Resumo Entre 1945 e 1955, a tática oficial do governo franquista foi contestar publicamente as acusações dirigidas contra o regime, considerado no pós-guerra como uma persistência do fascismo derrotado. Neste artigo, sustentamos que, frente à ONU, a ação exterior foi além da negativa de fatos - ocorrências de violações de direitos na Espanha -, mas dirigiu-se a relegá-los à invisibilidade e, assim, produzir o esquecimento a respeito do assunto. A partir da avaliação crítica de correspondência diplomática e de documentos oficiais da Nações Unidas revelamos que a diplomacia franquista utilizou duas vias de ação principais: não responder quando instada a explicar-se sobre práticas de violação de direitos humanos em território espanhol; e obter de seus aliados mais próximos o silêncio sobre o assunto nos foros internacionais.

Abstract Between 1945 and 1955, the official policy of the Francoist Administration was to deny publicly the accusations made against the regime, considered in the post-war period as a persistence of the defeated Fascism. We sustain in this paper that - as regards the UN - the external actions were beyond the denial of facts, i.e., violations of rights in Spain; they attempted to relegate them to invisibility and, thus, make such subject go into oblivion. From the critical review of the diplomatic correspondence and of United Nations’ official documents, we reveal that the Francoist diplomacy resorted to two main paths of action: not to answer when asked to explain about violations of human rights in the Spanish territory; and obtain the silence of its closest allies in international forums about such issue.

RESUMO: Este artigo procura explicar a posição que o governo brasileiro assumiu a respeito do tema das migrações e dos direitos fundamentais dos estrangeiros nos anos entre 1930 e 1945. Analisamos essa questão considerando não só as políticas interna e exterior, mas, também, verificando a influência de Organizações Não Governamentais de Alcance Transnacional (Ongat), como a Cruz Vermelha Internacional (CVI), enquanto elemento externo de pressão sobre o governo brasileiro. O projeto político varguista determinava a seleção de estrangeiros conforme critérios eugênicos, mas, ao mesmo tempo, buscava construir a imagem do Brasil como país sensível à causa humanitária. Neste sentido, a participação brasileira junto aos foros da CVI representava tanto a projeção no cenário mundial - com a demonstração de suas ações beneméritas, quanto o empecilho para a realização de sua proposta política autoritária e excludente, uma vez que o governo Vargas deveria cumprir as obrigações assumidas no plano internacional.

ABSTRACT: This article aims to explain the position of Brazilian government on the theme of migration and fundamental rights of foreigners between 1930 and 1945. We analyze this matter not only considering internal and external policies, but also checking out the influence of Non-Governmental Organizations with Transnational Activities (Ongat), such as the International Red Cross (IRC), as an external element of pressure on Brazilian government. Vargas’ political project determined the selection of foreign people according to eugenic criteria, yet trying to build up the image of a country sensitive to humanitarian causes. In this sense, Brazilian participation in IRC’s forums represented both the projection on the world scene, demonstrating meritorious actions, and the embarrassment to the realization of his authoritarian and excluding political proposal, since Vargas’ government should meet obligations at the international level.
