Abstract These notes address the proliferation of discourses with improvised, uninformed, apocalyptic and voluntarist approaches. They emphasize issues such as the widespread ignorance about the history of epidemics, and the inability to deal with the uncertainties that reign during pandemic times, as well as the announcements that this extraordinary health/sanitary event would produce a profound watershed in all walks of life and in all corners of the world. Finally, these notes seek to point out how the present can illuminate the study of the past – or, more personally, what I think I have learned as a historian in the times of the covid-19 pandemic.

Resumen Estas notas abordan la proliferación de discursos con enfoques improvisados, desinformados, apocalípticos y voluntaristas. Enfatizan cuestiones como la ignorancia sobre la historia de las epidemias, y también la incapacidad para lidiar con las incertidumbres que reinan durante las pandemias, así como los anuncios que este extraordinario evento sanitario produciría un profundo parteaguas en todos los órdenes de la vida y en todos los rincones del mundo. Finalmente, estas notas buscan señalar cómo el presente puede iluminar el estudio del pasado – o, de modo más personal, lo que creo haber aprendido como historiador en los tiempos de la pandemia de la covid-19.

Abstract Since the early 1990s, a series of studies underscored the overwhelming presence of positive eugenics in modern Argentina. These works emphasized the marginal role which discourse on eugenics took on violent methods for selection. In recent years, this point of view has shifted, emphasizing the conceptual viscosity of eugenics as well as the presence of negative eugenic discourses. This paper discusses these historiographic trends, and also dwells on the narratives that those perspectives articulated in relation to the question of sterilization and regulation of marriage of those who had tuberculosis in Buenos Aires during the first half of the twentieth century. This example stresses the need to examine discourse as well as practices in understanding and making sense of the past.

Resumen En la década de 1990, algunos estudios subrayaron la dominante presencia de la eugenesia positiva en la Argentina moderna. Enfatizaban en el lugar marginal que en los discursos eugenésicos tuvieron los violentos métodos de selección. En los últimos años esta perspectiva ha sido revisada, señalando la viscosidad conceptual de la eugenesia y la presencia de discursos eugenésicos negativos. Este artículo comenta estos avatares historiográficos y también se detiene en las narrativas que estas perspectivas han articulado respecto del problema de la esterilización y regulación del matrimonio de quienes padecían tuberculosis en Buenos Aires durante la primera mitad del siglo XX. Con ese ejemplo se intenta remarcar la necesidad de tensionar discursos y prácticas en cualquier empeño por entender el pasado.

For much of the twentieth century both the civilian and military governments did not consider smoking a priority concern. It was only in the last decade of the twentieth century that the international movement against cigarettes, led by the World Health Organization, US organizations and academics, began to have some impact on Argentina's political scene. It was in this context that a new professional group managed to foment the creation of a broad anti-smoking political bloc. In this process, voluntarism focused on individual programs to quit smoking that had marked much of the initiatives of the twentieth century, ended up being replaced by public policies designed to ensure smoke free environments and combat passive smoking.

Durante gran parte del siglo XX tanto los gobiernos civiles como los militares no encontraron en el tabaquismo un tema prioritario. Recién en la última década del siglo el movimiento internacional contra el cigarrillo, liderado por la Organización Mundial de la Salud, organizaciones norteamericanas y académicos, empezó a tener algún impacto en la escena política argentina. Fue en ese contexto que un nuevo grupo profesional logró impulsar la constitución de un amplio bloque político antitabaco. En ese proceso, el voluntarismo centrado en programas individuales para dejar de fumar que había marcado gran parte de las iniciativas del siglo XX, terminó desplazado por políticas públicas destinadas a producir ambientes libres de humo y a combatir la exposición pasiva al humo de tabaco ajeno.

As part of the discourse of progress and the promises of science, hygiene as a discipline has been playing the role of a great advisor, a sort of expert in the art of observing, correcting, improving and trying to change the health of the social body and the modern nation. In that context hygiene even imagined alternative or utopian cities. Emilio Coni, perhaps the most distinguished Argentine hygienist of the end of the 19th century and the beginnings of the 20th, imagined one of such cities. The following notes aim at contextualizing his "Argentine ideal city". The original version of Coni's text, published in La Semana Médica on April 3, 1919, is also included.

During the first three decades of the 20th century, and in the midst of the fervor of urban change that transformed Buenos Aires into a metropolis, poetry, cinema, theater and tango lyrics repeatedly portrayed the path of neighborhood young females who, by immersing themselves in the downtown nightlife, placed their stakes on a society where social mobility -limited yet real- was part of the urban experience. For the most part written by men, tango lyrics depicted these journeys in a critical tone, and tuberculosis was cast as a form of punishment for these young women who dared to question their assigned place and role in the domestic and neighborhood worlds. Thus, tango lyrics not only offer a highly moralizing account but also paint an image of an illness that seems to be feminine although in fact it was one that affected male and women alike.
