Abstract The article reconstructs the intellectual dialogue of the critic and diplomat José Guilherme Merquior with Brazilian Marxists, some of whom belong to a common intellectual generation and share the same structure of sociability. Here are highlighted the harsh controversies in the pages of the Brazilian press and the exchange of ideas in the journal Presença in the late 1980s and early 1990s. It is argued that Merquior’s dialogue with Marxism was mainly a critical conversation, not always explicit, with his friends Leandro Konder and Carlos Nelson Coutinho. With them, Merquior had a common intellectual ground, philosophically characterized by the criticism of irrationalism and dogmatism and, politically, by the defense of democracy. Resumo: A referência às ideias políticas de Antonio Gramsci é curiosamente comum nos textos e no jargão de intelectuais conservadores no Brasil e internacionalmente. A origem dessa conexão com o pensamento gramsciano, contudo, permanece até os dias atuais desconhecida. Com vistas a elucidar esse enigma e explicar as fontes do “antigramscismo”, o presente artigo reconstrói documentalmente os primeiros percursos de circulação e tradução deste pensamento político, nas últimas décadas do século XX, particularmente na América Latina. A pesquisa mapeou seus principais irradiadores, internacional e nacionalmente, bem como as fontes, temas e argumentos dessa corrente intelectual.

Abstract: The reference to Antonio Gramsci’s political ideas is curiously common in the texts and in the jargon of intellectuals of the so-called radical rights in Brazil and abroad. The origin of this connection with Gramscian thought, however, remains unknown to this day. With a view to elucidating this enigma and explaining the sources of “antigramsciism”, this article documents the reconstruction of the first paths of circulation and translation of this political thought, in the second half of the 20th century, particularly in Latin America. The research mapped its main international and national sources of diffusion, as well as the sources, themes and arguments of this intellectual current.

Resumo No início dos anos 1880 um novo gênero de literatura política começou a ganhar vigor e a expandir-se, a análise crítica das democracias parlamentares existentes. Na Itália, esse gênero teve uma importante expressão na obra de Gaetano Mosca. Antonio Gramsci confrontará essa literatura, preocupado com sua reapropriação e revalorização no debate político a partir do imediato pré-guerra, quando a crise da democracia liberal assumiu contornos mais fortes. O artigo mostra como Gramsci traduz o conceito mosquiano de classe política como “a categoria intelectual do grupo social dominante” e integra-o à sua reflexão sobre os partidos políticos. Desse modo pode interpretar a crise do regime parlamentar como uma crise marcada pela decomposição dessa “categoria intelectual” e pela perda de sua capacidade dirigente. Aquilo que na teoria elitista aparecia como decomposição do princípio de autoridade era interpretada como uma crise de hegemonia, crise do Estado em seu conjunto, da qual o afastamento entre governantes e governados seria a manifestação mais evidente. Na seção conclusiva, apresenta-se a hipótese aventada nos Quaderni del carcere de um regime representativo não parlamentar.

Abstract From the early 1880s on a new genre of political literature began to take hold and to expand in Italy: the critical analysis of the existing parliamentary democracies. This literary genre had an important expression in the work of Gaetano Mosca. Decades later, during the fascist era, Antonio Gramsci confront this literature in his Prison Notebooks, specially by reappropriating and revaluating the political debate of the immediate prewar period, when the crisis of liberal democracy took on stronger contours. The present article shows how Gramsci translates the Moschian concept of political class as “the intellectual category of the dominant social group” and integrates it to his own discussion about political parties in the prison writings. Gramsci interpretates the parliamentary crisis as a decomposition of this particular “intellectual category” and the loss of its leading capacity. What appeared as a decomposition of the principle of authority in the elitist theory is now discussed as a crisis of hegemony, a crisis of the State as a whole, from which the separation between rulers and ruled would be the most evident manifestation. In the concluding section is discussed the hypothesis proposed in the Quaderni del carcere of a non-parliamentary representative regime.

Um dos projetos desenvolvidos por Antonio Gramsci consiste em uma ampla crítica das ideias do filósofo Benedetto Croce. Inicialmente concebida como parte de uma pesquisa sobre a teoria da história e da historiografia, essa crítica desloca-se, gradativamente, em direção a uma história política dos intelectuais italianos da qual Croce seria um dos protagonistas. Este artigo reconstrói o percurso dessa pesquisa no interior dos Quaderni del carcere, cotejando-os com a correspondência que seu autor manteve com Tatiana Schucht e, por intermédio dela, com Piero Sraffa. Essa reconstrução permite jogar novas luzes sobre o próprio método de investigação de Antonio Gramsci, o qual assume como princípio a identidade entre filosofia, história e política.

