RESUMO Este artigo pretende refletir sobre as grandes linhas que caracterizaram os processos de reforma da Administração Pública portuguesa entre 1967 (data da criação do primeiro organismo responsável por ela) e 1978 (data da criação do primeiro Ministério da Reforma Administrativa). Para tal, serão analisados debates parlamentares, legislação, documentação arquivística, programas de governo e alguns dos documentos mais relevantes dos primeiros tempos da Democracia. Argumenta-se que o processo de reforma administrativa apresentou continuidades entre os dois regimes, em termos institucionais, metodológicos e no que concerne aos seus objetivos. Defende-se que os seus pressupostos testemunharam, antes e depois da revolução, um processo contínuo de adaptação a diferentes conjunturas e desafios. Por fim, afirma-se que o período democrático permitiu um maior enquadramento institucional da reforma administrativa, na esteira da preparação do país para os desafios da época, a exemplo da integração europeia.

ABSTRACT This article aims to reflect on the main lines that characterized the reform processes of the Portuguese Public Administration between 1967 (the date of creation of the first body responsible for it) and 1978 (the date of creation of the first Ministry of Administrative Reform). To this end, we will analyze parliamentary debates, legislation, archival documentation, government programs, and some of the most relevant documents from the early days of Democracy. We argue that the administrative reform process presented continuities between the two regimes, in institutional and methodological terms, and with regard to its objectives. We defend that its assumptions witnessed, before and after the revolution, a continuous process of adaptation to different conjunctures and challenges. Finally, we state that the democratic period allowed for a greater institutional framework for administrative reform, as the country prepared for the challenges of the time, such as European integration.

RESUMO A ceratite intersticial é uma inflamação do estroma corneano sem envolvimento epitelial ou endotelial causada principalmente por doenças infecciosas e imunomediadas. O Brasil tem altas taxas de tuberculose que deve ser lembrada como causa de ceratite intersticial. Desnutrição e anemia são fatores de risco da forma disseminada da tuberculose. Este é um relato de uma criança de 10 anos com redução de acuidade visual e diagnóstico clínico de ceratite intersticial bilateral e esclerouveíte. O paciente obteve melhora parcial da ceratite com corticoide tópico. Exames laboratoriais mostraram anemia ferropriva grave, sorologias negativas para HIV e sífilis; IgM negativo e IgG positivo para citomegalovírus e herpes simplex e PPD positivo (17 mm). Ele evoluiu com crises tônico-clônicas e a ressonância nuclear magnética revelou tuberculoma do sistema nervoso central. A melhora da ceratite intersticial foi observada após tratamento para tuberculose. Este é o primeiro caso que descreve a associação de ceratite intersticial e tuberculoma do sistema nervoso central.

ABSTRACT Interstitial keratitis is an inflammation of the corneal stroma without epithelium or endothelium involvement. The underlying causes are mostly infectious or immune mediated. Brazil has one of the highest incidence rates of tuberculosis in the world. Tuberculosis is considered one of the causes of interstitial keratitis. Malnutrition and anemia are risk factors of the disseminated disease. This is a case report of a 10-year-old child who presented with decreased visual acuity and a clinical diagnosis of bilateral interstitial keratitis and sclero-uveitis. The patient had been treated with topical steroids with partial improvement. Examinations revealed severe iron deficiency anemia, negative serologies for human immunodeficiency virus and syphilis, positivity for cytomegalovirus- and herpes simplex-specific IgG, and purified protein derivative of 17 mm. During the follow-up, the patient presented with tonic-clonic seizures, and magnetic resonance imaging findings suggested a central nervous system tuberculoma. Interstitial keratitis improvement was observed after specific tuberculosis treatment. This is the first case report describing the association of interstitial keratitis and central nervous system tuberculoma.

Resumo A diminuição das áreas residenciais tem aumentado a demanda por plantas paisagísticas exóticas e cada vez mais compactas. Neste contexto, o objetivo deste trabalho foi avaliar os efeitos do paclobutrazol (PBZ) e das épocas de aplicação de etileno na redução do crescimento e na antecipação da floração em abacaxizeiro ornamental cultivado em vaso. O delineamento experimental utilizado foi o de blocos ao acaso, em arranjo fatorial (2 x 5), com 4 repetições e 4 plantas por parcela. Os tratamentos primários foram a presença e a ausência de PBZ. Os tratamentos secundários foram cinco épocas de indução floral com etileno: 90; 120; 150; 180; 210 dias após o transplantio (DAT) das mudas, para os vasos. Foram avaliadas as variáveis: altura da planta; relação entre as alturas do vaso e da planta; diâmetro da roseta; comprimento da folha ‘D’ e índice de florescimento. Aos 255 DAT, apesar das plantas não responderem à indução floral com o etileno, apenas aquelas tratadas com PBZ apresentaram-se mais compactas e com características diferenciadas como menor porte e relação abaixo de 1/3 da altura do vaso em relação a da planta que favorecer sua comercialização, em vaso.

