This paper argues that the concept of social accountability can be useful to explain the transparency and accountability policies adopted by international organizations (IOs). Social accountability is understood as the contributions of civil society actors in the functioning of IOs. In international politics, the recent development of IOs' accountability mechanisms has been challenged by the absence of a world government and the impact of inter-state power relations on the decision-making process of international organizations. The presence of civil society actors can reduce the gap between international organizations and citizens affected by their activities. This article resorts to a specific case study: the World Bank Inspection Panel. The analysis revealed the role of civil society actors in the creation, operation and outcomes of this institution. This analysis shows that the concept of social accountability can be adequate to explain not only the Inspection Panel, but other mechanisms recently developed by international organizations.

O artigo aborda a participação social em instituições participativas, com foco no Conselho das Cidades (ConCidades), criado em 2004 no âmbito federal. O trabalho objetiva analisar o desenho institucional do conselho, seus potenciais, limites e alcances, no que se refere aos avanços na construção das políticas urbanas no período 2004-2010. Coloca-se em questão se os elementos do desenho participativo do ConCidades favorecem ou não a realização dos potenciais de inclusão e de democratização das políticas urbanas.O desenvolvimento da pesquisa, realizada em 2010-2011, partiu de aportes no campo da democracia participativa, com ênfase nas instituições participativas, seus potenciais e elementos de variação. Destacando que a participação depende de fatores contextuais, de sua trajetória, do perfil da sociedade civil, do comprometimento do governo e dos desenhos institucionais, dirige-se a atenção para este último aspecto. O modelo analítico ancora-se em Fung (2004; 2006) e estrutura-se em três eixos: (i) participantes, (ii) formas de tomada de decisão e (iii) vinculação das decisões às políticas. A metodologia empregou recursos quali-quanti, realizando levantamentos documentais relativos ao Ministério das Cidades, às políticas urbanas no período e às Conferências das Cidades; neste último caso examinando e sistematizando as atas de suas reuniões e suas resoluções. A pesquisa indica o potencial democrático de o ConCidades engendrar avanços nas políticas urbanas e seus marcos legais, com variações ao longo da trajetória de sua atuação. Em relação ao desenho, salienta-se que a composição e a forma de escolha de representantes, dentre outros elementos, favorecem a inclusão politica e a participação. Evidenciam-se, também, limitações, principalmente seu caráter consultivo em relação às decisões da política, que tem sido objeto de questionamentos societários e propostas de alteração. Para além do desenho participativo, mudanças no âmbito institucional no Ministério e processos de participação na sociedade civil afetaram as práticas participativas e seus desdobramentos. Neste útimo sentido, destaca-se influência dos atores coletivos que integram o Fórum Nacional de Reforma Urbana, por meio de vários processos e repertórios de atuação. De uma perspectiva geral, o trabalho situa-se nos debates sobre as instituições participativas particularmente conselhos , enfatizando o desenho institucional como elemento que pode favorecer ou desfavorecer a participação deliberativa e seus efeitos nas políticas. De forma especifica, contribui ao focalizar uma experiência recente de participação nas políticas urbanas federais, ainda relativamente pouco abordada, passível de aprimoramento.

This paper deals with the social participation at participatory institutions, focusing on the Council of Cities (ConCidades) which was created in 2004 in the federal level in Brazil. The goal of the paper is to analyze the Council's institutional design, its potentials, limits and reach concerning advances in public policy, considering 2004-2010.One posts the question if the different elements of ConCidades' participatory design favor the realization of potentials of inclusion and democratization of public policy, or not. The research was undertaken between 2010 and 2011 and theoretically based on sources in the field of participatory democracy on participatory institutions, its potentials and variation elements. Highlighting that participation is dependent upon contextual factors, its trajectory, civil society's profile, the government's commitment institutional designs, one focuses here on the design of participatory councils. The analytical model based on Fung (2004,2006) is structured in three axes: participants; forms of decision-making; and binding decisions to the policy. The methodology employed qualitative and quantitative resources, conducting documentary collection concerning the Ministry of Cities and urban policies in the period (2004-2010). The minutes of the Conferences of Cities and of the other meetings of ConCidades were systematized and analyzed. The research indicates ConCidades' democratic potential and potential of engendering advances in urban policies and their legal frameworks, with variations along its trajectory. Regarding the design, both composition and form of choice of representatives, among other factors, encourage political inclusiveness and participation. Also some limitations become evident, especially the Council's advisory status in relation to policy decisions, which has been questioned. Beyond the participatory design, institutional changes in the Ministry and processes of participation in civil society have affected the practices within this participatory institution and its outcomes. The action of the collective actors that comprise the National Forum of Urban Reform affected the urban policy through various processes and action repertories. From a more general perspective, the present research lies in the debates about participatory institutions - especially councils and institutional design as an element that can favor or discourage both the deliberative participation and its effects on policy. Specifically, this paper helps the debate on such issues by focusing on a recent, relatively little discussed - and yet to be improved - experience of participation in federal urban policies.

