Resumo: Este texto analisa a possibilidade de formação de relações comunitárias, entendidas como experiências pessoais significativas associadas ao local de moradia, entre moradores das periferias de São Paulo em um contexto de aumento das oportunidades de mobilidade social. Para isso, foi realizada uma pesquisa multimetodológica em dois bairros periféricos da cidade. Para cada uma das três gerações são analisadas as experiências em torno dos espaços de sociabilidade, a representação da violência urbana, as dinâmicas de religiosidade e as perspectivas de mobilidade social como elementos explicativos para a formação ou não dessas relações. O artigo emprega um olhar empírico para o debate teórico a respeito das relações entre vizinhança e comunidade e para as transformações históricas ocorridas nas periferias urbanas brasileiras nas últimas décadas. Argumenta-se que a construção de discursos normalizadores, distintivos ou identitários com relação à estigmatização de territórios periféricos irá depender das experiências locais desenvolvidas em cada grupo geracional. O desejo de ficar ou fugir da periferia é lido como expressão máxima da existência ou não desse tipo de relação comunitária na vizinhança.

Abstract: This text analyzes the possible formation of community ties among São Paulo’s peripheries residents. Community ties are understood as significant personal experiences associated with the place of residence. The text is based on a multi-methodological research carried out in two peripheral neighborhoods. The experiences surrounding the spaces of sociability, the representation of urban violence, the dynamics of religiosity and the perspectives of social mobility are mobilized as explanatory elements for the formation or not of these ties for each of the three generations identified. The paper takes an empirical look at the theoretical debate regarding the relations between neighborhood and community and the historical transformations that have taken place in Brazilian urban peripheries in recent decades. It is argued that the construction of normalizing, distinctive or identitarian discourses regarding the territorial stigmatization will depend on local experiences developed in each generational group. The desire to stay or escape from the periphery is read as the ultimate expression of whether or not this type of community relationship exists in the neighborhood.

A perspectiva analítica que aponta um convívio e uma disputa prático-simbólica entre diferentes regimes normativos em torno do que é moralmente “certo” nas periferias urbanas do Brasil tem crescido. Parte-se do pressuposto teórico de que sujeitos “envolvidos no mundo do crime”, diante de situação em que são alvos de críticas por suas atitudes, sentem necessidade de se justificar. Baseado em uma pesquisa multimetodológica em dois bairros da periferia paulistana, este artigo aborda duas questões centrais: a autoimagem projetada pelos sujeitos que atuam em atividades consideradas criminais do ponto de vista legal como justificativa para sua atuação criminal; e como aqueles que tradicionalmente se entendiam como “trabalhadores” enxergam os “envolvidos no mundo do crime” e suas justificativas. Associando grupos específicos identificados qualitativamente a cada uma dessas visões sobre o “mundo do crime” e seus agentes, o artigo contribui com hipóteses explicativas para elaborar essas diferentes relações de convívio e conflito moral.

The analytical perspective that points to a coexistence and a practical-symbolic dispute between different normative regimes on what is morally “correct” in Brazilian urban peripheries is growing. This work is based on the theoretical presupposition that subjects “involved in the world of crime,” faced with criticisms to their attitudes, feel the need to justify themselves. From the multi-methodological research in two districts of the periphery of the municipality of São Paulo, this article approaches two central questions: the self-image projected by subjects that work in activities considered criminal by the law as justification to their criminal activity; and how those who traditionally see themselves as “workers” see those “involved in the world of crime” and their justifications. Associating specific groups qualitatively identified to each of these perspectives on the “world of crime” and its agents, the article contributes with explanatory hypotheses to develop those different coexistence and moral conflict relationships.

La perspective analytique qui suggère une convivence et une dispute pratique-symbolique entre des différents régimes normatifs à propos de ce qu'est moralement “correct” aux périphéries urbaines brésiliennes grandit. On considère la présupposition théorique que les sujets “involucrés avec le monde criminel”, étant critiqués par leurs attitudes, ressentent le besoin de se justifier. Basé sur une recherche multi-méthodologique dans deux districts de la périphérie de São Paulo, cet article approche deux questions centrales: l'image de soi projeté par les sujets qui travaillent en activités considérés comme criminelles d'un point de vue légal ainsi que justificative de leur action criminelle; et comment ceux qui traditionnellement se voient comme des “travailleurs” voient les “involucrés dans le monde criminel” et ses justificatives. Associant groups spécifiques identifiés qualitativement à chacune de ces perspectives sur le “monde criminel”, l'article contribue avec des hypothèses explicatives pour élaborer ces différents relations de convivence et conflit moral.