Abstract The expansion of residential areas has increased the demand for exotic and increasingly compact landscape plants. In this context, this work aimed to evaluate the effects of paclobutrazol (PBZ) and the timing of ethylene application on growth reduction and flowering anticipation in ornamental pineapples grown in pots. The randomized block design was used with factorial arrangement (2 x 5) and 4 replications and 4 plants per plot. The primary treatments are the presence and absence of PBZ. The secondary treatments were five times of floral induction with ethylene: 90; 120; 150; 180; 210 days after transplanting (DAT) the seedlings into the pots. It was evaluated the variables: height ratio between the heights of the pot and the plant; rosette diameter; leaves length ‘D’ and flowering index. At 255 DAT, although the plants did not respond to floral induction with ethylene, only those treated with PBZ were more compact and had different characteristics such as smaller size and a ratio below 1/3 of the height of the vase in relation to the plant that to favor its commercialization, in pot.

Resumo: O objetivo do estudo foi aprofundar a compreensão da interface entre a atividade turística e o ecossistema empreendedor em prol do desenvolvimento. Trata-se de uma revisão semiestruturada da literatura (Snyder, 2019), realizada na base Web of Science que levanta a produção internacional no período de 2016-2021. Após a análise de 19 artigos trouxe-se como resultado a definição compilada dos temas abordados, gerando uma estrutura para sistematização do conteúdo, dividida em quatro frentes de pesquisa: definições de ecossistemas empreendedores, estágios de desenvolvimento, dimensões de análise e ecossistemas empreendedores e o turismo. Tais resultados ampliam a compreensão acerca da contribuição do ecossistema empreendedor para o turismo e, consequentemente, para o desenvolvimento, mediante o fomento da atividade turística, além da contribuição para a literatura, haja vista que estudos anteriores mostram que apesar da aparente complementariedade desta interface, a abordagem do ecossistema empreendedor e do turismo ainda é pouco abordada em pesquisas.

Abstract: The aim of this study was to deepen the understanding of the interface between tourism activity and the entrepreneurial ecosystem in favor of development. This is a semi-structured literature review (Snyder, 2019) on the Web of Science database, searching for international studies published from 2016 to 2021. After analyzing nineteen articles, a compiled definition of the topics covered was produced, generating a structure for the systematization of the content, which was divided into four research fronts: descriptions of entrepreneurial ecosystems, stages of development, dimensions of analysis, and entrepreneurial ecosystems and tourism. These results expand the understanding of how the entrepreneurial ecosystem contributes to tourism and, consequently, to development through the promotion of tourist activity. They also contributes to the literature on the theme, given that studies addressing entrepreneurial ecosystem and tourism are still scarce, despite the apparent complementarity of this interface, as shown in previous studies.

Resumen: El objetivo del estudio fue profundizar en la comprensión de la interfaz entre la actividad turística y el ecosistema emprendedor a favor del desarrollo. Se trata de una revisión bibliográfica semiestructurada (Snyder, 2019), realizada en la base de datos Web of Science que releva la producción internacional en el período 2016-2021. Luego de analizar 19 artículos, se planteó la definición compilada de los temas abordados, generando una estructura para la sistematización del contenido, dividida en cuatro frentes de investigación: definiciones de ecosistemas emprendedores, etapas de desarrollo, dimensiones de análisis y ecosistemas emprendedores y el turismo. Tales resultados amplían la comprensión de la contribución del ecosistema emprendedor al turismo y, en consecuencia, al desarrollo a través de la promoción de la actividad turística, además de la contribución a la literatura, dado que estudios previos muestran que a pesar de la aparente complementariedad de esta interfaz, el enfoque del ecosistema emprendedor y el turismo es aún poco abordado en la investigación.

