Resumo O regionalismo na América do Sul já foi descrito ao autor por um diplomata brasileiro sênior como uma “ferramenta pragmática para resolver problemas específicos”. No entanto, em resposta à pandemia de COVID-19 na América do Sul, – a região mais atingida do mundo pela doença – o regionalismo tem se destacado por sua ausência como tal ferramenta, apesar do fato de organizações internacionais e outros atores apontarem para a necessidade urgente de cooperação regional acerca do tema. Isso pode explicar a falta de cooperação regional no assunto? Utilizando os marcos conceituais da Complexidade e da Dinâmica de Sistemas Humanos, este artigo argumenta que o regionalismo na América do Sul sofre de falta de coerência. Dessa forma, serão feitas algumas sugestões sobre como abordar esta incoerência na resposta ao COVID-19 e, para tal, conseguir dar resposta a alguns dos desafios específicos trazidos pela pandemia. O artigo argumenta que o foco da política deve ser muito estreito e deve focar no impacto econômico e nas vacinas. Além disso, a cooperação regional deve acontecer abaixo do nível dos governos nacionais. Algumas sugestões sobre como isso pode ser alcançado são feitas ao longo do artigo. Mostra-se que esse foco estreito e, muitas vezes, subnacional, pode restaurar alguma coerência, que permitirá uma resposta regional mais eficaz à pior pandemia vista em 100 anos.

Abstract Regionalism in South America was once described to the author by a senior Brazilian Diplomat as a ‘pragmatic tool to address specific problems’. Yet, in response to the COVID-19 pandemic in South America – the worst-hit region in the world – regionalism has been conspicuous by its absence as such a tool, despite the fact that international organizations and other actors have pointed to the urgent need for regional cooperation on the subject. What explains this lack of regional cooperation? Utilizing the conceptual frameworks of Complexity and Human Systems Dynamics, this article argues that regionalism in South America actually suffers from a lack of coherence. As such, some suggestions will be made throughout the article as to how to address this incoherence in response to COVID-19 and, as such, be able to address some of the specific challenges brought about by the pandemic. It is argued that the policy-focus should be very narrow, and that the focus should be on the economic impact and vaccines. Furthermore, the article suggests that regional cooperation should happen below the level of national governments. Some suggestions are made as to how this can be achieved. It is shown throughout the article that such narrow, and often sub-national focus can restore some coherence, which will allow for a more effective regional response to the worst pandemic experienced in 100 years.

Resumo A América Latina é a região mais violenta do mundo. No entanto, décadas de investimento político e financeiro da comunidade internacional não tiveram os resultados desejados. Usando o trabalho da União Europeia no Triângulo Norte da América Central como estudo de caso, este artigo pergunta o que explica essa falha. Utilizando o enquadramento conceitual de Complexidade e Dinâmica do Sistema Humano, ele argumenta que as políticas atuais realmente consolidam o padrão de condições que conduzem, e sustentam, a violência. Ele mostra como, ao reconceituar esse problema usando os conceitos de Complexidade, as políticas podem se tornar mais eficazes e sustentáveis.

Abstract Latin America is the most violent region in the world. Yet, decades of political and financial investment by the international community have not had the desired results. Using the work of the European Union in the Northern Triangle of Central America as a case study, this article asks what explains this failure. Utilizing the conceptual framework of Complexity and Human System Dynamics, it argues that current policies actually entrench the pattern of conditions which lead to, and sustain, violence. It shows how, by reconceptualizing this problem using the concepts of Complexity, policies could be made more effective and sustainable.

É comum, mesmo na imprensa europeia, tratar a atual crise da União Europeia exclusivamente como uma crise econômica. O presente artigo pretende mostrar que esse foco não está somente errado mas perigoso para o desenvolvimento futuro da organização em si. O artigo sustentará que a crise econômica simplesmente agravou – e muito – uma crise de legitimidade pela qual a União Europeia está passando há algum tempo. Mostrando que as tendências antieuropeias que estão se espalhando pelos países europeus ameaçam o futuro do projeto de integração europeia, o artigo fará sugestões para reformas na atuação da União Europeia e alerta pela necessidade de finalmente elaborar mais uma vez um argumento coerente para justificar a continuação do projeto europeu, colocando a população europeia no coração do processo político europeu em vez de somente se aplicarem medidas de austeridade. A pesquisa foi um estudo qualitativo, baseada numa revisão da literatura existente sobre a crise e entrevistas com especialistas e políticos da União Europeia. O artigo estabeleceu que a União Europeia está passando por múltiplos crises, tanto no nível político, quanto no nível econômico, de uma forma interdependente. O artigo também mostra que existe um reconhecimento dessa crise por parte de alguns oficiais da União Europeia mas também uma incapacidade de agir, por dificuldades políticas, assim como um entendimento errado da natureza da crise sendo enfrentada. A originalidade do artigo se dá pela definição da crise da União Europeia como uma crise política E econômica que interagem em um processo contínuo. O artigo mostra que se trata de um processo de "ação adaptativa", baseada nas perguntas "what", "so what", "now what?" Essas perguntas têm implicações importantes para as ações da União Europeia em resposta à crise atual, que o artigo aborda. Sendo assim, o artigo propôs uma visão diferente e original sobre o que representa a crise atual e o que tem que ser feita em resposta a ela.

It is common today, even in the European media, to treat the current crisis of the European Union almost exclusively as an economic crisis. The present article pretends to show that such a focus is not only wrong but is indeed dangerous for the future development of the European Union as a whole. The article will argue that the present economic crisis simply aggravated – and a lot – a crisis of legitimacy through which the European Union has been passing for some time. Showing that the anti-European tendencies which are spreading throughout the countries of the continent threaten the very future of the European project, the article will make suggestion on reforms for the future development of the EU, alerting to the necessity to finally elaborate once again a coherent argument for the continuation of the European integration process which puts the European population at the heart of the political process instead of just austerity.

At the same time during which the European Union is passing through one of the worst crises in its history, the attempts to promote regionalism in South America are also beset by grave problems, with some commentators suggesting that 'regionalism is out, sovereignty back in', in the words of Andrés Malamud. This article aims to respond to the question whether there is a connection between the problems confronted in Europe and the difficulties here in the region. In other words, what has been the impact of the European crisis on the prospects for highly developed regionalism in South America. Based on interviews with policy-makers and representatives of Brazilian industry, as well as an analysis of the existing literature, the article argues that, even though both have suffered as a consequence of the general global political and economic trends - and both suffer from similar problems in terms of their strategic thinking - the particularities of each case does not allow for a direct causal link between the European and South American case.
