Abstract Seismic tomography has been extensively used in geophysics for different purposes, including geological mapping, characterisation of inner earth structure and prospecting for oil and gas. In geophysics, seismic or electromagnetic waves are commonly used to provide tomographic information. In the geotechnical area, seismic tomography is emerging as a promising technique that can be used to determine the spatial variability of shear wave velocities and hence the small strain stiffness of geomaterials, especially when used in the centrifuge where in-situ stress conditions can be mimicked closely. This paper describes the development of a seismic tomography technique in the centrifuge. This technology can be used to image variations of soil stiffness under various mechanical, chemical and physical conditions. The paper describes the various components of the system, which includes arrays of small-size bender elements, hardware and software used to transmit, receive and acquire the shear wave signals during a centrifuge test. The paper illustrates the performance of the system at both 1g and in the centrifuge. Results of tomographic inversion performed on travel-time data obtained from these tests are discussed.

Abstract This paper presents a numerical evaluation, using PLAXIS 2D finite element software, of the effects of varying the distance of the heavy compaction from the face in a geosynthetic reinforced soil wall (GRSW). The main effects studied were the tensions in the reinforcements and the horizontal deformations of the face, including the influence of the type of shear strength envelope (total stresses or effective stresses) of the soil. In this study, a young gneiss residual soil (silty sand) was studied to obtain the grain size distribution, index properties and parameters of strength and deformability. This soil was considered for backfill in hypothetical sections of GRSW. The numerical results contributed to a better understanding of the GRSW behaviour, with evaluations closer to real field conditions. In the analyses carried out, when increasing the heavy compaction distance from the face, there are tendencies pointing to the reduction of the tensions in the reinforcements, displacement toward the interior of the soil mass of the points at which the maximum reinforcement tension occurs and reduction of the horizontal deformations of the face.

Resumo O artigo analisa como policiais de baixa patente da Polícia Militar de Minas Gerais (praças) com formação superior percebem a sua organização, a sua carreira e a relação com a sociedade. A pesquisa aborda um ponto controverso no estudo sobre a polícia: o papel da educação superior. No caso brasileiro esta questão é reforçada pela existência de dois níveis hierárquicos em seus policiais militares: oficiais e praças. O estudo adotou metodologia qualitativa baseada em entrevistas semiestruturadas. A partir da análise dos dados, quatro categorias emergiram: capacidade crítica; conflitos hierárquicos; ausência de reconhecimento profissional; abandono da carreira. Em linhas gerais, os policiais apontam que a formação superior confere maior capacidade de discernimento nas ações cotidianas, mas também reforça os conflitos com o oficialato. Apesar disso, não há valorização pelo investimento pessoal realizado. Logo, esse contingente de novos policiais cada vez mais educados e capazes de fornecer uma base sólida para o exercício de um novo modelo de policiamento em sua maioria tem um único desejo: deixar a instituição. A pesquisa conclui que o modelo de dupla entrada das polícias brasileiras afasta os policiais com formação superior e aponta a necessidade de inserção do tema da mudança do modelo organizacional em uma agenda ampla de reformas das polícias.

Abstract This article analyses how low rank officers at Military Police of Minas Gerais with higher education understand their organization, their career and the relationship with society. The research touches a controversial topic in police studies: the role of higher education. In Brazil this issue is stressed by the existence of two hierarchical levels in the Military Police: soldiers and officers. The study adopted a qualitative methodology based on semistructured interviews. Four categories emerged from the data: 1 – critical capacity; 2 – hierarchical conflicts; 3 – absence of recognition and professional acknowledgement; 4 – leaving the career. Police officers affirm that higher education grants more discretional capabilities in daily work, but reinforces conflicts with high rank officers. Furthermore, there is professional acknowledgement for holding a higher education degree. Thus, this new contingent of educated police officers that could be part of a more innovative practice has one desire: leaving the institution. As a conclusion the research affirms that a two-hierarchical model drives low rank police officers to leave the career. Additionally, this is an issue in the Brazilian police reform agenda.

A utilização da informação no planejamento da atividade policial se coloca como uma das principais questões no debate sobre os paradigmas de segurança pública contemporâneos. Dessa forma, as estatísticas criminais situam-se como importante instrumento neste processo. Este artigo busca promover uma reflexão sobre o uso das estatísticas criminais pelos profissionais de segurança pública como uma fonte de informação para o planejamento de suas ações. Para tal, foram abordadas três variáveis consideradas centrais para o desenvolvimento da discussão: os paradigmas de policiamento contemporâneos, a utilização e as funcionalidades das estatísticas no planejamento da atividade policial, e a utilização das estatísticas criminais por parte dos profissionais de segurança pública tendo em vista o contexto organizacional no qual estão inseridos. A conclusão do artigo aponta para a necessidade de se observarem a cultura e a estrutura das instituições policiais como elementos centrais no desenvolvimento de um modelo de policiamento marcado pela inteligência, pró-atividade e prevenção à criminalidade.

