Abstract Although the 21st century has just begun, its turbulent start cannot be denied. In this context, this RBPI special issue adresses the impact of the 21st century systemic crises on traditional and new forms of international and regional governance. This Special issue is in line with efforts to systematize emerging agendas challenged by global changes and crises, as well as with building new approaches to analyze international relations in a plural perspective. We argue that the crises of the 21st century are producing a governance of hybrid nature, in which formal governance coexists with informal governance, presenting new theoretical and methodological challenges.

Abstract Existing research on security governance in South America functions on dichotomous lines. Analysis of Brazil’s security practices is a case in point. On the one hand, scholars point out the balance of power and hegemonic institutions as the main discourse in the security practices between Brazil and its South American neighbors. On the other hand, some other emphasize the importance of democracy, cooperation on defense and security, and peaceful conflict resolution between states in the region as indicators for the emergence of a security community between Brazil and its neighbors in the South American region. The way in which multiple orders coexist is not given adequate attention in empirical research. This article seeks to overcome this dichotomy. By foregrounding Brazil’s regional security practices, particularly during the Lula and Rousseff administration, I show the hybrid and sometimes ambivalent security governance system in Brazil, where mechanisms of balance of power and security community overlap in important ways.

Themain thesis of this work is that for U.S. government policy of globalwar on terror offered him an opportunity to pass up from a logic of single securitization towards macrosecuritization one in addressing the problems from the proliferation of drugs and the presence of guerrillas in Colombian case, and the problems of transnational crime in the case of the Triple Border Area (TBA) in the Southern Cone. In other words, problems related to drug trafficking, guerrillas and transnational crime in both places were treated less like process with dynamic autonomous and subordinate to the macrosecuritization that the doctrine of the global war on terror had brought. However, although the United States has had some success in macrosecuritization in Colombia and TBA, in both cases there is a paradox in the emerging outcomes ofU.S. policies: the successful macrosecuritization not correspond to a successful securitization.

A tese principal deste trabalho é de que a política do governo dos EUA de guerra global ao terror lhe ofereceu a oportunidade de passar de uma lógica de securitização simples para uma de macrossecuritização no tratamento dos problemas da proliferação das drogas e da presença de guerrilhas no caso colombiano, e no tratamento dos problemas de crime transnacional, no caso da Tríplice Fronteira no Cone Sul. Em outras palavras, os problemas relacionados ao tráfico de drogas, guerrilhas e crime transnacional em ambos os lugares foram tratados menos como um processo com dinâmicas autônomas e sim subordinados à macrossecuritização que a doutrina da guerra global contra o terror impôs. No entanto, embora os Estados Unidos tenham tido algum sucesso na macrossecuritização na Colômbia e na Tríplice Fronteira, em ambos os casos há um paradoxo nos resultados emergentes das políticas norte-americanas: o éxito na macrossecuritização não corresponde necessariamente a umsucesso na securitização de processos e atores envolvidos.

In recent years, with some frequency it is heard that Latin America, especially South America, is witnessing the rise of an arms race. Frequent reports in the press and strong statements made by politicians in the region have fueled this fear. At the same time, scholars have also reached to this conclusion, as pointed out by Malamud and Garcia: "The famous arms race in Latin America, led by Venezuela, is no longer just talk."

Recentemente, com certa frequência, tem-se ouvido que a América Latina, em especial a América do Sul, tem testemunhado o surgimento de uma corrida armamentista. Relatos frequentes à imprensa e fortes declarações feitas por políticos da região têm alimentado esse receio. Ao mesmo tempo, estudiosos também têm chegado à mesma conclusão, tal como salientaram Malamud e Garcia: "A famosa corrida armamentista na América Latina, liderada pela Venezuela, já não é apenas discurso."