Resumo O objetivo deste artigo é analisar empiricamente como uma “cultura pública” foi formada e tornou-se capaz de dar forma e material a mobilizações coletivas nas periferias de São Paulo. Para tanto, o artigo dá um passo atrás em relação ao que é tradicionalmente entendido como análise dos movimentos sociais e da ação coletiva e se concentra nas experiências de formação individual e coletiva dos sujeitos políticos. A pesquisa aqui apresentada baseia-se em uma etnografia realizada em dois bairros da periferia de São Paulo e em uma análise histórica sobre a luta política de três gerações de moradores das periferias da cidade. Assim, além de explorar as mudanças históricas em termos de repertórios de ação, o artigo analisa as conexões entre o modo de vida dos sujeitos, os espaços de deliberações e de formação política - aqui entendidos como “esferas públicas subalternas” - e ações coletivas nas periferias de São Paulo para cada uma das gerações estudadas. Argumenta-se que para a primeira geração, os espaços prioritários de formação estavam situados em torno da Igreja Católica, sobretudo nas Comunidades Eclesiais de Base. Para os pertencentes à segunda geração, os espaços mais relevantes foram as próprias instituições formadas a partir da mobilização dos anos anteriores com destaque para ONG e canais oficiais de participação popular. Finalmente, para a terceira geração, coletivos culturais e principalmente os saraus de poesia ganham destaque.

Abstract This paper analyzes empirically how a “public culture” was formed and became capable of giving form and material to collective mobilizations in the São Paulo outskirts. For such, this article takes a step backwards from what is traditionally understood as an analysis of social movements and collective actions and focuses on the subjects’ formational experiences. The research presented here is based on an ethnography performed in two districts on the São Paulo outskirts, as well as on a historical analysis concerning the political struggle of three generations of outskirt residents. Thus, in addition to exploring historical changes in terms of repertoires of action, this paper analyzes the connections between the subjects’ way of life, spaces for deliberation and political formation - here understood as “subaltern public spheres” - and collective actions in the outskirts of São Paulo for each generation studied. The priority spaces of formation for the first generation are argued to be related with the Catholic Church, especially in the Base Ecclesiastical Communities. For those belonging to the second generation, the most relevant spaces were the institutions themselves formed from the mobilization of previous years, with emphasis on NGOs and official channels for popular participation. Lastly, for the third generation, cultural collectivities and especially poetry soirees were prominent.

Resumo Ao fazer uma análise comparativa da segregação residencial entre 2000 e 2010 em São Paulo, com base em grupos de renda e escolaridade, este artigo busca contribuir para a interpretação do impacto que os processos recentes de mobilidade social tiveram no tecido urbano brasileiro. O intuito é analisar a segregação em cinco dimensões: uniformidade, exposição, concentração, centralização e agrupamento. Para isso, utiliza-se como metodologia de análise tanto índices globais quanto análises tipológicas georreferenciadas. Além de apontar mudanças em regiões específicas do território urbano, salienta-se, como conclusões mais gerais, a permanência de uma segregação relativamente alta das elites nas regiões oeste e sul do centro expandido da capital e um expressivo aumento da heterogeneidade social nas periferias, explicado em grande medida pelo aumento da renda e da escolaridade nessas regiões.

Abstract Through a comparative analysis of residential segregation in São Paulo between 2000 and 2010, this article aims to contribute to the understanding of urban impacts within recent processes of social mobility have occurred in Brazil. The purpose is to analyze urban segregation in five dimensions: uniformity, exposure, concentration, centralization and clustering. Thus, the method of analysis will be both global indexes and typological georeferenced analyzes. Besides indicating changes in specific areas of the urban territory, we will highlight amongst the more general conclusions, the permanency of a relatively high level of segregation of upper classes in the west and south zones of the “expanded center” of São Paulo, and a significant rise in social heterogeneity in peripheral areas, mainly explained by the increases in the income and education of poor people living in these areas.
