Resumo: O artigo analisa as tendências da assistência social no Brasil nesse contexto de covid-19, que favorece programas de transferência monetária com valores muito aquém das necessidades sociais, que agudizam a condição de desigualdade social estrutural, aprofundada pelo ultraneoliberalismo e pelo neofascismo no Brasil. Esta combinação perversa, mórbida e tóxica nos levou ao lugar que ocupamos hoje na pandemia, mas é fato que tal projeto já encontra um país dilacerado pela crise econômica e social.

Abstract: The article analyzes the trends in social assistance in Brazil in this context of covid-19, which favors cash transfer programs with values far below social needs, which aggravate the condition of structural social inequality, deepened by ultraneoliberalism and neo-fascism in Brazil. This perverse, morbid and toxic combination took us to the place that we occupy today in the pandemic, but it is a fact that such a project already finds a country torn apart by the economic and social crisis.

Resumo: A crise estrutural do capital agudiza as expressões da questão social e revela a barbárie cotidiana que assola sem trégua a classe trabalhadora. Avolumam-se as demandas ao Serviço Social, sobretudo em decorrência da supressão dos direitos e do processo de pauperização em contexto de avanço acelerado do reacionarismo e do conservadorismo no Brasil. Velhos e novos desafios reafirmam a pertinência do Projeto Ético-Político profissional.

Abstract: The structural crisis of capital intensifies the expressions of the social issue, and it reveals the daily barbarism that ravages the working class restlessly. The demands on Social Work increase, mainly due to the suppression of rights and the process of pauperization in the context of the accelerated advances in reactionarism and conservatism in Brazil. Both old and new challenges restate the relevance of the professional ethical and political project.

Os primevos e universais sistemas de proteção social europeus sofreram sucessivas "reformas" ao longo da última década, que alteraram profundamente sua estrutura redistributiva e progressiva. Este artigo se dedica a compreender e mostrar as principais tendências de mudanças após as sucessivas manifestações da crise do capital que assolou os países capitalistas centrais e periféricos nos últimos anos.

The primal and universal European systems of social protection have suffered successive "reforms" during the last decade. Such reforms have altered their progressive and redistributive structure fundamentally. This article aims at explaining and showing the main trends of changes after the successive manifestations of the capital crisis that has struck central and peripheral capitalist countries recently.

O presente artigo analisa o processo de luta e conquista da jornada semanal de trinta horas para assistentes sociais no Brasil, em contexto de crise do capital e expansão dos cursos de graduação em Serviço Social. A batalha pelas trinta horas se insere na luta do Conjunto CFESS/Cress por melhores condições de trabalho e pela garantia de trabalho com qualidade para toda a classe trabalhadora.

This article analyzes the process of struggle and conquest of a thirty-hour working journey by the Brazilian social workers, in the context of crisis of the capital and expansion of Social Services graduation courses. The struggle for the thirty-hour working journey is inserted in the struggle of both the CFESS (Federal Social Services Council) and the CRESS (Regional Social Services Councils) for better working conditions and for the guarantee of work and quality for all the working class.

A Seguridade Social aprovada na Constituição Brasileira de 1988 não foi implementada conforme previsto na Carta Magna. As sucessivas reformas do Estado e, sobretudo, da previdência social,<a name=volta1></a><a href="#nota1">¹</a> implementadas ao longo da década de 1990, justificadas sob a alegação de um suposto déficit entre receita e despesa, vêm contribuindo para descaracterizá-la enquanto sistema de proteção social, além de favorecer a fragmentação das políticas sociais que a integram: previdência, saúde e assistência. Ao tratar a previdência como seguro e não como política social, estas reformas tendem a minar e corroer as bases conceituais e financeiras da seguridade social, solapando a possibilidade de sua consolidação como propriedade social.

The social security system approved in the Brazilian Constitution of 1988 was not implemented. The successive reforms of the State and, above all, of social welfare<a href="#nota1">¹</a>, implemented during the 1990 decade, justified under an allegation of a supposed deficit between revenue and expenditure, have been contributing to make them to lose the characteristics of a system of social protection, and favoring, moreover, the fragmentation of the social policies that integrated: welfare, health and assistance. These reforms deal with the welfare system as insurance and not as a social policy. By doing this they tend to undermine and to waste the conceptual and financial basis of the social security, digging the possibility of its consolidation as social propriety.
