ABSTRACT Objective: To analyze spatial distribution of preterm births and their association with maternal, social, and health services indicators in the metropolitan region of São Paulo, Brazil, 2010-2019. Methods: Ecological study using data on preterm newborns from 39 municipalities in the metropolitan region of São Paulo. Univariate global Moran’s index (Im) was used to evaluate spatial association of prematurity, and univariate local Moran’s index by using the cluster map (LISA) to identify spatial patterns and clusters. Bivariate global Moran’s index was also used to analyze spatial autocorrelation with maternal, social, and health services indicators. Results: A total of 3,103,898 live births were registered in period 2010-2019, of which 331,174 (10.7%) were preterm. The global Moran’s index showed spatial independence (Im=0.05; p-value=0.233) of the proportion of preterm births between municipalities. However, in the local spatial analysis it was possible to identify a statistically significant spatial cluster between the municipalities of Biritiba Mirim, Guararema and Salesópolis, with high proportions of preterm births. In the bivariate analysis, a significant positive spatial association was identified with proportions of mothers under 20 years old (Im=0.17; p-value=0.024) and mothers with low schooling (Im=0.17; p-value=0.020), and a significant negative spatial association with HDI (Im=-0.14; p-value=0.039). Conclusions: The local spatial approach identified a spatial cluster located in the far east of the metropolitan region of São Paulo, where actions by health managers are needed to minimize occurrence of preterm births.

RESUMO Objetivo: Analisar a distribuição espacial dos nascimentos prematuros e sua associação com indicadores maternos, sociais e de serviços de saúde na região metropolitana de São Paulo, Brasil, 2010-2019. Métodos: Estudo ecológico utilizando dados sobre recém-nascidos pré-termo dos 39 municípios da região metropolitana de São Paulo. Utilizou-se o índice de Moran (Im) global univariado para avaliar a associação espacial da prematuridade, e o índice de Moran local univariado por meio do mapa de clusters (LISA) para a identificação de padrões e aglomerados espaciais. Também foi utilizado o índice de Moran global bivariado para analisar a autocorrelação espacial com os indicadores maternos, sociais e de serviços de saúde. Resultados: Foram registrados 3.103.898 nascidos vivos no período 2010-2019, dos quais 331.174 (10,7%) foram prematuros. O índice de Moran global mostrou independência espacial (Im=0,05; p-valor=0,233) da proporção dos nascimentos prematuros entre municípios. No entanto, na análise espacial local foi possível identificar aglomerado espacial estatisticamente significativo entre os municípios de Biritiba Mirim, Guararema e Salesópolis, com proporções altas de nascimentos pré-termo. Na análise bivariada, identificou-se associação espacial significativa positiva com proporções de mães menores de 20 anos (Im=0,17; p-valor=0,024) e mães com baixa escolaridade (Im=0,17; p-valor=0,020), e associação espacial significativa negativa com IDH (Im=-0,14; p-valor=0,039). Conclusão: A abordagem espacial local identificou agrupamento espacial situado no extremo leste da região metropolitana de São Paulo, onde ações dos gestores de saúde são necessárias para minimizar a ocorrência de partos prematuros.

Este estudo teve como objetivo identificar a distribuição espacial da mortalidade infantil em recém-nascidos com BPN (750–2.500 g) a termo (≥37 semanas de gestação), por serem pequenos para a idade gestacional, analisando sua associação com determinantes relacionados à mãe, bem como identificar áreas prioritárias de mortalidade no Estado de São Paulo, 2010–2019. Métodos: A taxa de mortalidade infantil foi analisada na divisão da mortalidade neonatal e mortalidade pós-neonatal de recém-nascidos com BPN a termo. O método bayesiano empírico alisou as taxas, o índice de Moran univariado foi utilizado para medir o grau de associação espacial entre os municípios e o índice de Moran bivariado foi empregado para identificar a existência de associação espacial entre as taxas e os determinantes selecionados. Mapas temáticos de excesso de risco e Moran local foram elaborados para identificar aglomerados espaciais, adotando-se 5% como nível de significância. Resultados: O mapa de excesso de risco mostrou que mais de 30% dos municípios apresentaram taxas acima da taxa estadual. Aglomerados de alto risco foram identificados nas regiões sudoeste, sudeste e leste, principalmente entre os municípios mais desenvolvidos. Os determinantes mães adolescentes, mães acima de 34 anos, baixa escolaridade, índice de desenvolvimento humano, índice de vulnerabilidade social, produto interno bruto, médicos e leitos pediátricos apresentaram associação significativa com as taxas avaliadas. Conclusões: Foram identificadas áreas prioritárias e determinantes significativos associados à redução da mortalidade em recém-nascidos com BPN, sugerindo a necessidade de medidas de intervenção para atingir o Objetivo de Desenvolvimento Sustentável.

