ABSTRACT This study addresses the application of the Stochastic Multicriteria Acceptability Analysis (SMAA) technique, in combination with the Exponential TODIM method (ExpTODIM), by taking into consideration proposition made by Petrobras to the Brazilian National Agency for Petroleum, regarding the decommissioning of both Marlim and Voador production fields. The new approach called SMAA-ExpTODIM takes into consideration different perspectives of participants involved in decision making regarding decommissioning projects and incorporates them to its results. Besides incorporating decision makers’ uncertainties and ignorance zones, this new approach explicitly considers the decision making based on the different perspectives of the Proponent and of the Regulator. The application of the SMAA-ExpTODIM approach increased robustness by adopting different probability functions for stochastic variables, for the process of formulating and modeling the decommissioning issue. This was undertaken to represent profiles associated with aversion or propensity to risks faced by institutional decision makers. For each decision maker profile, different preference structures or comfort levels are created with a choice between decision alternatives. ABSTRACT The use of the Multicriteria Decision Support Hybrid Algorithm for Decision Making Processes with Discrete Alternatives, acronym THOR, requires from the decision maker, during the judgment insertion stage, a significant amount of information that needs to be valued, which may cause the decision maker great cognitive fatigue. Therefore, this article aims to reformulate the THOR algorithm, in the judgment insertion stage, based on the inclusion of a fuzzy measurement scale, allowing the decision maker to express only a single value judgment. This reformulation follows the three steps of a fuzzy system: fuzzification, fuzzy inference and defuzzification. In addition, a comparative analysis is performed between the THOR algorithm and its new version based on the construction of the fuzzy scale. It should be noted that its reformulation does not compromise the methodological efficiency of the THOR algorithm, it only reduces the complexity of decision making.

ABSTRACT MCDM methods have been proposed to select, rank, classify, or describe alternatives based on the process of pairwise comparison. While the typologies of MCDM methods present in the literature usually are focused on their amalgamation phase, this paper proposes a typology for classifying MCDM methods based on the rationality of their pairwise comparison procedures. Accordingly, four discriminants were used to provide support in choosing MCDM methods based on the typology proposed. The proposed typology allows the analyst to identify the type of rationality from MCDM methods that best fits the multicriteria problem.

ABSTRACT An important problem in Multi-Criteria Decision Analysis arises when one must select at least two alternatives at the same time. This can be denoted as a multiple choice problem. In other words, instead of evaluating each of the alternatives separately, they must be combined into groups of n alternatives, where n = 2. When the multiple choice problem must be solved under multiple criteria, the result is a multi-criteria, multiple choice problem. In this paper, it is shown through examples how this problemcan be tackled on a bipolar scale. The Choquet integral is used in this paper to take care of interactions between criteria. A numerical application example is conducted using data from SEBRAE-RJ, a non-profit private organization that has the mission of promoting competitiveness, sustainable developmentand entrepreneurship in the state of Rio de Janeiro, Brazil. The paper closes with suggestions for future research.

This article presents a case study of the evaluation of the various types of access to the Broadband Internet available to a small company, located in Volta Redonda, in the state of Rio de Janeiro. This small company needs to implement Broadband Internet in its establishment and sought an evaluation of the companies which work providing this type of service. With the aim of carrying out a technical evaluation of the provision of the Broadband Internet service and, considering the diverse points of view and needs of this small company, a Multicriteria Decision Aiding Method, the TODIM method, was used. By means of this research, the power of this Operational Research tool was verified in the search for the solution to the problem of ranking the services offered in the city, according to the criteria chosen by this small company.

Este estudo trata da tomada de decisão com dados replicados e inconsistentes, relativos ao universo de Recursos Humanos, em uma instituição financeira nacional. A replicação ocorre por questões técnicas e/ou econômicas, e visa o atendimento de necessidades corporativas e departamentais dessa instituição. Como metodologia de pesquisa, utilizou-se a observação direta das inconsistências e a simulação com base em dados reais que refletissem a replicação com inconsistências. Os autores apresentam a aplicação de um método multicritério para tornar racional o processo de tomada de decisão, e que se transformou em elemento de motivação deste estudo. O método utilizado foi a Teoria dos Conjuntos Aproximativos (TCA). Um algoritmo foi desenvolvido para indicar as relações de equivalência, aproximações inferior e superior, região de fronteira, medida da exatidão, reduções e núcleo e, posteriormente, implementado em um software.

This study deals about decision-making with replicated and inconsistent data, relating to the universe of Human Resources, within a domestic financial institution. Replication occurs because of technical and/or economic questions, and seeks to meet corporate and departmental requirements of such an institution. As research methodology, direct observation of such inconsistencies was used as well as a simulation based on actual data which would reflect replication with inconsistencies. The authors introduce an application of a multi-criteria method to render the decision-making process rational, and was transformed into an element that stimulated this study. The method used was the Rough Set Theory (RST). An algorithm was developed to indicate the equivalence relations, lower and higher approximations, borderline region, accuracy measure, reducts and core and was subsequently implemented into a software.

