Recriada nos primórdios da República (jan./1890), como órgão central, a Diretoria Geral de Estatística (DGE) enfrentou dificuldades para consolidar a atividade estatística brasileira. Um novo rumo só foi ensaiado, e razoavelmente alcançado, quando José Luiz Sayão de Bulhões Carvalho (1866-1940), médico e sanitarista, dedicado aos estudos e pesquisas demográficas, assumiu sua direção (em dois períodos) por quase 17 anos. Em várias frentes de atuação, aplicou-se em facilitar o convívio da DGE com seus similares na federação (extremada) então vigente. Idealizou acordos com órgãos estaduais; imaginou conselhos para tomada de decisões coletivas; imaginou uma conferência estatística, baseada na experiência de participação em dois congressos do International Statistical Institute (1S1); ajudou a formar uma comunidade estatística, pensando a formação do profissional especializado, para tanto tendo estimulado e patrocinado a tradução de livros; entre outras medidas. O Censo de 1920, que idealizou e conduziu, sendo o único grande censo na Primeira República, pautou-se em relações amistosas com os governos federal e estaduais e com a sociedade organizada (Igreja, imprensa, sindicatos, clubes etc.). Realizou, então, por assim dizer, um censo moderno, utilizando máquinas de apuração e o concluindo em tempo hábil. Na divulgação dos resultados, inovou na feitura de gráficos (pictóricos), seja para os volumes impressos, seja para o Pavilhão da Estatística, também chamado de Pavilhão da Ciência da Certeza, que marcou a presença da DGE na Exposição Internacional Comemorativa do Centenário da Independência. Com sua vivência, antecipou as bases do Instituto Brasileiro de Geografia e Estatística (1BGE), obra de um seu discípulo, e que pode ser visto como a medida do seu sucesso (a longo prazo).

Recreated in the early days of the Brazilian Republic (jan./1890) as a central agency, the General Directory of Statistics (DGE) faced difficulties in consolidating the Brazilian statistical activity. A new time only was achieved when José Luiz Sayão de Bulhões Carvalho (1866-1940), a medical doctor specialist in public health dedicated to demographic studies and researches, took its direction (in two times) for almost 17 years. His performance applied to facilitate the interaction of DGE with its similar agencies in the federation. He idealized agreements with provincial statistical agencies; imagined counsels (or committees) for making collective decisions; imagined a national statistical conference based on the experience he has accumulated in two conferences of the International Statistical Institute (1S1); applied attention to the formation of a statistical professional community; encouraged and sponsored the translation of books, among other measures. The Census of1920, he had made, the only major census at the Early Brazilian Republic, was guided by friendly relations with the federal and provincial statistical organizations and with the society (Catholic Church, media, unions, clubs etc.). 1t was, we can say, a modern census, using processing machines, and concluded in a timely fashion. The printed volumes of results were illustrated by pictorial graphics, also used at the Pavilion of Statistics, called (by the press) the Pavilion of Precisely Science, which fixed the presence of DGE in the 1nternational Exhibit of the Brazilian 1ndependence Centennial (1822-1922). With his experience, anticipated the basis of Brazilian 1nstitute of Geography and Statistics (1BGE), created in 1936 as the new Brazilian Statistical central agency (still working with growing success), that can be see, in sum, as a measure of his success in a long term vision.

A demanda de estatística vem crescendo. Deseja-se estatísticas sobre tudo, e se as quer como informação fundamental ao conhecimento das realidades complexas, num mundo global, sob intensa concorrência (talvez também cooperação). Mas, dada a natureza das estatísticas, sua forma de produção, ao direito à informação se contrapõe em negação o direito à privacidade. De fato, para produzirem-se as estatísticas é essencial convencer (ou obrigar) os informantes a quebrar suas privacidades, revelando aspectos selecionados de suas individualidades. Para convencer os informantes a participarem, cedendo suas privacidades, dá-se-lhes garantia de reservas (sigilo) no uso das informações individuais reveladas às instituições estatísticas. Vale dizer, suas informações individuais só serão usadas em agregações que jamais levarão à individualização dos informantes, donde a divulgação de informações sofrerá limitação inevitável, com cortes ao direito à informação. Pois tratar desse dilema, através da análise das questões da obrigação e do sigilo, que se quer tornar renovadas, é o objetivo deste texto, fruto de diversas reflexões e aproximações intelectuais feitas pelo autor.

