Abstract This research is about the educational interpretation of/for Sign Language in dialogue with Bibliometrics. We start from the premise that scientific production is a rich source for understanding the development of a certain area and its consequences, and it helps map the dynamics of a given object of investigation in interrelationship with social, cultural, and historical aspects. Furthermore, it follows the perspective of Bakhtin, which is based on the discursive organicity of texts (Bakhtin), this research is justified by the complementarity of previous studies in Brazil (Albres and Lacerda; Gessner). Therefore, the objectives are: i) to revisit these works and expand the survey until 2020, ii) to identify the Spatio-temporal distributions, summarizing the respective themes and; iii) to map the development of the Educational Interpretation of Sign Languages field (1990-2020) from these texts. Five international scientific journals on Deaf Education and on Sign Language Linguistics were selected, following pre-established criteria. As a result, 38 articles were identified and the themes are classroom interpretation (53%); school inclusion, and educational interpreter training (both 18%). Resumo Este trabalho versa sobre a interpretação educacional de/para Língua de Sinais em diálogo com a Bibliometria. Partimos da premissa que a produção científica é uma rica fonte para compreender o desenvolvimento de determinada área e seus desdobramentos, e serve para mapear a dinâmica de dado objeto de investigação em inter-relação com os aspectos sociais, culturais e históricos. Fundamentada na perspectiva da arquitetônica bakhtiniana, que toma por base a organicidade discursiva dos textos (Bakhtin), esta pesquisa justifica-se pela complementaridade de estudos anteriores no Brasil (Albres e Lacerda; Gessner). Os objetivos são: i) revisitar esses trabalhos e ampliar o levantamento até 2020; ii) identificar as distribuições espaço-temporais, sintetizando os respectivos temas; e iii) mapear o desenvolvimento do campo da Interpretação Educacional de Línguas de Sinais (1990-2020) a partir desses textos. Para tal, selecionou-se cinco periódicos científicos internacionais sobre Educação de Surdos e sobre Linguística das Línguas de Sinais seguindo critérios pré-estabelecidos. RESUMO Neste artigo, apresentamos algumas reflexões sobre os papéis assumidos pelos intérpretes educacionais de Libras-Português na atual educação de surdos em escolas inclusivas baseadas na perspectiva bilíngue. Para tanto, consideramos a contribuição do pensamento bakhtiniano às Ciências Humanas, no tocante ao discurso e à atividade interpretativa, e analisamos trechos de um documento publicado pela Secretaria Municipal de Educação de Florianópolis, que visa à definição das atribuições desses profissionais. Constatamos uma refração na forma de designar os intérpretes educacionais e, também, uma tentativa de delimitação de sua função entre atribuições gerais e atribuições específicas, subdivididas em atribuições com foco no planejamento/formação e com foco no dia a dia da sala de aula. Por fim, concluímos que os papéis do intérprete educacional se definem na fusão da prática interpretativa à ação pedagógica.

ABSTRACT In this article, we reflect on the roles played by Educational Interpreters of Brazilian Sign Language-Brazilian Portuguese in current Deaf Education in inclusive schools that follow a bilingual perspective. Drawing on Bakhtin’s notions of discourse and interpretive activity, we analyze excerpts from a document issued by the Florianópolis City Department of Education, in Brazil, which defines the duties of Educational Interpreters. Our findings point to refraction in how Educational Interpreters are characterized and to an attempt to frame their roles in general and specific duties, some of which focus on planning/training and others focus on the classroom routine. Our conclusions suggest that the role of Educational Interpreters is a merger of both interpreting practices and pedagogical activities.

Resumo O presente artigo problematiza a proposta bilíngue para crianças surdas na Educação Infantil e sua importância para o desenvolvimento linguístico do sujeito surdo. A partir da descrição de uma cena escolar em uma escola Polo bilíngue da rede municipal no interior de São Paulo, discute a aquisição de linguagem precoce e a relevância do brincar na Educação Infantil e reflete sobre a aquisição da língua de sinais nessa faixa etária, por meio da interação dialógica com o outro (surdo). Enfatiza a necessidade de políticas que estimulem a entrada da criança surda neste nível de ensino e valorizem a especificidade da surdez numa vertente bilíngue (Libras/Português) e também sugere a ampliação de escolas polos, inclusivas e bilíngues, para estudantes surdos e a adoção da língua de sinais como língua de instrução, com professores surdos e colegas surdos.