ABSTRACT Among the multi-trait models selected to study several traits and environments jointly, the Bayesian framework has been a preferred tool when constructing a more complex and biologically realistic model. In most cases, non-informative prior distributions are adopted in studies using the Bayesian approach. However, the Bayesian approach presents more accurate estimates when informative prior distributions are used. The present study was developed to evaluate the efficiency and applicability of multi-trait multi-environment (MTME) models within a Bayesian framework utilizing a strategy for eliciting informative prior distribution using previous data on rice. The study involved data pertaining to rice (Oryza sativa L.) genotypes in three environments and five crop seasons (2010/2011 until 2014/2015) for the following traits: grain yield (GY), flowering in days (FLOR) and plant height (PH). Variance components, genetic and non-genetic parameters were estimated using the Bayesian method. In general, the informative prior distribution in Bayesian MTME models provided higher estimates of individual narrow-sense heritability and variance components, as well as minor lengths for the highest probability density interval (HPD), compared to their respective non-informative prior distribution analyses. More informative prior distributions make it possible to detect genetic correlations between traits, which cannot be achieved with non-informative prior distributions. Therefore, this mechanism presented to update knowledge for an elicitation of an informative prior distribution can be efficiently applied in rice breeding programs.

ABSTRACT. The selection of superior sweet potato genotypes using Bayesian inference is an important strategy for genetic improvement. Sweet potatoes are of social and economic importance, being the material for ethanol production. The estimation of variance components and genetic parameters using Bayesian inference is more accurate than that using the frequently used statistical methodologies. This is because the former allows for using a priori knowledge from previous research. Therefore, the present study estimated genetic parameters and selection gains, predicted genetic values, and selected sweet potato genotypes using a Bayesian approach with a priori information. Root shape, soil insect resistance, and root and shoot productivity of 24 sweet potato genotypes were measured. Heritability, genotypic variation coefficient, residual variation coefficient, relative variation index, and selection gains direct, indirect and simultaneous were estimated, and the data were analyzed using Bayesian inference. Data from 11 experiments were used to obtain a priori information. Bayesian inference was a useful tool for decision-making, and significant genetic gains could be achieved with the selection of the evaluated genotypes. Root shape, soil insect resistance, commercial root productivity, and total root productivity showed higher heritability values. Clones UFVJM06, UFVJM40, UFVJM54, UFVJM09, and CAMBRAIA can be used as parents in future breeding programs.

ABSTRACT The measles, mumps and rubella (MMR) vaccine is usually recommended from 24 months after a hematopoietic stem cell transplant (HSCT). Some authors have demonstrated that the MMR vaccination can be safe from 12 months post-HSCT in non-immunosuppressed patients, as recommended by the Brazilian National Immunization Program/Ministry of Health, since 2006. The objectives of this study were to evaluate when patients received MMR vaccine after an HSCT in our care service and if there were reports of any side effects. We retrospectively reviewed the records of HSCT recipients who received at least one MMR dose in our care service, a quaternary teaching hospital in Sao Paulo city, Brazil, from 2017 to 2021. We identified 82 patients: 75.6% (90.1% in the autologous group and 45.1% in the allogeneic group) were vaccinated before 23 months post-transplantation. None reported side effects following the vaccination. Our data support that the MMR vaccination is safe from 12 to 23 months after HSCT.

RESUMO: Quantile Random Forest (QRF) é uma metodologia não paramétrica, que combina as vantagens do Random Forest (RF) e da Regressão Quantílica (QR). Especificamente, essa abordagem pode explorar funções não lineares, determinando a distribuição de probabilidade de uma variável resposta e extraindo informações de diferentes quantis em vez de apenas prever a média. O objetivo deste trabalho foi avaliar o desempenho do QRF em predizer o valor genético genômico para características com arquitetura genética não aditiva (epistasia e dominância). Adicionalmente, as acurácias obtidas foram comparadas com aquelas advindas do G-BLUP. A simulação criou uma população F2 com 1.000 indivíduos genotipados para 4.010 marcadores SNP. Além disso, doze características foram simuladas a partir de um modelo considerando efeitos aditivos e não aditivos, com número de QTL (Quantitative trait loci) variando de oito a 120 e herdabilidade de 0,3, 0,5 ou 0,8. Para treinamento e validação foi usada a abordagem da validação cruzada 5-fold. Para cada um dos folds foram calculadas as acurácias de todos os modelos propostos: QRF em cinco quantis diferentes e três modelos do G-BLUP (com efeito aditivo, aditivo e epistático, aditivo e dominante). Por fim, o desempenho preditivo dessas metodologias foi comparado. Em todos os cenários, as acurácias do QRF foram iguais ou superiores às metodologias avaliadas e mostrou ser uma ferramenta alternativa para predizer valores genéticos em características complexas.

