RESUMO: O objetivo deste estudo é desenvolver um modelo matemático para otimização da tripulação em sistemas ferroviários urbanos. Neste sentido, o modelo proposto oferece uma solução que considere as quantidades de operadores alocados diariamente em cada jornada de trabalho, bem como prover a distribuição do efetivo em escalas de trabalho, de modo que minimize a quantidade total de operadores necessários, mas sem qualquer penalização às restrições contratuais de trabalho, restrições legais e especificidades práticas apresentadas pelo contexto operacional do sistema. Outro aspecto relevante acerca do modelo proposto é a otimização conjunta tanto do problema de alocação quanto escala, sem a necessidade de utilização de uma tabela de horários como parâmetro inicial ao modelo. Ainda neste trabalho, apresenta-se a aplicação do modelo em um operador de veículo leve sobre trilhos (VLT), na cidade do Rio de Janeiro, ao passo que permita a avaliação prática da capacidade de otimização do efetivo após o emprego do modelo, por meio da comparação entre os resultados computacionais gerados e o efetivo atualmente praticado no operador. Ao final, são testadas algumas alternativas de escalas de trabalho vigentes na legislação brasileira e apresentado seus ganhos diretos na redução do efetivo obtidos pela otimização do modelo, bem como a garantia de uma escala distribuída de forma mais equilibrada, evitando qualquer sobrecarga de trabalho dos operadores ou desvios na legislação vigente. ABSTRACT: This study aims to develop a mathematical model for crew optimization in urban rail systems. In this sense, the proposed model offers a solution that considers the number of operators distributed daily in each working day, as well as providing the distribution of the workforce in work schedules, to minimize the total number of operators needed, but without any penalty to contractual work restrictions, legal restrictions and practical specificities presented by the operational context of the system. Another relevant aspect of the proposed model is the joint optimization of both the shifts and work schedule problem, without the need to use the timetable as an initial parameter for the model. Resumo Este artigo busca identificar, por meio de uma revisão de literatura, as principais iniciativas relacionadas ao transporte urbano de carga (TUC) que vêm sendo implantadas pelo poder público nas cidades em todo o mundo, levantando os impactos que a aplicação dessas medidas gerou em termos de sustentabilidade. Observou-se, por meio da revisão de literatura, que há uma falta de estudos que quantificam as medidas adotadas pelo setor público para o TUC, em especial nos países em desenvolvimento. Assim, desenvolveu-se uma pesquisa survey, com especialistas sobre o tema, com o objetivo de identificar as iniciativas mais indicadas à mitigação dos impactos negativos gerados pelo TUC no contexto das cidades brasileiras, bem como avaliar as principais dificuldades encontradas à implantação das mesmas. As percepções obtidas, comparadas com os resultados quantificados em cidades de diferentes portes ao redor do mundo, fornecem um guia primário que permite aos gestores públicos considerarem não somente as partes interessadas na gestão do TUC, mas também o reflexo que as dimensões populacionais dos municípios possuem sobre a eficácia das medidas pretendidas, possibilitando a escolha de medidas mais adequadas ao contexto de suas cidades.

Abstract This paper seeks to identify, through a Literature Review, the main UFT initiatives implemented by public authorities in cities worldwide, identifying the impacts that the application of such measures has generated in terms of sustainability. Considering the lack of quantitative researches on the impact of the implementation of these UFT initiatives by the public sector identified in the study, especially in the developing countries, a survey was carried out with experts on the subject, aiming to identify the initiatives that are most suitable to mitigate the negative impacts generated by the UFT considering the scenario of Brazilian cities, as well as to evaluate the obstacles found in the implementation of such initiatives. Results obtained, contextualized according to the size of the cities where such measures were implemented, provide a primary guide to a public manager that considers not only the stakeholders in the UFT management but also the population context of the municipality, its capacities, and limitations, aiming to select measures with the best possible match between expected goals and results obtained.

Abstract Paper aims This study aims to analyze the travel behaviors changings and the emissions reduction of CO2, CO, NOx and Particulate Matter (PM) promoted by the bicycle sharing system in the city of Rio de Janeiro. Originality The bicycle sharing systems have been experiencing rapid development in recent years, however, few empirical studies explore comprehensively the externalities of bicycle sharing, seeking to quantify the impacts of this travel system type on urban transport. Research method The research method used a modal distribution model calibrated with stated preference interviews and travel data provided by Tembici company. Main findings Results indicated a reduction in 2018 CO2 emissions compared to the existing system in 2014, not only because of the increase in the bicycle sharing system offer, but also due to a higher transfer rates from motorized transport to bicycle, particularly those originated from public transport and Transportation Network Company (TNC) services. Implications for theory and practice Results reveal the bicycle sharing in the city of Rio de Janeiro should be understood as a part of a process of adopting multimodality, with effective reductions achieved by the incentive to change passenger’s travel behavior.
