Abstract he construction industry is one of the industrial sectors with the lowest rates of fulfilment of contract deadlines, especially in developing countries. This fact has been the focus of considerable discussions seeking to identify the causes of the delays. The main purpose of this paper is to use factor analysis to identify the factors that are correlated with delay, contemplating exclusively residential real estate projects and using a city in the Brazilian Amazon as a case study. Based on the database from the government agency that authorises constructions in the city of Belém (City Planning Department - Secretaria Municipal de Urbanismo, SEURB) and data from construction companies, the study investigated 274 construction projects from the past 11 years. Factor analysis and work with the variables that can be identified and measured in the initial phase of the project, i.e., during the feasibility study, demonstrate that the physical characteristics of the apartments and the construction project are the primary causes for variations in construction delays; these causes have not yet been reported in the literature. We hope that the results of this study will contribute to more consistent forecasting of construction time, minimising the risk of delays.

Resumo A construção civil é considerada como uma das indústrias com menor desempenho em relação ao cumprimento de prazo contratual, especialmente em países em desenvolvimento, fato este que gera uma ampla discussão que busca identificar os elementos causadores do atraso. O principal objetivo deste artigo é utilizar a análise fatorial para identificar fatores que estão correlacionados com o atraso, limitando-se a presente pesquisa aos empreendimentos imobiliários residenciais, tendo como estudo de caso uma cidade na Amazônia brasileira. Através do banco de dados do órgão público que autoriza as obras em Belém (SEURB) e os das construtoras, obtiveram-se 274 empreendimentos em 11 anos. Utilizando-se a análise fatorial e trabalhando com as variáveis que possam ser identificadas e mensuradas ainda na fase inicial do empreendimento, ou seja, no estudo de viabilidade, constatou-se que as características físicas dos apartamentos e das obras estão entre os principais agentes responsáveis pela variabilidade nos atrasos dos empreendimentos, o que, pela pesquisa realizada, ainda não foram apontadas na literatura. Com os resultados encontrados neste trabalho espera-se contribuir para que se possa definir de forma mais consistente o prazo de execução, mitigando o risco do atraso.

Continuous changes in the civil engineering scenario, and consequently in construction production management require engineers with a different profile, resulting in the need of new competences, related to innovation, customer focus, planning and control, quality management systems, sustainability and a humanistic vision. The main goal of this article is to identify the competences developed in a construction company through the implementation of problem-based learning adapted to the organizational context. The strategy applied in this study was action research, in which researchers work with practitioners to improve the way they understand and solve problems. The results obtained involve the development of competences related to the organizational context, individual, collective and organizational learning process, pointing out problems and possible managerial solutions in the company. By developing managerial competences, a sustainable and humanistic vision, with client focus was stimulated, besides improvements in the quality management system. Some problems were identified in the organizational management system, making evident the need to create an environment that facilitates information exchange among the different sectors of the company.

As mudanças no cenário da engenharia civil e consequentemente da gestão da produção das obras exigem um engenheiro com perfil diferente, resultando na necessidade novas competências, relacionadas a inovação, foco no cliente, planejamento e controle, sistemas de gestão da qualidade, sustentabilidade e uma visão humanista. O objetivo principal deste artigo é identificar as competências desenvolvidas em uma empresa construtora com o processo de implantação da Aprendizagem Baseada em Problemas adaptado ao contexto organizacional. A estratégia de pesquisa adotada foi a pesquisa-ação, na qual a equipe de pesquisa atua com profissionais para melhorar a forma como estes entendem e resolvem problemas. Os resultados alcançados envolveram o desenvolvimento de competências relacionadas ao contexto organizacional, à aprendizagem individual, coletiva e organizacional, apontando problemas e possíveis soluções de gestão na empresa. Através do desenvolvimento de competências gerenciais, foi estimulada uma visão humanística, sustentável, com foco no cliente, além de um melhor sistema de gestão da qualidade. Identificaram-se problemas no sistema de gestão organizacional, ficando evidente a necessidade da criação de um ambiente propício para troca de informações entre diferentes setores da empresa.

This article proposes the adoption of a numerical prognosis model to estimate the variable "execution time" for public projects in an objective way. The field work consisted of the application of statistical methods for analyzing data from projects that were bid and contracted by the Federal University of Pará (UFPA) between 2006 and 2009.. Data analysis involved linear regression and transformed functions. After the stratification and initial treatment of the data, the evidence adopted for the construction of the final model was limited to 102 out of the 225 projects originally investigated, resulting in the following statistical parameters: correlation coefficient (R) of 0.899, coefficient of determination (R²) of 0.808, adjusted coefficient of determination (adjusted R²) of 0.796, and standard error (Se) of 0.41. These parameters show a strong linear correlation between the variables, indicating that 79.60% of the variability of the execution of a public project is jointly caused by variations in the gross floor area, the estimated cost, the operational technical capacity of the client organization; the operational capacity of the company; the type of service, and the season.

Este artigo propõe a adoção de um modelo numérico prognóstico para estimar a variável "tempo de execução" para empreendimentos públicos de forma objetiva. O trabalho de campo consistiu na aplicação de métodos estatísticos para analisar dados de obras licitadas e executadas durante o período de 2006 a 2009 na Universidade Federal do Pará (UFPA). A análise de dados envolveu cálculos de regressões lineares e transformadas das funções. Após estratificação e tratamento inicial dos dados, os elementos adotados para construção do modelo final se restringiram a 102 obras de um total de 225 originariamente pesquisadas, resultando nos seguintes parâmetros estatísticos: coeficiente de correlação (R) de 0,899; coeficiente de determinação (R²) de 0,808; coeficiente de determinação ajustado (R² ajustado) de 0,796 e erro padrão (Se) de 0,41. Estes parâmetros indicam forte correlação linear entre as variáveis, indicando que 79,60% da variação do tempo para executar uma obra pública podem ser causadas pela variação, em conjunto, das variáveis área construída, custo orçado, capacidade técnica operacional do contratante, capacidade operacional da empresa, tipologia de serviço e estação do ano.
