ABSTRACT Classical developmentalism was heterodox economics that showed countries require a moderate intervention of the state in the economy to industrialize and catch up. Abstract The aim of this article is to argue that New-Developmentalism -understood as an approach to the deep determinants of economic development in which macroeconomic policy regime has a key role in explaining the long-term growth differentials among countries, notably middle-income countries- is not incompatible with Balance of Payments Constrained Growth models pioneered and developed by Professor Thirlwall, but can be considered an extension and improvement of such a class of models in order to incorporate structural change induced by exchange rate overvaluation as the main limit of long-run growth for middle-income dual economies, thereby explaining the so-called middle-income trap.

ABSTRACT The aim of this paper is to investigate the long run sustainability of a growth path led by multiple non-creating capacity autonomous expenditures in a demand led-supermultiplier model for a small open economy. ABSTRACT This short paper offers some critical remarks on Palley’s critical assessment of New Developmentalism. It argues that Palley’s criticism is based on a narrow view of the Brazilian New Developmentalist school and largely ignores the work of other members of this school and even other writings by Bresser-Pereira. This “original sin” in Palley’s assessment leads him to associate New-Developmentalism unfairly with Neo-Liberalism, as well as setting up a false opposition between Classical Developmentalism and New Developmentalism, rather than seeing both as strands of developmental theory designed for different historical phases of Latin American development.

RESUMEN Este breve artículo ofrece algunas observaciones críticas sobre la valoración que hace Palley del nuevo desarrollismo. Sostiene que la crítica de Palley se basa en una visión estrecha de la escuela brasileña del nuevo desarrollismo e ignora en gran medida el trabajo de otros miembros de esta escuela e incluso otros escritos de Bresser-Pereira. Este “pecado original” en la evaluación de Palley le lleva a asociar injustamente el nuevo desarrollismo con el neoliberalismo, así como a establecer una falsa oposición entre el desarrollismo clásico y el nuevo desarrollismo, en lugar de ver ambos como vertientes de la teoría del desarrollo diseñadas para diferentes fases históricas del desarrollo latinoamericano.

ESC significa aumentar a participação do setor manufatureiro verde no PIB e no emprego para aumentar a eficiência ambiental da economia. A sobrevalorização da taxa de câmbio causada pela doença holandesa e o crescimento com poupança externa podem prejudicar as indústrias manufatureiras verdes ainda mais do que as indústrias manufatureiras marrons. ABSTRACT Article aims to integrate New Developmentalism with Ecological View by means of the concepts of Ecological Structural Change (ESC) and Eco-Developmental Class-Coalition (EDCC). ESC means to increase the share of green manufacturing sector in GDP and employment for increasing the environmental efficiency of the economy. Exchange rate overvaluation caused by Dutch disease and growth with foreign savings can harm green manufacturing industries even more than brown manufacturing industries. ESC needs the existence of an EDCC that can be made difficult to occur if exchange rate over-valuation is not removed through taxes over commodities exports, capital controls and a dual mandate for the Central Bank.

RESUMO O presente artigo tem por objetivo fazer uma análise crítica da proposta de reforma administrativa apresentada pela PEC 32/2020. Como iremos argumentar, a proposta não resolve nenhuma das distorções que se dispõe a eliminar, enfraquece o poder de intervenção do Estado Brasileiro sobre o sistema econômico, diminui a autonomia dos servidores públicos e desestimula a contratação de funcionários públicos qualificados e motivados, tendo como provável consequência a redução da oferta e da qualidade dos serviços públicos. Dessa forma, o resultado da reforma administrativa é o enfraquecimento do Estado do Bem-Estar Social no Brasil.

ABSTRACT This article aims to make a critical analysis of the proposal for administrative reform presented by PEC 32/2020. As we will argue, the proposal does not solve any of the distortions that are willing to eliminate, weakens the power of intervention of the Brazilian State over the economic system, decreases the autonomy of public servants and discourages the hiring of qualified and motivated civil servants, having as probable consequence the reduction of the supply and quality of public services. Thus, the result of administrative reform is the weakening of the State of Social Welfare in Brazil.

RESUMO O objetivo deste trabalho é analisar o comportamento e os determinantes das exportações dos estados brasileiros, por níveis de intensidade tecnológica, para o período de ascensão nos preços das commodities. Os resultados mostraram que setores de maior tecnologia perderam representatividade nas exportações e que a taxa real de câmbio pode facilitar o acesso de setores estratégicos no mercado internacional.

