This study investigates the voting behavior of businesspeople-parliamentarians in the 56th legislature of Brazil on specific legislative topics. To this end, we identified the parliamentarians who declared themselves as businesspeople (203) and compared their voting patterns in Plenary meetings against the group of non-businesspeople (420) in the period 2019-2023. The legislature comprises a total of 623 voters, including substitutes. Rather than undertaking a comprehensive diachronic analysis encompassing all votes, we opted for a synchronic approach, concentrating on four key thematic areas: economy, education, environment, and societal norms. Within each thematic category, we selected emblematic bills that underwent “nominal voting” (open ballot) in Congress: pension reform (2019), Fundeb (2020), renewable energy (2021), and homeschooling (2022). Our underlying hypothesis posits that while party affiliation may explain general legislative behavior (as the literature has shown), societal variables (such as occupation, a proxy for "class"), may gain relevance in specific thematic contexts. Our findings did not support our hypothesis. After comparing the votes of businesspeople-parliamentarians against non-businesspeople, using the Rice Index and W-Nominate, pairing them with Propensity Score Matching (PSM), we did not identify statistically significant differences between the two groups. These findings suggest that, for the topics under investigation, it is not possible to support the existence of a distinct business caucus within the Brazilian Congress.

Como votaram os deputados-empresários da 56ª legislatura em temas específicos? Para responder à essa questão identificamos os deputados que se autodeclararam empresários (203) e comparamos o seu comportamento em Plenário com o do grupo dos não empresários (420) no período 2019-2023. Ao todo, são 623 votantes na legislatura, considerando também os suplentes. Em vez de observar todas as votações em uma análise diacrônica, optamos por olhar para temas específicos em uma análise sincrônica: economia, educação, meio ambiente e costumes. Dentro de cada um desses temas, selecionamos um projeto de lei emblemático, com votação nominal no Plenário da Câmara dos Deputados: reforma previdenciária (2019), Fundeb (2020), energia renovável (2021) e homeschooling (2022). A hipótese subjacente é que, ainda que o critério partidário explique o comportamento geral dos parlamentares, como mostra a literatura, em temas específicos, variáveis societais (como ocupação, uma proxy para “classe”) podem ganhar relevância. Os resultados não permitiram sustentar a hipótese. Após comparar as votações nominais dos deputados-empresários com as do não empresários, utilizando o Índice Rice e W-Nominate, pareando-os com Propensity Score Matching (PSM), não identificamos diferenças estatisticamente significativas entre os dois grupos. Esses resultados mostram que, para os temas analisados, não é possível sustentar a existência de uma bancada empresarial na Câmara dos Deputados.

Resumo A partir de diálogo com ampla literatura sobre industrialização em países tardios, o artigo testa a hipótese geral de que a presença de uma elite disposta a perseguir o objetivo da industrialização e capaz de forjar coalizões políticas que a sustentem é condição necessária para a promoção do desenvolvimento industrial em países tardios. Há duas hipóteses correlatas: a) a presença daquela elite está intimamente vinculada à construção de instituições eficientes para a promoção da industrialização; b) o tipo de Estado criado depende do tipo de elite em questão e a combinação entre tipo de elite e tipo de Estado gera rotas distintas de transição para sociedades industrializadas. Ao fim, as hipóteses são testadas mediante uma análise fuzzyset com treze casos: três negativos (Zaire, Nigéria e Filipinas); cinco intermediários (Índia, Chile, Argentina, México e Brasil) e cinco positivos (Suécia, Noruega, Coreia, Taiwan e Japão). Os resultados confirmam as hipóteses de pesquisa.

Abstract Based on a dialogue with a vast literature on latecomer countries, the article tests the general hypothesis that the presence of a modernizing elite willing to pursue the goal of industrialization and capable of forging political coalitions to sustain it is a necessary condition for the promotion of industrial development in those countries. We have two other related hypotheses: a) the presence of that elite is closely linked to the construction of efficient state institutions for the promotion of industrialization and b) the type of state created depends on the type of elite in question and the combination of type of elite and type of State generates distinct transition routes for industrialized societies. In order to test these hypotheses, we performed a fuzzyset analysis of thirteen cases: three negative cases (Zaire, Nigeria and the Philippines); five intermediary cases (India, Chile, Argentina, Mexico and Brazil) and five positive ones (Sweden, Norway, Korea, Taiwan and Japan). Our data points to the confirmation of the research hypotheses.

