Abstract This article intends to examine the petitionary mechanism as a particular modality of political communication between the Portuguese overseas vassals, particularly in the Portuguese America, and the monarch, from his Overseas Council. The goal is to scrutinize the various uses of petitions and their framing in the governmental logic of colonization as a broad, multifaceted, and dynamic institutional channel of relationship between subjects and the royal power based in Lisbon. Considering the analytical potential of the ordered reconstitution of the petition - form of processing - response circuit, starting from the corpus housed in the Overseas Historical Archive, comparing both the petitionary documents themselves, in the form of the single documents (Avulsos), and the decision-making circuits embodied in the registry books of the institution (Codices). At first, I make a discursive-formal analysis of the petitions. Then, I discuss the legal-institutional dynamics of treatment and the response to the parties’ petitions, based on the Overseas Council’s Provisions Record Books. The main hypothesis defended is that the petitions and their procedures and responses point to governance practices, submission models, and forms of control not always made explicit by historiography or seen as merely protocol. They are, however, very important sources of the institutional practices of the organizational complex of the Portuguese monarch in its relations with colonial societies.

Resumo O objetivo deste artigo é examinar o mecanismo peticionário como modalidade particular de comunicação política entre os vassalos do ultramar português, em especial da América Portuguesa, e o monarca, a partir de seu Conselho Ultramarino. Pretende-se perscrutar os vários usos das petições e seus enquadramentos nas lógicas governativas da colonização enquanto canal institucional amplo, multifacetado e dinâmico de relacionamento entre as pessoas e o poder régio sediado em Lisboa. Considerando as potencialidades analíticas da reconstituição ordenada do circuito petição - forma de tramitação - resposta, parte-se do corpus documental tutelado pelo Arquivo Histórico Ultramarino, cotejando tanto a documentação peticionária propriamente dita, na forma dos Avulsos, como os circuitos decisórios plasmados nos livros de registro da instituição (Códices). Em um primeiro momento, é feita uma análise discursivo-formal das petições. Em seguida, as dinâmicas jurídico-institucionais de tratamento e a resposta das petições das partes são discutidas, a partir dos Livros de Registro de Provisões do Conselho Ultramarino. A principal hipótese defendida é a de que as petições e suas vias de tramitação e resposta sinalizam práticas de governança, modelos de submissão e formas de controle nem sempre explicitados pela historiografia ou consideradas como meramente protocolares. Elas são, não obstante, reveladoras das práticas institucionais do complexo organizacional régio português em suas relações com as sociedades coloniais.

RESUMO Introdução: A disfunção temporomandibular (DTM) é definida como um grupo de alterações que comprometem a articulação temporomandibular, os músculos mastigatórios e as estruturas associadas. A etiopatogenia da DTM é multifatorial, e o papel dos fatores genéticos permanece obscuro. Objetivo: A presente revisão teve como objetivo descrever as contribuições de estudos que avaliaram os níveis de TNF-α e o polimorfismo -308 G/A em pacientes com DTM. Esse estudo enfatizou a importância de um tratamento mais completo envolvendo os inibidores do TNF-α que podem potencialmente reduzir a inflamação e a dor, contribuindo para melhorar a qualidade de vida do paciente. Métodos: As pesquisas foram realizadas nas bases de dados MEDLINE/PubMed, Cochrane Library e Web of Science, em busca de estudos de caso-controle publicados até setembro de 2020 que avaliassem os níveis de TNF-α e seu polimorfismo -308 G/A nos pacientes com DTM e em controles saudáveis. Resultados: Seis estudos de caso-controle foram identificados, com um total de 398 pacientes com DTM, e a idade variou de 12 a 78 anos. O grupo controle consistiu de 149 indivíduos e sua idade variou, aproximadamente, de 18 a 47 anos. O sexo feminino foi predominante. A maioria das pesquisas encontrou níveis elevados de TNF-α nos pacientes, em comparação com os controles. Um estudo encontrou uma associação positiva entre o genótipo GA e o desenvolvimento de DTM. Conclusão: A maioria dos pacientes com DTM demonstrou predisposição a uma maior produção de TNF-α, e isso poderia ser explicado pela presença do polimorfismo -308 G/A.

