Abstract: Although there is a clear change in his political position, from liberal to conservative, it can be said that, in the field of economic ideas, Francisco de Salles Torres Homem (Viscount of Inhomirim) maintained the logic of what he defended since the beginning of his intellectual activities. Considering his writings from 1836, his performance in the parliamentary debates of the 1850s, and his speech in the Senate in favor of the Lei do Ventre Livre in 1871, a coherent line of argumentation can be noted, especially on three subjects: slavery, currency, and public finances. To support the hypothesis that his economic ideas remained consistent throughout his political career, the first section of this paper analyzes the articles published in the periodicals Nitheroy and Minerva Fluminense between 1836 and 1844, as well as the parliamentary speeches given between 1857 and 1871. Since he was Minister of Finance (1858-1859) and president of Banco do Brasil (1866-1869), the second section reinforces the hypothesis by comparing his theoretical arguments with the measures adopted as a policymaker. To this end, it used the report of the Ministry of Finance (1858) and the minutes of the board meeting of Banco do Brasil. Resumo Apesar da publicação de inúmeros trabalhos a respeito da vida e da atuação política de José Bonifácio, suas ideias econômicas carecem de uma análise mais aprofundada, sobretudo se levada em consideração a centralidade por ele ocupada na formação e formatação das primeiras instituições, de fato, brasileiras. Conquanto tenha dedicado a maior parte de sua produção às ciências da natureza, Bonifácio também discorreu longamente sobre temas econômicos, nos quais demonstrou grande conhecimento dos autores clássicos, ainda que tenha abandonado certos elementos do liberalismo ao assumir a testa do governo brasileiro. Isso posto, este artigo tem por objetivo contribuir para a temática ao resgatar e sistematizar o pensamento econômico do Patriarca da Independência.

Abstract Despite the publication of many books and papers on Jose Bonifácio’s life and political activities, his economic ideas need to be further analyzed, especially if considered the fact that he occupied the main position during the formation of Brazilians first institutions. Although he devoted most of his production to the natural sciences, the patriarch also wrote about economic issues, in which he demonstrated great knowledge of the classical authors, even though he abandoned some elements of liberalism when he assumed the Brazilian administration. Thus, this paper aims to summarizes and systematizes the economic thought of the patriarch of Independence.

Abstract The second half of the 1950s saw a conflict between Raúl Prebisch -the Executive Secretary of Economic Commission for Latin America and the Caribbean (ECLAC)- and Celso Furtado, who was one of the most respected economists in the institution. The conflict is little explored in the literature and, somehow, it has become taboo within the institution itself, since it motivated Furtado’s abandonment of ECLAC in 1957. By investigating two official documents they prepared to subsidize the Argentinian and the Mexican governments, the current study highlights the main differences regarding anti-inflation and external insertion policies and, taking a broader view, the role played by the State in leading the development process.

Resumen En la segunda mitad de la década de 1950 se registró un conflicto entre Raúl Prebisch, el Secretario Ejecutivo de la Comisión Económica para América Latina y el Caribe (cepal), y Celso Furtado, uno de los economistas más respetados de la institución. El conflicto está poco explorado en la literatura y se ha convertido en un tabú dentro de la propia institución, ya que motivó el abandono de la cepal por parte de Furtado en 1957. Al investigar dos documentos oficiales que ellos prepararon para subsidiar a los gobiernos de Argentina y México, el presente artículo destaca las principales diferencias respecto a las políticas de combate a la inflación y de inserción externa y, a partir de una visión más amplia, el papel desempeñado por el Estado en la conducción del proceso de desarrollo.

RESUMO Este trabalho busca ilustrar como a adoção de políticas econômicas que privilegiem o crescimento de curto prazo para além da taxa de crescimento potencial não se sustenta do ponto de vista intertemporal. Para tanto, utilizou-se do instrumento metodológico de cotejamento de dois recentes períodos de robusto crescimento econômico na história do Brasil contemporâneo. A analogia entre o “milagre econômico” (1968-1973) e o “espetáculo do crescimento” da segunda metade dos anos 2000, os quais guardam semelhanças que não podem ser delegadas ao acaso, deve embasar a reflexão dos cientistas sociais que se dispuserem a analisar a história do país em suas múltiplas particularidades. Ao fim do período, os resultados inevitáveis são a recessão e a necessidade de um novo ajuste macroeconômico.

