ABSTRACT This work considers the strategic Supply Chain Network Design (SCND) problem, which is to define the number and location of facilities, and the flow of products among them to fulfilling a long-term deterministic demand. A two-phase heuristic approach was specially developed to solve large scale problems in reasonable time, extending a previous algorithm introduced in Farias et al. (2017). In the construction phase, a multi-start approach was developed to generate diversified initial solutions from each new iteration of a layered-based rounding heuristic. In the second phase, a local search heuristic improves the solution provided by the rounding method. The solution method is evaluated using randomly generated instances, and a evaluated strategic of marketing in a real case study applied to a company to redesigning the supply chain to two lines of products.The obtained results evidence the effectiveness and flexibility of the developed approach for handling very large instances. ABSTRACT Private banking is one of the most profitable services offered by financial institutions in Brazil. In this service, a client should consider the suitability of a range of banking product, during his or her life based on dynamic objectives. It is a very complex service that involves regulation from governmental agencies, financial institutions’ interests, and clients’ objectives. It is not uncommon for these aspects to be conflicting, hindering the decision-making process and leading to unwanted decisions. This paper describes the development of a decision support system (DSS) for private banking, called OptPrivate, that integrates the suitability assessment with the portfolio selection, enabling the investor to choose a portfolio based on several and conflicting objectives. The DSS considers the investment selection problem in two interconnected subproblems: suitability and capital allocation. In the former, the DSS is based on an integrated modeling approach that considers legal aspects and investors’ preferences throughout a fuzzy multiple-attribute decision-making approach (MADM), called FTOPSIS-Class. In the latter, a fuzzy multi-objective optimization model uses the sorting results from the previous step to define a portfolio, simultaneously considering risk, return, and the investor’s profile. To facilitate the DSS application, linguistic variables are used in several aspects of the decision-making process, including risk exposure. The DSS was validated using field tests at a well-respected private bank in Brazil. The DSS recommends more suitable portfolios, in line with the investor’s profile, with greater profitability and less volatility than those recommended by the financial analysts for all test cases. Abstract One of the foremost pillars of the Ecuadorian financial system is the one made up by Savings and Credit Cooperatives, due to its high growth in recent years and the large number of customers that has been able to attract. The main purpose of this study is to make an analysis about the technical effectiveness of 18 Savings and Credit Cooperatives (COACs) considered in “Segment 1” in the ranking of Ecuadorian cooperatives in 2016, presented by the Superintendency of Popular and Solidarity Economy (SPSE). The dataset used for the analysis corresponds to a ten-year period, 2007-2016. We have used the DEA model (Data Envelopment Analysis) to measure the level of efficiency for each cooperative, obtaining as a result an average of 77.02% of efficiency in all analyzed period, giving as a result only one cooperative with the hundred percent of efficiency.

Resumen Uno de los pilares importantes del Sistema Financiero Ecuatoriano es el constituido por las Cooperativas de Ahorro y Crédito, debido a su amplio crecimiento obtenido en los últimos años y la gran cantidad de clientes que han logrado atraer. El objetivo principal de este estudio, es realizar un análisis sobre la Eficiencia Técnica de 18 Cooperativas de Ahorro y Crédito (COACs) consideradas en el “Segmento 1” del ranking de cooperativas ecuatorianas presentadas por la Superintendencia de Economía Popular y Solidaria (SEPS) en el periodo 2016; para el análisis utilizaremos un conjunto de datos financieros de cada cooperativa, correspondientes a un periodo de 10 años, 2007-2016. En este contexto hemos utilizado el modelo DEA (Data Envelopment Analysis) para determinar los ratios de eficiencia de cada cooperativa, obteniendo como resultado un promedio de 77.02 % de eficiencia en todo el período analizado, y resultando una sola cooperativa con el 100% de eficiencia.