Abstract Paper aims This paper aims to create propositions that would be a guide the future construction of an industrial policy capable of rebuilding the Brazilian automotive industry (IAB) through the creation of demand by scrappage policy. Originality This paper is based on more than 470 IAB representatives’ answers, C-Level/Senior Executives, converting experience and empiric perspectives in scientific knowledge. Research method Hypothetical-Deductive research were conducted applying survey as procedure and Delphi Method as technique, using electronic tools to collect data, combining quantitative and qualitative approaches in statistical data analysis. Main findings Were identified a consensus among IAB representatives and literature evidences about scrappage policy as an engine regarding sustenance of automotive industry and the need for rules that guide national competitiveness key factors. Implications for theory and practice The paper theoretical and practice implications are provide subsidies to future sectorial policies based on empirical experience of more than 470 IAB representatives.

Abstract Paper aims This article presents the development and results of research carried out to know the modus agendi of a Regional Triple Helix and measure the intensity of the presence of a set of factors proposed as determinants of its existence and consolidation. Originality This is an unprecedented contribution to research in TH, as it investigates how much an established regional reality matches the pattern of a modus agendi and a set of determining factors of its existence and consolidation. Research method The inductive basic research method was adopted, with qualitative and quantitative approach, exploratory and descriptive objective and field research, applying the e-Delphi method. Main findings A high degree of misalignment of perceptions was identified among respondents and the existence of a Triple Helix that is still consolidating. Implications for theory and practice The relevance of this article is corroborated by the unprecedented application of the calculation of three statistical indicators (CVI-h; CV; IR) in the e-Delphi method. Another important contribution of this research lies in the fact that it investigates the level of alignment of the modus agendi of a TH, with a set of determinant factors that indicate the existence and consolidation of this development.

Resumo Este artigo analisa os impactos de mudanças operacionais e tributárias em uma malha logística, considerando a localização de instalações e os seguintes tributos: o Imposto sobre Circulação de Mercadorias e Serviços, o Imposto de Importação, o Imposto sobre Circulação de Mercadorias e Serviços em Substituição Tributária, Programas de Integração Social, Contribuição para o Financiamento da Seguridade Social, e o Imposto sobre Produtos Industrializados. A influência de incorporações e terceirização de serviços de distribuição na solução de problemas de localização em âmbito global envolvendo vários elos na cadeia de suprimentos também foi considerada. O problema foi modelado e resolvido pela linguagem de modelagem GAMS empregando o Solver CPLEX. O modelo de Programação Linear Inteira Mista proposto minimiza os custos operacionais considerando benefícios fiscais e o melhor aproveitamento dos créditos referentes ao Imposto sobre Circulação de Mercadorias e Serviços de uma rede multiproduto. Foi desenvolvida uma aplicação real envolvendo uma empresa do setor de produção de rações para animais. Os resultados mostraram que o modelo permitiu avaliar convenientemente de que forma a escolha das instalações e as características dos fluxos de produtos impactavam os custos globais do sistema. Os resultados evidenciaram ainda a necessidade de se tomar decisões com base na estrutura tributária existente, pois os cenários sem otimização tributária geraram perdas substanciais às empresas. Estas informações agregaram qualidade para o gestor da empresa estudada.

Abstract This article analyzes the impacts of operational and tax changes in a logistics network, considering the location of facilities and the following taxes: the Brazilian State Excise Tax on Circulation of Goods and Services, the Import Duty, the Brazilian State Excise Tax in Tax Substitution, the Social Integration Program, the Contribution for the Financing of Social Security and the Brazilian Federal Excise Tax on Industrialized Products. The influence of incorporations and outsourcing of distribution services in solving global localization issues concerning various links in a chain suplly has also been considered. The problem was modeled and solved by the GAMS modeling language using Solver CPLEX. The proposed Mixed Integer Linear Programming model minimizes operating costs taking into account tax benefits and the best use of the credits related to the Tax on Circulation of Goods and Services of a multiproduct network. A real application involving a company in the animal feed production sector was developed. The results showed that the model allowed to evaluate conveniently how the choice of the facilities and the characteristics of the product flows impacted the overall costs of the system. The results also evidenced the need to make decisions based on the existing tax structure, since the scenarios without tax optimization generated substantial losses to the companies. This information added quality to the manager of the company studied.

