RESUMO Este artigo analisa a economia política do desenvolvimento rural na China e suas implicações globais de longo alcance. O argumento é que as recentes dinâmicas de desenvolvimento rural na China buscam responder a um conjunto de desafios desencadeados pelo deslocamento da “questão agrária” clássica para a “questão agroalimentar” contemporânea. A nova questão agroalimentar abarca três grandes problemáticas: acumulação de capital, reprodução social e poder político. A pesquisa recorre à bibliografia especializada, estatísticas oficiais e observações de campo. A análise da questão agroalimentar mostra-se bastante fértil para explicar o lugar da China na dinâmica do regime alimentar internacional contemporâneo e para examinar os rumos da sua atual formação econômico-social.

ABSTRACT This article analyses the political economy of rural development in China and its far-reaching global implications. The argument is that the recent dynamics of rural development in China seek to respond to a set of challenges triggered by the shift from the classic 'agrarian question' to the contemporary 'agri-food question.' The new agri-food question encompasses three major problematics: capital accumulation, social reproduction, and political power. The research draws on specialized bibliography, official statistics, and fieldwork observations. The analysis of the agri-food question proves to be quite fertile to explain China’s place in the dynamics of the contemporary international food regime and to examine the direction of its current socio-economic formation.

Resumo O argumento desenvolvido no artigo, baseado na abordagem dos regimes alimentares, é que a formação do “complexo soja-carne Brasil-China”, a partir do início dos anos 2000, representa uma mudança policêntrica nas relações agroalimentares globais, impulsionada pelos interesses das corporações do agronegócio e indústrias alimentares, bem como dos estados nacionais, em uma direção Sul/Oriente, que desafia o poder estabelecido das grandes corporações transnacionais do Atlântico Norte. Com base na literatura contemporânea em economia política agrária e numa combinação de dados quantitativos e qualitativos, são identificadas as origens, características e dinâmicas do complexo soja-carne Brasil-China através de uma análise comparativa e relacional. Após uma breve revisão teórica, se examina a mudança nos hábitos alimentares e dietas de classe e a reestruturação das indústrias de carnes (especialmente suína) e rações do lado chinês, como polo importador, e o boom das commodities e a expansão na produção, na área plantada e nas exportações de soja do lado brasileiro, como polo exportador. Entretanto, apesar da importância do comércio bilateral na dinâmica do complexo soja-carne Brasil-China, recentemente tem havido também um crescente afluxo de investimentos chineses no agronegócio brasileiro. Nas conclusões, além de aspectos estritamente econômicos, aspectos políticos do complexo soja-carne Brasil-China são discutidos.

Abstract The argument developed in the paper, based on the food regime approach, is that the formation of the “Brazil-China soy-meat complex”, from the early 2000s, represents a polycentric shift in global agri-food relations, driven by the interests of agribusiness corporations and food industries, as well as national states, in a South/East direction, which challenges the established power of the large North Atlantic transnational corporations. Based on the contemporary literature in agrarian political economy and in a combination of quantitative and qualitative data, we identify the origins, characteristics and dynamics of the Brazil-China soy-meat complex through a comparative and relational analysis. After a brief theoretical review, we examine the change in eating habits and class diets and the restructuring of meat (especially pork) and feed industries on the Chinese side, as an importing pole, and the commodities boom and the expansion in production, planted area and shipments of soybean on the Brazilian side, as an exporting pole. However, despite de importance of bilateral trade to the dynamics of the Brazil-China soy-meat complex, recently there has also been an increasing influx of Chinese investments in the Brazilian agribusiness. In the conclusions, beyond strict economic aspects, political aspects of the Brazil-China soy-meat complex are discussed.

O artigo trata do fenômeno da pluriatividade na agricultura brasileira, referente à diversificação das atividades econômicas e laborais exercidas no meio rural, e dos plurirrendimentos, referentes à diversificação das fontes de renda acessadas pelos agricultores e suas famílias. Com base nos dados do Censo Agropecuário 2006, realiza-se uma análise para o Brasil e as regiões Sul e Nordeste do País, buscando comparar os assim denominados "estabelecimentos pluriativos" pertencentes às categorias agricultura familiar e agricultura não familiar. O trabalho identifica e quantifica esses estabelecimentos; caracteriza-os segundo o tipo de pluriatividade e a relação de trabalho do pessoal ocupado; e identifica as suas distintas fontes de receitas, mensurando a importância de cada uma na formação da receita total. A constatação empírica de um percentual maior de estabelecimentos de agricultura não familiar classificados como pluriativos (51,9%) do que na própria agricultura familiar (34,1%) levou a uma intrigante questão teórica, já que a quase totalidade dos estudos sobre pluriatividade no Brasil sempre considerou o fenômeno como uma especificidade da agricultura familiar. Embora essa questão seja apenas brevemente discutida no artigo, o resultado mais significativo é que deve haver uma importante parcela dos agricultores familiares que, justamente por serem pluriativos, encontram-se inadequadamente classificados como agricultores não familiares e, portanto, excluídos das estatísticas oficiais e, possivelmente, das próprias políticas públicas voltadas à agricultura familiar.

The article discusses the phenomenon of pluriactivity in Brazilian agriculture, referring to the diversification of economic and labour activities in rural areas, and pluri-incomes, referring to the diversification of income sources accessed by farmers and their families. Based on 2006 Agricultural Census data, an analysis for Brazil and Southern and Northeastern regions of the country is carried out, trying to compare the so-called "pluriactive households" belonging to family farming and non-family farming categories. The paper identifies and quantifies these households; characterize them according to the type of pluriactivity and the labour relations of employed persons; and identifies their distinct revenue sources, measuring the importance of each one in the formation of total revenue. The empirical finding of a higher percentage of non-family farming households classified as pluriactive (51.9%) than the family farming (34.1%) led to an intriguing theoretical question, since almost all the studies in Brazil always considered pluriactivity as a phenomenon specific to family farming. Although this question is only briefly discussed, the most significant result is that there must be an important part of family farmers who, precisely because they are pluriactive, are improperly classified as non-family farmers and, therefore, excluded from official statistics and possibly of the very public policies suitable for family farming.

O ensaio aborda a importância da redescoberta do pensamento de Karl Polanyi e de sua crítica à "sociedade de mercado" na retomada dos estudos e debates sobre o desenvolvimento (rural). Após uma apresentação geral do quadro teórico e analítico de Polanyi, buscamos utilizar seus conceitos para interpretar a dinâmica da mercantilização dos meios de vida e das formas sociais de trabalho e produção no espaço rural, bem como dos sistemas agroalimentares no capitalismo contemporâneo. Com base nestas proposições, refletimos sobre o papel dos atores sociais e das instituições nos processos de mudança social em geral e os de desenvolvimento rural em particular. Finalizamos, propondo algumas potencialidades dessa abordagem para os estudos sobre desenvolvimento rural no Brasil.

The essay deals with the importance of the rediscovery of Karl Polanyi's thinking and of his criticism of the "market society" in resuming (rural) development studies and debates. Following an overall presentation of Polanyi's theoretical and analytical framework, we look for using his concepts to interpret the commoditization dynamics of the rural livelihoods and the social forms of labor and production in the rural space, as well as the commoditization of the agri-food systems in the contemporary capitalism. Based on these statements, we reflect about the role of social actors and institutions in the processes of social change at large and of rural development in particular. And, finally, we propose some potentialities of this approach for the rural development studies in Brazil.