ABSTRACT In the context of a heterogeneous fleet, the single-depot Vehicle Scheduling Problem is known as the Vehicle Type Scheduling Problem (VTSP). In this paper, we extend a VTSP model proposed in the literature to enable timetabling flexibility. Two strategies were developed to promote flexibility: aggregated trips and time windows. The former allows to aggregate two or more trips, occurring close in time, into a single one through the use of larger vehicle types, while the latter allows shifting the departure time of scheduled trips backward in few minutes. Both approaches were tested on generated instances that simulate the traffic behavior of a Brazilian city, where clock-face departure pattern is not required and demand peak times occur. We verified significant savings in the daily operation of the public transportation service with acceptable impact on passengers’ experience.

Resumen El gobierno ecuatoriano se ha propuesto introducir de forma masiva en el mercado nacional, el uso de las cocinas de inducción, ello en reemplazo de la cocina GLP (Gas Licuado de Petróleo). Sin embargo en la elección de la cocina de inducción o GLP, por parte del ciudadano, además de los factores económicos intervienen también criterios o factores que caen dentro de la subjetividad; Es decir intervienen múltiples criterios. El presente artículo aporta con un método de apoyo que sugiere al usuario una posible mejor opción, teniendo en cuenta criterios tanto cuantitativos como cualitativos. Además se analizan posibles escenarios y su impacto en la decisión final.

Abstract The Ecuadorian Government has been proposed to introduce in a massive scale in the national market, the use of Induction Stoves as a replacement of the LPG Stove (liquefied Petroleum Gas). Nevertheless, when choosing the induction stove, by the citizens, in addition to economic factors other factors could be taken into consideration, but they could fall into subjectivism. In other words, multiple criteria should be also considered. This article contributes with a method of support that suggests the user a possible best option, taking into account qualitative and quantitative criteria as well. Possible scenarios are also analyzed and also their impact in the final decision.

Resumen En este documento, proponemos una programación lineal entera (ILP) con el objetivo de optimizar la generación de horarios y el problema de programación de tipo de vehículo (VTSP), basado en una red de tiempo y espacio (TSN). El modelo se definió como un problema de programación de tipo de vehículo con cambios secuenciales de horario (VTSP-SCT). Además, desarrollamos una nueva metodología para insertar una ventana de tiempo al problema propuesto en base a pequeños cambios en la estructura TSN, con una implementación computacional sencilla y una solución óptima en tiempos de ejecución de computación bajos. Al incluir pequeños cambios en el cronograma y / o incluir ventanas de tiempo para programar viajes, introdujimos niveles de flexibilidad en los horarios de salida de los viajes, lo que resulta en ventajas operacionales para el proveedor del servicio. Dado que usamos un intervalo de ventana de tiempo muy corto, el horario actual solo se modifica ligeramente, cambiando mínimamente las rutinas de los pasajeros. Los enfoques desarrollados fueron probados usando instancias aleatorias basadas en una ciudad brasileña. El VTSP-SCT con y sin ventanas de tiempo ha resultado en ahorros relevantes en las operaciones diarias del servicio de transporte público, reduciendo el número requerido de vehículos programados para llevar a cabo la demanda histórica.

Abstract In this paper, we propose an integer linear programming (ILP) aiming at optimizing timetabling generation and the Vehicle Type Scheduling Problem (VTSP), based on a time-space network (TSN). The model was defined as Vehicle Type Scheduling Problem with Sequential Changes of timetable (VTSP- SCT). Additionally, we developed a new methodology to insert time window to the proposed problem based on small changes on the TSN structure, with easy computational implementation and optimal solution at low computation run-times. By including small changes to the timetable and/or including time windows for timetabling trips, we introduced flexibility levels in the departure times of trips, resulting in operational advantages for the service provider. Since we use a very short time window interval, the current timetable is only slightly modified, minimally changing the passenger routines. The developed approaches were tested using random instances based on a Brazilian city. The VTSP-SCT with and without time windows have resulted in relevant savings in the daily operations of the public transportation service, reducing the required number of scheduled vehicles to carry out the historic demand.

