The paper builds up from a review of some expected, but other quite surprising results regarding country estimates for the year 2000 of genuine saving, a sustainability indicator developed by a World Bank research team. We examine this indicator, founded on neoclassical welfare theory, and discuss one of its major problems. Theoretical developments from ecological economics are then considered, together with insights from Georgescu-Roegen's approach to the production process, in search for an alternative approach. A model with potentially fruitful contributions in this direction is reviewed; it points the course efforts could take enable sustainability evaluations based on a more realistic set of interrelated monetary and biophysical indicators.

O artigo avalia o debate que a economia do meio ambiente vem travando em torno do conceito de desenvolvimento sustentável, tendo por base contribuições de Nicholas Georgecu-Roegen. Este autor se notabilizou por ter trazido para a análise econômica o conceito de entropia, hoje peça fundamental da estrutura conceitual da economia ecológica. Entretanto, não é este o aspecto da obra de Georgecu-Roegen aqui focalizado. Ressaltam-se, ao invés, contribuições para a discussão derivadas de sua análise do processo produtivo. Procura-se mostrar, de forma especial, que a incorporação, pela economia do meio ambiente, da distinção, sugerida pelo autor, entre a categoria de capital natural de estoque e a de fundo de serviços ambientais básicos, forçaria as visões sobre a sustentabilidade a se confrontarem com aspectos fundamentais da inter-relação entre o sistema econômico e o meio ambiente, que hoje tendem a estar ocultos nas hipóteses simplificadoras da análise convencional da sustentabilidade.

Based on contributions from Nicholas Georgescu-Roegen, the paper evaluates the debate in economics regarding the concept of sustainable development. This author is renowned for having introduced in economic analysis the concept of entropy, today an important building block of ecological economics. However, this is not the aspect focused here. We emphasize, instead, the contribution to the discussion that can be derived from his analysis of the production process. We point out, especially, that if the analysis of the interaction between the economic system and the environment incorporates the distinction suggested by the author, between the category of stocks of inputs of natural capital and that of its funds of basic environmental services, the sustainability debate would be forced to confront central aspects that tend to remain hidden by the simplifying assumptions of the conventional analyses of sustainability.

RESUMO É possível avaliar as principais escolas de pensamento em economia ambiental com base em uma visão estilizada do desenvolvimento sustentável. Essa visão considera sustentável o desenvolvimento que assegura: pelo menos a manutenção do nível de bem-estar da atual geração de habitantes do primeiro mundo; um aumento no bem-estar da atual geração que habita os países pobres; e a capacidade das gerações futuras de manter ou melhorar seu bem-estar. Em princípio, uma escola de pensamento em economia ambiental deve considerar esses três aspectos; no entanto, alguns enfatizam um, outros enfatizam outro desses aspectos. Com base em uma estrutura baseada no conceito acima de desenvolvimento sustentável, o artigo apresenta uma avaliação de duas dessas escolas de pensamento: economia ambiental neoclássica, enfatizando as economias de mercado industrializadas e de curto prazo; e uma escola que poderia ser denominada economia de sobrevivência, enfatizando o longo prazo. Começa com uma discussão sobre a recente inserção da dimensão ambiental na economia, e segue com uma revisão do conceito de desenvolvimento sustentável, adaptado para a avaliação. Conclui com uma discussão sobre a principal contribuição das duas escolas e os principais contrastes entre elas.

ABSTRACT It is possible to evaluate the main schools of thought in environmental economics based on a stylized view of sustainable development. This view considers that is sustainable the development that assures: at least the maintenance of the level of well-being of the current generation of inhabitants of the first world; an increase in the well-being of the present generation inhabiting the poor countries; and, the ability of the future generations to maintain or improve their well-being. ln principle, a school of thought in environmental economics should consider these three aspects; however, some emphasize one, others stress another of these aspects. Based on a framework founded on the above concept of sustainable development, the paper presents an evaluation of two of these schools of thought: neoclassical environmental economics , emphasizing the short term and industrialized market economies; and a school which could be termed the economy of survival, emphasizing the very long term. It begins with a discussion of the recent insertion of the environmental dimension in economics, follows with a review of the concept of sustainable development, which is adapted for the evaluation. It concludes with a discussion of the main contribution of the two schools, and of the main contrasts between them.