This paper discusses the effects of the internationalization of the Colombian armed conflict, understood as the participation of foreign actors in programs regarding the resolution of the conflict. Through an analysis of the involvement of multilateral and state actors, the authors argue that this process involved the dilemma between unilateralism and multilateralism. The empirical analysis is centered on the intervention of conflict mediation mechanisms from the Organization of American States (OAS), specifically the Mission to Support the Peace Process (MAPP/OAS), whose scope is aimed at demobilizing paramilitary groups in Colombia.

Cet article discute les effets de l'internationalisation du conflit armé Colombien, c'est à dire, la participation d'acteurs étrangers dans les programmes relatifs à la résolution du conflit. À travers l'analyse de l'engagement d'acteurs multilatéraux et d'États, les auteurs argumentent que ce processus a fait apparaître un dilemme entre unilatéralisme et multilatéralisme. L'analyse empirique est centrée sur l'intervention de mécanismes de médiation des conflits de l'Organisation des États Americains (OEA), en particulier la Mission d'Appui ao Processus de Paix (MAPP/OEA), qui travaille à la démobilisation des groupes paramilitaires dans le pays.

This article looks at political instability in Latin America, particularly for the countries that make up the Andean region, the Southern Cone and Brazil. We inquire into the causes behind the emergence of new political leadership in these countries and the relationship that such leadership has with situations of political stability or instability. We sustain that the emergence of new leadership in Latin America, which has emerged within a dynamic of political stability and instability cannot be understood solely through hypotheses that give salience to populist traits or flaws in processes of political modernization. Rather, deeper causal explanation for the appearance of such new leadership should be sought in the new cleavages that demonstrate the renovation of elite groups, as well as the emergence of ethnic and social divisions and of new patterns of relationship between social movements and new leadership. We conclude that the rise of new political leadership in the countries that we analyze is generally linked to a legitimacy crisis within the political system. We also hold that "neo-populism" may be an explanatory variable for the emergence of new actors in contexts of political instability, but care must be taken to give adequate emphasis to contextual factors.

L'article traite de l'instabilité politique en Amérique latine, surtout au Brésil et dans les pays composant la Région Andine et le Cône Sud. Nous étudions les causes de l'apparition des nouveaux leaders politiques dans ces pays et leur rapport aux situations de stabilité ou d'instabilité politiques. L'article défend que l'avènement de nouveaux leaders en Amérique latine, qui ont émergé dans un contexte de stabilité et instabilité politique, ne peut être compris seulement par des hypothèses mettant en relief les caractéristiques populaires ou les défaillances de la modernisation politique, vu que la casuistique plus profonde de cette émergence devrait être cherchée dans de nouveaux clivages d'identité éthnique et sociale ainsi que d'un nouveau modèle de rapport entre mouvements sociaux et nouveaux leaders. Nous concluons que l'ascension des nouveaux leaders politiques dans les pays analysés est souvent liée à une crise de légitimité du système politique. Nous assumons aussi que le « néo-populisme » peut être une variable explicative de l'émergence de nouveaux acteurs dans des contextes d'instabilité politique, à condition que cette variable ne soit pas descontextualisée.

Este artigo trata da instabilidade política na América Latina, especialmente dos países componentes da Região Andina, do Cone Sul e do Brasil. Investigamos as causas do surgimento de novas lideranças políticas nesses países e a relação dessas lideranças com situações de estabilidade ou de instabilidade políticas. O artigo sustenta que o surgimento de novas lideranças na América Latina, que tem emergido numa dinâmica de estabilidade e instabilidade política, não pode ser compreendido unicamente por hipóteses que ressaltem os traços populistas ou de falhas da modernização política, dado que a casuística mais profunda de tal emergência deveria ser procurada em novas clivagens que apontam para uma renovação de elites, mas também para o surgimento de clivagens de identidade étnica e social assim como de um novo padrão de relacionamento entre movimentos sociais e novas lideranças. Concluímos que a ascensão de novas lideranças políticas nos países analisados está geralmente ligada a uma crise de legitimidade do sistema político. Assumimos também que o "neopopulismo" pode ser uma variável explicativa da emergência de novos atores nos contextos de instabilidade política, não podendo tal variável, entretanto, ser descontextualizada.