Resumo: Neste trabalho apresentamos duas diferentes formulações matemáticas para o Projeto de Rede da Cadeia de Suprimentos de uma empresa responsável por produção e distribuição multicommodity. O investimento em uma nova fábrica exigiu a readequação do projeto logístico da empresa, implicando na reestruturação dos fluxos de matérias-primas e produtos acabados, assim como a abertura de novos CD. A cadeia de suprimentos foi modelada utilizando-se uma formulação em programação inteira linear mista na qual as facilidades são representadas pelos nós e os links, pelos arcos. As implementações computacionais foram realizadas em OPL e os resultados obtidos utilizando-se o solver CPLEX©. Para validar os modelos implementados, uma série de experimentos computacionais foi realizada. Para viabilizar a aplicação dos modelos ao problema da empresa, estudos para identificar as demandas de mercado (market shares) e os custos de transporte foram incorporados ao trabalho. A aplicação dos modelos apoiou várias decisões referentes ao projeto inicial da empresa, realizadas pela equipe de projeto.

Abstract: This paper presents two different mathematical formulations for the Supply Chain Network Design of a company responsible for producing and distributing multi-commodity products. Investments in a new manufacturing plant required the readjustment of the company’s logistics project, with a necessary re-structuring of the raw materials and finished product flows and the possibility of opening new distribution centers (DCs). The supply chain was modeled using a formulation in mixed linear integer programming, in which the facilities are represented by nodes and the links by the arcs. The computer implementations were performed using OPL and results obtained by CPLEX© solver. The implemented models was validated by a series of computational experiments. We incorporated studies to identify the market demands (market shares) and transportation costs in order to enable the application of models to the company's problem. The application of the models allowed several decisions concerning the initial project of the company to be performed by the project team.

Resumo A produção da ciência tem sido foco de diversas discussões, particularmente no que se refere à produtividade científica. Este artigo tem como objetivo analisar o perfil de pesquisadores doutores que atuam na área de Administração no Brasil e as suas respectivas publicações científicas, de modo a identificar fatores que expliquem esse aspecto da produtividade científica. Utilizando estatística descritiva e modelos estatísticos, com base em dados provenientes de 1976 docentes registrados na Plataforma Lattes, a pesquisa identificou fatores ligados à formação e experiência que influem na produtividade científica dos acadêmicos em Administração. Os resultados da pesquisa também indicam que houve importantes modificações nos padrões de formação acadêmica e de produtividade no país. Considerando a centralidade do tema da produtividade científica, o trabalho sugere novas pesquisas para que se ampliem as discussões sobre os rumos da produção intelectual e da pós-graduação em Administração no Brasil.

Abstract Scientific production has been the focus of many discussions, particularly regarding the issue of scientific productivity. This study analyzes the profile and publications of academics (PhDs) working in the field of management in Brazil and their respective scientific publications, in order to identify the factors that explain this particular aspect of scientific productivity. Using descriptive statistics and statistical models based on data about 1976 researchers registered on the Brazilian Lattes database which compiles Brazilian academic researchers' curriculum vitaes, the study identified factors related to academic education and experience that have an impact on academics' scientific productivity in Management. Research results also indicate that important changes in the patterns of academic education and productivity are taking place in Brazil. Considering the centrality of scientific productivity, the paper suggests new studies to increase discourse regarding the future path of intellectual production and graduate management programs in Brazil.

Resumo Este artigo discute a implementação e avaliação de uma heurística baseada em Busca Tabu para otimizar uma rede de cadeia de suprimentos. Para tanto, o modelosingle-sourceproposto por Farias & Borenstein (2012) foi implementado. O problema foi resolvido por uma adaptação do método de Lee & Kwon (2010), substituindo centros de distribuição (CDs) e arcos a fim de encontrar o menor custo para uma rede de cadeia de suprimentos. Foram resolvidas as 22 instâncias propostas por Farias & Borenstein (2012) e os resultados indicam que, para esses cenários, o método aplicado teve um bom desempenho computacional, obtendo resultados com uma redução de 81,03% no tempo médio de processamento. Contudo, houve um aumento de 4,98% no custo médio das soluções obtido pelo método heurístico quando comparado com os resultados ótimos. Por fim, o problema foi resolvido para outras quatro instâncias com características reais, comprovando a eficiência da heurística para problemas de grande escala, visto que todas as soluções foram obtidas em menos de 2 minutos de processamento.