ABSTRACT This paper aims to illustrate how the adoption of economic policies to achieve short-term growth does not hold intertemporal perspective. Therefore, it is used the methodological tool of comparison of two recent periods of significant economic growth in Brazilian contemporary history. The analogy between the “economic miracle” (1968-1973) and the “spectacle of growth” in the second half of the 2000s presents similarities that must be analyzed by social scientists whose purpose is to interpret Brazilian recent history. At the end of the period, the inevitable results are economic recession and the necessity of a new macroeconomic adjustment.

Resumo: O desenvolvimentismo exerceu influência basilar na formação das estruturas política, social e econômica do Brasil contemporâneo. Publicamente incriminado e politicamente desconstruído a partir de meados da década de 1980, o desenvolvimentismo voltou a pautar o debate econômico atual. Procurando contribuir para um melhor entendimento do fenômeno, este artigo tem por objetivo resgatar e sistematizar as principais linhas do debate hodierno acerca de suas origens no Brasil, com foco sobre a centralidade da Revolução de 1930 para a gênese do ideário.

Abstract: Developmentalism had relevant influence on the formation of political, social and economic structures of contemporary Brazil. Publicly incriminated from the mid-1980s, developmentalism is guiding the current economic debate once again. In order to contribute to a better understanding of the phenomenon, this paper aims present and systematize the main lines of the current debate about its origins in Brazil, focusing on the centrality of the 1930’s Revolution to the genesis of the ideology.

RESUMO O artigo aborda a formação histórica do desenvolvimentismo brasileiro e discute sua atualidade como projeto para a economia brasileira. Para tanto, recupera suas origens, mostrando que resulta da confluência de ideias nacionalistas, intervencionistas e em defesa da industrialização que começaram a se amalgamar no último quarto do século XIX, ainda no período agroexportador. A seguir, parte da conceituação de desenvolvimentismo para mostrar que este, como fenômeno histórico, mostrou-se capaz de se adaptar às transformações por que passou a economia brasileira ao longo do século XX, não sendo restrito ao período da industrialização por substituição de importações. Assim, conclui que o desafio da atualidade consiste na sua reatualização diante das mudanças econômicas das últimas décadas, principalmente no que tange à desindustrialização.

ABSTRACT The article presents the historical formation of the Brazilian developmentalism and discusses its relevance for the Brazilian economy. Therefore, recovers its origins, showing that results from the confluence of interventionists, nationalists and in defense of industrialization ideas that coalesced in the last quarter of the nineteenth century, during the agro-export period. Then, from the developmentalist concept it argues that this as a historical phenomenon, able to adapt itself to the changes in the Brazilian economy during the twentieth century, not being restricted to the import substitution industrialization period. Thus, we conclude that today’s challenge is its update face to the economic changes in recent decades, particularly with regard to deindustrialization.

Resumo Os primórdios do nacionalismo brasileiro remontam ao século XVII, cuja influência em distintos movimentos políticos no Brasil colonial fez-se notória. A envergadura alcançada pelo nacionalismo após a Independência merece análise pormenorizada, contudo, não apenas por seus desdobramentos políticos, como a proclamação da República, mas devido, principalmente, à formação posterior de uma estratégia político-econômica eminentemente brasileira, o nacional-desenvolvimentismo. Neste contexto, figuras como a do general Serzedello Correa em muito contribuíram para a formação e a formatação de um pensamento econômico original na periferia do sistema capitalista.

Abstract The origins of Brazilian nationalism, whose influence on different political movements in colonial Brazil became notorious, dates back to the seventeenth century. The scale achieved by nationalism after independence deserves detailed analysis, however, not only because of political developments, such as the proclamation of the Republic, but mainly due to the subsequent formation of an eminently Brazilian political-economic strategy, national-developmentalism. In this context, figures such as general Serzedello Correa contributed greatly to the formation and formatting of an original economic thought in the periphery of the capitalist system.

