Entre la guerra de la Independencia y la Constitución de 1837 se suceden en territorio peninsular y en las posesiones americanas del Imperio español múltiples sucesos que acabaron por señalar el camino que siguió el liberalismo peninsular para dilucidar una vieja cuestión: la del ordenamiento jurídico y político que debía aplicarse en los territorios de Ultramar. Lejos de tener el liberalismo peninsular una opinión monolítica respecto a los dominios coloniales, el estudio del caso puertorriqueño nos muestra cómo hubo diferentes "sensibilidades" dentro del liberalismo y cómo éstas coexistieron incluso dentro de la Administración insular de los períodos absolutistas. Los procesos bélicos que llenan la historia peninsular en todo el período de estudio y los desastres naturales que afectan al suelo puertorriqueño -especialmente virulentos en la década de los treinta del siglo XIX- contribuyeron a un estado de cosas que condujo al alejamiento progresivo de las elites locales respecto a la política fiscal colonial seguida por la metrópoli. Este descontento, de base fiscal, se retroalimentó con las medidas políticas que la Constitución de 1837 introduce: la expulsión de los diputados americanos de las Cortes por un lado y la no aplicación de la normativa constitucional en las Antillas y Filipinas, dando lugar a una situación delicadísima que estuvo a punto de poner en peligro la estabilidad e incluso la existencia del llamado Imperio insular.

Between the War of Independence and the Constitution of 1837, the Spanish metropolis and its American colonies experienced multiple events that eventually shaped the form that peninsular liberalism took to elucidate an old issue: the legal and political reordering that should be applied in the overseas territories. Liberalism did not have a monolithic position concerning the Spanish American colonies. As the Puerto Rican case study demonstrates, there were different "sensibilities" within liberal thinking and they co-existed even within the insular Administration during periods of absolutist rule. The wartime conditions that characterized peninsular history throughout the period of study and the natural disasters affecting Puerto Rico -which were particularly virulent in the 1830's- contributed to a state of affairs that led to the progressive alienation of the local elites as a result of the fiscal policy followed by the colonial metropolis. This discontent, which was based on issues of taxation, was further intensified by the policy changes introduced by the Constitution of 1837: the expulsion of the American deputies from the Spanish Parliament on the one hand and the non-application of constitutional law in the Indies and the Philippines on the other, all of which generated a delicate situation that threatened to endanger the stability and even the existence of so-called insular empire.

Located in the polluted basin of Guadaira's river (Andalusia, Spain), the Pozo Amargo's spa is a good example of a rich architectonical heritage related to water that inhabitants have created over the last few centuries. This heritage has suffered a similar degradation to the river, but both the citizen's movement and the Administration's response have made possible the mitigation of both situations. Nowadays, the restoration of the former spa can be an exciting initiative that joins the environmental improvements and the landscape value of the Alto Guadaira's with the recovery of artistic and ethnographic heritage of this area. Moreover, it will make possible the launching of a pioneering experience of a landscape's project applied to touristic and health destinations that can generate wealth in the area.

Ubicado en la contaminada cuenca del río Guadaíra (Andalucía, España) el balneario de Pozo Amargo es una buena muestra del rico patrimonio arquitectónico vinculado al agua que han generado sus habitantes a lo largo de estos últimos siglos. Este patrimonio ha experimentado un abandono similar al del propio río pero tanto el movimiento ciudadano como la respuesta de la administración han permitido paliar ambas situaciones. Hoy en día, la rehabilitación del antiguo balneario puede suponer una interesante iniciativa que aúne la mejora ambiental y paisajística del alto Guadaíra con la recuperación del patrimonio artístico y etnográfico de la zona, así como la puesta en marcha de una experiencia pionera de proyecto paisajístico aplicado a destinos turísticos de salud capaz de generar riqueza en la zona.

El estudio de la trayectoria ideológica del médico, burócrata y escritor venezolano José Domingo Díaz permite adentrarnos en el mundo de la propaganda y del periodismo en la época insurgente. Su visión "realista" y proespañola del incipiente proceso republicano nos aporta el contraste necesario para vislumbrar una perspectiva que se abre paso con empeño en las historiografías republicanas, marcadas ante todo por el culto a los padres de la patria. Un estudio detallado como el que ofrecemos en este trabajo permite evaluar en su justa medida el aporte de estos ideólogos monárquicos al mejor conocimiento de los procesos insurgentes, de las conexiones entre propaganda, espionaje y guerra, de los mecanismos que estuvieron al alcance de unos y otros para hacerse con el apoyo de la población, para manipular los acontecimientos y las opiniones. Fuera de todo color político, la utilización de las fuentes de propaganda "realista" ofrece una magnífica oportunidad de poder renovar los estudios políticos e ideológicos del primer tercio del siglo XIX en buena parte de los países de América Latina, recuperando del olvido a muchos intelectuales realistas totalmente ignorados en ambos lados del Atlántico.

The study of the ideological trajectory of the doctor, bureaucrat and Venezuelan writer Jose Domingo Diaz lets enter the world of propaganda and journalism at the time the insurgent. His vision "realistic" and the emerging pro-Spanish republican process gives us the contrast needed to see any prospects that breaks hard on the Republican historiography, marked above all by the cult of the Founding Fathers. A detailed study like the one offered in this paper allows the evaluation into perspective the contribution of these ideologues monarchists to a better understanding of the processes insurgents, the connections between propaganda, espionage and war, the mechanisms that were within reach of one and others to gain public support, to manipulate events and opinions. Out of every political stripe, the use of sources of propaganda "realistic" offers a wonderful opportunity to renew the political and ideological studies of the first third of the nineteenth century in much of Latin American countries, recovering from oblivion many intellectuals realistic totally ignored on both sides of the Atlantic.
