Apresenta-se a Operação Urbana Consorciada como um dos instrumentos urbanísticos mais utilizados nas quatro últimas gestões da prefeitura de São Paulo. Embora criticado como estratégia de atendimento aos interesses imobiliários dos bairros mais valorizados, exige, por lei, o debate e a participação da população e de todos os agentes envolvidos no processo de elaboração e gestão. A Operação Urbana Vila Sônia foi anunciada e apresentada em 2004 e segue frequentando os noticiários e jornais, alarmando a população da região do Butantã, mesmo sem ter sido aprovada na Câmara dos Vereadores. Serve como exemplo da dificuldade da prefeitura em dialogar com os movimentos sociais.