ABSTRACT: Quantile Random Forest (QRF) is a non-parametric methodology that combines the advantages of Random Forest (RF) and Quantile Regression (QR). Specifically, this approach can explore non-linear functions, determining the probability distribution of a response variable and extracting information from different quantiles instead of just predicting the mean. This evaluated the performance of the QRF in the genomic prediction for complex traits (epistasis and dominance). In addition, compare the accuracies obtained with those derived from the G-BLUP. The simulation created an F2 population with 1,000 individuals and genotyped for 4,010 SNP markers. Besides, twelve traits were simulated from a model considering additive and non-additive effects, QTL (Quantitative trait loci) numbers ranging from eight to 120, and heritability of 0.3, 0.5, or 0.8. For training and validation, the 5-fold cross-validation approach was used. For each fold, the accuracies of all the proposed models were calculated: QRF in five different quantiles and three G-BLUP models (additive effect, additive and epistatic effects, additive and dominant effects). Finally, the predictive performance of these methodologies was compared. In all scenarios, the QRF accuracies were equal to or greater than the methodologies evaluated and proved to be an alternative tool to predict genetic values in complex traits.

Abstract This meta-analysis aimed to investigate the effects of propolis on the severity of coronavirus disease symptoms by reducing periodontal disease. PubMed, EMBASE, SciELO, Web of Science, and SCOPUS databases were systematically searched. Studies have been conducted analyzing propolis’s effects on COVID-19 and periodontitis. The study was conducted according to the PRISMA statement and registered in PROSPERO. Risk of Bias (RoB) assessment and meta-analysis of clinical studies were performed (Review Manager 5, Cochrane). The certainty of the evidence was assessed using GradePro (GDT). Studies have shown propolis flavonoids inhibit viral replication in several DNA and RNA viruses, including coronaviruses. Propolis components have an aminopeptidase inhibitor activity that can inhibit the main proteases of SARS viruses and seem to inhibit protein spikes, which are sites of most mutations in SARS-CoV strains. The meta-analysis showed favorable results with the use of propolis on probing depth (95%CI: 0.92; p < 0.001), clinical attachment level (95%CI: 1.48; p < 0.001), gingival index (95%CI: 0.14; p = 0.03), plaque index (95%CI: 0.11; p = 0.23), and blending on probing (95%CI: 0.39; p < 0.001). The antibacterial activity of propolis could be mediated through its direct action on microorganisms or the stimulation of the immune system, activating natural defenses. Thus, propolis inhibits the replication of SARS-CoV-2 as well as its bacterial activity. Treatment with propolis improves general health and facilitates the activation of the immune system against coronavirus.

RESUMO Na experimentação agrícola, a utilização do tamanho ótimo de parcela é uma estratégia importante, para aumentar a precisão experimental, e trabalhos desta natureza são escassos para a cultura do grão-de-bico, leguminosa que vem conquistando o mercado e consumidores em todo o mundo. Assim, o objetivo deste trabalho foi determinar o tamanho ótimo de parcela, para avaliar experimentos com a cultura do grão-de-bico, em cenários formados por combinações de números de tratamentos, números de repetições e níveis de precisão. Dois experimentos em branco foram realizados, compostos por oito linhas de cultivo, de 7 m de comprimento, espaçadas em 50 cm entre linhas e 10 cm entre plantas; foram avaliadas as seis linhas centrais, totalizando 60 plantas por linha de cultivo. Foi determinado o índice de heterogeneidade do solo e o tamanho ótimo de parcela foi estimado por meio do método de Hatheway, em cenários formados pelas combinações de i tratamentos (i = 4, 8, 12 e 16), r repetições (r = 3, 4, 5, 6, 7 e 8) e níveis de precisão (DMS = 25%, 30% e 40%). O índice de heterogeneidade do solo foi superior a 0,7 para todas as variáveis avaliadas. O método de Hatheway possibilita estimar diferentes tamanhos de parcelas, de acordo com as condições e limitações da área experimental. Em experimentos com o grão-de-bico, com 4 a 16 tratamentos, DMS de 25% e seis repetições, as parcelas de 25 unidades básicas são suficientes para identificar, com probabilidade de 5%, diferenças significativas entre as médias dos tratamentos.

