Abstract Distinguished in political leadership, Donald Trump and Jair Bolsonaro come together in a populist speech. This, almost like common sense, deals with leaders who defend the interests of the people and with a political-discursive dispute, pitting people against elites or institutions. The migration of government demands to private spheres involves the depoliticization process and populist discourses depoliticize public debate, naturalizing social problems and exempting the public sphere from responsibility. In this discussion, we investigate the process of depoliticization in populist rhetoric and the values triggered. We analyze the communications of Trump and Bolsonaro on Twitter, during the electoral periods. We carry out an interpretive qualitative analysis to assess how populist and nationalist rhetoric appears in our speeches and how it influences the depoliticization of public debate.

Resumo Distintos na liderança política, Donald Trump e Jair Bolsonaro se aproximam em um discurso populista. Este, quase como senso comum, trata de lideranças que defendem os interesses do povo e com uma disputa político-discursiva, colocando pessoas contra elites ou instituições. A migração das demandas do governo para as esferas privadas envolve o processo de despolitização e os discursos populistas despolitizam o debate público, naturalizando problemas sociais e isentando a responsabilidade da esfera pública. Nessa discussão, investigamos o processo de despolitização na retórica populista e os valores acionados. Analisamos as comunicações de Trump e Bolsonaro no Twitter, durante os períodos eleitorais. Realizamos uma análise qualitativa interpretativa para aferir sobre como a retórica populista e nacionalista aparecem nos discursos de ambos e como isso influenciar a despolitização do debate público.

Abstract: This article aims to investigate the existing relationship between emotion and reason in comments about the reduction of the age of criminal responsibility in two distinct online environments: activist Facebook page and legislative portal. By focusing on the association between justification and emotion - and distinct patterns that emerge from it in interpersonal online discussions - this article contributes to fill a gap in studies on deliberation that, as a rule, understand the argumentative process as free of affections. Our results reveal that the characteristics of the digital environment interfere in the provision of reasons, as expected by the literature. However, the same does not occur in relation to the expression of emotions - suggesting that emotions suffer less variation as a result of international spaces. This article, by comparing online discussion in different platforms, also contributes to advance empirical analysis about the specificities of the digital environment. Resumo: Este artigo tem como objetivo investigar a relação existente entre emoção e razão em comentários sobre a redução da maioridade penal em dois ambientes online distintos: página ativista no Facebook e portal legislativo. Ao focalizar a associação entre justificação e emoção - e distintos padrões que daí emergem em discussões interpessoais online -, este artigo contribui para preencher uma lacuna em estudos sobre deliberação, que, via de regra, entendem o processo argumentativo como desprovido de afetos. Nossos resultados revelam que as características do ambiente digital interferem no provimento de razões, conforme esperado pela literatura. Contudo, o mesmo não ocorre em relação à expressão de emoções - sugerindo que as emoções sofrem menos variação em decorrência dos espaços interacionais. This article discusses the role of the media in deliberative systems, focusing on the relationship between the news media and the formal arena that is the Brazilian National Congress. We investigate the different ways in which the news media are appropriated by politicians, experts and ordinary citizens in public hearings. We focus on a case study of public hearings on the reduction of the age of criminal responsibility in Brazil, a controversial issue that has given rise to discussions in different arenas — including such formal ones as the National Congress and such informal ones as social networks and the news media. Our data come from transcripts of public hearings organized by the Brazilian Senate and broadcast on the Senate website and news articles on the issue of criminal responsibility and violence committed by adolescents published during the period of the deliberations. Our findings suggest that people use media materials for different purposes in debates, sometimes to support their own arguments, sometimes to delegitimize alternative opinions. Thus, our results support the idea that the media can function as a connector between different arenas in a deliberative system.

Resumo O objetivo deste artigo é analisar a forma como cidadãos ordinários entendem e discutem a violência letal contra mulheres e a relação dessas discussões com o enquadramento que diferentes notícias dão a esse tipo de ocorrência. Adotamos a análise de conteúdo como estratégica metodológica para analisar comentários da página do Facebook do jornal O Globo sobre três casos de assassinatos contra a mulher, com enquadramentos jornalísticos distintos. Observamos que o termo feminicídio pode incomodar mais os cidadãos que comentam do que os casos de violência em si.

Abstract The purpose of this article is to analyze how ordinary citizens understand and discuss lethal violence against women and the relation of these discussions to the framing that news articles give to this type of occurrence. Content analysis was the methodological strategy used to analyze comments posted on O Globo's Facebook page in response to news about three murders of women that had different journalistic framings. We note that the term femicide may disturb more people who comment than the murders per se.

Resumo A discussão informal tem despertado crescente interesse em estudos sobre deliberação. Contudo, são raros os estudos que examinam o engajamento das pessoas em contextos conflitantes. Este artigo investiga o modo pelo qual sujeitos de grupos sociais em conflito fazem uso de razões concorrentes que circulam nos media para negociar suas opiniões sobre uma “questão sensível”: a redução da maioridade penal. Para tanto, foram realizados cinco grupos de discussão em Belém (PA) e Belo Horizonte (MG), com policiais militares e moradores e adolescentes de periferia. A partir da adaptação do Discourse Quality Index, este estudo analisa: as justificativas expressas pelos participantes; o respeito entre os grupos; o papel das histórias pessoais na discussão. Investiga-se, ainda, o fluxo de argumentos antes e após a apresentação do material dos media. Os resultados contribuem para compreender a dinâmica através da qual os sujeitos se situam num “espaço de razões” em debates plurais.

Abstract Informal debates have attracted increasing attention in deliberation studies. However, studies that explore how people make sense of plural information in the media are rare. This paper analyses how subjects from antagonizing social groups engage with a variety of media arguments to negotiate their opinions on a sensitive issue: the reduction of the criminal responsibility age in Brazil. We conducted five discussion groups in Belem (PA) and Belo Horizonte (MG) with members of the local police and with teenagers and adults who live in marginalized communities. By using an adapted version of the Discourse Quality Index, this study analyses: the justifications expressed during the discussion, the respect between groups and the role of personal stories in debates. It also investigates the arguments flow before and after the exposition of the media material to participants. The results contribute for advancing the understanding of the dynamics by which subjects situate themselves in a “space of reasons” in plural debates.
