Resumo O processo de reconstrução pós-bélica tornou-se a principal referência de atuação em prol da paz no mundo no período pós-Guerra Fria. Estudá-lo corresponde a analisar qual a visão de paz, aplicada de modo prático, dominante no mundo a partir deste período. O objetivo deste artigo é identificar no processo de reconstrução pós-bélica de Timor-Leste os impactos da dimensão econômica do instrumento de peacebuilding, a partir das ferramentas analíticas da Teoria Marxista da Dependência. A hipótese é a de que a atuação das instituições financeiras internacionais na dimensão econômica do peacebuilding timorense foi responsável pela criação de estruturas favoráveis à dependência e, consequentemente, para um cenário incompatível com a nova percepção onusiana de paz.

Abstract The post-war reconstruction process became the main reference for action in favour of peace in the world after the cold war period. In this sense, studying it corresponds to analyzing which vision of peace, applied in a practical way, is dominant in the world from this period onwards. Thus, the objective of this paper is to identify in the post-war reconstruction process of East Timor the economic dimension impacts of the peacebuilding instrument, from the analytical tools of the Marxist Dependency Theory. The hypothesis is that the role of International Financial Institutions in the economic dimension of East Timor peacebuilding was responsible for creating favourable structures to dependence and, consequently, an incompatible scenario with the new UN perception of peace.

Resumo Este artigo analisa criticamente o processo de (re)construção do Estado no Iraque após a invasão do país em 2003 a partir das contribuições teóricas e conceituais de Michel Foucault. A (re)construção do Estado é entendida como um dispositivo de normalização de Estados em escala global e a análise se concentra na atuação da Autoridade Provisória da Coalizão (CPA, na sigla inglesa). O engajamento da CPA na (re)construção do Iraque é compreendido como uma tentativa de conduzir o comportamento do Estado, por meio da disciplina, e da população iraquiana, por meio do governo e da biopolítica, com o objetivo de normalizar as suas condutas em direção a um fim determinado - fazê-los se assemelhar a entidades liberais e democráticas.

Abstract This article critically analyzes the process of state-building undertaken in Iraq after the 2003 invasion from the theoretical and conceptual contributions of Michel Foucault. The state-building is understood as a normalizing dispositif directed towards ‘post-conflict’ states which operates through the pursuit of disciplining such state and exercising a government as conduct of conduct. The analysis focuses on the role of the Coalition Provisional Authority (CPA). The CPA engagement in the (re) construction of Iraq is understood as an attempt to drive state behavior through discipline and the Iraqi population through government and biopolitics to normalize their conduct towards a certain end - to make them resemble liberal and democratic entities.

Resumo: Este artigo analisa como o conceito de “cidade falida” contribui para delimitar as cidades como um novo espaço de ingerência da governamentalidade global. Para evidenciar essa relação, o artigo analisa as iniciativas de pacificação promovidas no Rio de Janeiro a partir de 2008 com a criação das unidades de Polícia Pacificadora (UPPs). O caso é analisado sob a luz das contribuições teóricas e conceituais desenvolvidas por Michel Foucault e da ideia de governamentalidade global. O argumento central deste trabalho consiste na ideia de que as UPPs se constituíram em dispositivos de governo altamente militarizados com o objetivo de pacificar as favelas cariocas por meio da sua ocupação territorial e pelo estabelecimento de um regime de policiamento permanente. Esses dispositivos, por sua vez, estão relacionados com práticas e racionalidades nacionais e internacionais direcionadas ao controle da vida nas cidades, consideradas violentas e instáveis, como forma de pacificação das mesmas.

Abstract: This article analyzes how the concept of “failed city” contributes to the definition of cities as spaces for interference by global governmentality. To highlight this relationship, the article analyzes the pacification initiatives promoted in Rio de Janeiro since 2008 through the creation of the Pacifying Police Units (UPPs). The case is analyzed through the theoretical and conceptual lens of Michel Foucault and the idea of global governmentality. The central argument of this article is that the UPPs were highly militarized government devices that had the objective of pacifying the favelas of Rio de Janeiro through territorial occupation and the establishment of a permanent policing regime. These devices, in turn, are related to national and international practices and rationalities aimed at controlling life in cities, considered violent and unstable, as a way of pacifying them.