Abstract Paper aims This paper presents an analysis of professional education programs on Supply Chain Management (SCM). The purpose of this study is to analyze six professional education programs offered by the leading SCM associations, including Advanced Certified Professional Forecaster, Certified Production and Inventory Management, Certified Professional in Supply Management, and Supply Chain Professional. The analysis of professional education programs shall consider relevant criteria. There are multiple relevant criteria; some are tangible, and some others are intangible. Originality In 2007 Prof. Lummus researched professional education influence to SCM practices. This work is an extension of Prof. Lummus research, updating it, including more professional education programs and analyzing with AHP. Research method This paper applied the Analytic Hierarchy Process (AHP), a method for multi-criteria analysis, considering individual benefits and organizational benefits as the two main criteria, and professional education programs as alternatives. Main findings The two major contributions of this paper are: first, it presents individual benefits and organizational benefits that must be met by professional education programs; second, it evaluates the programs from multiple perspectives. Implications for theory and practice The approach proposed evaluates both tangible and intangible benefits of the programs.

Resumo Nos últimos 10 anos, publicações sobre Gerenciamento de Riscos em Cadeias de Suprimentos (SCRM) cresceram a uma taxa média de mais de 40% ao ano. Trata-se de um tema que vem, rapidamente, ganhando notoriedade na área de Logística, tanto por ser um assunto relativamente novo, inspirando pesquisadores a desenvolverem estudos sobre a questão, quanto pelo potencial de minimizar prejuízos de altas cifras em cadeias de suprimentos. Dada a relevância científica e empresarial da matéria, a presente pesquisa possui como objetivo principal analisar o perfil dos trabalhos publicados sobre SCRM, ou seja, mapear o campo de pesquisas sobre o tema, abrangendo os artigos publicados sobre esse assunto até 31 de dezembro de 2015. Para a consecução desse objetivo, adotou-se o método de pesquisa Research Profiling, que amplia o escopo da bibliometria por meio da mineração de texto. Para a análise, tabulação e organização dos dados, utilizou-se o software VantagePoint®. Como resultados principais, foram respondidas inúmeras questões relacionadas às pesquisas sobre SCRM, das quais se destacam as seguintes: i) cada artigo, apresenta-se, em média, repetido 1,2 vez em outras bases de dados; ii) os autores mais citados não são os que mais publicam; iii) as palavras-chave “Supply Chain Risk Management” só se tornou representativa para esse tema após 2012; iv) apenas três periódicos, juntos, são responsáveis por um terço de todas as citações em publicações sobre SCRM. Como resultado secundário, mas não menos importante, observou-se a falta de consenso entre os pesquisadores quando o assunto diz respeito às etapas que devem ser desenvolvidas no SCRM.

Abstract Despite the large number of contributions (some 250 articles) published on Supply Chain Risk Management (SCRM), none of them have developed what can be called research profiling on the theme. This paper aims to analyze the profile of works published on SCRM, that is, to map the field of research on the theme, covering articles published from 2004 to 2015. The authors adopted the research profiling method, which expands the scope of bibliometry by applying text mining. The VantagePoint® software was used to analyze, classify, and organize the data of this study. The results provide several insights into research on SCRM, namely: (i) the key expression “supply chain risk management” only became representative for the theme after 2012; (ii) the most cited authors are not the same as those who have published the most; and (iii) only three periodicals together account for one-third of all the citations in publications on SCRM.

Resumo A Programação por Metas (Goal Programming - GP) é uma abordagem multicritério da Pesquisa Operacional que vem sendo empregada na solução de complexos problemas de decisão. Este trabalho propõe um novo modelo de Programação por Metas Fuzzy (Fuzzy Goal Programming - FGP) para tratar o processo de orçamento de capital de empresas em um ambiente econômico sob incerteza. Para fins de comparação de desempenho, o modelo FGP e outro modelo desenvolvido com os mesmos fins, recentemente publicado, foram aplicados considerando-se os dados de uma empresa que foi o objeto do estudo. A modelagem e otimização foram feitas com o software GAMS - 23.6.5 e utilizando-se o solver CPLEX. Os resultados do modelo FGP proporcionaram melhorias com relação aos obtidos com o modelo alternativo citado, por exemplo: aumento do índice de lucratividade, redução do payback e melhor aplicação do capital disponível no orçamento. Além disto, o modelo FGP tem características de flexibilidade que permitem ao gestor simular, obter resultados rapidamente e com facilidade, acerca de cenários sob incerteza de seu interesse.

