Resumen Este artículo aborda las reglas generales del deporte en Brasil y Portugal, desde una perspectiva comparada. Se parte del supuesto de que el deporte debe ser el foco de atención estatal y de las políticas públicas como estrategia de desarrollo de la ciudadanía. El objetivo principal es analizar comparativamente la legislación deportiva en Brasil y Portugal, especialmente las leyes que establecieron las reglas generales para este sector a nivel nacional. Para ello, se realizó una investigación descriptivo-analítica con enfoque cualitativo y alcance exploratorio, organizada a partir del trabajo de campo y el análisis y tratamiento de material empírico y documental. El análisis de contenido de los documentos confirmó que en Brasil el financiamiento es el tema principal en la acción normativa del Estado, mientras que en Portugal el ejercicio regulatorio es la principal preocupación. Abstract This article addresses the general rules of sport in Brazil and Portugal, from a comparative perspective. It starts from the assumption that sport should be the focus of state attention and public policies as a citizenship development strategy. The main objective is to comparatively analyze the sports legislation in Brazil and Portugal, especially the acts that established the general rules for this sector at the national level. For this, a descriptive-analytical research with a qualitative approach and exploratory scope was carried out, organized from field work and analysis and treatment of empirical and documental material. The content analysis of the documents confirmed that in Brazil financing is the main issue in the State's normative action, while in Portugal the regulatory exercise is the main concern. Abstract: Wood is a material that has been used by humankind for a long time. However, wood researchers and industry have always been concerned about the issues during wood drying and the permeability problems of certain species. In this sense, microwave technology has been applied for wood drying and improving permeability. This paper investigates the microwave drying of two Portuguese wood species, Pinus pinaster sap and heartwood, and Eucalyptus globulus heartwood using small clear specimens. The samples were grouped into six during each microwave treatment run according to their similarity of initial moisture content. Once the drying was completed, control and microwave-treated samples were impregnated with desalinated water to analyze their improvement in water absorption, and the compression strength parallel to the grain was analyzed. The results showed that each wood species behaves differently under microwave drying and initial moisture content. The impregnation results demonstrated that pine and Eucalyptus microwave-treated heartwood samples improved their capability to absorb water. Finally, only the microwave-treated specimens of Eucalyptus heartwood presented a decrease in the values of compression strength parallel to the grain compared to the control group. Therefore, MW treatment presents possibilities for further applications for the wood industry with supporting results.

Resumen La financiación pública ha ido cobrando protagonismo en los estudios de políticas públicas deportivas, ya que permite tener una visión más transparente de dónde y cómo se asignan los recursos públicos al sector. Abstract Public funding has been gaining prominence in studies of sports public policies as it provides a more transparent view of where and how public resources are allocated to the sector. This article aims to analyze the financing of public policies for sports in the Federal District (FD), based on a matrix and methodological proposal that allows the survey and systematization of data referring to the identification of sources, magnitude, and direction of public budget expenditure on sports from 2009 to 2019. RESUMEN Este artículo pretende discutir la conceptualización del futbolista "activo", así como su repercusión dentro de la industria del fútbol. La investigación se caracterizó como exploratoria y bibliográfica. ABSTRACT This article aims to discuss the conceptualization of the "asset" football player, as well as its repercussion within the football industry. The investigation was characterized as exploratory and bibliographical. Abstract This article aims to analyze diagnostic data on sport practices in Brazil, produced by national government agencies or international and intergovernmental organizations, collected between 2013 and 2015, and in Spain, in 2015 and 2019. The main objective of the research is the comparative analysis of the characteristics of physical activity and sport practice (PASP) in Brazil and Spain, as a subsidy to national public sport policies. It is characterized as a social, qualitative, and exploratory investigation, with documentary research as the main methodological procedure. The data came from diagnostic studies of national scope collected between 2013 and 2015 in Brazil, and until 2019 in Spain. The analysis enabled the identification of similarities in the profile of practitioners and their motivations for starting and leaving the practice. At the same time, distinctions were identified with regard to the determining conditions of access and the types of activities chosen. In Brazil, social inequality is also present in access to PASP, and the choice of soccer stands out. In the Spanish case, there is greater equity and diversity among the types of practice. Such characteristics embody dimensions of the reality of sports in Brazil that should be considered in the scope of public policy planning and governmental action in both countries.