Resumo Este artigo examina um elemento essencial para a operacionalização das relações de poder que sustentam a política internacional, a saber, a colonialidade. Ele delineia a colonialidade da política internacional e elucida, por um lado, os aspectos fundamentais de sua operacionalização e, por outro lado, a sua cristalização no cenário internacional. O artigo está estruturado em três seções. Em primeiro lugar, ele explora o significado de colonialidade e esboça suas características fundamentais. Em seguida, ele delineia um elemento operativo crucial da colonialidade, a ideia de raça, e o duplo movimento através do qual a colonialidade se torna operacional – a colonização do tempo e do espaço. Finalmente, o artigo analisa duas problematizações estruturantes que foram fundamentais para a cristalização da colonialidade na política internacional - os pensamentos de Francisco de Vitoria e o Debate de Valladolid. O artigo argumenta que o próprio modo como estas problematizações enquadraram a relação entre o Eu Europeu e o Outro absoluto da modernidade ocidental – os povos indígenas das Américas – cristalizou a colonialidade na política internacional.

Abstract This article examines a key element of the power relations underpinning international politics, namely coloniality. It delineates the coloniality of international politics, and elucidates the fundamental aspects of its operationalisation on the one hand, and its crystallisation into international politics on the other. The article is structured into three sections. First, it explores the meaning of coloniality, and outlines its fundamental characteristics. Next, it delineates a crucial operative element of coloniality, the idea of race, and the double movement through which coloniality is rendered operational – the colonisation of time and space. Finally, the article analyses two structuring problematisations that were fundamental to the crystallisation of coloniality in international politics – the work of Francisco de Vitoria, and the Valladolid Debate. It argues that the way in which these problematisations framed the relationship between the European Self and the ultimate Other of Western modernity – the indigenous peoples in the Americas – crystallised the pervasive role of coloniality in international politics.

Résumé: À partir de l’étude d’un cas particulier, appuyée sur des recherches en archives, l’article traite des activités de la Commission de consolidation de la paix des Nations Unies (PBC en anglais) en Guinée-Bissau, dans le but de remettre en cause le concept de Consolidation de la paix découlant des activités de cette Commission. À notre avis, la PBC, du fait qu’elle présuppose la validité universelle du modèle de la paix libérale, n’accorde pas assez d’attention aux conditions historiques, politiques et socio-économiques locales. Nous souhaitons que nos remarques sur cette défaillance puissent contribuer au débat concernant le rôle de la PBC dans des régions marquées par les conflits contemporains.

Abstract: Based on a case study and archival research, this article discusses the practices of the un Peacebuilding Commission (PBC) in Guinea-Bissau, with the aim of rethinking the concept of Peace consolidation that arises from the acts of the Commission. The essential argument is that the PBC, by assuming the universal validity of the liberal peace paradigm, fails to adequately consider the local historical, political and socioeconomic conditions. By noting the poor fit between the PBC approach and the local reality, this study expands the debate on the role of the PBC in scenarios following the contemporary conflicts.

Resumen: A partir de un estudio de caso y de investigación de archivo, este artículo discute las prácticas de la Comisión para la Consolidación de la Paz de las Naciones Unidas (PBC, según sus siglas en inglés) en Guinea-Bisáu, con el propósito de replantear el concepto de Consolidación de la paz que surge de la actuación de la Comisión. El argumento esencial consiste en que la PBC, al presuponer la validez universal del paradigma de la paz liberal, no considera adecuadamente los condicionantes históricos, políticos y socioeconómicos locales. Al señalar una inadecuación entre la PBC y la realidad local, este estudio amplía el debate sobre el papel de la PBC en escenarios posteriores a los conflictos contemporáneos.

Este artigo discute um dos mais importantes elementos da realidade internacional atual - a construção da paz. Mais precisamente, o artigo problematiza o papel que as operações de paz têm na política internacional. Esta problematização é avançada por meio da aproximação de ferramentas analíticas desenvolvidas pelo filósofo francês Michel Foucault e pela Escola Inglesa. O artigo argumenta que as operações de paz devem ser entendidas como um dispositivo normalizador que, ao buscarem normalizar os estados pós-conflito e suas populações, é central para o fomento e manutenção de uma sociedade internacional em particular - uma sociedade internacional (neo) liberal.

This article discusses one of the most important elements of the current international reality - the construction of peace. More precisely, the article problematizes the role that peace operations have in the international politics. This problematization is advanced through the approximation of the analytical tools developed by the French philosopher Michel Foucault and the English School. The article argues that peace operations should be understood as a normalizing dispositif that, by seeking to normalize post‑conflict states and theirs populations, is pivotal to the fostering and the maintenance of an international society in particular - a (neo)liberal international society.

Abstract It is clear that Brazil seeks to enhance its international standing through an increasing engagement with peace operations. This paper argues that the more Brazil seeks to increase its engagement in the manner in which it is currently pursuing it – essentially by deploying troops – the more Brazil actively constructs its own subalternity with regards to international peace. In order to develop this argument, this paper initially delineates the Brazilian historical engagement within peace missions. Then, it critically problematizes such engagement by analysing it in light of the particular role that peace operations play within international politics.