The demand for statistics is rising now-a-days. Statistics about everything are being demanded, as an essential and specific information to generate knowledge of complex realities, in a globalized world, where there is an intense competition (and perhaps cooperation too). But, due to the special nature of statistics (the manner in which they have to be produced), the right to information of all, will deny to many the right of privacy. In fact, to produce statistics is essential to convince (or to oblige) each informant, to brake his/her privacy, revealing selected aspects of someone'st individuality. To convince someone to cooperate, he/she receives from statistical agencies the promise to limit the use of his/her individual information, which will never be disclosed individually, being used only in statistical aggregations. As a consequence, the statistical agencies' capacity to disseminate information is limited, so being also restricted the people's right to information. The aim of this text is to analyze that dilemma, through the study of obligation and its other face, the confidentiality. This study resulted, once more, of intellectual investigations made long ago by the author.

O texto analisa o controle ou administração da informação, com vista em dispor-se das informações necessárias ao controle ou administração das relações públicas (distantes). Isso exige uma política de informação, modo de agir sobre certo regime de informação. E sugere que a harmonização e sincronização da demanda e da oferta de estatísticas pressupõe a existência de uma instituição coordenadora, a ser definida no contexto da própria política.

This text analyzes the need to control or administer information so that it can best serve the public and the public sector. Achieving this will require a clearly defined policy and governing regime. To ensure the harmonization and synchronization of supply and demand with regard to statistics, the author calls for the creation of a coordinating institution, the precise nature of which would be defined by information policy makers.

Tendo como foco a informação estatística, procura-se destacar as polêmicas que vicejam no entorno de suas dimensões sociopolíticas, que define a demanda, e técnico-científica, que define a oferta, fazendo-o através de uma evolução histórica. Procura-se mostrar que a definição e a harmonia entre ambas, a demanda e a oferta da informação estatística, não passa pelo livre jogo das forças de mercado, locus natural da espontânea coordenação econômica, de modo que se faz vital haver uma coordenação especializada, apropriada e adequadamente institucionalizada em alguma esfera oficial de governo (em se tratando de um bem que se quer público). Assim, a algum agente público caberá o exercício dessa coordenação institucional, fazendo-o nos limites do mandato que se queira ou se possa atribuir-lhe, dessa forma praticando-se uma cuidadosa regulação de todo o processo, cognitivo e social, a partir dos princípios integrantes de uma política de informação. Dessa forma, associa-se a política de informação, como parece correto, ao equacionar das polêmicas que impedem ou dificultam um certo bem (no caso a informação estatística) de se tornar público, fazendo-o no contexto de alguma agência de poder (no caso uma coordenação especializada), assentando-se um conjunto de seis pilares (utilidade, pertinência, validade, visibilidade, continuidade, integridade), capazes de a substanciar e a sustentar.

Focusing on the statistical information, this article aims at remarking the polemics that grow around its social-political dimension which defines the demand, and technical-scientifical dimension which defines the suplly, through a historical evolution. It aims at showing that the definition and harmony between both, the demand and the suplly of statistical information, are not fixed by the market free game, natural locus of the spontaneous economical coordination, so, being absolutely necessary to have a specialized, proper and adequately institutionalized coordination in some official government level (because it comes to an output wanted as public). Therefore this institutional coordination should be up to some public agent which would act to the limits of its attributions, cosequently practicing a careful regulation of the whole social and cognitive process, based on the principles of a policy of information. In this way, the policy of information is related to the settling of polemics that may obstruct or make it difficult to turn public a certain output (in this case the statistical information), relating it in the context of some power agency (in this case a specialized coordination), establishing a six-pillar set (utility, properly, validity, visibility, continuity, integrity), able to sustain and support it.
