Abstract Every year, millions of tons of phosphogypsum, a by-product of the fertilizer industry, are produced worldwide. As just a small part of this amount is reused, this study analyzed a new alternative to reuse this material in geotechnical works, in mixtures with lateritic soil and bentonite for the construction of liners for sanitary landfills. Four compositions were tested: 100% soil, 10% phosphogypsum + 90% soil, 10% phosphogypsum + 3% bentonite + 87% soil and 10% phosphogypsum + 6% bentonite + 84% soil. X-ray diffraction and scanning electron microscopy were used to analyze the mineralogy, while the hydromechanical performance was evaluated through compaction, hydraulic conductivity, and unconfined compressive tests. Modified free swell tests and modified Atterberg limits were used to test compatibility with NaCl, NaOH and ethanol. A solubilization test was carried out to investigate the presence of inorganic contaminants in the phosphogypsum. The addition of phosphogypsum increased the optimum water content in the compaction curves, did not change the hydraulic conductivity and decreased the unconfined compressive strength of the mixtures. The addition of bentonite increased the optimum water content, reduced the hydraulic conductivity, and increased the unconfined compressive strength. The possibility of dissolution of gypsite (main component of phosphogypsum), the problems that may arise from the interaction with chemical products, and the risk of manganese release in the subsoil lead to the conclusion that phosphogypsum is not suitable to be used in liners. However, soil-bentonite-phosphogypsum mixtures were considered eligible materials to be used in impermeable layers of other geotechnical works.

Abstract The worldwide consumption of electric energy destined for air conditioners, expected to triple by 2050, can be lessened by geothermal piles, which transfer heat from the internal environment of buildings to the subsoil. This paper shows the influence of pile geometry and properties of soil, pile, and pipe materials on the heat transfer of a geothermal pile to the surrounding soil, to support design from the viewpoint of thermal performance optimization. A numerical model was developed with ANSYS CFX 19.2, a high-performance Computational Fluid Dynamics tool, and calibrated using data from a thermal response test performed in a saturated sandy soil in São Paulo, Brazil. A parametric analysis was carried out varying pile length, diameter, and slenderness; soil and pile material conductivities; degree of saturation; fluid inlet temperature; fluid flow rate; and pipe thermal resistance. Results show that the fluid inlet temperature is the most influential parameter on the thermal performance of the pile. Heat transfer grows when geometrical parameters (diameter and length) are increased mainly due to an increase in heat exchange surface area, whereas the normalized heat transfer rate per unit of surface area of the pile is practically unaltered. Higher soil, pipe and pile thermal conductivities improve thermal performance. The degree of saturation increases the thermal conductivity of the soil; however, the effect is not remarkable on the system’s thermal performance for saturation degrees higher than 20%. The fluid flow must be turbulent but increases above a certain flow rate do not improve the thermal performance.

Resumo A resiliência comunitária é essencial na gestão de desastres e sua mensuração é necessária para apoiar tomadas de decisão. Este artigo apresenta uma primeira lista de indicadores de resiliência comunitária desenvolvida para municípios brasileiros, resultante de revisão da literatura, de consulta a especialistas e de aplicação de método Delphi. Os especialistas participantes do método Delphi compreenderam gestores públicos (43%) e pesquisadores (57%). O estudo envolveu seis etapas: seleção de quadro conceitual; composição de lista de indicadores; elaboração de instrumento de avaliação; seleção e convite a especialistas; avaliação dos indicadores (método Delphi); e análise dos dados. Como resultado, 101 indicadores distribuídos em seis dimensões (ambiental; social; econômica; institucional; infraestrutura e capital social) tiveram sua importância consensuada após duas rodadas do método. Na primeira rodada, 98 indicadores foram submetidos à avaliação de 97 especialistas, com possibilidade de proposição de novos, enquanto na segunda, a lista final resultou do consenso entre 72 especialistas. As dimensões Institucional e Infraestrutura foram predominantes, evidenciando o valor das políticas públicas e da infraestrutura urbana para a resiliência comunitária aos desastres na percepção de especialistas brasileiros.

Abstract Community resilience is essential for disaster management and its measurement is necessary to support decision-making. This paper presents as first list of community resilience indicators for Brazilian municipalities, resulting from literature review, experts’ consulting and application of the Delphi method. The experts group consisted of public managers (43%) and researchers (57%). The study comprised six phases: conceptual framework selection; composition of the indicators list; elaboration of evaluation tool (Delphi method); selection and invitation to experts; evaluation of indicators; and data analysis. As a result, the importance of 101 indicators distributed in six dimensions (environmental; social; economic; institutional; infrastructure; social capital) achieved consensus among the experts after two rounds. In the first round, 98 indicators were submitted to the evaluation of 97 specialists, with the possibility of proposing new indicators, while in the second round the final list reached consensus among the 72 respondents. The Institutional and Infrastructure dimensions were predominant, evidencing the value of public policies and urban infrastructure for community resilience to disasters in the perception of Brazilian experts.