Resumo O artigo analisa o surgimento e a evolução do conceito de construção da paz (peacebuilding) no contexto internacional do pós-Guerra Fria, com foco em sua operacionalização no seio da Organização das Nações Unidas (ONU). O objetivo é elucidar a teoria que sustenta a prática da ONU para países emergindo de conflitos violentos. O ensaio argumenta que os conceitos teóricos da construção da paz são objeto de intenso debate internacional desde o período da Guerra Fria. Esse debate contribui para evidenciar os limites e as condições de aplicação desse conceito nas operações de paz conduzidas pela ONU desde 1945. Para tanto, o artigo está dividido em três seções. A primeira adota uma perspectiva histórica do conceito, abordando a operacionalização do conceito de paz na ONU durante a Guerra Fria, quando a paz era predominantemente concebida como a ausência de conflitos militares interestatais. A partir da década de 1960, os trabalhos dos precursores dos estudos para a paz, entre os quais Johan Galtung, lançaram um novo olhar sobre o conceito de paz, na medida em que permitiram compreendê-la não apenas como um sinônimo da cessação de conflitos bélicos entre Estados, mas também como uma noção diretamente relacionada a temas como desenvolvimento e direitos humanos. A segunda seção analisa o alargamento teórico-conceitual do conceito de paz no pós-Guerra Fria, no qual o fim da bipolaridade nas relações internacionais teve impacto direto na atuação da ONU para a construção da paz internacional. Finalmente, a terceira seção apresenta uma abordagem crítica do conceito de construção da paz, evidenciando o debate internacional sobre os limites e as condições de sua aplicação na contemporaneidade. A análise da literatura permite afirmar que os limites práticos e teóricos da noção de peacebuilding impõem a continuidade do debate internacional nesse âmbito, algo essencial para o fortalecimento da ONU no mundo contemporâneo. O artigo, dessa forma, contribui para os esforços acadêmicos que buscam pensar a atuação da ONU para a construção da paz, ao evidenciar que parte dos desafios enfrentados por essa organização tem origens conceituais.

Abstract The paper analyzes the emergence and the evolution of the concept of peacebuilding in the international context of the post-Cold War, focusing on its implementation within the United Nations (UN). The goal is to elucidate the theory behind the practice of the United Nations towards countries emerging from violent conflicts. The essay argues that the theoretical concepts of peacebuilding are object of intense international debate since the Cold War. This debate has helped to highlight the limits and conditions for applying this concept in the peace operations conducted by the United Nations since 1945. To this end, the article was divided into three sections. The first section adopts a historical perspective of the concept, addressing its operationalization at the United Nations during the Cold War, when peace was predominantly conceived as the absence of interstate military conflicts. From the 1960s, the work of the Founding Fathers of the Peace Studies, such as Johan Galtung, launched a new look at the concept of peace, which come to be related not only with the cessation of armed conflicts between States, but also with topics such as development and human rights. The second section analyzes the theoretical and conceptual extension of the concept of peace in the post-Cold War, in which the end of bipolarity in international relations has had a direct impact on United Nations peace activities. Finally, the third section contains a critical approach to the concept of peacebuilding, highlighting the international debate on its limits and on its conditions of application in the contemporary times. The analysis of literature on the subject allows the confirmation of the hypothesis, given that the practical and theoretical limits of the concept of peacebuilding impose the continuity of the international debate in this area, which is essential for strengthening the United Nations in the contemporary world. The article thus contributes to the academic efforts that seek to understand the United Nations peacebuilding activities, demonstrating that some of the challenges faced by this organization have conceptual origins.

Este artigo traz uma análise alargada do processo de construção da paz conduzido pela ONU em Timor-Leste. Baseando-se em trabalho de campo, entrevistas, e fontes secundárias, este artigo ilumina as principais fragilidades deste processo. Primeiramente, o artigo brevemente delineia o debate acadêmico em torno dos processos de construção da paz liderados pela ONU. Em seguida, o artigo traz uma visão global das missões da ONU destacadas ao país. Finalmente, o artigo identifica as principais limitações deste envolvimento. Iluminando as principais falhas deste processo de peacebuilding, o artigo abre o espaço para (re)pensar modos alternativos de construir a paz em cenários pós-conflito.

This paper brings a comprehensive analysis of the peacebuilding process conducted by the UN in Timor-Leste. Drawing on fieldwork, interviews, and secondary sources, the paper brings light to the main fragilities of this process. Firstly, the paper briefly outlines the scholarly debate around UN peacebuilding process. Then, the paper brings an overview of the UN missions deployed to Timor-Leste. Finally, the paper identifies the major limitations of such engagement. By highlighting the main flaws of this peacebuilding process, the paper opens the space for (re)thinking alternative ways of building peace in post-conflict scenarios.