ABSTRACT Introduction: Temporomandibular disorder (TMD) refers to a group of conditions that compromise the harmonious movement and function of the temporomandibular joint, masticatory muscles, and associated structures. The etiopathogenesis of TMD is multifactorial but not well-understood, with the role of genetic factors still being unclear. Objective: This review aims to summarize the results of studies that evaluated TNF-α levels and the -308G/A TNF-α polymorphism in TMD patients. This study emphasizes the importance of a more selective treatment involving TNF-α inhibitors that can potentially reduce inflammation and pain, and improve quality of life. Methods: The MEDLINE/PubMed database, Cochrane Library, and Web of Science database were searched for case-control studies published until September 2020 that compared levels of TNF-α or presence of its -308G/A polymorphism in TMD patients and healthy individuals. Results: Six case-control studies were identified with a total of 398 TMD patients, aged between 12 and 78 years. The control group consisted of 149 subjects, aged between 18 and 47 years. The occurrence of TMD was predominant in females. Majority of studies found high TNF-α levels in TMD patients, compared to the control group. One of these studies found a positive correlation between the GA genotype and the development of TMD. Conclusion: Majority of the TMD patients showed elevated TNF-α levels, and a possible explanation for this could be the presence of the -308G/A polymorphism.

Abstract This article intends to examine some of the types of complaints from which overseas subjects sought and often succeeded in securing the intercession of the monarch and his Overseas Council in the face of officers’ anti-legal conduct. Explaining these instruments requires identifying their configurations, considering the “condition” of the person who asked, the way in which they asked, the reasons why they asked, the “remedies” actually requested, and, last, but not least, the institutional procedures that gave rise to at the Overseas Council – aspects that may, as I will argue, be, to a large extent, backed by the institution’s documents and archives. To do so, I depart from the corpus of the institution relevant to the capitania of Minas Gerais in the second half of the 18th century. My focus will be the formal and institutional world, considering it as a relevant dimension for understanding the legal culture of the period and the devices from which the royal power, through its Overseas Council, was present in the overseas territories and exercised, directly or indirectly, a function of control, or at least, of tutelage and discipline over the official corps.

Resumo O objetivo deste artigo é examinar alguns dos tipos de queixa a partir das quais os súditos do ultramar buscavam e muitas vezes logravam a intercessão do monarca e de seu Conselho Ultramarino frente às condutas antijurídicas dos oficiais. Explicar esses mecanismos requer identificar suas conformações, considerando a “condição” de quem pedia, a forma a partir da qual se pedia, as razões pelas quais se pedia, os “remédios” efetivamente pedidos e, não menos importante, os procedimentos institucionais que suscitaram no Conselho Ultramarino – aspectos que podem, como argumentarei, ser, em boa medida, lastreados na sedimentação documental e arquivística da instituição. Para tanto, parto do corpus documental da instituição pertinente à capitania de Minas Gerais na segunda metade do século XVIII. Meu enfoque será o mundo formal e institucional tomando-o como dimensão relevante para compreensão da cultura jurídica do período e dos dispositivos a partir dos quais o poder régio, através de seu Conselho Ultramarino, se fazia presente nos territórios do ultramar e exercia, direta ou indiretamente, uma função de controle, ou ao menos, de tutela e disciplina sobre o oficialato.

Abstract: The purpose of this article is to analyze revolutionary, anti-revolutionary and counter-revolutionary dynamics inscribed in the process of Independence of Brazil, departing from the topic of the government of the provinces. To that end, I will first investigate the creation of the provisional government Juntas, within the scope of the Portuguese vintista movement, and their impact on America through the case of the province of Minas Gerais. Secondly, I will tackle the discussions within the General Constituent and Legislative Assembly of the Empire of Brazil, responsible for the extinction of the provisional Juntas and creation of a new form of provincial government. Using these ideas, I will conclude that the political clashes of the period resulted in a revolution in the name of the order whose purpose suited the conservative liberal thought then prevalent.