Resumen A partir del diálogo con amplia literatura sobre industrialización en países tardíos, este artículo comprueba la hipótesis general de que la presencia de una élite dispuesta a perseguir el objetivo de la industrialización y capaz de forjar coaliciones políticas que la sustenten es una condición necesaria para la promoción del desarrollo industrial en países tardíos. Encontramos dos hipótesis correlacionadas: a) la presencia de dicha élite está íntimamente vinculada con la construcción de instituciones eficientes para la promoción de la industrialización b) el tipo de Estado creado depende del tipo de élite en cuestión y la combinación entre tipo de élite y tipo de Estado genera rutas distintas de transición para sociedades industrializadas. Finalmente, las hipótesis son comprobadas mediante un análisis fuzzyset con trece casos: tres negativos (Zaire, Nigeria y Filipinas); cinco intermedios (India, Chile, Argentina, México y Brasil) y cinco positivos (Suecia, Noruega, Corea, Taiwán y Japón). Los resultados confirman las hipótesis de investigación.

Résumé S’appuyant sur un dialogue avec une abondante littérature sur l’industrialisation dans les pays tardifs, l’article teste l’hypothèse générale selon laquelle la présence d’une élite désireuse de poursuivre l’objectif d’industrialisation et capable de forger des coalitions politiques qui la soutiennent est une condition nécessaire pour favoriser le développement industrial dans les pays tardifs. Il existe deux hypothèses corrélées : a) la présence de cette élite est étroitement liée à la construction d’institutions efficaces pour la promotion de l’industrialisation ; b) le type d’État créé dépend du type d’élite en question, et la combinaison du type d’élite et du type d’État génère différentes voies de transition vers les sociétés industrialisées. Enfin, les hypothèses sont testées à travers une analyse fuzzyset avec treize cas : trois négatifs (Zaïre, Nigéria et Philippines) ; cinq intermédiaires (Inde, Chili, Argentine, Mexique et Brésil) et cinq positives (Suède, Norvège, Corée, Taïwan et Japon). Les résultats confirment les hypothèses de recherche.

RESUMO Introdução: Este artigo trata da construção de capacidades estatais enquanto condição necessária (mas não suficiente) ao processo de produção de políticas públicas. O interesse maior recai sobre o fracasso das políticas industriais conduzidas durante os governos do Partido dos Trabalhadores. A questão que norteia o trabalho é: por que esses programas de política industrial falharam? Materiais e Métodos: Mobilizamos uma abordagem comparativa (entre arranjos institucionais de política pública) que envolveu políticas industriais e políticas sociais do período 2004-2014. A técnica escolhida, Qualitative Comparative Analysis (QCA), permite verificar padrões associativos entre condições e resultados, em desenhos de pesquisa envolvendo poucos casos, através da comparação sistemática entre eles. Resultados: Verificamos que níveis distintos de capacidades gerados pelos arranjos das políticas industriais e sociais estão associados aos resultados e às práticas inovadoras nas respectivas políticas. Os níveis de capacidades (entendidos como condições causais) estão de fato associados às variáveis de resultado (entendidas como entrega de produto e inovação). Discussão: A análise empreendida corrobora a interpretação bastante difundida de que o êxito na produção de políticas públicas em contextos democráticos depende, em boa medida, do processo de construção de capacidades.

ABSTRACT Introduction: This article deals with state capacities as a necessary (but not sufficient) condition for the process of public policy production. The main interest lies in the failure of industrial policies during the Workers’ Party governments. The research question that guides our analysis is: why did those industrial policy programs fail? Materials and Methods: We adopt a comparative approach between institutional arrangements of industrial and social policies during 2004-2014. The chosen technique, Qualitative Comparative Analysis (QCA), allows verifying associative patterns between conditions and results in small n research designs through systematic comparison between them. Results: We found that different levels of capacities found in the industrial and in the social policy arrangements are associated with results and innovative practices (or the lack of it). The levels of capabilities (understood as causal conditions) are in fact associated with the outcome variables (defined as product delivery and innovation). Discussion: The analysis corroborates the widespread interpretation that success in producing public policies in democratic contexts depends to a large extent on the process of capacity building.

RESUMO Este artigo trata da política industrializante dos governos Lula, com o objetivo de explicar por que ela fracassou. Isso é feito em três momentos distintos. Primeiramente, tratamos das ideias que orientaram as políticas industriais do período. Em segundo lugar, mostramos, com base em conjunto sintético de informações, que os objetivo pretendidos, em sua maioria, não foram alcançados. Finalmente, analisamos o insucesso dessas políticas como base na ausência de viabilidades (intelectual, administrativa e política) do conjunto de ideias que norteou o empreendimento.

