

Resumo Originalmente, o texto foi publicado em 1993, como capítulo do livro editado por Robert Gooding-Williams, dedicado à análise dos acontecimentos desdobrados a partir do espancamento de Rodney King, um homem negro de 27 anos, por policiais brancos, em março de 1991, na cidade de Los Angeles. A violência foi registrada em vídeo e gerou indignação pública, tornando possível que quatro policiais fossem indiciados criminalmente. Levados a júri, todos foram absolvidos, o que desencadeou um ciclo de protestos ao longo de quase uma semana; duramente reprimidos pela mesma força policial que se lançou sobre Rodney King, deixaram mais de sessenta mortos e mais de dois mil feridos. A contribuição de Judith Butler se dedica a compreender como foi possível que acusação e defesa tenham, ambas, recorrido à gravação. Como um mesmo conjunto de imagens pôde ter sido “visto” como demonstração da violência policial e como sua justificativa? A autora identifica a existência de um campo de visibilidade racialmente saturado, que circunscreve a percepção de pessoas que se compreendem enquanto brancas, cuja identidade se sustenta na projeção da violência sobre o outro racializado enquanto negro. Nesse sentido, a absolvição se torna compreensível como efeito de uma episteme racista, que toma o corpo masculino negro de Rodney King como origem e razão da violência que lhe foi impingida, isentando os policiais de responsabilidade. Daí a importância estratégica do ato público de ler e reler tais imagens, postas a funcionar num enquadramento que se sustenta num regime racista de produção e distribuição das imagens, que frequentemente concentra as possibilidades de torná-las legíveis.

Abstract The text was originally published in 1993 as a chapter in the book Reading Rodney King, Reading Urban Uprising, edited by Robert Gooding-Williams. It is dedicated to the analysis of the series of events triggered from the beating of Rodney King, a 27-year-old black man, by white policemen in March 1991 in the city of Los Angeles. The violence was recorded on video and generated public outrage, making it possible for four police officers to be criminally indicted. Taken to the jury, they were all acquitted, which sparked a cycle of protests over a week; the protests were harshly repressed by the same police force that threw itself at Rodney King and left more than sixty dead and more than two thousand wounded. Judith Butler’s contribution is dedicated to understanding how it was possible that prosecution and defense both resorted to the recording. How could the same set of images have been “seen” as a demonstration of police violence and as its justification? The author identifies the existence of a racially saturated field of visibility that circumscribes the perception of people who understand themselves as white, whose identity is sustained by the projection of violence on the other racialized as black. In this sense, absolution becomes understandable as the effect of a racist episteme, which takes Rodney King’s black male body as the origin and reason for the violence imposed on him, exempting the police from responsibility. Hence the strategic importance of the public act of reading and rereading the images, which are put into operation within a framework sustained by a racist regime of production and distribution of images that also, very often, retains the possibility of making them readable.

Este artigo tem por finalidade mapear e descrever algumas práticas relacionadas à produção de uma performatividade do feminino mimetizada em formas de falar, de se apreender e de experienciar os corpos a partir da circulação de imagens na internet, em páginas da Igreja Universal do Reino de Deus (IURD) voltadas para o público feminino. Meu objetivo ao recuperar essa interação é pensar o papel que a mídia, de modo geral, e as tecnologias da internet, de modo particular, têm na formação de tais performatividades, ora por meio de linguagem de gendramento dos gêneros, ora mediante tecnologias de poder que conformam a sujeição e a subjetivação dos sujeitos.

This article aims at mapping and describing some practices related to the production of performativity of the female which mimics ways to speak, understand and experience the bodies from the circulation of images on the internet, on pages of the Universal Church of the Kingdom of God (UCKG) that aimed women. What I want to achieve, analyzing the interaction, is to think about the role that media and the internet technologies have in the formation of those perfomativities, whether by language of gendering of men and women or by technologies of power that shape actors' subjection and subjectivation.