Resumen: Este artículo analiza las dinámicas revolucionarias, antirrevolucionarias y contrarrevolucionarias inscritas en el proceso de Independencia de Brasil, partiendo del tema de gobierno de las provincias entre 1820 y 1824. Para ello, se investiga, primero, la creación de las Juntas provisionales de gobierno, en el ámbito del movimiento veintista portugués, así como sus impactos en América por medio de la provincia de Minas Gerais. Seguidamente, se examinan las discusiones de la Asamblea General Constituyente y Legislativa del Imperio de Brasil de 1823, responsable por la extinción de las Juntas provisionales y creación de una nueva forma de gobierno provincial. Se concluye que los embates políticos del periodo resultaron en una revolución en nombre del orden que se adecuaba al pensamiento liberal conservador entonces vigente.

Resumo: Neste artigo, analisarei as dinâmicas institucionais dos Conselhos de Governo e dos Conselhos Gerais, instituições criadas nas províncias do Império em meio ao processo de emancipação política do Brasil, partindo, para tanto, de suas atuações na província de Minas Gerais entre 1825 e 1834. O objetivo será elucidar as lógicas de funcionamento interno dos Conselhos provinciais e as relações estabelecidas com outros agentes e instituições da administração pública e com a sociedade de maneira mais ampla. A partir da problemática da modulação e do exercício da autoridade, a análise baseou-se em três aspectos inter-relacionados: a composição e a dinâmica do expediente; o modus operandi que sustentava e buscava assegurar a legitimidade de suas resoluções; e, por fim, as relações de ordem-obediência, perpassadas pelo princípio da adesão, estabelecidas entre essas instituições e os empregados públicos e demais agentes destinatários de suas resoluções..

Abstract: This article analyzes the institutional dynamics of the Government Councils and the General Councils, institutions created in the provinces of the Empire in the midst of the process of political emancipation of Brazil, based on their activities in the province of Minas Gerais between 1825 and 1834. My goal will be to elucidate the rules of internal operation in the Provincial Councils and the relations established with other agents and institutions of public administration and with society in general. Departing from the problem of modulation and of the exercise of authority, the analysis were based on three interrelated aspects: the composition and the dynamics of the operations in the councils; the modus operandi that sustained and sought to ensure the legitimacy of its own resolutions and, finally, the order-obedience relations, permeated by the idea of adherence, established between these institutions and the public servants, as well as other agents to whom their resolutions were addressed.

Resumo Neste artigo, propomos uma análise das petições apresentadas ao Conselho Geral da província de Minas Gerais entre 1828 e 1834. Nossos objetivos serão, por um lado, o de analisar algumas leituras sobre a sociedade e o poder expressas pelos peticionários a partir desses discursos inscritos num conjunto de estratagemas e dispositivos retóricos que expressavam valores e práticas compartilhados. Do mesmo modo, destacaremos alguns aspectos da atuação do Conselho Geral na província mineira, atentando-nos, especialmente, para as implicações do movimento peticionário nas dinâmicas da instituição em sua tarefa de propor, deliberar e discutir sobre os negócios da província.

Abstract In this article, we intend to analyze a corpus of petitions presented to the General Council of the province of Minas Gerais between 1828 and 1834. Our goals will be, firstly, to characterize and explain the assessments conveyed by the petitioners about their society. To accomplish it, we read such discourses through a set of social strategies and rhetorical devices that were instrumental in their uses. Secondly, we will focus on the role played by the General Council in Minas Gerais, with special emphasis on the implications of the petitioner’s movement in the dynamics of the institution in its task of proposing, deliberating and discussing the province’s affairs.
