Resumo A análise de conjuntura tem sido aplicada por pesquisadores de diversas áreas do conhecimento para abordar processos políticos e contribuir com a práxis. Observa-se, no entanto, que sua realização não tem sido acompanhada de clara explicitação dos referenciais que subsidiam tais estudos. O objetivo deste artigo é examinar produções que tratam da análise de conjuntura, de modo a identificar elementos considerados relevantes para constituição dessa abordagem. Trata-se de uma revisão narrativa que aprofunda aspectos teórico-metodológicos acerca da análise conjuntural. Foi possível perceber conexões entre a abordagem teórica e as escolhas relacionadas ao tempo e ao espaço que impactam, também, nos sujeitos privilegiados. Esse tipo de análise articula práxis política e científica, interligando um passado recente que não perde de vista o processo histórico e as expectativas dos sujeitos. Abstract Conjuncture analysis has been used by researchers from different areas to speak about political processes and contribute to praxis. However, its realization has not been accompanied by a clear explanation of the references that support such studies. The aim of this article is to examine productions about conjuncture analysis to identify relevant elements to the constitution of this approach. This is a narrative review that deepens theoretical and methodological aspects about the conjunctural analysis. Connections could be noticed between the theoretical approach and the choices related to time and space that also impact the privileged subjects. RESUMO O objetivo deste trabalho foi analisar a produção científica sobre o Movimento da Reforma Sanitária Brasileira, buscando caracterizar os sujeitos envolvidos e as estratégias adotadas. Para isso, foi efetuada uma revisão sistemática de artigos indexados no Portal de periódicos da Capes, na SciELO e na Biblioteca Virtual em Saúde. Os resultados evidenciam a diversidade de olhares acerca dos sujeitos individuais e coletivos que são considerados como integrantes do ‘movimento sanitário’. O Centro Brasileiro de Estudos de Saúde (Cebes) é o ator mais analisado, mas algumas produções direcionam atenção específica a outras organizações. O protagonismo de cada um desses sujeitos varia em cada artigo e depende também do momento histórico analisado. No que se refere às estratégias, destacam-se tanto a ocupação de espaços no aparelho estatal quanto a produção e divulgação de propostas relacionadas com a defesa do direito universal à saúde e com os diversos aspectos da construção do Sistema Único de Saúde. Além disso, foi identificada uma lacuna na produção científica analisada, porquanto os autores dedicam pouca atenção à caracterização dos sujeitos que compõem o ‘movimento’, aspecto essencial para compreender os conflitos e interesses envolvidos na luta política em torno do processo da reforma sanitária.

ABSTRACT This article aims to analyze the scientific production on the Brazilian Health Sector Reform Movement, seeking to characterize the actors involved and the strategies adopted. To that end, a systematic review of articles indexed in the Capes Journal Portal, in SciELO, and in the Virtual Health Library was carried out. The results show the diversity of views on actors that are considered members of the ‘health movement’. The Brazilian Center for Health Studies (Cebes) is the most analyzed actor, but some productions draw specific attention to other organizations. The protagonism of each of these actors varies in each article and also depends on the historical moment analyzed. In relation to the strategies, both the occupation of spaces in the state apparatus and the production and dissemination of proposals related to the defense of the universal right to health, and the various aspects of the construction of the Unified Health System stand out. In addition, a gap in the analyzed scientific production was identified, as the authors devote little attention to the characterization of the actors that constitute the ‘movement’, an essential aspect to understand the conflicts and interests involved in the political struggle around the health reform process.

ABSTRACT The Brazilian Health Sector Reform has been approached from different theoretical and methodological perspectives, and that variety of approaches is what motivated this research. Thus, the aim of this article is to analyze studies about the Health Reform Movement, published between 1987 and 2019, from a systematic review of 28 selected articles, among the 426 collected on the ‘Capes Periodicals Portal’, ‘SciELO’, and ‘Virtual Health Library’. The results indicate that the majority of authors are subjects ethically and politically engaged in the movement and largely use the Marxist approach. Concerning information sources, bibliographic research and consultation of institutional documents or documents published by Health Sector Reform entities were prioritized. However, few studies clearly explain the methodological strategies and the theoretical basis used to perform a textual analysis. It is concluded that the choice of the theoretical and methodological references is related to the professional and political trajectory of the authors, directly impacting on the delimitation of the objects of study and, consequently, on the scope and results of the analyses on the Health Reform Movement.

RESUMO Diversas abordagens desenvolvidas no âmbito das ciências humanas e sociais têm sido utilizadas nas análises políticas em saúde, uma delas é a análise de conjuntura. Com objetivo de sistematizar os principais conceitos, referenciais e estratégias metodológicas desse tipo de estudo e problematizar sua aplicação na área da saúde, foi realizada uma revisão sistemática sobre o tema. Não foi identificada uma única vertente teórica de referência nem um percurso metodológico padrão, mas merece destaque o fato de a maioria dos artigos não se preocupar em explicitar, de maneira clara, teorias e métodos. Os artigos que deram enfoque à dimensão política incluíram, entre seus objetivos, analisar fatos e atores envolvidos. Sobre os artigos que tratam de questões de saúde, foi possível notar maior preocupação com aspectos teóricos e metodológicos, sendo que todos comentaram sobre a relação entre o setorial e outras dimensões de caráter político e/ou estrutural. Ao considerar que a análise de conjuntura tem o propósito de subsidiar a ação, constata-se que, quando limitada a um setor, restringe a visão acerca das determinações que incidem sobre os fatos e atores, inclusive em saúde, condição que pode prejudicar a tomada de decisão.

ABSTRACT Several approaches developed in the humanities and social sciences have been used in the political analysis in health, one of them is the conjuncture analysis. In order to systematize the main concepts, references and methodological strategies of this type of study and to problematize its application in the health area, a systematic review was carried out on the subject. It was not identified a single theoretical reference or a standard methodology, but it is worth highlighting the fact that most articles do not bother to clearly explain theories and methods. The articles that focused on the political dimension included, among their objectives, analyzing facts and social actors involved. Regarding the articles that deal with health issues, it was possible to note a greater concern with theoretical and methodological aspects, and all commented about the relationship between the sectorial and other dimensions of a political and structural nature. Considering that the conjuncture analysis has the purpose of subsidizing the action, it is observed that when it is limited to a sector, it restricts the vision related to determinations that affect the facts and social actors, including in health, a condition that may harm the decision making.