One of the projects developed by Antonio Gramsci consists of a broad criticism of the ideas of the philosopher Benedetto Croce. Initially conceived as part of a research on the theory of history and of historiography, this critique gradually moves towards a political history of Italian intellectuals of which Croce would be one of the protagonists. This article reconstructs the course of this research inside the Quaderni del carcere, comparing them with the correspondence that its author maintained with Tatiana Schucht and, through her, with Piero Sraffa. This reconstruction allows us to shed light on Antonio Gramsci’s own method of investigation, which assumes as a principle the identity between philosophy, history and politics.

L’un des projets développés par Antonio Gramsci consiste en une importante critique des idées du philosophe Benedetto Croce. Conçue initialement dans le cadre d’une recherche sur la théorie de l’histoire et de l’historiographie, cette critique se déplace graduellement vers une histoire politique des intellectuels italiens de laquelle Croce serait l’un des protagonistes. Cet article reconstruit le parcours de cette recherche au sein des Quaderni del carcere (Carnets de prison), tout en les confrontant avec la correspondance que son auteur entretenait avec Tatiana Schucht et, par son intermédiaire, avec Piero Sraffa. Cette reconstruction permet de lancer une nouvelle lumière sur la méthode de recherche d’Antonio Gramsci qui assume, en tant que principe, l’identité entre la philosophie, l’histoire et la politique.

Resumo Neste texto recuperam-se os artigos jornalísticos de Antonio Gramsci publicados entre 1915 e 1917, em que é abordado o tema da revolução. Para isso, reconstroem-se as análises gramscianas em perspectiva histórica, retomando a Revolução Francesa como paradigma e as mudanças de ênfase no contexto de outra revolução em curso, na Rússia. Evidencia-se o percurso analítico por meio do qual Gramsci modifica sua forma de pensar o problema cultural e político da revolução, em particular a reflexão sobre o uso da força militar com fins revolucionários. Conclui-se que Gramsci, neste período, inicia o desenvolvimento de um pensamento original sobre cultura e política, abrindo caminho para o que seria mais tarde sua elaboração sobre o conceito de hegemonia.

Abstract This article retrieves Antonio Gramsci’s newspaper articles published between 1915 and 1917 where the theme of the revolution appears. To do so, it reconstructs the Gramscian analysis in historical perspective, retaking the French Revolution as a paradigm and the changes of emphasis in the context of a new revolution under way, now in Russia. It shows the analytical course through which Gramsci modifies his way of thinking the cultural and political problem of the revolution, in particular the reflection on the use of military force for revolutionary purposes. It concludes that Gramsci, in this period, begins the development of an original thought about culture and politics, opening the way to what would later be his elaboration on the concept of hegemony.

RESUMO Embora existisse uma longa tradição nacional de pensamento político na Itália, a ciência política desse país enfrentou dificuldades para se institucionalizar. As primeiras tentativas datam do século XVIII, mas foi só na segunda metade do século XX que ela se transformou em uma disciplina autônoma. O presente artigo argumenta que a forte associação da ciência política com o processo de construção do Estado nacional italiano e com o ensino do direito foram as causas principais de sua lenta institucionalização. Metodologicamente, busca-se reconstruir uma história política da ciência política, ressaltando contextualmente o debate da época e restabelecendo a legislação pertinente à constituição de faculdades, escolas e cursos de ciência política.

ABSTRACT Despite the existence of a long national tradition of political thought in Italy, the path to institutionalizing political science in the country was riddled with difficulty. Although initial attempts date back to the eighteenth century, it was only in the second half of the twentieth century that the discipline was transformed into a subject in its own right. This article argues that the strong associations between political science and the teaching of law, as well as with the process of constructing the Italian national government, were the main reasons behind its slow institutionalization. In terms of methodology, the article seeks to reconstruct a political history of political science, contextually highlighting the debate of the time and reestablishing the legislation related to the constitution of political science faculties, schools and courses.

RESUMEN Aunque había una larga tradición nacional de pensamiento político en Italia, la ciencia política de aquel país tuvo dificultades para institucionalizarse. Los primeros intentos datan del siglo XVIII, pero solo en la segunda mitad del siglo XX se convirtió en una disciplina autónoma. El presente artículo plantea que la fuerte asociación entre la ciencia política y el proceso de construcción del Estado nacional italiano y la enseñanza del derecho fueron las principales causas de su lenta institucionalización. En términos metodológicos, se trata de reconstruir una historia política de la ciencia política, contextualizando el debate de la época y restableciendo la legislación pertinente a la constitución de facultades, escuelas y cursos de ciencia política.