Abstract The Goal Programming (GP) is a multi-criteria approach of Operational Research that has been used for solving complex decision problems. This paper proposes a new Fuzzy Goal Programming (FGP) model to handle the process of capital budget of companies in an economic environment under uncertainty. For performance comparison purposes, the FGP and another recently published model developed for the same purposes were applied to data from a company that was the object of the study. The modeling and optimization were made with the GAMS software - 23.6.5 and using the CPLEX solver. The results obtained from the FGP model provided higher improvements than those obtained with the alternative model, as for example: increased profitability index, reduced payback and better application of the capital available in the budget. Furthermore, the FGP model has flexibility features that allow the manager to simulate, quickly and easily obtaining results about scenarios under uncertainty.

Abstract Paper aims To present the performance and contributions of a business incubator that acts as a link between the members of an industrial cluster and a higher education institution that acts in the field of engineering. Originality Most articles focus on incubators from the point of view of internal activities, the nature of incubation processes, and financing intermediary programs for nascent businesses. This work aimed to broaden the traditional approach of the academic constructs researched on the role of business incubators by bringing the contributions of one of the largest Brazilian business incubators to the formation and development of an industrial cluster. Research method The results represent the extract from a case study. The inductive method of basic research with a combined approach is applied for exploratory and descriptive purposes, using documentary analysis and field research. Main findings This paper addresses a successful integration between an engineering school and the business environment through its incubator while summarizes the trajectory of this incubator, and highlights, among other contributions to the local industrial cluster, the significant survival rate of its graduated companies. Implications for theory and practice Coordinated actions among members of the triple helix model are evidenced in this paper and may form the basis for similar experiments involving government agencies, educational institutions and the industrial environment.

The performance of public health systems is an issue of great concern. After all, to assure people's quality of life, public health systems need different kinds of resources. Balanced Scorecard provides a multi-dimensional evaluation framework. This paper presents the application of the Analytic Network Process and Balanced Scorecard in the performance evaluation of a public health system in a typical medium-sized Southeastern town in Brazil.

Este trabalho desenvolve um novo modelo Fuzzy-DEA-Game (FDG) para apoiar o estabelecimento de estratégias de produção. Esse modelo combina a Análise Envoltória de Dados (DEA) com conceitos da Teoria dos Conjuntos Fuzzy e do Jogo da Barganha de Nash. O modelo permite uma avaliação da eficiência produtiva e econômica dos produtos, o que pode resultar num portfólio de produtos mais rentáveis e de interesse do mercado consumidor. O modelo foi aplicado em uma empresa do segmento de energia. Os resultados obtidos com a aplicação do modelo FDG mostraram-se aderentes à realidade da empresa estudada e forneceram metas para a redução dos níveis de recursos (entradas) necessários para a fabricação dos produtos e para aumento dos níveis de resultados (saídas) oriundos da comercialização desses produtos. Como resultado adicional importante, o modelo FDG permitiu a identificação dos produtos do portfólio que são mais sensíveis à ocorrência de incerteza.

This study develops a new Fuzzy-DEA-Game (FDG) model to support the establishment of production strategies. This model combines Data Envelopment Analysis (DEA) with concepts of Fuzzy Set Theory and Nash Bargaining Game. The model permits an evaluation of the productive and economic efficiency of products, which may result in a portfolio of more profitable products with greater consumer market interest. The model was applied at an energy company. The results obtained applying the FDG model adhered to the reality of the studied company and provided goals for reducing resource levels (inputs) needed for manufacturing products and for increasing result levels (output) stemming from their commercialization. As an important additional outcome, the FDG model permitted the identification of portfolio products that are more sensitive to the occurrence of uncertainty.

Este trabajo desarrolla un nuevo modelo Fuzzy-DEA-Game (FDG) para apoyar el establecimiento de estrategias de producción. Este modelo combina el Análisis Envolvente de Datos (DEA) con conceptos de la Teoría de los Conjuntos Fuzzy y del Juego de la Negociación de Nash. El modelo permite una evaluación de la eficiencia productiva y económica de los productos, lo que puede resultar en un portafolio de productos más rentables y de interés del mercado consumidor. El modelo fue aplicado en una empresa del segmento de energía. Los resultados obtenidos con la aplicación del modelo FDG se mostraron adherentes a la realidad de la empresa estudiada y aportaron metas para la reducción de los niveles de recursos (entradas) necesarios para la fabricación de productos y para el aumento de los niveles de resultados (salidas) oriundos de la comercialización de esos productos. Como resultado adicional importante, el modelo FDG permitió la identificación de los productos del portafolio que son más sensibles a los hechos de incertidumbre.