Abstract This paper discusses the implementation and evaluation of a heuristic based on Tabu Search to optimize a supply chain network. To this end, a single-source model proposed by Farias & Borenstein (2012) was implemented. The problem was solved by adapting the Lee & Kwon method (2010), exchanging distribution centers (DCs) and arcs to find the lowest cost for a supply chain network. Twenty-two instances proposed by Farias & Borenstein (2012) were solved and the results indicate that, for the scenarios, the method applied presented good computational performance, obtaining results with 81.03% reduction of the average processing time. However, there was an increase of 4.98% in the average cost of the solutions obtained through the heuristic method when compared with the optimal results. Finally, the problem was solved for four other instances with real features, proving the efficiency of this heuristic for large-scale problems, considering that all solutions were obtained in less than 2 minutes of processing.

Este artigo teórico objetiva apresentar e discutir características de modelos matemáticos de otimização do projeto da cadeia de suprimentos global, a fim de sugerir perspectivas de pesquisas futuras. A pesquisa bibliográfica foi realizada nos mais importantes periódicos internacionais de pesquisa operacional, compreendendo, predominantemente, artigos publicados entre 2000 e 2013. Dos 111 artigos selecionados, 22 foram analisados em profundidade, considerando aspectos referentes à modelagem da cadeia de suprimentos global e os fatores internacionais abordados. Através da discussão teórica, identificaram-se questões emergentes, indicando oportunidades e necessidades de desenvolvimento de novos modelos matemáticos e técnicas de solução.

This theoretical paper aims to present and discuss features of mathematical optimization models for the global supply chain design in order to support future researches on this contemporary theme. The bibliographic research was performed in major international journals of Operational Research, comprising predominantly papers published between 2000 and 2013. Of the 111 papers selected, 22 were analyzed in depth considering aspects related to the modeling the global supply chain and international factors addressed. Through theoretical discussion, we identified emerging issues, indicating opportunities and needs for development of new mathematical models and solution techniques.

Riscos são fatores de incerteza que afetam a atividade humana em vários níveis. Gerenciá-los é uma questão chave para o sucesso dos projetos em que podem ocorrer. No campo do desenvolvimento de software, uma área em que é inerente um alto grau de incerteza e onde há a participação de vários profissionais envolvidos, gerenciar variáveis de risco se tornou uma necessidade. O presente estudo mostra a obtenção de uma categorização de riscos no desenvolvimento de software por meio de análise fatorial exploratória utilizando a técnica de análise de componentes principais (PCA - Principal Component Analysis). Para aplicar esta técnica foram coletadas estimativas de gravidade dos riscos e de probabilidade de ocorrência dos mesmos entre gerentes de projeto e desenvolvedores membros de comunidades virtuais na internet. A categorização de variáveis de riscos permite uma maior compreensão das suas relações e a possibilidade do tratamento das mesmas em um nível mais alto, lidando com fatores de maior grau de abrangência ao invés de se pulverizar esforços controlando muitas pequenas variáveis simultaneamente. Foram identificados sete fatores, sendo que seis deles revelaram boa confiabilidade interna: Gerência de Projetos, Equipe de Desenvolvimento, Escopo e Requisitos, Conhecimento e Incerteza Tecnológica, Relacionamento com o Ambiente Externo, Relacionamento com o Cliente/ Usuário e Valor/ Importância Atribuídos ao Projeto. O texto discorre sobre os resultados obtidos e aponta linhas de investigação para aprimoramento do arcabouço teórico da área, destacando possibilidades que podem ser aplicadas por Gerentes de Projetos e Desenvolvedores de Software nos seus processos cotidianos de gestão de riscos.