The appearance and consolidation of a critical studies approach on international security fortified the claim that international security problems are not merely related to objective threats to states, but are in deep connection with the relationship between the individual and human emancipation. In those terms, a solid security condition is primarily preconditioned by human emancipation. However, in what conditions do international security and emancipation overlap? The present article intends to explore the question, a topic that is not tackled by the endogenous debate of critical security studies (CSS). An interesting path to be followed seems to be the dialogue between cosmopolitan critical theory and cosmopolitan liberal theory. This article argues that an intersection, or continuum, of these two theories would be possible if CSS focused on dimensions of political liberalism that have been neglected, especially to think about a transnational-based democracy and the possibilities of a transnationalized civil society.

O surgimento, e afirmação, de uma corrente de estudos críticos em segurança internacional plantou firmemente a idéia de que os problemas de segurança internacional não estão meramente relacionados com aspectos objetivos que ameaçam os Estados, mas esses problemas estão relacionados estreitamente com as relações entre indivíduo e emancipação humana. Assim, a condição de segurança em sentido forte tem, como precondição, a emancipação humana. Porém, em que condições esse overlap entre segurança internacional e emancipação acontece? A tese deste artigo é problematizar essas condições, que escapam ao diálogo endógeno dos critical securities studies (CSS). E que uma pista para operacionalização pode ser procurada nos diálogos entre a teoria crítica cosmopolita e a teoria liberal cosmopolita. Essa interseção, ou continuum, aponta a tese do artigo, é possível se os CSS atentam para dimensões do liberalismo político que têm sido negligenciadas, especialmente a democracia pensada em bases transnacionais e as possibilidades da sociedade civil transnacionalizada.

A idéia de democracia e democratização, com objetivo de gerar capital social positivo e confiança entre o Brasil e seus vizinhos sul-americanos, revelou-se tanto para as elites brasileiras como para os formuladores de política externa um "mapa do caminho" em termos de segurança e integração regional e de política de desarmamento. Assim, sob o impacto de idéias sugeridas por novas visões de mundo, a política externa brasileira transformou um fator de política interna - a organização democrática do sistema político - em condição e recurso de sua política externa sul-americana. O resultado foi uma melhoria na imagem e na credibilidade na política regional sul-americana, ou seja, um incremento na "confiança". Este é o argumento desenvolvido aqui, baseado numa metodologia que aproveita trechos extraídos do discurso diplomático dos próprios formuladores da política externa brasileira contemporânea e nas reconstruções históricas de relações diplomáticas do Brasil com dois países sul-americanos, Venezuela e Argentina, nas décadas de 1980 e 1990.

Brazilian elites as well as foreign policy-makers have long shared a common belief that the ideas of democracy and democratization should serve as some "road map" to foreign policy-making. In areas such as security, regional integration, and disarmament, the goal has been to generate a positive social capital as well as to build trusting relations with Brazilian neighbors in South America. Therefore, under the impact of ideas brought about by new world visions, Brazilian foreign policy has changed a domestic policy feature - the democratic rearrangement of the political system - into a condition and resource for foreign policy-making towards South America. The result has been a fine improvement of Brazilian image and credibility in the regional South American scenario. In other words, there has been a significant increment in "trust" towards Brazil. This argument has been developed based on extracts and transcripts from official diplomatic speeches from Brazilian foreign policy-makers as well as a historical reconstruction of Brazil's diplomatic relations with two South American countries. Our study was based on two cases: Brazilian-Venezuelan and Brazilian-Argentine relations in the 80's and the 90's.

Les idées de démocratie et de démocratisation ont longtemps été un consensus parmi les élites brésiliennes et les formulateurs de politique étrangère, qui considèrent ces idées comme une sorte de "trajet" pour la formulation de la politique étrangère brésilienne. Dans les domaines de la sécurité, de l'intégration régionale et du désarmement, le but politique du Brésil a été la création d'un capital social positif et la construction de relations de confiance avec ses voisins en Amérique du Sud. The goal of this article is to test the explanatory efficacy of the two-level game analytical approach in cases involving strategic interests and national security. To accomplish this, the article presents a case study of the negotiations between the United States and Panama over the Canal Treaties during the mid-70s.