Resumo: O processo de industrialização da economia brasileira protagonizou o debate entre analistas de diversas áreas das ciências sociais a partir da segunda metade do século XX. As análises elaboradas perfilaram-se, principalmente, com as interpretações originais de Celso Furtado e Manuel Peláez, as quais foram, elas próprias, posteriormente qualificadas por pesquisadores contemporâneos. Este trabalho busca resgatar e sistematizar os principais aspectos que circunscreveram o debate historiográfico sobre o fenômeno da industrialização no Brasil.

Abstract: During the second half of the twentieth century the industrialization of the Brazilian economy took center stage in the debate among analysts from different areas of the social sciences. Here it is aimed to present an understanding of the proposals of Celso Furtado and Manuel Peláez, which have been qualified by contemporary researchers. This article aims to analyze and systematize the main aspects related to the historiographical debate about Brazilian industrialization.

RESUMO O contexto histórico em que José Sarney assumiu a Presidência da República respondeu por um dos principais motivos de sua fragilidade quando da ascensão ao cargo. Inserido no momento histórico do ocaso do regime militar, o presidente eleito na chapa oposicionista colheu a hostilidade das ruas e a indiferença do establishmet político. Ciente de que não contaria com o apoio da classe política nem da sociedade brasileira, Sarney tratou de fazer das medidas econômicas de ampla repercussão popular seu principal veículo de legitimação. Após a sucumbência do Plano Cruzado, o presidente tratou de fazer da negociação da dívida externa sua principal bandeira política, tendo pretendido, através do tom ufanista em que a envolveu, angariar o apoio interno de que tanto necessitava.

ABSTRACT The historical context in which José Sarney assumed the presidency accounted for one of the main reasons for their weakness when he assumed the government. Housed in the historic moment of the decline of the military regime, the president-elect in opposition plate reaped the hostility of the streets and the indifference of the political establishmet. Knowing he could not count on the support of the political class nor the Brazilian society, Sarney tried to make the economic measures of broad popular impact his primary vehicle for legitimacy. After collapsing the Cruzado Plan, the president tried to make the negotiation of external debt his main political banner. He has sought, through the boastful tone in which he involved it, raise the internal support they so desperately needed.

O legado econômico de Rui Barbosa remete, frequentemente, a sua controversial atuação frente o Ministério da Fazenda no primeiro governo republicano brasileiro, à qual se associa forte inflacionismo. Todavia, a pesquisa em fontes primárias e secundárias permite identificar seu pensamento sobre temas econômicos que permearam o debate econômico na segunda metade do século XIX, como a neutralidade da moeda, o monopólio estatal da emissão e o padrão-ouro. Em período de pleno domínio da ortodoxia econômica, a originalidade do pensamento econômico de Rui Barbosa manifestou-se não só em afastar-se do paradigma tradicional como também em procurar adaptar tais ideias ao que entendia ser a realidade do país. Indo além, fez uma precoce defesa da industrialização e da necessidade de "construção nacional", motivo pelo qual é considerado precursor do desenvolvimentismo brasileiro e latino-americano que ganhou expressão ao longo do século XX.

Rui Barbosa's economic legacy notably refers to his controversial performance at the Ministry of Finance of the first Brazilian republican government, which is associated to a strong inflationism. However, the research in primary and secondary sources allows to identify his untimely ideas about economic themes that went through the economic debate in the second half of 19th century, such as the critical of the currency neutrality, the monetary monopoly state and the gold-standard. During a period of complete domain of the orthodoxy economy, the originality of Rui Barbosa's economic thoughts were expressed to move away from the traditional paradigm, and also to adapt those ideas to what was deemed to be the country's reality. Going beyond, he made a premature defense of the industrialization and of the necessity of a "nationalism breeding", reason why he is considered one of the Brazilian and Latin-American developmentalist precursors that gained importance along the 20th century.