Resumo Este artigo tem como o objeto de análise dados diagnósticos, produzidos por órgãos de governo nacionais ou organizações internacionais e intergovernamentais, sobre a prática esportiva no Brasil e na Espanha, coletados entre 2013 e 2015 e no caso espanhol de 2015 e 2019. O principal objetivo da pesquisa é analisar, comparativamente, as características da prática de atividade física e esportiva (AFE) no Brasil e na Espanha como subsídio às políticas públicas esportivas nacionais. Caracteriza-se como uma pesquisa social, qualitativa e de nível exploratório, tendo como principal procedimento metodológico a pesquisa documental. Os dados acessados são oriundos de estudos diagnósticos de abrangência nacional com dados coletados entre 2013 e 2015 e na Espanha até 2019. A análise permitiu localizar semelhanças no perfil dos praticantes e nas motivações para a prática e o abandono. Ao mesmo tempo, identifica-se a presença de distinções nos determinantes de acesso e nos tipos de atividades escolhidas. No Brasil a desigualdade social também se faz presente no acesso à AFE e sobressai a escolha pelo futebol. Já no caso espanhol observa-se a maior equidade e diversidade entre os tipos de prática. Tais características consubstanciam dimensões da realidade esportiva nacional que devem ser consideradas no âmbito do planejamento das políticas públicas e da atuação governamental dos dois países.

RESUMO O recente interesse pela construção de estruturas altas e robustas em madeira tem estimulado a investigação de propriedades físicas e mecânicas, assim como a correlação delas com outros parâmetros importantes do material de espécies tropicais como o angelim-amargoso (Vatairea sp.) utilizada especialmente em estruturas de telhados de grandes vãos. No Brasil, a norma de projetos de madeira recomenda a utilização de modelos lineares para a correção ou estimativa da resistência e/ou rigidez da madeira correlacionada ao teor de umidade, bem como traz a classificação das folhosas segundo sua resistência característica. Entretanto, por ser um material natural, heterogêneo e anisotrópico, certas propriedades podem não ser afetadas por diferenças no teor de umidade. Portanto, nesse trabalho, investigou-se a influência do teor de umidade em 15 propriedades físicas e mecânicas da madeira de Vatairea sp., através da sua caracterização. Os ensaios foram realizados em 12 corpos-de-prova para cada propriedade e para dois grupos: com teor de umidade de 12% e no ponto de saturação das fibras. O teste de Anderson-Darling foi empregado para verificar a normalidade dos resultados e a análise de variância (ANOVA) para analisar a influência do teor de umidade nessas propriedades. Além disso, classificou-se a madeira segundo as classes de resistência da norma brasileira e estimou-se a resistência e rigidez segundo os modelos lineares propostos pela mesma norma. Os resultados estimados foram comparados com os experimentais através do cálculo da diferença e o erro percentual dos valores. Concluiu-se que a maioria das propriedades não foram afetadas pelo teor de umidade e que os maiores erros obtidos nas estimativas foram para as propriedades que foram influenciadas significativamente pelo teor de umidade.

ABSTRACT The recent interest in constructing high and robust wooden structures has stimulated the investigation of physical and mechanical properties as well as their correlation with other important parameters of the material of tropical species like the Vatairea sp., whose popular name is angelim-amargoso, used especially in roof structures with large spans. The Brazilian Standard for wood constructions recommends using linear models to correct or estimate the strength and/or stiffness of wood correlated with moisture content and also provides the classification of hardwoods according to their characteristic strength. However, because wood is a natural, heterogeneous, and anisotropic material, certain properties may not be affected by significant differences in moisture content. Therefore, in this study, the influence of moisture content on fifteen physical and mechanical properties of Vatairea sp. wood was investigated through its characterization. The tests were carried out on 12 specimens for each property and two groups: with the moisture content of 12% and at the fiber saturation point. The Anderson-Darling test was performed to verify the results’ normality and the analysis of variance (ANOVA) to analyze the influence of moisture content on these properties. In addition, the wood was classified according to the strength classes of the Brazilian Standard, and the strength and stiffness were estimated according to the linear models proposed by the same norm. The estimated results were compared with the experimental ones through the difference calculation and percentual error of the values. It was concluded that most properties were not affected by the moisture content, and the most significant errors obtained in the estimates were for properties that were significantly influenced by the moisture content.