RESUMO Este artigo tem como objetivo apresentar o recente debate sobre o Modelo Supermultiplicador Sraffian (SSM), que ganhou notoriedade no ambiente acadêmico após a polêmica entre Peter Skott (2016) e Marc Lavoie (2016, 2017) sobre a especificação da função de investimento dos novos modelos kaleckianos de crescimento e distribuição de renda. Lavoie usou o modelo SSM como uma tentativa de resgatar os modelos neo-kaleckianos das críticas devastadoras feitas por Peter Skott (2010) sobre a especificação da função de investimento. Nesse contexto, não apenas argumentaremos que essa operação de resgate não foi bem-sucedida, mas também questionaremos a capacidade dos modelos SSM de servir como um “fechamento alternativo” para modelos heterodoxos de crescimento e distribuição de renda, devido a três deficiências fundamentais da abordagem SSM, que são: (i) a hipótese de que o grau normal da utilização da capacidade produtiva é uma variável exógena; (ii) o investimento em expansão da capacidade é totalmente endógeno; e (iii) a aplicabilidade dessa abordagem a partir de uma estrutura de economia fechada. Também argumentaremos que os modelos kaldorianos de crescimento, que são um dos fundamentos teóricos da chamada Macroeconomia Desenvolvimentista, e modelos consistentes de fluxo de ações (SFC) parecem ser alternativas muito mais promissoras para o desenvolvimento de teorias heterodoxas de crescimento e distribuição de renda.

ABSTRACT This paper aims to present the recent debate about Sraffian Supermultiplier Model (SSM), that gained notoriety in the academic environment after the controversy between Peter Skott (2016) and Marc Lavoie (2016, 2017) on the specification of the investment function of the Neo-Kaleckian models of income growth and distribution. Lavoie used the SSM model as an attempt to rescue the Neo-Kaleckians models of the devastating criticism made by Peter Skott (2010) regarding the specification of the investment function. In this context, we will not only argue that this rescue operation was not successful, but we will also question the capacity of SSM models to serve as an “alternative closure” for heterodox models of income growth and distribution, due to three fundamental shortcomings of the SSM approach, which are: (i) the hypothesis that the normal degree of utilization of the productive capacity is an exogenous variable, (ii) that investment in capacity expansion is totally endogenous; and (iii) the applicability of this approach out of a closed economy framework. We will also argue that the Kaldorian models of growth, which are one of the theoretical foundations of the so-called Developmentalist Macroeconomics, and stock-flow consistent models (SFC) seem to be much more promising alternatives for the development of heterodox theories of growth and income distribution.

RESUMO O objetivo deste artigo é mostrar que a obtenção de um nível competitivo para a taxa de câmbio real é uma condição necessária, embora não suficiente, para a recuperação dos países de renda média aos países desenvolvidos. Também é necessária uma mudança nas expectativas de longo prazo da taxa de câmbio real por parte dos empreendedores, o que exige a eliminação das causas subjacentes da tendência de supervalorização da taxa de câmbio real, que engloba a doença holandesa e a liberalização da conta de capital. Devido à existência de hiato tecnológico, a taxa de câmbio de equilíbrio industrial nos países de renda média pode ser maior o suficiente para compensar as empresas domésticas pelo atraso tecnológico em relação às empresas dos países desenvolvidos. Isso significa que há um espaço para as políticas industriais e de ciência e tecnologia no quadro teórico novo-desenvolvimentista.

ABSTRACT The aim of this article is to show that the achievement of a competitive level for real exchange rate is a necessary, although not sufficient condition for the catching-up of middle-income countries to developed countries. It is also required a change in the long-term expectations of real exchange rate by entrepreneurs which requires the elimination of the underlying causes of the tendency of overvaluation of real exchange rate, that encompass the Dutch Disease and capital account liberalization. Due to the existence of technological gap, industrial equilibrium exchange rate in middle-income countries may be higher enough to compensate domestic firms for their technological backwardness relative to firms of developed countries. This means that there is a space for Industrial and Science and Technology Policies in the New-Developmentalist theoretical framework.

RESUMO o presente artigo tem por objetivo apresentar as origens e as proposições fundamentais da Doutrina Social da Igreja Católica (doravante DSI) e seus possíveis pontos de contato e de diálogo com a economia social de mercado (doravante ESM), de origem alemã, e com o novo desenvolvimentismo (doravante ND), originado a partir do Consenso de São Paulo. Não se trata obviamente de afirmar que a ESM e o ND são desdobramentos diretos da DSI; ou que esta seja plenamente compatível com as duas primeiras. Nosso objetivo neste artigo é mostrar os pontos nos quais a ESM e o ND tem em comum com a DSI; de maneira a ampliar o escopo de apoio político ao novo desenvolvimentismo na sociedade brasileira, argumentando que um desenvolvimentismo em sentido amplo - que inclui tanto a ESM como o ND - não são incompatíveis com a DSI e, dessa forma, com a visão Cristã sobre o Mundo, o Homem e os Sistemas Econômicos. Do ponto de vista da Doutrina Social da Igreja, as proximidades entre ESM e ND são suficientes para afirmar que é perfeitamente razoável ver a abordagem ND da economia como um bem possível que oferece respostas críveis e bastante precisas aos problemas e preocupações apresentados pelos pontífices da Igreja Católica. Dado que a DSI é base inspiradora de muitos movimentos políticos relevantes, como a democracia cristã, é extremamente relevante analisar as possibilidades políticas do novo desenvolvimentismo nos mais variados campos do espectro político.