RÉSUMÉ Bien qu’il existe une longue tradition nationale de la pensée politique en Italie, la science politique de ce pays a affronté un certain nombre de difficultés sur le chemin de son institutionnalisation. Les premières tentatives datent du XVIIIème siècle, mais ce n’est que lors de la seconde moitié du XXème qu’elle deviendra une discipline autonome. Le présent article défend l’idée selon laquelle la forte association entre la science politique, la construction de l’État national italien et l’enseignement du droit a constitué la principale cause de sa lente institutionnalisation. Du point de vue méthodologique, on cherchera à reconstruire une histoire politique de la science homonyme, à contextualiser les débats de l’époque et à analyser la législation afférente à la constitution de facultés, d’écoles et de cursus de sciences politiques.

Resumo O artigo investiga os debates metodológicos existentes no processo de institucionalização a ciência política italiana, no final do século XIX e início do XX. Gaetano Mosca e Vilfredo Pareto almejavam um conhecimento científico da política que fosse construído de acordo com parâmetros inspirados nas ciências naturais. Mosca advogou fortemente em favor de um método histórico que permitiria encontrar nas instituições as forças psicológicas que garantiriam a regularidade dos fenômenos políticos. Pareto propugnou um método lógico-experimental no qual proposições abstratas (princípios) condensariam as características comuns de muitos fatos apreendidos pela experiência. Ambos, entretanto, não distinguiam de modo preciso observação, experimento e experiência. As metodologias que advogaram, por essa razão, não foram muito além das técnicas de estudo da política predominantes na época.

Abstract The article investigates the methodological debates that took place during the institutionalization process of the Italian Political Science in the late nineteenth and early twentieth centuries. Gaetano Mosca and Vilfredo Pareto aspired for a scientific knowledge of the policy to be built in correspondence to natural sciences practices. Mosca strongly advocated for a historical method that would find the psychological forces inside the institutions that could guarantee the regularity of the political phenomena. Pareto advocated a logical-experimental method in which abstract propositions (principles) condense the common features of many facts apprehended through experience. Both projects, however, did not distinguish precisely observation, experiment and experience. For this reason, their methodologies were not able to go beyond the hegemonic political study techniques of their time.

O artigo apresenta o conceito weberiano de Estado. Acompanhando diferentes formulações do conceito em momentos distintos da obra weberiana, destaca-se a importância que assume a valorização do enunciado presente no capítulo sobre as soziologische Kategorienlehre ("categorias sociológicas") de Wirtschaft und Gesellschaft (Economia e sociedade). Nesse capítulo, Weber explicita duas dimensões do Estado: (1) o Estado como associação política (politischer Verband) e (2) o Estado como empresa (Betrieb). Analisadas conjuntamente, tais dimensões permitiriam compreender a coincidência no âmbito estatal de uma drástica eficácia dos meios de coação, com a possibilidade de uma ordenação racional de sua aplicação, permitindo ir além das exposições tradicionais do conceito weberiano de Estado.

The article discusses the Weberian concept of State. Tracking different formulations of the concept at different times of Weber's work this article highlights the relevance assumed the statement present in the section about the soziologische Kategorienlehre in Wirtschaft und Gesellschaft. This section Weber made explicit the two dimensions of the State: (1) the State as a political association (politischer Verband), and (2) the State as an enterprise (Betrieb). Considered together, these dimensions allow to understand the coincidence inside the State of a drastic efficiency of the means of coercion, and the possibility of a rational ordering of their application, allowing to go beyond the traditional exposition of the Weberian concept of the State.

Com a constituição da moderna nação italiana, a partir de meados do século XIX, tornou-se característico do pensamento político da península o constante apelo à reconstrução de uma tradição intelectual nacional. Esta era parte dos desafios da construção de uma nova ordem política e social que orientava, entre outras coisas, um retorno à história do Renascimento e à figura de Nicolau Maquiavel. A partir de 1859, o Risorgimento italiano ganharia novo impulso e culminaria com a derrota do papado e a construção de uma nova nação entre 1861 e 1871. Ao longo dessa década, período de triunfo da unificação, foi preparado um retorno definitivo de Maquiavel à cultura italiana. O revigoramento da historiografia e da ciência política italiana não deixou de ser, assim, um reencontro com a tradição maquiaveliana. O Risorgimento foi, também, o renascimento de Maquiavel. Este ensaio busca analisar três momentos desse retorno, que foram, ao mesmo tempo, tentativas de um acerto de contas com uma história italiana que remonta ao século XVI, cristalizada nas obras de Francesco De Sanctis (1817-1883), Benedetto Croce (1866-1952) e Antonio Gramsci (1891-1937).