ABSTRACT In agricultural experimentation, use of the optimum plot size is an important way of increasing experimental precision; however, studies of this type are scarce for the chickpea, a legume that has been conquering both the market and consumers throughout the world. The aim of this study, therefore, was to determine the optimum plot size for evaluating experiments with the chickpea, in scenarios comprising combinations of the number of treatments, number of replications and levels of precision. Two blank experiments were carried out, comprising eight crop rows, 7 m in length, at a spacing of 50 cm between rows and 10 cm between plants; the six central rows were evaluated, giving a total of 60 plants per row. The index of soil heterogeneity was determined, and the optimum plot size was estimated using the Hatheway method in scenarios formed by a combination of i treatments (i = 4, 8, 12 and 16), r replications (r = 3, 4, 5, 6, 7 and 8) and levels of precision (LSD = 25%, 30% and 40%). The index of soil heterogeneity was greater than 0.7 for each of the variables under evaluation. The Hatheway method makes it possible to estimate different plot sizes based on the conditions and limitations of the experimental area. In experiments with the chickpea including 4 to 16 treatments, 25% LSD and six replications, plots of 25 basic units are sufficient to identify significant differences between the mean values of the treatments with a probability of 5%.

Abstract Caries disease can lead to strong impact in terms of pain and suffering, to functional impairment, and to negative effects on quality of life. Studies have demonstrated that the impact on quality of life increases with dental caries severity, and few studies have assessed the relationship between caries activity and children’s oral health-related quality of life (OHRQoL). This cross-sectional study aimed to assess the impact of dental caries severity and activity on the OHRQoL of schoolchildren. The study was conducted with a sample of children aged 8 to 11 years from Pelotas, southern Brazil. Children answered the Child Perceptions Questionnaire 8–10, and socioeconomic data were collected. Children’s dental caries (Kappa value of 0.95), PUFA, traumatic dental injuries, and malocclusion were examined. The Mann-Whitney, Kruskal-Wallis, and Poisson regression tests were performed. A total of 119 children were included. Children with initial (mean ratio (MR) of 1.92; 95% confidence interval (95% CI) of 1.05–3.48), moderate (MR: 2.66; 95%CI: 1.44–4.90), and severe carious lesions (MR: 2.65; 95%CI: 1.46–4.79) had a greater impact on OHRQoL compared with those without carious lesions (p =0 .047). Children with active carious lesions exhibited a greater impact on OHRQoL (MR:1.53 and 95%CI: 1.11–2.11) when compared to those without active lesions (p = 0.019). The findings demonstrate an association between dental caries severity and activity and the OHRQoL of school-aged children.

Abstract This is a methodological study for the development and validation of the Multidimensional Instrument for Evaluating of the Implementation of Psychosocial Care Network (IMAI-RAPS) in Minas Gerais (MG)/Brazil. The study was carried out in three stages: evaluability study, development of the IMAIRAPS, application of the Delphi Technique for content and appearance validation of the questions. The analysis of official documents, literature review and a structured engagement with program members were carried out to clarify its operationalization and focus on the central aspects to be evaluated. A theoreticallogical model of RAPS was built according to the Donabedian triad: structure, process and result and organized into: Minimum Units (Mental Health Care and Psychosocial Rehabilitation), Connectivity (Network Articulation), Integration (Governance and Management of the Care), Normativity (Mental Health Policy and Participation and Social Control), Subjectivity and Structure (Services, Logistics System and Health Education). The IMAI-RAPS was derived from this model, which was validated by 44 experts in the field, indicating the approach of relevant, useful and viable questions for evaluating the structure and process of implementing the program in MG. The use of the Delphi Technique made it possible for the developed products to be marked out by Psychosocial Care Network scholars or professionals from different regions of the country, increasing the analytical power of the tool.