Risks are factors of uncertainty that affect human activity on various levels. Manage them is a key issue for the success of projects that may occur. In the field of software development, an area that has inherently a high degree of uncertainty and where there is participation of various professionals involved, manage risk variables has become a necessity. The present study shows the obtaintion of a categorization of risks in software development by means of exploratory factor analysis using the technique of principal component analysis (PCA - Principal Component Analysis). To apply this technique were collected estimates of severity of risk and probability of their occurrence between project managers and developers members of virtual communities on the Internet. The categorization of risk variables allows a greater understanding of their relationship and the possibility of treating them in a higher level, dealing with factors of greater extent rather than spraying efforts managing many small variables simultaneously. Seven factors were identified, and six of them showed good internal reliability: Project Management, Team Development, Scope and Requirements, Knowledge and Technological Uncertainty Relationship with the External Environment, Relationship with the Client / User and value / importance attributed for the Project. The text discusses the results and points to lines of research for improvement of the theoretical area, highlighting opportunities that may be implemented by Project Managers and Software Developers in their daily processes of risk management.

Este artigo apresenta um modelo de rede integrado combinando realocação de contêineres vazios e operações de transbordo de contêineres cheios e vazios, visando auxiliar gestores no tratamento do desequilíbrio normalmente existente entre quantidades de contêineres de exportação e de importação. Na rede, os nós representam clientes, companhias de leasing, portos e depósitos em terra; os arcos representam rotas de transporte. O modelo matemático subjacente opera em estágios. Primeiro, a demanda de contêineres vazios é ajustada, considerando suprimentos e demandas globais. A seguir, um modelo de transbordo determina a solução de mínimo custo, utilizando programação linear. Os roteiros de transporte são registrados e controlados dinamicamente, repetindo os estágios ciclicamente, para um dado horizonte de tempo. O modelo é flexível, permitindo a configuração de vários parâmetros. Um sistema de simulação foi implementado utilizando parâmetros gerados aleatoriamente, a fim de avaliar a complexidade do modelo, testar diferentes soluções e verificar a formulação matemática.

This paper presents an integrated network model combining empty containers assignment, and empty and full containers transhipment operations, aiming to help managers to deal with the typically unbalanced trading export and import containers. In the network, nodes represent customers, leasing companies, harbors and warehouses; while arcs represent transportation routes. The underlying mathematical model operates in stages. First, the demand for empty containers is adjusted, considering global customers supplies and demands. Next, a transhipment model determines the minimal cost solution, using linear programming. The transportation routes are registered and dynamically controlled, cycling through the stages, for a given time horizon. The model is flexible, allowing several parameters to be configured. A simulation system was implemented using randomly generated parameters, to evaluate the model's complexity, to test different solutions, and to verify the mathematical formulation.

O trabalho apresenta a concepção, modelagem e implementação de um sistema de apoio à decisão aplicado ao planejamento operacional da coleta seletiva de resíduos sólidos (SCOLDSS), o qual tem por funcionalidade principal a geração de alternativas ao processo decisório no que se refere à: a) alocação de veículos para a coleta seletiva, bem como determinação do roteiro a ser percorrido; e b) determinação da quantidade diária de resíduos sólidos a ser enviada a cada unidade de triagem, de modo a evitar o desperdício de mão-de-obra e reduzir a quantidade de resíduos enviada aos aterros sanitários. Para seu desenvolvimento, foi utilizada a combinação de técnicas advindas da Pesquisa Operacional, quais sejam: a simulação de eventos discretos e algoritmos/heurísticas para o problema da alocação e roteamento de veículos. Para a validação do SCOLDSS, foram utilizados dados da coleta seletiva de um município do Rio Grande do Sul. É também apresentado um estudo de caso utilizando dados reais da coleta seletiva, no qual são apresentados os resultados gerados pelo sistema, bem como resultados comparados ao sistema atualmente utilizado no processo de coleta seletiva do município.

