Abstract In this article, we view the expansion fronts of urban borders as privileged spaces to understand practical agencies, the network of actors, and the power games involved in the production of urban land and housing markets in São Paulo. An unavoidable presence in those places today, the men of Primeiro Comando da Capital (PCC – First Capital Command), in interaction with this intricate network of actors, act as operators of these markets and the internal management of popular territories. Abstract This article addresses the links between violence and markets, between violence as a technology of power and of market expansion, on the thresholds between legality and illegality. We believe this question is the blind spot of current debates about the relationship between (neo)liberalism and authoritarianism, and the “crisis of democracy”. As we postulate, such question became explicit since the right-wing turn in the political constellation of the country and that it is crystallized in the Bolsonaro government. However, it concerns a neoliberal rationality ongoing since the mid-2000s and that has been shaped under the militarized logic of management of the urban order. Resumo O objetivo deste artigo é discutir os nexos entre violência e mercados, entre violência como tecnologia de poder e de expansão dos mercados nos limiares entre legalidade e ilegalidade. Esta é questão que nos parece ser o ponto cego dos debates correntes acerca das relações entre (neo)liberalismo e autoritarismo, e a “crise da democracia”. Trata-se de uma questão que se explicita desde a guinada à direita na constelação política do país e que se cristaliza no governo Bolsonaro, mas diz respeito a uma racionalidade neoliberal em curso desde meados dos anos 2000 e que ganha forma sob a lógica militarizada de gestão da ordem urbana. Neste artigo, busca-se analisar o modo como o arbítrio e a violência policial, sobretudo o encarceramento e as práticas de extermínio, terminam por fomentar a emergência de um multifacetado campo político, que mobiliza coletivos, movimentos e ativistas variados. O objetivo central consiste na construção de um plano analítico que permita incorporar essas movimentações políticas no campo dos estudos prisionais, demonstrando como o encarceramento, juntamente com outros dispositivos punitivos, se constitui como ponto de articulação e transformação desses movimentos. Tomando como referência empírica experiências de articulação política em São Paulo, destaca-se a centralidade que a prisão adquire na pauta dessas articulações e o protagonismo que nelas adquirem as vítimas da violência estatal. Além de pesquisa documental, as análises baseiam-se no engajamento dos autores, implicados nessas movimentações. No centro dessas muitas articulações, nos defrontamos com a defesa da vida – a vida como valor e como campo de disputa.

In this article, we examine how incarceration and practices of extermination foster the emergence of a multifaceted political field that mobilizes collectives, social movements and activists. Our central objective consists in the construction of an analytical plan to incorporate these political movements in the field of prison studies, demonstrating how incarceration, together with other punitive devices, constitutes a point of articulation and transformation of these same movements. We take as empirical reference experiences of political articulation in São Paulo, highlighting the centrality that prison acquires in the agenda of these articulations and the protagonism that the victims of state violence acquire in them. In addition to documentary research, the analyzes are based on the authors’ engagement in these movements. At the heart of these many articulations, we are faced with the defense of life – life as value and as a field of conflict.

Dans cet article, nous analysons comment la violence policière, notamment les pratiques d’incarcération et d’extermination, favorise l’émergence d’un champ politique vaste et diversifié qui mobilise divers groupes, mouvements sociaux et activistes. Notre objectif central est la construction d’un plan analytique visant à incorporer ces mouvements politiques dans le domaine des études pénitentiaires, démontrant ainsi que l’emprisonnement, associé à d’autres dispositifs punitifs, constitue un point d’articulation et de transformation de ces mouvements. En prenant comme référence empirique les expériences d’articulation politique à São Paulo, nous soulignons la centralité que la prison acquiert, ainsi que le protagonisme des victimes de la violence de l’État. Les analyses sont basées sur des recherches documentaires et sur l’engagement des auteurs dans ces mouvements. Au cœur de ces nombreuses articulations, nous sommes confrontés à la défense de la vie – la vie en tant que valeur et champ de conflit.

O ponto de partida deste artigo diz respeito à teia de ilegalismos - novos, velhos ou redefinidos - que passam pelos circuitos da hoje expansiva economia (e cidade) informal, o comércio de bens ilegais, o tráfico de drogas e suas capilaridades nas redes sociais e nas práticas urbanas. Tendo como referência a noção de gestão diferencial dos ilegalismos (Foucault), trata-se de interrogar o que acontece justamente nas dobras do legal-ilegal, formal-informal: jogos de poder, relações de força, campos de disputa. A hipótese com a qual trabalhamos é a de que, em torno desses ilegalismos, se estruturam campos de força e jogos de poder que deslocam, fazem e refazem a demarcação entre a lei e o extralegal, entre a justiça e a força, entre acordos pactuados e a violência, e também entre a ordem e seu avesso. No núcleo das economias e das dinâmicas de nossas cidades, são campos de força nos quais parecem estar em disputa os sentidos de lei, justiça, ordem e seu avesso. É nessa chave que podemos entender, assim nos parece, as dinâmicas políticas implicadas nos mercados informais, bem como no mercado varejista de drogas ilícitas e suas capilaridades nas tramas urbanas.