O presente artigo descreve pesquisa que teve como objetivo identificar semelhanças e diferenças de características entre empreendedores em incubadoras de empresas no Brasil e em Portugal. Os fundamentos analíticos utilizados para as comparações foram os modelos de dimensões culturais de Hofstede e de orientação empreendedora de Lumpkim e Dess (1996). No emprego destes dois modelos se fez uso de um questionário, que foi aplicado aos empreendedores desses dois países e que se constituiu em um expressivo trabalho de campo, imprescindível para se alcançar os objetivos propostos. Os resultados da pesquisa mostraram que existem diferenças especialmente nas dimensões de distância do poder e aversão à incerteza, ambas superiores no Brasil. A orientação empreendedora também se revelou mais elevada no Brasil do que em Portugal, destacando-se as dimensões de propensão para o risco e a para a competitividade agressiva. Os empreendedores brasileiros, curiosamente, revelam maior rejeição a incertezas futuras; mas, concomitantemente, demonstram maior propensão para assumir riscos e se expor a incertezas, desde que remunerados como forma de compensação por essa exposição.

This article describes research concerning with identifying and explaining similarities and differences in characteristics of entrepreneurs in incubators in Brazil and Portugal. The analytical fundamentals for the comparisons were Hofstede's cultural dimension model and entrepreneurial orientation (Lumpkim & Dess, 1996). The use of these two models relied on the application of a questionnaire to entrepreneurs in these two countries, and the research was therefore based on intensive field work, which was crucial to achieving the desired goals. Results from the research revealed that there were differences in cultural dimensions - power distance and uncertainty avoidance, both higher in Brazil. The entrepreneurial orientation was also higher in Brazil, especially risk-taking and competitive aggressiveness. The Brazilian entrepreneurs were more likely to reject future uncertainties and showed a greater propensity to take risks and expose themselves to uncertainty, as long as they were paid for this exposure.

O problema abordado neste artigo foi o da seleção da melhor opção para destinação das reservas de gás natural descobertas recentemente na Bacia de Santos, mais especificamente no campo de Mexilhão. A análise multicritério empregada no estudo fez uso do método TODIM, método multicritério discreto fundamentado na Teoria dos Prospectos. A aplicação do método TODIM mostrou-se bastante útil na recomendação de opções de projetos no upstream, devido ao fato de se poder identificar claramente as alternativas mais importantes, em face aos cenários testados e em relação aos critérios explicitados. Como complemento ao estudo aqui apresentado, pesquisas relacionadas com o comportamento dos executivos no processo de tomada de decisão, principalmente acerca das questões de motivação e desejos pessoais, poderão também contribuir de maneira decisiva para um melhor entendimento das recomendações e escolhas apontadas.

The problem dealt with in this article was the selection of the best option for destination of natural gas reserves recently discovered in the Santos Basin, more specifically in Mexilhão. The particular objectives of the study were: (1) to create a mechanism for supporting the process of analysis and selection of the best options for destination of natural gas; (2) to allow the decision makers choosing among investment opportunities aligned to the expectations and strategies of the investing firm; and (3) facilitate the systemic identification of new investment options. The multicriteria analysis made use of the TODIM method. This is a methods based on Prospect Theory that has proved to be useful in this particular study. The article closes with recommendations for future extensions of this study.

Este artigo descreve um estudo realizado com o propósito de comparar empreendedoresproprietários de empresas em incubadoras no Brasil e em Portugal. A comparação entre estes dois países justificou-se pelo passado histórico comum, notadamente pela influência portuguesa na formação cultural brasileira, espelhada no estudo transcultural de Hofstede (1980). O objetivo deste estudo é comparar a orientação empreendedora desses empreendedores-proprietários de ambos os países. A orientação empreendedora revelou-se mais elevada no Brasil do que em Portugal, destacando-se as dimensões de propensão para o risco e a acompetitividade agressiva. Os empreendedores brasileiros, curiosamente, revelam uma maior rejeição a incertezas futuras mas concomitantemente, demonstram ter uma maior propensão para assumir riscos e se expor a incertezas. O presente estudo levanta questões sobre diferentes drives para empreender, e ao despertar a curiosidade sobre o assunto deixa como sugestões futuras de pesquisas o aprofundamento da análise do empreendedorismo por oportunidade e por necessidade nos dois países.

This paper describes a study aiming at comparing entrepreneurs-owners of firms in incubators in Brazil and in Portugal. The comparasion between the two countries was due to a common past mirrored, especially the Portuguese influence in brazilian`s cultural, reflected in Hofstede`s cross cultural study (1980). The entrepreneurial orientation was higher in Brazil, especially in the dimensions risk-taking and competitive aggressiveness. The Brazilian entrepreneurs revealed a higher rejection of future uncertainties, higher propensity to take risks and to expose themselves to uncertainty. This study rise important questions about the drives of entrepreneurship, and a curiosity about this. It suggests future researchs to study the opportunity and necessity entrepreneurial in two countries.

