Abstract The increase in the number of people who fulfill the desire of having children with the support of Assisted Reproductive Technologies (ART) is a fact and has been object of uncountable researches around the world. In Brazil, this reality is set by the absence of a specific regulation. However, in its turn, the Federal Medicine Council (CFM) provides ethical guidelines (resolutions) that have been regularly modified since 1992, the year of its first resolution. The purpose of this article is to demonstrate that the process of amending such guidelines over time is related to the expansion of access to ART in Brazil. These technologies enabled in recent years the increase of single people, especially women, to accomplish the desire to have children on an independent manner. In light of the social role of any technology, it is discussed how the expansion of access to ART shapes and is shaped by the tendencies of contemporary societies such as the enhancement of female autonomy (empowerment) and individualism.

Resumo O aumento de pessoas que realizam o desejo de ter filhos com o auxílio das tecnologias de reprodução assistida é um fato que tem sido objeto de inúmeras pesquisas no mundo inteiro. No Brasil, essa realidade é marcada pela ausência de uma lei específica sobre o tema. Em seu lugar, o Conselho Federal de Medicina (CFM) publica normas de orientação ética (resoluções) que sofreram contínuas alterações desde 1992, ano da primeira resolução. O objetivo deste artigo é o de apresentar como o processo de modificações dessas normas ao longo do tempo está relacionado à ampliação do acesso às TRA no Brasil. São essas mesmas técnicas que têm permitido, nos últimos anos, o aumento de pessoas solteiras, especialmente as mulheres, a realizarem o desejo de ter filhos de modo independente. Em função do caráter social de qualquer tecnologia, discute-se como a expansão das TRAS configuram e são configuradas por tendências das sociedades contemporâneas como a valorização da autonomia feminina (empoderamento) e o individualismo.

O artigo faz um balanço dos textos de Marialice Foracchi (1929-1972) em que são trabalhadas questões relativas à juventude, sua situação e seu papel, ao conceito de geração e à coexistência de gerações, destacando sua relevância e enfatizando a importância que mantêm ainda hoje para o tratamento desses temas. Paralelamente, aspectos que configuram a questão contemporânea da juventude serão trazidos à discussão e relacionados à obra dessa autora.

The article reviews writings by Marialice Foracchi (1929-1972) regarding youth, its situation and role, the concept of generation and the coexistence of generations, highlighting its relevance and emphasizing the weight these texts carry to this day in the discussion of these issues. Aspects to do with youth nowadays are brought up, analyzed and compared to the ideas put forward in Foracchi's writings.

O artigo analisa a política governamental de saúde, no período 1995-1998, focalizando as principais decisões relativas à organização e financiamento do Sistema Único de Saúde (SUS). São apontadas e discutidas, entre outras decisões do governo federal no setor saúde: a regulamentação dos critérios de transferência de recursos federais para estados e municípios, com a conseqüente definição de modalidades de gestão local do sistema de saúde; a estratégia de reorganização da atenção básica à saúde, via incentivos especiais ao Programa de Agentes Comunitários de Saúde (PACS) e ao Programa de Saúde da Família (PSF); a instituição da Contribuição Provisória sobre Movimentação Financeira (CPMF) como fonte específica de recursos para ações de saúde; e a regulamentação dos seguros e planos privados de assistência à saúde.

The article analyses the Government Health Policy, in the 1995-1998 period, focusing the main decisions related to the SUS (Single Health System) organization and financing. It points out and discusses some among several federal government decisions: the regulation of the federal resources transference criteria to states and municipalities and the resulting definition of the different kinds of local health system administration; the basic health care reorganization strategy via special incentives to the PACS (Health Community Agents Program) and to the PSF (Family Health Program); the establishment of the CPMF (Temporary Contribution on Financial Transactions) as an specific source of health services; the regulation of private health care plans and insurance.

As relações que os homens compartilham na sociedade, entre elas a própria forma como percebem o tempo, permitem-lhes atribuir significados específicos a várias dimensões de sua existência. O que se pretende nesta comunicação é refletir sobre o sentido que a morte adquire para os indivíduos na sociedade contemporânea e, através dessa reflexão, discutir o próprio significado que atribuem à vida. Com essa finalidade, discorrer-seá sobre alguns traços da vida social na modernidade, principalmente sobre a emergência do indivíduo livre e sobre as alterações que se fizeram sentir na noção de tempo. Em seguida, os mesmos traços serão identificados no mundo contemporâneo. A percepção das alterações de significado que a vida e a morte sofreram na vivência contemporânea das pessoas emergirá, espera-se, da comparação entre os dois momentos.

The relations that bind members of a society together and allow them to formulate shared ideas about the world, such as the ways in which the nature of time is perceived, also permit them to attribute specific meanings to the various dimensions of their existence. This paper deals with the meaning of death for members of contemporary society and with the related issue of the meaning of life. To accomplish this, I will discuss certain aspects of modern social life, as conceived of in the late 18th and early 19th centuries. Principally, I will deal with the emergence of the individual, the idea of freedom and changes in the notion of time - features which will then be identified in the contemporary world. Changes in the meaning of life and death as perceived in people's contemporary experience will hopefully become clear by comparing these two moments.

Esta comunicação objetiva discutir, em primeiro lugar, as relações, proximidades e diferenças existentes entre as noções de planejamento estatal e de política pública que têm recoberto, no Brasil, o mesmo espaço empírico. Em seguida, acentuando a improcedência de distinções rígidas entre os aspectos “econômicos” e “sociais” da ação governamental, quer sugerir a necessidade de se repensar tal divisão e de se analisar, com maior profundidade, a própria noção — bastante controvertida — de política social. Com base nos planos governamentais desenvolvidos após 1964, busca, então, avaliar as políticas sociais no Brasil, enquanto conjunto central mas ineficaz de atividades de governo. Finalmente, é reservado espaço especial para a discussão da(s) política(s) nacionais de saúde.

The paper intends primarily to discuss the relationship, similarities and differences between state planning and public policies, two notions which, in Brazil, are commonly referred to the same empirical universe. Furthermore, by stressing the theoretical inadequacy of any attempt to establish rigid distinctions between “economic” and “social” aspects in government action, the paper sugests that it is necessary to revise such a division, also pointing to the need for further analysis on the very notion of social policy which, to say the least, is a very controversial one. Then, on the basis of post 1964 government programs, it tries to evaluate Brazil’s social policies, viewed as the central but inoperative core of government activities in this area. Finally, special emphasis is given to the discussion of national health policies in Brazil.