The use of information on the planning of police activities is one of the core issues concerning the debate on the contemporary public security paradigms. Thus, the criminal statistics are an important instrument in this process. This article promotes a discussion about the usage of criminal statistics as a source of information in their planning actions. Three variables were considered on the paper's development: the contemporary policing paradigms; the usage and the functionalities of criminal statistics in their planning activities; and the usage of criminal statistics by law enforcement officers and their organizational context. As a conclusion, the paper considers the necessity to observe the culture and structure of police institutions as a key element in a model of policing based on intelligence, pro-activity and crime prevention.

Este artigo diz respeito à participação popular nos processos de planejamento e implementação de políticas de gestão do uso do solo urbano por uma instância do poder municipal no Brasil. O foco de reflexão do trabalho busca analisar o processo de participação popular previsto na constituição brasileira, no caso da gestão municipal, e sua efetivação concreta nos sistema de água e saneamento na região de Itaipu, no município de Niterói, RJ. A partir desta análise teórica e empírica, o trabalho se propõe a discutir de que forma o aparato institucional e a cultura cívica existentes podem ser facilitadores ou não à participação pública na gestão municipal.

This article concerns the participation of the general public in the planning and implementation of urban policies in a local authority in Brazil. The focus of this work is to analyze popular participation, foreseen in the Brazilian Constitution in the case of the municipal management, and its concrete effectiveness in the water and sewerage system in the Itaipu region of Niterói in Rio de Janeiro. From the theoretical and empirical analysis, we discuss how the current institutional apparatus and civic culture can or cannot be a facilitator for popular participation in municipal management.

Este artigo pretende analisar o processo de construção institucional da Defensoria Pública do Estado do Rio de Janeiro. O texto discute a sua transformação de uma instituição concebida para tratar de questões jurídicas individuais num espaço de defesa dos direitos difusos, coletivos, e individuais. A nova modelagem institucional se caracteriza pela autonomia em relação ao Poder Executivo e pela existência de garantias institucionais próximas do Poder Judiciário e do Ministério Público. Essa nova modelagem se apresenta num contexto de ampliação da presença do direito na sociedade brasileira, em virtude do fortalecimento dos princípios democráticos estabelecidos pela Constituição Federal de 1988.

This article intends to analyze the process of the institutional construction of the Public Defender's Office of the State of Rio de Janeiro. It discusses the change from an office designed to deal with individual legal questions to an institution for the de-fense of wide-ranging individual and collective rights. The autonomy from the Executive Branch and the existence of institu-tional guarantees close to the Judiciary and to the Public Prosecution Service characterizes this new institutional model. This new model takes place in the context of the expansion of the presence of rights in Brazilian society due to the strengthening of the democratic principles of the 1988 Federal Constitution.

Este artigo se baseia em dois relatórios elaborados por uma equipe da EBAPE/FGV, a partir das discussões mantidas durante os colóquios iniciais sobre a reforma universitária. Seu objetivo é possibilitar a compreensão do processo de reforma universitária em curso no país, pela análise do ponto de vista das entidades da sociedade civil participantes desses encontros. O artigo procura examinar a construção da lei , a partir dos elementos consensuais identificados nas discussões.

This article is based on two Ebape/FGV reports on the issues discussed on the initial meetings about the universities system reform in Brazil. It tries to understand the ongoing process of universities system reform. Therefore, the paper tries to analyze civil society groups' perspectives on the issues discussed on the meetings. The article tries to understand the legal framework based on consensual elements identified in the meeting's discussion process.

This article aims to analyze the relationship between the law and the media in a context of judicialization of social relations. After analyzing the implications of this issue, the article affirms that a general theory of the media and law fails to properly explain the problem, since existing analyses are based on a relationship among individuals' attitudes towards official law. A better understanding of the topic requires an analysis of the type of program and the presence of concepts concerning fairness as differentiated from those expounded by operators of the law. The article concludes that this is the most appropriate way to verify popular concepts of justice appearing in a variety show.

Dans cet article, on cherche à analyser les rapports entre le droit et les média dans un contexte où les rapports sociaux se trouvent de plus en plus sous l'angle du juridique. Après une analyse des conséquences de ce fait, on soutient qu'une théorie générale à propos des média et du droit ne réussit pas à expliquer correctement le problème. Car les analyses, jusqu'à présent, s'en tiennent à une relation entre les attitudes des individus vis-à-vis du droit officiel. Pour mieux saisir le sujet, il faut tenir compte du genre de programme et de l'existence de conceptions sur ce qui est juste à la diffèrence de celles des gens du droit. On pense que c'est la façon la plus appropriée de reconnaître des conceptions populaires de justice dans une émission de variétés.