Utilizando a base de dados dos trabalhos publicados nos Enanpads realizados em 2002-04, este artigo focaliza a área de administração da informação para realizar um estudo exploratório sobre a formação de padrões nas estruturas de disseminação do conhecimento acadêmico no Brasil, apoiado nos conceitos oriundos da análise das redes sociais e conjugados com a base proveniente da teoria dos grafos e em recursos computacionais. Procurou-se mapear os fluxos de informações que possibilitam as trocas de conhecimento através das ligações existentes no meio acadêmico. Os resultados indicam a necessidade de ampliar e estreitar os laços entre os autores, notadamente os que possuem algum grau de centralidade local, no intuito de obter o fortalecimento das instituições de ensino, de forma a quebrar as resistências à produção conjunta entre elas, em detrimento do padrão de reprodução endógena detectado.

This article uses the database of papers published in the Enanpad proceedings in the 2002-04 period, focusing in the information management area in order to carry out an exploratory study of the patterns of dissemination of academic knowledge in Brazil. The framework of the study relies is that of graph-theoretical, computational-based social network analysis. The authors then map the information flows that allow knowledge exchanges circulating through the existing connections in the academic environment. Results from the analysis suggest the need for broadening and strengthening linkages among contributing authors. This seems to be most important for authors with some degree of local centrality, because this would probably lead to overcoming any barriers to joint scientific production, as opposed to the prevailing pattern of endogenous production.

Este artigo apresenta a análise de decisões efetuada na avaliação e na valoração monetária dos riscos existentes no processo de concessão pública do Projeto Linha 3 do Metrô do Rio de Janeiro. Foi utilizada a metodologia de Árvore de Decisão, que permitiu a determinação do valor das conseqüências previstas, a partir dos riscos identificados. Adicionou-se o valor apurado dos riscos do Projeto ao seu valor econômico-financeiro, objetivando chegar ao novo valor monetário para o Projeto. Observou-se que, apesar de o Projeto apresentar viabilidade econômico-financeira compatível com o retorno esperado para o mercado metro-ferroviário, ele apresenta elevado grau de risco que, a partir da valoração monetária dos riscos, acaba por diminuir sensivelmente o valor final do Projeto, tornando-o, da forma como está concebido pelo Governo do Estado do Rio de Janeiro, de pouco interesse para potenciais investidores.

This article presents a decision analysis for the evaluation of risks in the public concession process for the Rio de Janeiro subway Line 3 project. The methodology that was used in the study produced the monetary value of the forecasted consequences from the identified risks. The risk value was added to the financial and economic values of the project and by this the new, aggregated monetary value of the project was determined. From the analysis it was understood that the project has a high level of risk, although it was shown to be financially and economically compatible with the expected return. This monetary valuation of risks contributes to significantly reducing the final value of the project, making it unattractive to potential investors.

RESUMO Este artigo apresenta um modelo de apoio à decisão voltado à análise de estratégias de marketing de serviços. O método analítico embutido no modelo de decisão foi o AHP - Analytic Hierarchy Process, em função de sua capacidade de facilitar a estruturação de um complexo problema decisorio, bem como de sua flexibilidade nas aplicações. O uso desse método foi operacionalizado por meio do software Expert Choice, que viabilizou o desenvolvimento do modelo e estimulou a participação de vários agentes de decisão no processo de modelagem e análise, sendo aplicado a estudo de caso da Xerox do Brasil. Encerra-se o artigo com conclusões práticas e recomendações para aplicações futuras similares.

ABSTRACT This article presents a decision support model for the analysis of services marketing strategies. The analytical method embedded in the decision model was the AHP - Analytic Hierarchy Process, considering its capability to facilitate the structuring of a complex decision problem as well its flexibility in applications. The use of the method was made operational through the Expert Choice software, that made model development feasible and stimulated the participation of various decision agents in the processes of model-building and analysis, and was applied on a Xerox Brazil case study. The article closes with practical conclusions and recommendations for similar, future applications.

Este trabalho tem o objetivo essencial de mostrar a necessidade da avaliação de projetos com múltiplos critérios na tomada de decisão associada a sistemas complexos. Assim sendo, o trabalho tem início com uma apresentação da necessidade da ótica multicriterial na avaliação de projetos, tecendo comentários úteis sobre a utilização de procedimentos multicriteriais naquela avaliação. Em seguida, o trabalho estabelece uma conexão entre os processos de tomada de decisão e de planejamento de um sistema complexo. Passa-se, então, a uma discussão dos modelos básicos para o planejamento de sistemas complexos, relacionando-os com o uso da ótica multicriterial na avaliação de projetos. O trabalho conclui com uma síntese das principais vantagens e principais problemas relacionados ao emprego de procedimentos multicriteriais na prática do planejamento de sistemas.

The essencial objective of this paper is to point out the need for project evaluation with multiple criteria in the practice of complex systems decision making. The paper therefore starts showing how necessary a multiple criteria approach to project evaluation can be. A connection is then established between decision making processes and complex system planning. Basic models for plan ning complex systems are discussed and linked to the multiple criteria approach to project evaluation. The paper closes with a synthesis of the main advantages and eventual problems related to making use of multiple criteria approaches in the practice of systems planning.