RESUMO Existem diversas tecnologias para recuperar e reforçar estruturas de madeira. Duas alternativas usuais são: a utilização de chapas de aço parafusadas e a utilização de mantas de fibra de carbono coladas com adesivo epóxi. Foi observado uma lacuna na literatura quanto ao estudo de reforço em vigas de madeira com perda de seção transversal, comumente encontrado em ataques de agentes bióticos ou abióticos. O objetivo desse estudo foi analisar a capacidade de recuperação da rigidez à flexão da chapa de aço parafusada em uma viga de madeira folhosa com diferentes perdas de seção transversal, com especial interesse no efeito provocado por diferentes arranjos de parafusos. Os resultados foram comparados com simulações feitas utilizando manta de fibra de carbono (FC). Foi possível observar que, apesar de apresentar eficiência inferior à FC, a utilização da chapa de aço parafusada teve capacidade de retornar a rigidez inicial em alguns modelos e a especificação dos parafusos possui relevância na obtenção dos resultados.

ABSTRACT There are several technologies to recover and strengthen timber structures. Two usual alternatives are: the use of steel plates screwed and carbon fiber mats glued with epoxy adhesive. A gap was observed in the literature regarding the study of reinforcement in hardwood timber beams with cross-section loss, commonly found in attacks by biotic or abiotic agents. This study aimed to analyze the flexural stiffness recovery capacity of steel plate screwed to a timber beam with different cross-sectional losses, with a special interest in the effect caused by different bolt arrangements. The results were compared with simulations made using a carbon fiber mat (CF). It was possible to observe that, despite presenting lower efficiency than the CD, the use of steel plate screwed could return the initial stiffness in some models, and the specification of the bolts is relevant in obtaining the results.

Abstract According to the Brazilian standard for wooden structures, strength and stiffness increase linearly with decreasing moisture; however, as wood is a natural, heterogeneous and anisotropic material, certain strength and stiffness properties may not be affected even by large differences in moisture. Therefore, this work aims to evaluate the reliability of the resistance and rigidity transformation equations as a function of moisture, used to correct the properties when the test was not performed at 12% moisture. Furthermore, it was checked whether the humidity affects the properties of the studied species. Of the 15 properties analyzed, 2 did not show changes when analyzed at the fiber saturation point and at 12% moisture. Additionally, the correction equations of the Brazilian standard showed errors of up to 24% in the estimation of properties at 12% moisture. Thus, the need to correct the Brazilian standard for wooden structures is evident.

RESUMO O objetivo foi analisar o financiamento e o gasto público federal do Esporte de Alto Rendimento (EAR) no Ciclo Rio 2016. Trata-se de uma pesquisa com abordagem quanti-qualitativa, a partir da análise dos documentos coletados no Portal Transparência no Esporte e no Portal da Legislação do Governo Federal. No Ciclo Rio 2016, o Governo Federal criou diferentes dispositivos políticos e legais que buscaram alçar o Brasil à potência esportiva; eles refletiram diretamente sobre o financiamento federal do EAR. Os principais recursos do EAR do Ciclo Rio 2016 foram de patrocínio das estatais federais, concursos prognósticos e loterias para entidades esportivas, Lei de Incentivo ao Esporte e recursos do Ministério do Esporte.

ABSTRACT The objective was to analyze the funding and federal public spending on High Performance Sport (HPS) in the Rio 2016 Cycle. This is a research with quantitative and qualitative approach, based on the analysis of documents collected from the Portal Transparência no Esporte and the Portal da Legislação do Governo Federal. In the Rio 2016 Cycle, the Federal Government created different political and legal provisions that sought to elevate Brazil a sports power, they reflected directly on the federal funding of the HPS. The Rio 2016 Cycle's main HPS resources were sponsored byfederal state-owned companies, prognostic contests and lotteries for sports entities, Lei de Incentivo ao Esporte (Sports Incentive Law) and resources from the Brazilian Ministry of Sports.