A decision support system (DSS) for modeling and solving the recyclable waste collection operational planning is presented. The computer system has the following objectives: a) to define the vehicles' allocation and routing; b) to determine the quantity of solid waste to be sent to each waste recyclable trial unit; and c) to generate operational scenarios to be taken into account in the decision process. To accomplish such objectives the DSS employs two well-known operation research techniques, namely simulation and assignment/VRP algorithms. We also present a computational study with real-life data from the solid waste collection in Porto Alegre, Brazil, in which we show that the results provided by the computational system outperforms the operation planning currently adopted.

Este artigo descreve uma representação em espaço de estados para a flexibilidade de roteamento em sistemas de manufatura. A flexibilidade de roteamento é representada em três níveis de detalhamento, como segue: (i) grafo de precedências; (ii) grafo de transição de estados para a flexibilidade de seqüência; e (iii) grafo de transição de estados para a flexibilidade de roteamento. A terceira representação é a mais completa, sendo capaz de enumerar todas as possíveis rotas de uma peça no sistema de manufatura. Neste artigo ainda, será abordada a relação entre a representatividade e complexidade computacional para cada representação, auxiliando o processo de seleção do nível de representação mais adequado a um determinado contexto. A versatilidade desta representação permite que esta seja facilmente vinculada a outras ferramentas de análise e apoio, para o controle e projeto de sistemas flexíveis de manufatura, permitindo que estes sejam devidamente avaliados, compreendidos e mensurados. Por fim, a eficácia da representação é demonstrada por meio de sua aplicação em problemas de roteamento e mensuração da flexibilidade em sistemas de manufatura.

This paper describes a state space representation for routing flexibility in manufacturing systems. Routing flexibility is represented on three different levels, as follows: (i) Operations Precedence Graph; (ii) State Transition Graph of Manufacturing Operation Sequences; and (iii) State Transition Graph of Manufacturing Operation Routes. Each representation is able to represent routing flexibility in different degrees of detail. The third and most complete representation can enumerate all the possible manufacturing operation routes for a given part in the manufacturing system. Bounds for the computation of the representation levels are presented to help the user select the most suitable one for a given context. The versatility of this representation allows it to be linked easily with other analytical and support tools for the to design, operation, and control of flexible manufacturing systems, so that manufacturing flexibility can be properly measured, understood, and evaluated. The efficacy of the representation is demonstrated through its application to problems such as job route selection and routing flexibility measurement in manufacturing systems.

O artigo apresenta uma aplicação da Soft Systems Methodology (SSM) na entidade filantrópica porto-alegrense Pão dos Pobres de Santo Antônio, que presta assistência a meninos carentes. Busca-se divulgar no contexto nacional a SSM como metodologia para o tratamento de problemas complexos, bem como incentivar a interação de acadêmicos e empresários com setores comunitários especialmente necessitados. A aplicação da SSM resultou positiva para a entidade e para os pesquisadores: permitiu se estabelecer uma visão global e sistêmica da realidade do Pão dos Pobres, sugeriu alternativas para o enfrentamento de situações problemáticas nela identificadas, serviu de meio para os autores conhecerem aspectos da vida comunitária e promoveu cooperação e aprendizagem entre as pessoas envolvidas no estudo - um dos benefícios mais documentados na literatura como resultantes da aplicação da metodologia.

The paper introduces an application of the Soft Systems Methodology (SSM) in the charity organization Pão dos Pobres de Santo Antônio, located in Porto Alegre, Brazil, which assists boys living under intensive social privation. The aim is to divulge for the Brazilian audience a methodology for studying complex settings, and to foster the interaction of academicians and practitioners with community groups facing special needs. Implementing the SSM was interesting for both organization and researchers: it supported a global and systemic understanding about the charity to mature, suggested alternatives for dealing with issues in it, granted the authors access to blurred facets of their community, and nourished cooperation and learning of all stakeholders - notably one of the most reported benefits as resulting from the methodology.
