O artigo trata da história política brasileira do golpe político-militar de 1964 ao segundo governo de Fernando Henrique Cardoso. Escrito sob a forma de um resumo explicativo, três temas unificam a narrativa sobre a transição do regime ditatorial-militar para o regime liberal-democrático: o militar, o político e o burocrático. Procura-se estabelecer inferências causais entre o conteúdo, o método, as razões e o sentido da mudança política a partir de 1974 e a qualidade do regime democrático na década de 1990. A explicação destaca a necessidade de se analisar dois espaços políticos diferentes, mas combinados: as transformações no sistema institucional dos aparelhos do Estado e as evoluções da cena política. Conclui-se que as reformas econômicas neoliberais não apenas prescindiram de uma verdadeira reforma política que aumentasse a representação, e de uma reforma do Estado que favorecesse a participação. As reformas neoliberais tiveram como precondição o arranjo autoritário dos processos de governo herdados do período político anterior.

This article discusses Brazilian political history, from the military-political coup in 1964 through Fernando Henrique Cardoso's second presidential term. Written in the form of an explanatory summary, three themes are joined in a narrative on the transition from a military dictatorship to a liberal democratic regime: the military, the political and the bureaucratic. We seek to establish causal inferences linking content, methods and the reasons for and meaning of political change beginning in 1974 with the quality of the democratic regime as it emerged during the 1990s. Our explanation is premised on the need to analyze two different but interconnected spaces of the political: transformation in the institutional systems of the State apparatus and the evolution of the broader political scenario. We conclude that neo-liberal economic reforms not only dispensed with true political reform able to increase representation and with reform of the State in ways that would favor participation. Neo-liberal reforms also continued to be premised on authoritarian arrangements of governing processes inherited from the previous political period.

Cet article traite de l'histoire politique brésilienne du coup d'État de 1964 jusqu'à la seconde mandature du président Fernando Henrique Cardoso. Il est présenté sous forme de résumé explicatif dont trois thèmes unifient le récit sur la transition du régime de la dictature militaire vers le régime libéral-démocratique : le militaire, le politique et le bureaucratique. Nous cherchons à établir les inférences causales entre le contenu, la méthode, les raisons et le sens du changement politique à partir de 1974 et la qualité du régime démocratique dans les années 90. L'explication souligne le besoin d'analyser deux espaces politiques différents qui sont pourtant associés : les transformations dans le système institutionnel des appareils d'État et les évolutions de la scène politique. Nous concluons que les réformes économiques néolibérales non seulement écartent une réforme d'État favorisant la participation, mais encore rejetent une véritable réforme politique qui permettrait l'accroissement de la représentation. A maioria das interpretações contemporâneas das análises de Karl Marx sobre a política européia da segunda metade do século XIX têm, em comum, a supressão de toda menção à "economia" e sua substituição, ou pela autonomia da política, nas versões heterodoxas, ou pelo caráter performativo da linguagem, nas versões pós-modernas. Neste artigo, sustenta-se que há n'O 18 Brumário de Luís Bonaparte uma interpretação da política que pode ser reduzida, do ponto de vista teórico, a dois princípios explicativos da concepção materialista da história: a primazia do econômico e a oposição entre essência e aparência. O artigo se propõe a verificar a incidência desses postulados naquele texto.

Most contemporary interpretations of Karl Marx's analyses of European politics of the second half of the nineteenth century share both the suppression of all references to the "economy" and its substitution either for the idea of the autonomy of the political (in heterodox views), or for the idea of the performative aspect of language (in post-modern views). This article argues that Marx's Eighteenth Brumaire of Louis Bonapart contains an interpretation of politics that can be reduced, from the theoretical point of view, to two explanatory principles of the materialist conception of history: the primacy of economics, and the opposition between essence and appearance. The article seeks to verify the incidence of these two fundamental propositions within that text.

Este ensaio discute a atuação política dos grupos conservadores que, em São Paulo e no Paraná, apoiaram a intervenção militar de 1964. Analisamos a "Marcha da Família com Deus pela Liberdade". Conclui-se que, em Curitiba, o evento (rebatizado para "Marcha a favor do Ensino Livre") priorizou a luta pelas "liberdades individuais", deixando em segundo plano os valores tradicionais cristãos, diferentemente do enredo seguido em outras cidades. O caso em questão ilustra a complexidade da conjuntura ideológica no pré-1964, a natureza crítica das iniciativas do governo Goulart para levar adiante sua agenda reformista e as diferentes motivações não somente sociais, mas também regionais no engajamento da "sociedade civil" na campanha golpista.

This essay discusses the political activity of the conservative groups in São Paulo and Paraná who supported the military coup of March 31, 1964. We analyze the "March of Families with God for Freedom" and conclude that, in the case of the march that was held in Curitiba (re-named "March for Educational Freedom"), priority was given to issues of "individual freedom", relegating traditional Christian values to a secondary concern. The issue illustrates the complexity of the ideological conjuncture that preceded the 1964 coup, the critical character of the initiatives taken by Goulart's government in carrying out its agenda of social reform and the varying motivations, regional as well as social, underlying "civil society's" engagement in the campaign that promoted the coup d'etat.
