Resumo O estudo analisa os impactos da pandemia da Covid-19 no mercado de trabalho formal de Santa Catarina entre os anos de 2020 e 2021. Para tanto, inicia com uma revisão das principais mudanças observadas no mercado de trabalho brasileiro. Esses resultados são comparados com as estatísticas para o estado catarinense, a partir de dados da PNADC para o mercado de trabalho em geral e da RAIS para o emprego formal. O artigo também analisa as mudanças em termos da composição e do perfil do emprego, com ênfase nos recortes por setor e subsetor de atividade econômica, bem como no patamar remuneratório dos vínculos formais de trabalho. Os principais resultados revelam que a pandemia causou flutuações semelhantes nos indicadores do mercado de trabalho tanto no Brasil como em Santa Catarina, porém com impactos menos intensos no âmbito estadual, devido à condição de maior nível de formalização do emprego na economia catarinense antes mesmo do início da pandemia. As atividades econômicas com maior necessidade de contato pessoal direto foram as mais prejudicadas, enquanto os serviços empresariais, a indústria e o comércio de bens considerados essenciais apresentaram os melhores resultados. Em relação à renda, houve uma queda de quase 10% nos salários reais médios no período considerado, indicando uma perda de qualidade dos empregos gerados nos anos considerados. Abstract This study analyzes the impacts of the Covid-19 pandemic on the formal labour market in Santa Catarina State between 2020 and 2021. It begins with a review of the main changes observed in the Brazilian Labour Market. The results are compared with statistics for the Santa Catarina State based on data from PNADS for the labour market in general, and from the RAIS for formal employment. The article also analyzes changes in terms of the composition and profile of employment level, with emphasis on the breakdowns by sectors and subsectors of economy activities, as well as the remuneration level of formal employment contracts. The main results reveal that the pandemic caused similar fluctuations in labour market indicators in both Brazil and Santa Catarina, but with less intense impacts at the state level, due to the conditions of a higher level of employment formalization in the Santa Catarina Economy even before the start of the pandemic. Economic activities with the greatest need for direct personal contact were the most affected, while business services, industry and trade in goods considered essential showed the best results. In relation to income, there was a drop of almost 10% in average real wages in the period considered, indicating a loss in the quality of job created in the years considered. Resumo O objetivo deste estudo é analisar os impactos da crise associada à pandemia da Covid-19 sobre o mercado de trabalho brasileiro até o final de 2020. Para tanto, são utilizados principalmente os dados da PNAD Contínua, visando identificar o comportamento da força de trabalho, a dimensão do desemprego gerado, as principais características dos postos de trabalho perdidos e os efeitos sobre a renda do trabalho no período. O mercado de trabalho nacional foi fortemente atingido a partir de março de 2020, registrando quedas inéditas no nível de ocupação. Os trabalhadores mais prejudicados foram aqueles que se encontravam em ocupações informais e mais flexíveis, com menor grau de proteção social. Com a contração da população ocupada e do número de horas trabalhadas, houve uma intensa queda nos rendimentos do trabalho, destacadamente nas menores faixas salariais. Com isso, a pandemia pode ter deflagrado a pior crise da história do mercado de trabalho brasileiro, com impactos duradouros sobre os níveis de emprego e de renda.

Abstract This study aims to analyze the impacts of the crisis associated with the Covid-19 pandemic on the Brazilian labor market until the end of 2020. Therefore, data from PNAD Contínua are analyzed in order to identify the behavior of the labor force, the main characteristics of the jobs lost and the impacts on labor income in that period. The national labor market was strongly hit from March 2020, with a historical slump in the level of occupation. The most affected workers were those who were in informal and more flexible occupations, with a lower degree of social protection. With the contraction of the employed population and the number of hours worked, there was an intense fall in labor income, especially in the lowest salary ranges. As a result, the pandemic may have triggered the worst crisis in the history of the Brazilian labor market, with lasting impacts on employment and income levels.

RESUMO Neste artigo analisam-se possíveis efeitos da crise econômica associada à pandemia da Covid-19 sobre o mercado de trabalho brasileiro. Na primeira parte do trabalho são analisados os dados recentes da PNAD Contínua para estabelecer um breve panorama do mercado de trabalho às vésperas da pandemia, destacando-se as principais tendências sobre a evolução do desemprego e da ocupação nos distintos setores de atividade econômica, bem como sobre os rendimentos do trabalho. Já na segunda parte do estudo são discutidas as medidas adotadas pelo Governo Federal no que se refere ao emprego e à renda e seus prováveis impactos sobre os trabalhadores. Finalmente, a terceira contém as considerações finais do trabalho, momento em que se procura elucidar os principais problemas para a agenda dos trabalhadores diante da nova conjuntura econômica, social e política do país.

ABSTRACT This article analyzes the possible effects of the economic crisis associated with the COVID-19 pandemic on the Brazilian labor market. In the first part of the work, recent data from the Continuous PNAD is analyzed to establish a brief overview of the labor market on the eve of the pandemic, highlighting the main trends on the evolution of unemployment and occupation in the different sectors of economic activity, as well as on income from work. In the second part of the study, the measures adopted by the Federal Government with regard to employment and income and their probable impacts on workers are discussed. Finally, the third contains the final considerations of the work, a moment in which it seeks to elucidate the main problems for the workers’ agenda in the face of the new economic, social and political situation in the country.