Este artigo tenta discutir a eficiência explicativa do enfoque dos jogos de dois níveis em um estudo de caso de barganha que trata de variáveis estratégicas e de segurança nacional: o caso das negociações em torno do Canal do Panamá entre os governos americano e panamenho em meados dos anos 70. Tentaremos mostrar algumas das limitações desse enfoque na compreensão dos desdobramentos empíricos de fenômenos que incorporam a problemática da segurança. No aspecto metodológico, a discussão será baseada em evidências históricas que rodearam as negociações em torno do Canal do Panamá entre 1973 e 1978.

This paper intends to show the points of tension, strong hypothesis, and optimistic and/or pessimistic thesis which go through the connections between the Westphalian international model of sovereignty, the democratization of the international system, and the international civil society. This article has four parts. First, we review the classical debate about democratization and international relations. Second, we address the relations between globalization and democracy. The third part is dedicated to the tensions between transnational democracy and new notions of representation. Finally, we pin-point the critical aspects of the celebratory vision of the international civil society, as advocated by the cosmopolitan theories of democracy.

O objetivo deste artigo é mostrar os pontos de tensão, as hipóteses fortes e as teses otimistas e/ou pessimistas que perpassam os vínculos entre o modelo westphaliano internacional de soberania, a democratização do sistema internacional e a sociedade civil internacional. O artigo contém quatro partes: na primeira, recupera-se a discussão clássica sobre democracia e relações internacionais; na segunda, trata-se das relações entre globalização e democracia; na terceira, as tensões entre democracia (transnacional) e as novas noções de representação; finalmente, mostram-se os pontos críticos da visão celebratória da sociedade civil internacional pregada pelas teorias cosmopolitas da democracia.

THE DEMOCRATIC era in Venezuela dates from 1958. With the Hugo Chávez Administration, the nation is experiencing a true breach in its national political scene. Therefore it now becomes possible to identify a democratic Venezuela pre- and post-Chavez. This article tries to analyze the variables for political and institutional change in Venezuela in four specific moments: first, during the rise and fall of the Punto Fijo Pact; second, the building-up of the chavista phenomenon; third, the social and political polarization in Venezuela during Chavez Administration; and finally, Venezuela after the presidential referendum.

A VENEZUELA da época democrática, que se inicia em 1958, tem na emergência política de Hugo Chávez seu marco divisor do cenário político: pode-se, desta forma, apontar uma Venezuela democrática pré e pós-Chávez. Este ensaio analisa, pois, os fatores da mudança político-institucional venezuelana em quatro momentos: durante o auge e a queda do Pacto de Punto Fijo; o início do fenômeno chavista e suas características; a polarização social e política na Venezuela de Chávez; e, por fim, a Venezuela pós-referendo presidencial.

This article works the thesis that the security agenda of the USA for Colombia, that acquires a concrete expression in mechanisms like the Colombia Plan and the Andean Regional Initiative, will remain as the central axis of the security policy in the South-American region. However, the notion of security that the decision makers of the USA have in mind in the Colombian case reflects a vision focused on the perceptions of threat in which new elements ("the new threats"), such as traffic, and classical factors are mixed.

Este artigo trabalha a tese de que a agenda de segurança dos EUA para Colômbia, que adquire expressão concreta em mecanismos como o Plano Colômbia e a Iniciativa Regional Andina, continuará sendo o eixo central da política de segurança na região sul-americana. No entanto, a noção de segurança que têm em mente os decisions makers dos EUA no caso colombiano reflete uma visão nas percepções de ameaças na que se misturam fortemente elementos novos ("as novas ameaças"), como o tráfico de drogas e fatores clássicos.