With the establishment of the modern Italian nation after the mid-nineteenth century, a constant appeal to the reconstruction of a national intellectual tradition became typical of the Peninsula's political thinking . The latter was part of the challenges of building a new political and social order that guided among other things, a return to the history of the Renaissance and to the figure of Niccolò Machiavelli. Italian Risorgimento would gain new thrust and come to an apex with the papacy's defeat and the construction of a new nation between 1861 and 1871. Along that decade - a time of triumph for unification, a definite return of Machiavelli to Italian culture was prepared. The reinvigoration of historiography and political science in Italy was, therefore, a sort of reencounter with Machiavellian tradition. The Risorgimento was also Machiavelli's rebirth. This essay seeks to examine three moments of this return, which were at the same time attempts to settle accounts with Italian history dating back to the sixteenth century, crystallized in the works of Francesco De Sanctis (1817-1883), Benedetto Croce (1866-1952), and Antonio Gramsci (1891-1937).

Antonio Gramsci e Vilfredo Pareto, a despeito de pertencerem a diferentes campos de interpretação social, fazem parte de uma tradição maquiavelista dos estudos políticos, responsável por notáveis continuidades temáticas e afinidades nas formulações gerais de conceitos políticos. Esta convergência dá-se principalmente em torno de dois temas que serão analisados neste artigo: a metodologia da ciência política e a distinção entre governantes e governados. Pareto reivindica uma ciência livre de ideais fictícios, assente na observação empírica e histórica. Gramsci, por outro lado, entendia que uma ciência da política só poderia ser concebida a partir da perceção de que toda a teoria social estaria inserida no campo das relações de forças sociais implícitas na dialética entre estrutura e superestrutura.

Although they worked in different fields of social interpretation, Antonio Gramsci and Vilfredo Pareto are both part of a Machiavellian tradition of political studies that carries with itself considerable thematic continuities and affinities in the overall formulation of political concepts. This is especially visible with regard to the two main topics examined in this article: the methodology of political science and the distinction between the governed and those who govern. Pareto proposes a science that is free from fictional ideals, founded on empirical, historical observation. Gramsci, on the other hand, thought that a political science could not but be founded on the understanding that any social theory must necessarily be part of the field of relations constituted by the social forces that are implicit in the dialectic between structure and superstructure.

A definição da política por meio do atributo ferino e humano do Centauro maquiaveliano - a força e o consenso como fundamentos do Estado - aparecerá tanto no pensamento político de Gramsci para caracterizar o Estado moderno, quanto na sociologia de Pareto, para distinguir as elites governantes. Os autores, contudo, aproximam-se de Maquiavel de formas bastante diversas. Enquanto Gramsci "atualiza" o realismo maquiaveliano, associando-o ao marxismo e aplicando-o a problemas contemporâneos, em Pareto evidencia-se uma adesão muito próxima à letra do texto de Maquiavel. As diferentes leituras dos autores a respeito das relações entre força e consenso, não obstante a coincidência da fonte maquiaveliana, desembocarão em perspectivas antagônicas acerca da política e da estabilidade social.

The definition of politics by means of the fierce and human attribute of the Machiavellian Centaurus - power and consensus as the foundations of the State - is present both in Gramsci's political thought in order to characterize the modern State and in Pareto's sociology in view of distinguishing governing elites. The authors, nevertheless, are close to Machiavelli in very different ways. Whereas Gramsci "updates" Machiavelli's realism associating it to Marxism and applying it to contemporaneous issues, in Pareto it is evident a very close adherence to the very wording of Machiavelli's writings. Despite the coincidence of their Machiavellian source, the authors' different readings regarding the relationships between power and consensus will lead to antagonistic perspectives about politics and social stability.

O debate aberto por Norberto Bobbio há 30 anos por meio de uma série de artigos publicados na revista Mondoperaio levantava dois desafios à teoria marxista da política: 1) Existe uma teoria marxista da política? 2) Quais as alternativas à democracia representativa? O debate revelou, por um lado, um elevado grau de consenso sobre os valores e as regras da democracia liberal e, por outro, a inexistência entre os participantes do debate de uma teoria política antagônica à teoria política liberal-constitucionalista. O presente artigo discute esse debate e desenvolve a hipótese de que apenas como teoria política negativa o marxismo poderia constituir uma crítica da política que se afirmasse como o programa teórico da superação da teoria política de sua época e como o programa prático da superação da própria política.

The debate opened thirty years ago by Norberto Bobbio with a series of articles published by the Mondoperaio magazine raised two challenges to the Marxist theory of politics: 1)Is there a Marxist theory of politics? 2) Which are the alternatives to representative democracy? On the one hand, the debate has revealed a high level of consensus on the values and rules of liberal democracy and, on the other hand, the absence among the participants of the debate of a political theory antagonistic to the constitutional-liberal one. This article deals with this debate and develops the hypothesis that only as a negative political theory Marxism could be a critique of politics, being consolidated as the theoretical program for the overcoming of the political theory of its age and as the practical program of overcoming politics proper.