RESUMO O artigo examina os efeitos das mudanças significativas na política agrícola do Brasil durante a década de 1980, sobre a capacidade de suas áreas agrícolas modernas de gerar empregos e reter a população rural. Isso foi feito identificando grandes zonas de rápida expansão e modernização agrícola e observando as mudanças na década, no emprego agrícola e na população rural. Foi possível constatar que as áreas de agricultura moderna no Centro-Sul do país e nas savanas (“cerrados”) do Centro-Oeste geraram muito poucos empregos ou experimentaram declínios de mão de obra agrícola. Além disso, a população rural de todas essas áreas experimentou reduções. No Centro-Sul as quedas foram bastante expressivas, mas mesmo nos cerrados ocorreram reduções significativas. Portanto, ao contrário do que se poderia esperar das mudanças na política agrícola decorrentes da crise dos anos 1980, a agricultura brasileira continuou a expulsar mão-de-obra rural e população. Porém, no período esta expulsão foi mais seletiva, restringindo-se principalmente a áreas agrícolas dinâmicas. No resto do país, ao contrário do que ocorreu nos anos 1970, a emigração rural ou foi pequena ou houve retenção de população. Na verdade, esse padrão contrastante de migração tornou possível uma redução geral da migração rural no Brasil na década de 1980.

ABSTRACT The paper examines the effects of the significant changes in Brazil’s agricultural policy during the 1980s, on the ability of its modem agricultural areas to generate jobs and to retain rural population. This was done by identifying large zones of rapid agricultural expansion and modernization, and observing the changes in the decade, in agricultural employment and in rural population. It was possible to establish that the areas of modem agriculture in the country’s Center-South region, and in the savannas (“cerrados”) of the Center-West, either generated very little employment, or experimented declines in agricultural manpower. Moreover, the rural population of all these areas experimented reductions. In the Center-South the declines were quite substantial but even in the “cerrados” there were significant reductions. Therefore, to the contrary of what one might expect from the changes in agricultural policy brought about by the crises of the 1980s, Brazil’s agriculture continued to expel rural manpower and population. However, in the period this expulsion was more selective, being restricted mainly to de dynamic agricultural areas. In the rest of the country, to the contrary of what took place in the 1970s, rural emigration was either small, or there was retention of population. In fact, this contrasting pattern of migration made it possible an overall abatement in Brazil’s rural migration in the 1980s.

ABSTRACT It is widely known that in Brazil, agricultural! growth and modernization are taking place together with a substantial “liberation” of the rural workforce. According to evaluations based on the neoclassical doctrine, this is due to a severe distortion of relative factor prices. Artificially cheap equipment and “expensive” labor have favored a large scale substitution of the former for the latter. Thus, workers are being driven out of the farms at a faster rate than that allowed by the creation of jobs in the rest of the economy. To correct this situation, it would be necessary to eliminate the factor price distortions. The paper argues that these evaluations are mistaken. They ignore the real nature of the process that led to the adoption of mechanical technologies and to a growing “liberation” of manpower from rural areas; the phenomenon is considerably more complex than what is implied in the substitution of equipment for labor along an isoquant exhibiting substitutability. It argues, furthermore, that the substitution of machinery for labor would not be reversed by the mere adoption of a policy eliminating the “distortion” in factor prices.

RESUMO É amplamente sabido que no Brasil, agrícola! o crescimento e a modernização estão ocorrendo juntamente com uma substancial “liberação” da força de trabalho rural. Segundo avaliações baseadas na doutrina neoclássica, isso se deve a uma forte distorção dos preços relativos dos fatores. Equipamentos artificialmente baratos e mão-de-obra “cara” favoreceram uma substituição em larga escala do primeiro pelo último. Assim, os trabalhadores estão sendo expulsos das fazendas em um ritmo mais rápido do que o permitido pela geração de empregos no restante da economia. Para corrigir essa situação, seria necessário eliminar as distorções dos preços dos fatores. O artigo argumenta que essas avaliações estão equivocadas. Ignoram a real natureza do processo que levou à adoção de tecnologias mecânicas e a uma crescente “liberação” de mão-de-obra do meio rural; o fenômeno é consideravelmente mais complexo do que o que está implícito na substituição de equipamento por trabalho ao longo de uma isoquanta que apresenta substitutibilidade. Argumenta, ainda, que a substituição da mão-de-obra por máquinas não seria revertida pela mera adoção de uma política que eliminasse a “distorção” nos preços dos fatores.