Abstract The article discusses the bilingual pre-kindergarten curriculum and its relevance for the linguistic development of the deaf person. Based on the description of a school scene in a public municipal school especially adapted to the needs of deaf children, the article discusses the implications, for children in this age group, of the precocious acquisition of sign language mediated by dialogical interaction with other deaf children. It advocates the need for policies that stimulate deaf children to attend this level of schooling, the bilingual approach of deaf children education, and finally the increase in the number of schools in which deaf teachers and children could meet and work together

O objetivo deste trabalho foi a criação de critérios para procedimentos de tradução de literatura infanto-juvenil do Português para a Libras. Para isso, neste artigo, recorremos aos conceitos de dialogia e polifonia de Mikhail Bakhtin. Mediante uma pesquisa de natureza analítico-descritiva, foi possível verificar que o intérprete não traduz apenas o texto, mas é intensamente motivado pelas ilustrações do livro, pelo gênero discursivo e pelo público-alvo potencial do material.

The object of this work was to establish some criteria regarding the procedures for the Translation of children's literature from Portuguese into Brazilian Sign Language (Libras). To achieve this we applied the concepts of dialogism and polyphony defended by Mikhail Bakhtin. Based on an analytical and descriptive research, it was possible to verify that the sign language interpreter does not translate the text alone but is greatly stimulated by the book's illustrations, by the discursive genre, and by the material's prospective target audience.

O objetivo deste artigo é analisar a atual política para educação de alunos com surdez no município de São Paulo, já que tal política tem impacto na indução de ações no sentido de criar ou não melhores condições para a aprendizagem desse alunado. A educação de surdos é tema polêmico e resultados satisfatórios nem sempre são alcançados. A língua de sinais é a língua de constituição de sujeitos surdos e, quando assumida nos espaços educacionais, favorece um melhor desempenho desses sujeitos. Propostas de escolas de surdos e de educação inclusiva emergem e debatem o direito linguístico da pessoa surda, a abordagem metodológica e a atuação de profissionais bilíngues, além de demandarem políticas governamentais para sua implementação. No Brasil, a Lei nº 10.436, de 2002, e o Decreto nº 5.626, de 2005, tratam da língua brasileira de sinais (Libras) e da educação de surdos, indicando a necessidade de formação de futuros profissionais (professor bilíngue, instrutor surdo e intérprete de Libras) cientes da condição linguística diferenciada dos alunos surdos. Nessa perspectiva, destaca-se o caso do município de São Paulo, que conta com surdos inseridos em dois contextos educacionais distintos: escolas municipais de educação bilíngue (para alunos surdos) e escolas regulares (que recebem alunos ouvintes e surdos) regulamentadas pelo Decreto nº 52.785, de 2011, que cria escolas municipais de educação bilíngue para surdos (EMEBS) na rede municipal de ensino, e pela Portaria nº 5.707, também de 2011, que regulamenta o referido decreto.

The objective of this article is to analyze the current policy for education of deaf pupils of the municipality of São Paulo, considering that such policy has an impact on the induction of actions towards creating better learning conditions for these pupils. The education of deaf pupils is controversial and satisfactory results are not always achieved. Sign language is the constitutive language of deaf people and whenever it is accepted within educational scenarios it tends to favor an improved performance of these pupils. Proposals for schools for deaf pupils and of an inclusive education have emerged and put under debate the linguistic rights of deaf people, the existing methodological approaches and the role of bilingual professionals, and have also demanded government policies for their implementation. In Brazil, the 2002 Act No 10436 and the 2005 Decree No 5626, which deal with the Brazilian Sign Language (Libras) and with the education of deaf people, signal to the need to educate future professionals (bilingual teachers, deaf instructors and Libras interpreters) that are aware of the special linguistic situation of deaf pupils. Under this perspective, the text explores the case of the municipality of São Paulo, which has deaf pupils inserted into distinct educational contexts: municipal schools of bilingual education (for deaf pupils) and regular schools (that accept both hearing and deaf pupils) regulated by the 2011 Decree No 52785 that creates municipal schools of bilingual education for the deaf (EMEBS in the Portuguese acronym) within the municipal school system, and by the 2011 Ordinance No 5707 that regulates the above-mentioned Decree.