Resumo Trata-se de um estudo metodológico para desenvolvimento e validação do Instrumento Multidimensional para Avaliação da Implantação da RAPS (IMAI-RAPS) em Minas Gerais (MG)/Brasil. O estudo foi executado em três etapas: estudo de avaliabilidade, desenvolvimento do IMAI-RAPS, aplicação da Técnica Delphi para validação de conteúdo e aparência das questões. Foram realizados a análise de documentos oficiais, revisão da literatura e um engajamento estruturado com membros do programa para esclarecer sua operacionalização e focalizar os aspectos centrais a serem avaliados. Um modelo teórico-lógico da RAPS foi construído de acordo com a tríade donabediana: estrutura, processo e resultado e organizado em: Unidades Mínimas (Assistência à Saúde Mental e Reabilitação Psicossocial), Conectividade (Articulação da Rede), Integração (Governança e Gestão do Cuidado), Normatividade (Política de Saúde Mental e Participação e Controle Social), Subjetividade e Estrutura (Serviços, Sistema Logístico e Educação em Saúde). Desse modelo derivou-se o IMAI-RAPS que foi validado por 44 experts da área indicando a abordagem de questões relevantes, úteis e viáveis para avaliação da estrutura e processo de implantação do programa em MG. A utilização da Técnica Delphi possibilitou que os produtos desenvolvidos fossem balizados por estudiosos ou profissionais da RAPS de diversas regiões do país aumentando o poder analítico da ferramenta.

Abstract: The Care Network for People with Disabilities (RCPCD) was implemented in 2012 as a consequence of the actions of the Viver sem Limite (Living without Limits) plan and has been the research object of recent studies. However, no published studies address the degree of implementation of this network. This study aimed to evaluate the degree of implementation of the RCPCD in eight states in the five regions of Brazil. This multiple case study performed evaluative research of the degree of implementation of the RCPCD in the states of Amazonas, Bahia, Espírito Santo, Mato Grosso do Sul, Minas Gerais, Paraíba, Rio Grande do Sul, and São Paulo. A logical model of the policy and a measurement matrix were developed. The degree of implementation of seven states was moderate, but Amazonas had an incipient degree of implementation. The evaluation of each stage of the process showed important differences, as the regional diagnosis and network adhesion stages presented moderate to advanced degrees of implementation in most states. In the service contracting stage, no state had an advanced degree of implementation, and the stage of follow-up and monitoring of the RCPCD was not even reached. The measurement matrix helps evaluate the degree of implementation of the RCPCD, and, by recognizing its results, the state steering groups and technical area recommend its use. Actions to improve this implementation, such as strengthening regionalization, establishing regional steering groups, ensuring contracting mechanisms, and defining criteria for certification of the care points, are necessary.

Resumo: A Rede de Cuidados à Pessoa com Deficiência (RCPCD) foi implantada em 2012 como desdobramento das ações do Plano Viver sem Limite, sendo objeto de pesquisas recentes, entretanto, não foram encontrados estudos de avaliação do grau de implantação dessa rede. O objetivo deste artigo foi avaliar o grau de implantação da RCPCD em oito estados nas cinco regiões geográficas brasileiras. Realizou-se estudo de casos múltiplos mediante pesquisa avaliativa do grau de implantação da RCPCD nos estados/casos: Amazonas, Bahia, Espírito Santo, Mato Grosso do Sul, Minas Gerais, Paraíba, Rio Grande do Sul e São Paulo. Para tanto, desenvolveu-se um modelo lógico da política e uma matriz de medidas. O grau de implantação de sete estados foi classificado como moderado, somente o Amazonas obteve grau de implantação incipiente. Foram identificadas diferenças importantes na avaliação de cada fase desse processo, as fases de diagnóstico regional e adesão à rede obtiveram grau de implantação de moderado a avançado na maioria dos estados. Na fase da contratualização dos serviços, nenhum estado alcançou o grau avançado de implantação e a fase de acompanhamento e monitoramento da RCPCD basicamente não ocorreu em todos os estados. A matriz de medidas permite avaliar o grau de implantação da RCPCD. Ainda, o reconhecimento dos resultados do grau de implantação pelos grupos condutores e áreas técnicas estaduais referendou o uso desse instrumento. Salienta-se a necessidade de ações para o aprimoramento dessa implantação, tais como: fortalecer a regionalização, instituir grupos condutores regionais, garantir mecanismos de contratualização e definir critérios para certificação dos pontos de atenção.

