The transformations the Middle East has been through since the Arab uprisings of the 2010s, also known as the Arab Spring, have been the subject of intense debate in the literature. In this regard, a relevant issue is the role played by the countries of the Cooperation Council for the Arab States of the Gulf (GCC) and Russia in the face of the United States’ regional influence. Is Russia’s involvement in the Gulf determined exclusively by the logic of great power rivalry, or are there specific dynamics in GCC-Russia relations? Why have GCC states been seeking to diversify their relations with the great powers, a process that includes varying degrees of engagement with Russia, since the context of the Arab uprisings? Taking into account these questions, this article aims to analyze the interactions between Russia, the United States, and the GCC countries since the Arab uprisings of the 2010s. It is argued that, although the intensification of Russian involvement in the Gulf has been enabled by the perception of a US withdrawal from the region, such involvement has an autonomous character based on mutual interests with the GCC countries. Isso faz com que os moradores de Gaza usem expressões como ‘morte lenta’ ou ‘morte em vida’ para descrever suas vidas. Este artigo analisa seis contos do livro de ficção científica ‘Palestine +100: Stories from a century after the Nakba’ (2019) para investigar como o colonialismo israelense impacta a produção ficcional palestina sobre Gaza. Abstract The contemporary case of settler colonialism in Palestine/Israel generates debates about the different types of violence – physical, territorial, and mental – experienced by the Palestinians. For more than 15 years, the Gaza Strip has been under blockade and isolated from the other Palestinian territories and the world. This reality has led to interpretations of Gaza as a laboratory, where remote-controlled weapons and the limits of human survival are tested. This makes Gazans use expressions such as ‘slow death’ or ‘living death’ to describe their lives. This article analyses six short stories from the science fiction book ‘Palestine +100: Stories from a century after the Nakba’ (2019) to investigate how the Israeli settler colonialism impacts Palestinian fictional production on Gaza. We argue that the persistence of the Nakba in the Palestinian present through continued expulsions, destruction and assassinations by Israel has made life an everyday dystopia. Furthermore, it made Palestinians’ imaginations regarding their future no longer utopian dreams of liberation, but dystopian and cyclical nightmares of confinement and death. Living eternally in the nightmare, as observed in Palestinian artistic productions, works as a colonial counterrevolutionary strategy. Resumo As características que qualificam a identidade curda são reconhecidas entre seus membros há muito tempo, mas a capacidade de constituir grupos politicamente organizados entre essa população variou ao longo da história. Para compreender a complexidade da questão curda no Oriente Médio, é preciso analisar a forma pela qual eles se organizam politicamente, levando em consideração suas ideologias, particularidades do Estado em que se encontram, e, principalmente, as tensões políticas e disputas internas de seus movimentos. Além disso, é fundamental inserir a reivindicação de autonomia dos curdos no contexto da evolução da guerra civil na Síria de modo mais amplo, por ser esse um dos principais motivos do crescente envolvimento da Turquia e das grandes potências na região.

Abstract The characteristics that qualify the Kurdish identity have long been recognized among its members, but the ability to form politically organized groups among them has varied throughout history. In order to understand the complexity of the Kurdish question in the Middle East, it is necessary to analyze the way in which they organize themselves politically, taking into account their ideologies, particularities of the State in which they find themselves, and, most of all, the political tensions and internal disputes of their movements. In addition to that, it is essential to insert Kurds’ claim on autonomy in the context of the evolution of the civil war in Syria in a broader sense, as this is one of the main reasons for the growing involvement of Turkey and the great powers in the region.

Resumo Os contratos de agências privadas com a Central de Inteligência Americana (CIA) e suas atividades de combate ao terrorismo, após os atentados de 11 de Setembro, foram um dos principais responsáveis pela expansão do mercado de segurança privada no Iraque. Este artigo pretende relacionar o papel crescente dos atores privados na estratégia de contraterrorismo da coalização liderada pelos EUA no contexto da ocupação do Iraque. Entendemos que falta de controle das atividades das empresas privadas de segurança tornam-se funcionais para as democracias liberais quando se envolvem nesse tipo de ação armada. Ou seja, um dos fatores responsáveis pela ascensão das Empresas Militares de Segurança Privada (PMSCs, na sigla em inglês) se relaciona à resposta a um ambiente em mudança operacional no terreno onde ocorrem as “novas guerras”. O fato de o inimigo mais fraco poder ter influência sobre a coesão nacional das grandes potências, impondo custos políticos e econômicos significativos a seus adversários, faz com que a guerra seja travada além das operações militares no campo de batalha. Nossa hipótese é que os EUA, e a coalização militar que liderou a invasão do Iraque, procuraram gerenciar os riscos políticos (legitimidade) e os riscos de vida (para os combatentes e civis), considerados além daquilo que a opinião pública está disposta a aceitar. A estratégia revela-se num processo de transferência de risco para novas organizações civis de prestação de serviços, menos visíveis, de forma a tornar extremamente difícil imputar responsabilidades.

After the September 11 attacks, private agencies contracts with the CIA and its anti-terrorism activities were a major contributor to the expansion of the private security market in Iraq. This paper aims on relating the growing role of private actors in the counterterrorism strategy of the coalition led by the US in the context of the Iraq occupation. We understand that the lack of control on private security companies’ activities became functional for the liberal democracies engaged in this kind of armed action. In other words, the response to a transforming operational environment where the “new wars” happen is one of the factors leading to the rise of the PMSCs. The fact that the weakest enemy can impact the national cohesion of the great powers, imposing significant political and economic costs on their opponents, demands waging war beyond the military operations on the battlefield. Our hypothesis is that the US, and the military coalition that led the Iraq invasion sought to manage political risks (legitimacy) and the risk of life (for combatants and civilians), considered beyond what the public opinion is willing to accept. The strategy is to transfer risks to new civil contractor organizations, less visible, so as to make it extremely hard to determine liability.
