Resumo: O objetivo deste artigo é analisar como o rodoviarismo tornou-se um elemento nevrálgico no conjunto da política brasileira na primeira parte do chamado período de democratização, entre a queda do Estado Novo, em outubro de 1945, e o término do governo provisório de Nereu Ramos, em 1956. Ancorado na teoria de Nunes ( 1997 ) das novas gramáticas políticas nas relações entre Estado e sociedade a partir do Estado Novo (1937-1945) e em farta pesquisa empírica, procura-se demonstrar que a força política adquirida pelos agentes do rodoviarismo dependeu, em última instância, do papel assumido pelo Departamento Nacional de Estradas de Rodagem (DNER), que a todo custo buscou manter um grau substancial de “insulamento burocrático” diante da conturbada conjuntura política da época. Abstract: The aim of this article is to analyze how rodoviarismo became a crucial element in Brazilian politics as a whole in the first partof the so-called period of democratization, between the fall of the Estado Novo, in October 1945, and the end of the provisional government of Nereu Ramos, in 1956. Based in Nunes’ theory ( 1997 ) of the new political grammars in the relations between State and society from the Estado Novo (1937-1945) and in extensive empirical research, it seeks to demonstrate that the political strength acquired by the agents of rodoviarismo depended, on last instance, of the role assumed by the National Department of Highways (DNER), which at all costs sought to maintain a substantial degree of “bureaucratic insulation” in the face of the troubled political situation at the time. Resumo Este artigo pretende compreender, em linhas gerais, os motivos que levaram o Estado de São Paulo a se tornar exceção no quadro geral do rodoviarismo brasileiro, partindo do pressuposto de que se antecipou ao país e iniciou a sua “obra rodoviária” quando dispunha de um sistema ferroviário bastante denso, consequência da expansão cafeeira que se verificava desde os anos 1870. Do pioneirismo em atividades de propagação da mentalidade rodoviarista à penetração de seus ideais na máquina pública ainda no primeiro quartel do século XX, houve uma busca contínua e até mesmo compulsiva pela expansão e modernização de seu sistema rodoviário estadual até meados dos anos 1980, resultado do entrelaçamento de uma série de variáveis políticas e econômicas que alçaram São Paulo ao posto de efeito-demonstração para todo o país.

Abstract This article intends to understand, in general lines, the reasons that led the State of São Paulo to become an exception in the general framework of Brazilian rodoviarismo, based on the assumption that it anticipated the country and started its “road work” when it had a quite dense rail system, a consequence of the coffee expansion that had been occurring since the 1870s. From the pioneering activities in the propagation of the highway mentality to the penetration of its ideals into the public machinery in the first quarter of the 20th century, there was a continuous and even compulsive search for the expansion and modernization of its state road system until the mid 1980s, result as an intertwining of a series of political and economic variables that elevated São Paulo to the position of demonstration effect for the whole country.

Em análise estruturada a partir da teoria do espaço geográfico e dos circuitos da economia urbana, este artigo pretende demonstrar as peculiaridades e dinâmicas territoriais que corroboram a inserção do ponto nodal de Uberlândia (MG) como uma das centralidades da rede geográfica do transporte rodoviário de carga, cuja configuração territorial é composta por linhas e nodais que em seu conjunto expressam a organização e estruturação desta atividade na formação socioespacial brasileira. Além disso, evidenciam um processo de seletividade espacial que privilegiou certos pontos e áreas em detrimento de outros, demarcado pela concentração e atuação de seus agentes. A pesquisa conclui que a inserção de Uberlândia na rede geográfica proposta se dá por causa da estreita relação entre os agentes do transporte rodoviário de carga e do setor atacadista-distribuidor.

In structured analysis from the theory of geographical space and the circuits of urban economy, this article aims to demonstrate the peculiarities and territorial dynamics that confirmed the insertion of the Uberlândia (MG) nodal point like one of centralities of road freight transport geographical network, whose territorial configuration consists of nodals and lines which together express the organization and structuring of this activity in the Brazilian social and spatial formation. Furthermore, it show a selective spatial process that privileged certain points and areas in detriment of others, marked by concentration and action of its agents. The research concludes that the inclusion of Uberlândia in the geographical proposed network occurs because of the close relationship between the agents of road freight and wholesaler-distributor sector.
