RESUMO O objetivo central do trabalho foi analisar a contribuição do setor da silvicultura no aumento das receitas dos municípios do estado de Minas Gerais, no período 2008-2013, utilizando-se análises estatísticas apropriadas. A silvicultura é uma importante atividade econômica deste estado, principalmente o reflorestamento de espécies do gênero Eucalyptus e Pinus. De acordo com as hipóteses de trabalho, foram realizados procedimentos estatísticos comparando grupos de municípios com 5% e 10% ou mais de sua área destinada a plantios florestais. Os principais resultados demonstraram que: para os 134 municípios com 5% ou mais de área destinada a plantios florestais, existiu relação linear entre o Valor de Produção da Silvicultura (VPS) e a arrecadação do Imposto sobre a Propriedade Territorial Rural (ITR), com o Valor Adicionado Bruto da Agropecuária no período 2008-2013. Também foi observada maior participação das receitas provenientes da silvicultura sobre o Produto Interno Bruto (PIB) municipal destas cidades. Para os 57 municípios com 10% ou mais de área destinada à silvicultura, houve melhora no Índice de Desenvolvimento Tributário e Econômico (IDTE). Portanto, pode-se afirmar que a atividade da silvicultura causou impactos positivos para a arrecadação de tributos e receitas vinculadas ao setor produtivo dos municípios com maior área de plantios florestais.

ABSTRACT The main objective of this study was to analyze the contribution of forestry sector for the increase of revenues of Minas Gerais state municipalities during the period 2008-2013, using appropriate statistical analysis. Forestry is an important economic activity of this state, mainly through reforestation of Eucalyptus and Pinus genres. According to the work’s hypotheses, statistical procedures were performed comparing groups of municipalities with 5% and 10% or more of their area destined to forest plantations. The main results showed that: for 134 municipalities with 5% or more of forestry area, a linear relationship was observed between the Production Value of Silviculture and the collection of Tax on Rural Territorial Property (ITR), with the Gross Added Value of Agriculture in the period 2008-2013. Greater participation of forestry revenues on the Gross Domestic Product (GDP) of those municipalities was also observed. For 57 municipalities with 10% or more of forestry area, there was an improvement in the Tax and Economic Development Index (IDTE). Therefore, it can be affirmed that silviculture caused positive impacts for taxes collection and revenues related to the productive sector for the municipalities with larger area of forest plantations.

RESUMO O objetivo deste trabalho foi verificar a correlação entre variáveis ambientais, econômicas e sociais e os royalties arrecadados nos principais municípios produtores de petróleo e minério. Os dados discriminados por cidade, entre os anos de 2004 e 2010, foram a receita total das prefeituras, os investimentos em saneamento e gestão ambiental, o número de habitantes por município e o Índice FIRJAM de desenvolvimento municipal. Para verificar o relacionamento entre as variáveis utilizou-se a Análise de Componentes Principais. Os resultados mostraram que a maior arrecadação dos royalties, sejam do petróleo ou mineração, não tem como consequência direta maior desenvolvimento social ou ambiental. O que pode justificar tais resultados é a ausência de um dispositivo jurídico que condicione a aplicação dos recursos arrecadados às áreas em questão. Dessa forma, conclui-se que os possíveis impactos ambientais e sociais da exploração desses recursos não renováveis não estão sendo recompensados pelos royalties.

ABSTRACT This study aimed to determine the correlation between environmental, economic and social variables with royalties collected in the main oil and mineral producing municipalities. The data used, disaggregated by city, between 2004 and 2010, were the municipalities’ total revenue, investments in sanitation and environmental management, the number of inhabitants per municipality and Index FIRJAM municipal development. The relationship between the variables was evaluated by the Principal Component Analysis. The results showed that the largest collection of royalties, whether oil or mining, does not directly affect greater social or environmental development. Results can be explained by the lack of a legal framework that conditions the application of funds raised to the concerned areas. Thus, we conclude that the possible environmental and social impacts of exploitation of these non-renewable resources are not being rewarded for royalties.

RESUMO O objetivo central deste trabalho foi identificar e analisar o potencial da madeira de espécies do gênero Eucalyptus como fonte de energia térmica para uso industrial em substituição aos combustíveis fósseis. Foram analisados dois casos: no primeiro foi estimada a demanda total dessa biomassa florestal para substituição dos principais combustíveis fósseis no setor industrial do Brasil, com cenários de 100, 75 e 50% de substituição; e no segundo foi calculado o custo com cada combustível para produção de uma tonelada devapor industrial (energia térmica) para uma indústria de laticínios, deforma a verificar a competitividade da biomassa florestal frente aos combustíveis fósseis. Os resultados encontrados demonstraram que as áreas demandadas para substituição de 100, 75 e 50% dos combustíveis fósseis analisados foram respectivamente, 2,9, 2,2 e 1,5 milhões de hectares de florestas plantadas de eucalipto, e o custo da tonelada de vapor utilizando o cavaco de eucalipto foi no mínimo 34% menor do que com os demais combustíveis, o que corrobora o potencial de substituição nesse setor.

ABSTRACT The main objective of this work was to identify and analyze the potential of forest biomass of Eucalyptus sp. such as thermal energy source for industrial use in place of fossil fuels. Two cases were analyzed: the first one estimated the total demand for forest biomass to replace the main fossil fuels in Brazilian industrial sector, with scenarios of 100, 75 and 50% replacement; in the second, it was calculated the cost of each fuel for producing ton of industrial steam (thermal energy) for a dairy industry, in order to verify the competitiveness of forest biomass compared to fossil fuels. The results showed that the areas demanded to replace 100, 75 and 50% of the analyzed fossil fuels were, respectively, 2.9, 2.2 and 1.5 million planted forests hectares, and the steam ton cost ratio using the woodchips was at least 34% lower than with other fuels, which corroborates the substitution potential in this sector.