RESUMEN El objetivo fue analizar la financiación y el gasto público federal del Deporte de Alto Rendimiento (DAR) en el ciclo Río 2016. Esta es una investigación con enfoque cuantitativo y cualitativo, a partir del análisis de los documentos recopilados en el Portal Transparência no Esporte y en el Portal da Legislação do Governo Federal. En el Ciclo Río 2016, el Gobierno Federal creó diferentes disposiciones políticas y legales que buscaban elevar a Brasil a potencia deportiva, reflexionaron directamente sobre la financiación federal del DAR. Resumo Este artigo resulta de pesquisa que se dedicou ao estudo comparado das políticas esportivas de Brasil e Espanha. Teve como como objetivo principal analisar - de forma comparativa - a legislação esportiva de ambos os países após a constitucionalização do direito ao esporte. Adotando os procedimentos de estudos comparados e a técnica de pesquisa de análise de conteúdo, foram estudadas as legislações infraconstitucionais de Brasil e Espanha que regulamentam o setor esportivo. As análises demonstram: (i) a constituição de uma arquitetura híbrida de gestão da política esportiva, que combina ação tutelar do Estado com autonomização/liberalização do setor privado; (ii) o estímulo à criação de entidades cuja natureza jurídica alinha-se à perspectiva empresarial; (iii) a diversificação de fontes de financiamento ao esporte, em especial o de alto rendimento, mais atrativo ao mercado devido ao potencial de impulsionar a atividade comercial.

Abstract This article is the result of a comparative study on sports policies in Brazil and Spain. Its main objective was to analyze - comparatively - the sports legislation from both countries after the right to sports entered their Constitutions. By following procedures from comparative studies and content analysis research techniques, we studied Brazil’s and Spain’s infra-constitutional laws regulating the sports sector. The analyses show: (i) the establishment of a hybrid sports policy management architecture combining tutelary action by the State with autonomy/liberalization of the private sector; (ii) encouragement towards creation of entities whose legal nature is aligned with a business perspective; (iii) diversification of funding sources for sports, especially for high-performance sports, which are more attractive to the market due to their potential to boost commercial activities.

Resumen Este artículo es el resultado de una investigación dedicada al estudio comparativo de las políticas deportivas en Brasil y España. Su objetivo principal era analizar, comparativamente, la legislación deportiva de ambos países después de la constitucionalización del derecho al deporte. Adoptando los procedimientos de estudios comparativos y la técnica de investigación de análisis de contenido, se estudiaron las leyes infraconstitucionales de Brasil y España que regulan el sector deportivo. Los análisis demuestran: (i) la constitución de una arquitectura híbrida de gestión de políticas deportivas, que combina la acción tutelar del Estado con la autonomía / liberalización del sector privado; (ii) alentar la creación de entidades cuya naturaleza jurídica esté alineada con la perspectiva comercial; (iii) la diversificación de las fuentes de financiamiento para el deporte, especialmente los de altos ingresos, más atractivos para el mercado debido al potencial para impulsar la actividad comercial.

Abstract This text embodies a theoretical and conceptual effort to locate culture - more generally - and sport - more specifically - within the framework of contemporary capitalist production. Therefore, we sought to reflect on the development of culture in the context of late capitalism with attention to the approximation between culture, economy and market. This is done in order to understand the transformations that, in this historical court, go through modern sport. Thus, the considerations point to the processes of integration between market economy and mass culture. This has led, especially in the sports field, to the production of a set of commodities (cultural commodities) that have come to interact with various productive sectors of the capitalist world, which nevertheless need them to make accumulations and generate possible profits.

Resumo Esse texto consubstancia um esforço teórico-conceitual de localizar a cultura – de modo mais geral – e o esporte – de maneira mais específica – no arcabouço da produção capitalista contemporânea. Para tanto, buscou-se refletir sobre o desenvolvimento da cultura no âmbito do capitalismo tardio com atenção para a aproximação entre cultura, economia e mercado. Isso com a finalidade de compreender as transformações que, nessa quadra histórica, atravessam o esporte moderno. Assim, as considerações apontam para os processos de integração entre economia de mercado e cultura de massa. O que têm levado, sobretudo no campo esportivo, à produção de um conjunto de mercadorias (commodities culturais) que passou a interagir com vários setores produtivos do mundo capitalista que, não obstante, delas precisam para viabilizar acúmulos e gerar lucros.