ABSTRACT The purpose of this article is to present the fundamental origins and propositions of the Social Doctrine of the Catholic Church (hereinafter DSI) and its possible points of contact and dialogue with the social market economy (hereinafter ESM), of German origin, and with the New Developmentalism (hereinafter ND), originating from the São Paulo Consensus. It is obvious that we are not saying that ESM and ND are direct developments of the DSI; or that DSI is fully compatible with the first two. Our goal in this article is to show the points in which ESM and ND have in common with the DSI; in order to broaden the scope of political support to new developmentalism in Brazilian society, arguing that a Developmentalism in a broad sense - which includes both the ESM and the ND - are not incompatible with the DSI and thus with the Christian vision on the World, the Man and the Economic Systems. From the viewpoint of the Social Doctrine of the Church, the vicinity between ESM and ND are sufficient to affirm that it is perfectly reasonable to see the ND approach of the economy as a possible well that offers credible and fairly accurate responses to the problems and concerns posed by the Popes of the Catholic Church. Since the DSI is an inspiring basis for many relevant political movements, such as the Christian Democracy, it is extremely relevant to analyze the political possibilities of the new developmentalism in the most varied fields of the political spectrum.

Resumo Este artigo tem como objetivo apresentar um modelo macrodinâmico Kaldoriano em que o processo de convergência ou divergência entre o Norte (desenvolvido) e o Sul (em desenvolvimento) é uma função da mudança estrutural e do hiato tecnológico. A participação da indústria na economia do Sul e o hiato tecnológico se tornaram endógenos para explicar a dinâmica do crescimento compatível com o equilíbrio no Balanço de Pagamentos. Para que ocorra o processo de catching up, há a necessidade do aumento das atividades inovativas do Sul. O modelo desenvolvido exibe equilíbrios múltiplos: um estável e outro instável. No equilíbrio estável, o Sul deve apresentar, conjuntamente, maior desenvolvimento do seu Sistema Nacional de Inovações e elevados efeitos de spillovers industriais em relação ao nível de hiato tecnológico existente.

Abstract The main objective of this work is to present a macrodynamic Kaldorian model in which the process of convergence or divergence between the North (developed) and the South (developing) is a function of the structural change and technological gap. The manufacturing share in the Southern economy and the technological gap are endogenous and explain the dynamics of economic growth compatible with the Balance of Payments equilibrium. In order for the catching up process to take place, there is a need to increase the innovative activities of the South. The developed model exhibits multiples equilibriums: one stable and the other unstable. In the stable equilibrium, the South must present greater development of its National System of Innovations and high effects of industrial spillovers in relation to the existing technological gap.

RESUMO Fernando Cardim de Carvalho (1953-2018) foi o mais importante economista pós-keynesiano brasileiro. ABSTRACT Throughout this article we try to evaluate the theoretical robustness of the so-called New Theorem of Pasinetti, according to which in an economy in which the differentiation between the propensities to save from the profits and the salaries is due to the nature of the business income, not the affiliation to a specific social class; the rate of profit along the Golden Age growth path is independent of workers ‘propensity to save, being determined by the firms’ profit retention coefficient, by the fraction of the investment firms wish to finance with third-party resources and by the natural rate growth.

RESUMO O presente artigo tem por objetivo desenvolver um modelo kaldoriano de crescimento que (i) incorpore a restrição de balanço de pagamentos, eliminando assim a inconsistência presente nos MCRBP; e (ii) estabeleça um mecanismo pelo qual o nível da taxa real de câmbio possa afetar o crescimento de longo prazo das economias capitalistas. Uma inovação importante introduzida no modelo que será desenvolvido ao longo desse artigo é a hipótese de que o coeficiente de Kaldor-Verdoorn - que capta a sensibilidade da taxa de crescimento da produtividade do trabalho com respeito a taxa de crescimento do produto real - depende da participação da indústria no PIB. Essa hipótese permitirá introduzir no modelo a possibilidade de mudança estrutural , a qual é entendida como um processo dinâmico mediante o qual a participação da indústria no produto se altera ao longo do tempo. Dessa forma, será possível analisar as propriedades dinâmicas do modelo tanto no caso em que a estrutura produtiva é mantida constante (caso sem mudança estrutural), como no caso em que a mesma se altera em decorrência de algum processo econômico (caso com mudança estrutural).

ABSTRACT The objective of the present article is to develop a Kaldorian Growth model that (i) had a balance of payments constraint, in order to eliminate the inconsistency of balance of payments growth models; and (ii) defines a precise mechanism by which the level of real exchange rate can affect long-term growth. An important innovation introduced in the model is the idea that Kaldor-Verdoorn coefficient - that measures the sensibility of growth rate of labor productivity to output growth - depends on the share of manufacturing output on GDP. This hypothesis allowed us to introduce the possibility of structural change, defined as a dynamic process by which the share of manufacturing industry on real output could change over time. In this case, it will be possible to analyze the dynamic properties of the model either in the case where productive structure is kept constant (case with no structural change), as in the case where it evolves over time as a result of some economic process (case with structural change).