Resumen La resiliencia comunitaria es esencial en la gestión de desastres y su medición es necesaria para apoyar la toma de decisiones. Este artículo presenta una primera lista de indicadores de resiliencia comunitaria desarrollados para municipios brasileños, como resultado de revisión de literatura, consultas con expertos y aplicación del método Delphi. El panel de expertos participantes del método Delphi estaba compuesto por gerentes públicos (43%) e investigadores (57%). El estudio involucró seis etapas: selección del cuadro conceptual, composición de lista de indicadores, elaboración de herramienta de evaluación, selección e invitación de expertos, evaluación de indicadores (método Delphi) y análisis de datos. Como resultado, 101 indicadores distribuidos en seis dimensiones (ambiental, social, económico, institucional, infraestructura y capital social) obtuvieron consenso después de dos rondas del método. En la primera ronda, 98 indicadores fueron sometidos a evaluación por 97 expertos, con la posibilidad de proponer nuevos. Mientras que, en la segunda ronda la lista final resultó del consenso de 72 especialistas. Las dimensiones Institucional e Infraestructura fueron predominantes, evidenciando bajo la percepción de especialistas brasileños el valor de las políticas públicas y la infraestructura urbana en la resiliencia comunitaria a los desastres.

RESUMO O tratamento dos esgotos sanitários gera resíduos, destacando-se o lodo, continuamente e em grande volume. Como a reciclagem da matéria orgânica do lodo apresenta restrições ambientais e sanitárias, a codisposição em aterros sanitários é alternativa interessante, principalmente pelo menor custo. A introdução de novo rejeito no aterro, com características físicas e geotécnicas distintas dos resíduos sólidos urbanos, necessita de prévia avaliação dos efeitos sobre a operação, a estabilidade e o uso futuro da área. O presente artigo enfocou a problemática da codisposição de lodos de estações de tratamento de esgotos sanitários em aterros sanitários sob o ponto de vista técnico e ambiental. Critérios de codisposição foram selecionados e submetidos à avaliação de especialistas brasileiros. O resultado foi hierarquizado por grau de importância, gerando um grupo de critérios mínimos de codisposição, representativos e de aplicação prática, constituído por: periculosidade; controle quantitativo; proporção rejeito/lodo; rotina de monitoramento; controle qualitativo; e monitoramento geoambiental, a ser considerado na decisão quanto à codisposição de lodo em aterros. Este grupo poderá contribuir para o aperfeiçoamento de critérios de projeto e operação de aterros sanitários com codisposição de lodo de estações de tratamento de esgotos, visando à disposição final segura e adequada, assim como embasar o planejamento e a execução de políticas públicas e ações mais apropriadas e sustentáveis para o setor.

ABSTRACT Sanitary sewage treatment generates residues, particularly sludge, whose production is continuous and voluminous. Since there are environmental and economic restrictions for recycling the organic matter present in sewage sludge, co-disposal in sanitary landfills is an interesting low-cost alternative. The effects of adding sewage sludge, on the operation, stability and post-closure use of the landfill, must be accounted for, since its geotechnical and physical properties are very different from those of municipal solid waste. This paper focused on the issues of co-disposal of sewage sludge in sanitary landfills from the technical and environmental standpoints. Co-disposal criteria were selected and then evaluated by experts. The results were ordered according to their level of importance, thus consolidating a group of essential criteria, representative and of practical application, to be considered in decision making about co-disposal: hazardousness, quantitative control, waste/sludge ratio, monitoring routine, qualitative control and geo-environmental monitoring. This set of criteria should also be considered in the design and operation of sanitary landfills with sludge co-disposal, as well as in the elaboration of sustainable public policies for the sector.

RESUMO Conhecer a geração de resíduos de equipamentos elétricos e eletrônicos (REEE) é fundamental para sua gestão. O fluxo domiciliar de EEE é complexo, pois tem seu descarte associado a fatores tecnológicos, econômicos e comportamentais. O artigo apresenta método para estimativas de REEE de origem domiciliar: estoque de equipamentos em uso, armazenados e descartados, e do potencial de geração de resíduos. O método aplicado ao município de São Paulo, São Paulo, resultou em 71,9 milhões de EEE, dos quais 8,8 milhões (12,2%) fora de uso. O valor médio de EEE correspondeu a 18,2 EEE por domicílio; média per capita de 5,3 EEE por habitante. A média de descarte per capita estimada resultou em 4,8 kg.hab-¹.ano-¹. O potencial de geração de resíduos a partir dos EEE fora de uso variou entre 2,9 a 6,0 kg.hab-¹.ano-¹. O método proposto proporcionou qualidade às estimativas, resultando em importantes indicadores para a gestão.

ABSTRACT Evaluation of the generation of Waste of Electric and Electronic Equipment (WEEE) is fundamental to waste management. Discard of household flow is complex because is associated to technologic, economic and behavioral factors. This paper presents a method to estimate household-originated WEEE: stock of equipment in use, stored and discarded, as well as potential generation of waste. The proposed method applied to the city of Sao Paulo, Brazil, resulted in the total amount of 71.9 million EEE, 8.8 million of which (12.2%) are out of service. Average values were estimated: 18.2 EEE per household and 5.3 EEE per inhabitant. Average discharge per capita resulted in 4.8 kg.inhabitant-1.year-1. Potential of generated waste based on out-of-service EEE varies from 2.9 to 6.0 kg.inhabitant-1.year-1 depending on the adopted scenario. The method added quality to the estimates of important indicators for WEEE management.