Este trabalho analisa a relação entre seguro-desemprego e emprego formal no mercado de trabalho brasileiro. A hipótese central é de que o recebimento deste benefício tem efeito negativo sobre a formalidade do trabalho no período posterior ao seu recebimento. São usados dados da PNAD (1999-2009). Para avaliar o efeito do seguro-desemprego sobre o mercado de trabalho brasileiro, foram estimados modelos de regressão logística. A variável dependente indica a formalidade no trabalho principal. Além de uma série de variáveis independentes (ano da pesquisa, região de residência, situação censitária, sexo, raça, idade e escolaridade), os modelos contêm uma variável de avaliação de política pública (seguro-desemprego) e variáveis para analisar a tendência desta política pública no decorrer do tempo. O recebimento do benefício do seguro-desemprego apresenta efeito negativo de 42% sobre a formalidade no trabalho principal no momento posterior ao recebimento do benefício. A análise dos termos interativos permite indicar que reajustes dos valores do benefício, realizados desde 1999, não causaram efeitos relevantes na formalização do trabalho.

The authors analyze the relationship between unemployment benefits and formal employment in the Brazilian labor market. The central hypothesis is that the receipt of such benefits has a negative impact on levels of formal employment, after benefits have been received. The data were extracted from the Brazilian Household Surveys between 1999 and 2009. Logistic regression models were estimated in order to evaluate the effect of unemployment benefits on the Brazilian labor market. The dependent variable is the occurrence of formal employment for workers. In addition to a set of independent variables (survey year, region of residence, census area, gender, race, age and education), the models include a public policy evaluation variable (unemployment benefits), as well as variables to analyze the trend of this public policy over time. After having received unemployment benefits, the occurrence of formal employment among workers falls by 42%. The analysis of interactive terms indicates that increases in the real values of the benefits, applied since 1999, have not caused significant effects on the dependent variable.

Este trabajo analiza la relación entre seguro de desempleo y empleo formal en el mercado de trabajo brasileño. La hipótesis central es que la recepción de dicho beneficio ocasiona un efecto negativo sobre la formalidad del trabajo en el periodo posterior a su recepción. Se utilizan datos de Pesquisa Nacional por Amostra de Domicílios - (1999-2009). Para evaluar el efecto del seguro de desempleo sobre el mercado de trabajo brasileño se estimaron modelos de regresión logística. La variable dependiente indica la formalidad en el trabajo principal. Además de una serie de variables independientes (año de la encuesta, región de residencia, situación censitaria, sexo, raza, edad y escolaridad), los modelos contienen una variable de evaluación de política pública (seguro de desempleo) y variables para analizar la tendencia de esta política pública con el paso del tiempo. La recepción del beneficio del seguro de desempleo presenta un efecto negativo de 42% sobre la formalidad en el trabajo principal en el momento posterior a la recepción del beneficio. El análisis de los términos interactivos permite indicar que los reajustes de los valores del beneficio, realizados desde 1999, no causaron efectos relevantes en la formalización del trabajo.

No período de maio a agosto de 2005, foram visitados 19 planteis de avestruzes na região semi-árida do município de Irecê, Bahia, objetivando identificar os ectoparasitos. As aves, predominantemente da raça "African Black", eram criadas em sistema intensivo e distribuídas, por faixa etária, em colônias, trio, casal ou creche. Durante a inspeção das aves, as plumas colhidas aleatoriamente, de várias regiões do corpo, foram acondicionadas em sacos plásticos e as larvas, colhidas das miíases, em álcool etílico a 70%. Em 74% (14/19) e 47% (04/19) dos plantéis encontravam-se avestruzes infestadas, respectivamente, pelas espécies Struthiopterolichus bicaudatus e Struthiolipeurus rheae. Somente em um plantel (5,3%) foi encontrado um animal parasitado por larvas de Cochliomyia hominivorax.

In the period of May to August of 2005, 19 ostrich's farms were visited in the semi-arid area of the Irecê, Bahia, in order to describe the ectoparasites. The African Black ostriches were reared in intensive system, and distributed for age group, in colonies, trio, couple or crèche. In each farm, after visually inspection of the ostrich, the feathers were taken in several areas of the body and were kept in plastic bags. The screwworms found were collected and stored in 70% ethanol. In 74% (14/19) and 47% (04/19) of the flocks were found ostriches infested, respectively, for the Struthiopterolichus bicaudatus (acari) and Struthiolipeurus rheae (mallophaga). In only one flock (5.3%) it was found an animal with Cochliomyia hominivorax larvae.