Resumen: La Red de Atención a Personas con Discapacidad (RCPCD) se implementó en 2012 en el Sistema Único de Salud como resultado de las acciones del Plan Vivir sin Límite, y es objeto de una investigación reciente; sin embargo, no hay estudios de evaluación del grado de implementación de esta red. El objetivo de este estudio fue evaluar el grado de implementación de la RCPCD en ocho estados de las cinco regiones geográficas brasileñas. Se realizó un estudio de caso múltiple mediante una investigación evaluativa sobre el grado de implementación de la RCPCD en los estados/casos: Amazonas, Bahia, Espírito Santo, Mato Grosso do Sul, Minas Gerais, Paraíba, Rio Grande do Sul y São Paulo. Para ello, se elaboraron un modelo lógico de la política y una matriz de medidas. El grado de implementación de siete estados se clasificó como moderado, solamente Amazonas obtuvo un grado de implementación incipiente. Se identificaron diferencias importantes en la evaluación de cada fase de este proceso, las fases de diagnóstico regional y adhesión a la red lograron un grado de implementación de moderado a avanzado en la mayoría de los estados. En la fase de contratación de los servicios, ningún estado alcanzó el nivel avanzado de implementación, y la fase de seguimiento y monitoreo de la RCPCD básicamente no se realizó en todos los estados. La matriz de medidas permite evaluar el grado de implementación de la RCPCD, y el reconocimiento de los resultados del grado de implementación por parte de los grupos de dirección y el área técnica de los estados avaló su uso. Son necesarias más acciones para mejorar esta implementación, tales como: fortalecer la regionalización, establecer grupos de dirección regional, garantizar mecanismos de contratación y definir criterios para la certificación de puntos de atención.

Abstract: The Care Network for People with Disabilities (RCPCD) was implemented in 2012 as a consequence of the actions of the Viver sem Limite (Living without Limits) plan and has been the research object of recent studies. However, no published studies address the degree of implementation of this network. This study aimed to evaluate the degree of implementation of the RCPCD in eight states in the five regions of Brazil. This multiple case study performed evaluative research of the degree of implementation of the RCPCD in the states of Amazonas, Bahia, Espírito Santo, Mato Grosso do Sul, Minas Gerais, Paraíba, Rio Grande do Sul, and São Paulo. A logical model of the policy and a measurement matrix were developed. The degree of implementation of seven states was moderate, but Amazonas had an incipient degree of implementation. The evaluation of each stage of the process showed important differences, as the regional diagnosis and network adhesion stages presented moderate to advanced degrees of implementation in most states. In the service contracting stage, no state had an advanced degree of implementation, and the stage of follow-up and monitoring of the RCPCD was not even reached. The measurement matrix helps evaluate the degree of implementation of the RCPCD, and, by recognizing its results, the state steering groups and technical area recommend its use. Actions to improve this implementation, such as strengthening regionalization, establishing regional steering groups, ensuring contracting mechanisms, and defining criteria for certification of the care points, are necessary.

Resumo: A Rede de Cuidados à Pessoa com Deficiência (RCPCD) foi implantada em 2012 como desdobramento das ações do Plano Viver sem Limite, sendo objeto de pesquisas recentes, entretanto, não foram encontrados estudos de avaliação do grau de implantação dessa rede. O objetivo deste artigo foi avaliar o grau de implantação da RCPCD em oito estados nas cinco regiões geográficas brasileiras. Realizou-se estudo de casos múltiplos mediante pesquisa avaliativa do grau de implantação da RCPCD nos estados/casos: Amazonas, Bahia, Espírito Santo, Mato Grosso do Sul, Minas Gerais, Paraíba, Rio Grande do Sul e São Paulo. Para tanto, desenvolveu-se um modelo lógico da política e uma matriz de medidas. O grau de implantação de sete estados foi classificado como moderado, somente o Amazonas obteve grau de implantação incipiente. Foram identificadas diferenças importantes na avaliação de cada fase desse processo, as fases de diagnóstico regional e adesão à rede obtiveram grau de implantação de moderado a avançado na maioria dos estados. Na fase da contratualização dos serviços, nenhum estado alcançou o grau avançado de implantação e a fase de acompanhamento e monitoramento da RCPCD basicamente não ocorreu em todos os estados. A matriz de medidas permite avaliar o grau de implantação da RCPCD. Ainda, o reconhecimento dos resultados do grau de implantação pelos grupos condutores e áreas técnicas estaduais referendou o uso desse instrumento. Salienta-se a necessidade de ações para o aprimoramento dessa implantação, tais como: fortalecer a regionalização, instituir grupos condutores regionais, garantir mecanismos de contratualização e definir critérios para certificação dos pontos de atenção.