This article's sets out by exploring the web of illegalisms - new, old or redefined - connected to today's expanding informal economy (and city), the trade in illegal goods and drug trafficking, and their diffusion into urban social networks and practices. Taking as its base concept the differential management of illegalisms (Foucault), the text explores what happens precisely on the thresholds of legal-illegal, formal-informal: the play of power, relations of force, fields of dispute. Its working hypothesis is that these illegalisms form the centre point for the structuring of fields of force and power games that dislocate, make and remake the boundaries between the legal and extralegal, justice and force, pacts and violence, order and disorder. At the core of the economies and dynamics of our cities are fields of force in which the meanings of law, justice, order and their opposite are under dispute. This approach, the text argues, allows us to understand the political dynamics involved in informal markets, as well as the retail market of illegal drugs and its diffusion within the urban fabric.

Neste artigo, pretende-se abordar o tráfico de drogas a partir de suas capilaridades no mundo social e nas tramas urbanas, tomando como "posto de observação" alguns de seus pontos de ancoramento na periferia da cidade de São Paulo. Essa é uma perspectiva descritiva (e analítica) que permite situar as práticas criminosas nas suas relações com o que poderíamos definir como a gestão das ilegalidades inscritas nos agenciamentos concretos da vida cotidiana. A rigor, esse é o foco da discussão a ser desenvolvida: as evidências de uma crescente e expansiva trama de ilegalidades (nova e velhas) entrelaçadas nas práticas urbanas, seus circuitos e redes sociais, e que são urdidas nas relações hoje redefinidas (e a serem bem compreendidas) entre o ilegal, o informal e o ilícito. Com base em resultados de pesquisa recente, o artigo pretende o exercício de "etnografia experimental" para tentar flagrar as mediações e conexões pelas quais esses deslocamentos das fronteiras do legal e do ilegal vêm se processando. São essas conexões e mediações que precisam ser bem compreendidas: é nelas que se tem uma chave para identificar e compreender a porosidade entre o legal e ilegal, e as fronteiras borradas entre o trabalho, expedientes de sobrevivência e práticas ilícitas; é nelas que se podem identificar e compreender as capilaridades do tráfico de drogas no mundo social, capilaridades urdidas nessas formas de junção e conjugação da trama urbana.

This article intends to approach the drug trade from the perspective of its capillary network in the social world and in urban weaves, using one of its trafficking points in São Paulo’s periphery as an "observation station". This is a descriptive (and analytic) perspective that allows us to consider criminal practices in relation to what could be defined as the illegality management, which is present in concrete every-day life administration practices. This is, indeed, the focus of the discussion: evidences of a growing and expansive mesh of illegalities (both old and new ones), their circuits and social networks, which are woven in urban practices and warped in the redefined relations among the illegal, the informal and the illicit. Based on the results of a recent research, the article aims to put an "experimental ethnography" into practice, in an attempt to find out the mediations and connections through which the movements of the boundaries between the legal and the illegal have been taking place. These connections and mediations must be well understood for they contain the key to identifying and understanding the porosity existent between the legal and the illegal, and the blurry boundaries among work, survival expedients and illicit practices. In them, one may identify and comprehend the capillary network of the drug trade in the social world, which is warped in the junctions and conjunctions of the urban weave.

As circunstâncias do trabalho precário e intermitente alteram tempos e espaços da experiência social, bem como a própria experiência urbana nos circuitos descentrados dos "territórios da precariedade". Este artigo propõe prospectar essas novas realidades seguindo os percursos e as trajetórias urbanas das novas gerações. This article inquires into the societal dimensions of contemporary mutations of work, in particular their disconnection from employment mechanisms through various forms of casual work and outsourcing. In other words, it asks in what way the new realities of work (and non-work) redraw the social world, the relations of force and the fields of practices that make up the texture of the city and its spaces. The circumstances of casual and intermittent labour alter the time and space of social experience, as well as the urban experience itself in the decentred circuits we can denominate "territories of precariousness". The article proposes to investigate these new realities by following the paths and urban trajectories of the new generations. It suggests that this is a fertile entry point for describing this redefined social world: the difference between generations today has the historical peculiarity of coinciding with deep changes in the world of work and in urban dynamics. This is also a way of re-approaching the question of the meanings of work and its structuring effects on social life.

O artigo trata da importância da família nas classes trabalhadoras urbanas. Como valor e como espaço de sociabilidade, essa importância é construída numa experiência social em que se articulam trabalho, cultura e os (não)direitos. Por esse ângulo a família se define como ordem de vida na qual se encontram sinais de uma exclusão social que se desdobra numa privatização de experiências. É essa privatização que o artigo tenta mostrar e discutir. Para isso, tomou como ponto de partida a trajetória de homens, mulheres e crianças no mercado de trabalho. Menos do que uma discussão sobre o mercado de trabalho, essas trajetórias interessam sobretudo do ponto de vista dos termos pelos quais essas trajetórias são elaboradas como experiências individuais e coletivas no âmbito da família. Como referência empírica, o artigo analisa dados de pesquisa realizada pelo DIEESE, em 1981, na Região Metropolitana de São Paulo.

The article treats the importance of the family in the urban working classes. As value and space of sociability, this importance is constructed in a social experience where work, culture and the (not)rights are articulated. From this angle the family is defined as order of life in which we find signals of a social exclusion that unfold itself in a privativeness of experiences, it is this privativeness that the article try to show and to discuss. In this sense, it tooks as point of depart the trajectory of men, women and children in the work market. Less than a discussion on the work market, these trajectories are interesting mainly from the point of view by which they are elaborated as individual and colective experiences in the family ambit. As empirical reference the article analyzes data from a survey realized by DIEESE in 1981, in the Metropolitan Region of São Paulo.