ABSTRACT This article deals with the industrializing politics of the Lula governments, in order to explain why it failed. This is done at three different times. First, we deal with the ideas that guided the industrial policies of the period. Secondly, we show, based on a synthetic set of information, that the intended objectives, for the most part, were not achieved. Finally, we analyze the failure of these policies as a basis in the absence of viability (intellectual, administrative and political) of the set of ideas that guided the enterprise.

Resumo Este artigo trata do predomínio de uma estratégia de desenvolvimento de cunho neoliberal no Brasil dos anos 1990 com duplo objetivo: 1) mostrar que, embora o cenário apresentasse desafios incontornáveis como a “reestruturação produtiva” e a “globalização”, a alternativa neoliberal não era a única disponível; 2) sugerir que, para entender como e por que um determinado tipo de estratégia de desenvolvimento é escolhido em determinada sociedade, é preciso ter em conta, também, o papel central desempenhado pelas elites estatais. O método utilizado foi um estudo aprofundado de caso, com fontes documentais, biográficas e bibliográficas. Divergindo com parte da literatura, os resultados permitem sustentar as duas hipóteses centrais deste trabalho: 1) havia no Brasil uma estratégia nacional de desenvolvimento (qualitativamente distinta tanto do “velho” desenvolvimentismo quanto da alternativa neoliberal) desde o início dos anos 1990; 2) o processo de implantação de uma estratégia de cunho neoliberal não foi respaldada por um consenso empresarial em torno dessa alternativa. A análise empreendida aponta para a importância de se considerar a presença de uma elite estatal subjetivamente orientada para entender a escolha do tipo de estratégia adotado naquele período.

Abstract This work deals with the predominance of a neoliberal strategy of the development in Brazil of the 1990's with a double objective. From one side, we're looking for demonstrating that the relation of business groups organized with implementation of that strategy has been less consensual than part of the pertinent literature suggests and, on the other hand, we suggest that, for understanding how and why it was adopted in Brazil it is necessary also to look at the state. To accomplish the first objective, based in a case study and at a historical analysis, we're searching the confirmation of the hypothesis according to the existing one, in the early 1990's, a national strategy of development being consistent with a conscience, in part of the academic circles, of the limits of that neoliberal alternative, in which refers to the stability and to the sustained economical growth. The second, based on an empirical survey and a bibliographical analysis, we're looking for the confirmation of the hypothesis that the presence of an state elite subjectively oriented can help to explain the predominance of a development strategy wisely supported in Washington Consensus. Our results suggest that, to understand how and why a neoliberal strategy of development could rule Brazil in the 1990's, considering the presence of an state-owned elite committed with the guiding principles of that strategy be a necessary condition.

The purpose of this article is to stress on the importance of the sociology of state elites to fully understand developmental processes. With that purpose in mind, we comparatively analyze the industrialization process in Argentina, Brazil and Mexico from 1920 to 1970. Our analysis shows that although Argentina was in a much better condition to initiate its industrialization process in the early thirties, it was overtaken by Brazil and Mexico already in the late fifties. The article suggests that this took place because Brazil and Mexico, among other things, had a state elite willing to take development seriously, whereas Argentina lacked it.

O trabalho analisa o recrutamento legislativo dos senadores que foram empresários antes do ingresso para a política durante democracia brasileira atual. O objetivo é examinar se, assim como estabelecido para a Câmara dos Deputados, esse tipo de político profissional se acomoda majoritariamente nos partidos à direita do espectro ideológico e se a soma da sua condição social com os partidos em que militam terminam por produzir rotas mais curtas de carreira política até o Senado. Para tanto, utiliza-se análise descritiva dos dados de ocupação, escolaridade e carreira política dos 240 senadores titulares eleitos entre 1986 e 2010. Os dados mostram que, ainda que posicionados nos partidos de direita e centro, os senadores que foram empresários não desfrutam de carreiras mais curtas, mostrando que o padrão de carreira política para esse cargo é diferente daquele observado para a Câmara baixa.

This article analyzes legislative recruitment of senators who used to be businessmen before entering politics under current Brazilian democracy. We examine whether, as established for the Brazilian Chamber of Deputies, this kind of professional politician settles mostly in the parties on the right of the ideological spectrum and whether or not the connection between their social backgrounds and the parties they take part eventually shorten their ways to the Senate. For that, we use descriptive analysis of occupation, education, and political career data of 240 senators elected between 1986 and 2010. Our data show that even though they belong to Center and Right parties, senators who were businessmen do not have shorter careers, showing that the pattern of political career for that office is different from that observed for the Chamber of Deputies.