O mercado mundial de peças para automóveis é tipicamente caracterizado pela presença marcante de fornecedores globais que são continuamente pressionados a reduzir custos e aumentar a produtividade e a competitividade. Nesse contexto, este artigo propõe novos modelos, denominados FGPDEA, que combinam a Análise por Envoltória de Dados (Data Envelopment Analysis - DEA), a Teoria Fuzzy e a Programação por Metas (Goal Programming - GP), visando aumentar a discriminação entre as Unidades Tomadoras de Decisão (Decision Making Units - DMUs) num ambiente sob incerteza. Foi feita uma aplicação real dos modelos FGPDEA para se avaliar a eficiência de sete minifábricas do segmento de autopeças. Os resultados obtidos mostraram-se aderentes à realidade estudada, identificando de forma confiável quais minifábricas são eficientes e quais delas são mais sensíveis ao efeito da incerteza.

The global market for automotive parts is typically characterized by the strong presence of global suppliers, which are continually pressured to reduce costs, and increase productivity and competitiveness. In this context, this paper describes a new FGPDEA model that combines Data Envelopment Analysis (DEA) and Fuzzy Goal Programming, thereby aiming to increase the discrimination among Decision Making Units (DMUs) in an environment under uncertainty. A real application of the FGPDEA model was carried out to evaluate the efficiency of seven mini-factories (DMUs) of the auto parts segment. The results obtained in this real problem were adherent to the reality studied, reliably identifying which mini-factories were efficient and which ones were more sensitive to the effect of uncertainty.

A falta de gerenciamento de risco pode gerar descontinuidade na cadeia de suprimentos e há pouca literatura sobre esse tema para o setor aeroespacial. Este artigo teve como objetivo identificar fatores de risco da cadeia de suprimentos do principal fabricante nacional de aeronaves. Nove fatores de riscos específicos para a empresa foram identificados: Ambiental, natural e político, Cadeia de suprimentos, Estratégia do negócio, Gerenciamento do produto, Indicadores, Organização, Produtividade, Qualidade e Sistema de informação. Esses fatores foram avaliados quantitativamente quanto a sua criticidade utilizando-se o analytic hierarchy process (AHP). Os fatores Qualidade e Produtividade foram considerados os mais relevantes nesta pesquisa, que pode ser classificada como estudo de caso único, sendo as informações necessárias obtidas por meio de entrevistas com profissionais experientes, representando diferentes áreas da empresa que foi objeto do estudo.

The lack of risk management can generate disruption in the supply chain, and there is little literature related to the aerospace industry. This article aims at identifying the risk factors for supply chain of the main Brazilian aircraft manufacturer. Nine risk factors specific to aircraft manufacturers were identified: Environmental, Natural and Political, Supply Chain, Business Strategy, Product Management, Indicators, Organization, Productivity, and Quality and Information System. These factors were quantitatively evaluated with respect to their criticality using the Analytic Hierarchy Process (AHP). The Quality and Productivity factors were considered the most relevant in this study, which can be classified as a single case study. The necessary data were obtained through interviews with professionals from different areas of the studied enterprise.

A Programação por Metas, ou Goal Programming (GP), é uma importante abordagem analítica que tem sido aplicada com sucesso na solução de importantes problemas de decisão. Propõe-se um modelo de Programação por Metas Binária-Mista, ou Mixed-Binary Goal Programming (MBGP), para otimizar o planejamento agregado da produção e da distribuição de uma empresa do setor sucroenergético, que incorpora a cogeração de energia. Deste modo, o modelo aborda os processos de produção de açúcar, de álcool, de melaço e derivados e da cogeração de energia. Contempla, também, as etapas agrícolas, industriais e de distribuição, possibilitando que as decisões sejam tomadas em um horizonte de planejamento semanal, incluindo a safra e entressafra. A aplicação deste modelo em uma usina de açúcar e álcool brasileira auxiliou na determinação de políticas ótimas de produção e distribuição, gerando resultados financeiros e operacionais interessantes para a empresa, além de gerar relatórios de exportação de energia aderentes à realidade da usina estudada.

The Goal Programming (GP) is an important analytical approach that has been successfully applied in relevant real-world decision making problems. This paper proposes a Mixed-Binary Goal Programming (MBGP) model to optimize production and distribution planning of a energy cogeneration sugar and ethanol milling company. Therefore, the MBGP model integrates the production process of sugar, alcohol, molasses, and energy cogeneration, and it enables decision-making in the agricultural, industrial, and distribution phases on a weekly-basis planning horizon including the harvest season and the periods between harvests. The model was applied in a Brazilian sugar and ethanol milling company, and it contributed to the formulation of production and distribution optimum policies yielding good financial and operational results in addition to raising energy export in conformity with the reality of the plant.
