Abstract: In Chile, the contemporary form of academic life is irreducible to neoliberalism. There are past experiences and discourses that continue to disrupt the daily routine, dynamics, intensity, and rhythm of academics. They manifest as various epistemological, ethical, institutional, technical, and political mechanisms that produce innumerable images, meanings, and practices. These experiences conflict with the affects and material realities of the neoliberalism. The entanglement of these experiences from the past and present is conflicting, as they attempt to ignore or repress each other. In this respect, this paper addresses the following question: what is the model of academic behaviour that was established during the post-independence period in the Chilean university system? To answer this question, I explore Andres Bello's texts concerning university and academic life. The conclusion is that Bello established a specific model of academic behaviour that, with some later modifications, reconfigurations, and contradictions, returns to the present. Bello's influence today can be seen through spectres that enable and limit new possibilities for expanding academic critique within and across scholarly settings.

Resumen: En este artículo se estudia la implementación, en cinco universidades chilenas, de una ley que mandata la aplicación de una evaluación diagnóstica inicial en las carreras de pedagogía. La ley indica que los resultados de esta evaluación serán referenciales y tendrán un uso formativo para los estudiantes; asimismo, da autonomía a las universidades para definir qué y cómo evaluar. Considerando la importancia de esta evaluación y su alcance, el objetivo de este artículo es entender cómo se implementan estas evaluaciones y cómo su aplicación se relaciona con el contexto de cada institución. La metodología utilizada corresponde al estudio de casos y los datos analizados corresponden a entrevistas a representantes institucionales, al análisis de las evaluaciones efectuadas y a sus resultados psicométricos. Se concluye que los aspectos contextuales más importantes para definir las evaluaciones diagnósticas fueron las capacidades técnicas y los recursos a los que pudieron acceder las escuelas de pedagogía y se observó una desarticulación con los perfiles de ingreso o programas formativos.

Abstract: This paper examines the way in which five Chilean universities have implemented the mandatory initial diagnostic assessment in pre-service teacher training. The law states that the outcomes of this assessment will be used to enhance students’ learning processes. In addition, universities are entitled to autonomy to define what to evaluate and how to carry it out. Considering the purpose and scope of this evaluation, the aim of this paper is to better understand how these assessments have been implemented by universities and how institutional settings have affected the way in which universities have put this assessment into practice. In order to explore this phenomenon, the research employed a multiple case study approach. In this context, semi-structured interviews were carried out with institutional representatives, along with analysis of a set of diagnostic assessments and their psychometric test results. Drawing upon the triangulation of the information generated, the paper concludes that the most important elements affecting the implementation of this initial diagnostic assessment are, on the one hand, professionals’ technical skills and, on the other, the resources that teacher training programs or faculties have. There was a lack of relationship between the assessment and the admission profiles and training programs.

Resumen El presente estudio tiene como objetivo identificar las principales diferencias y semejanzas en la subjetividad de los estudiantes que finalizan la educación secundaria en relación con las pruebas de competencias, desarrolladas por el Departamento de Evaluación, Medición y Registro Educacional de la Universidad de Chile (DEMRE) como propuesta para el nuevo sistema de admisión, en comparación con la Prueba de Selección Universitaria (PSU). Mediante entrevistas semiestructuradas a una muestra de estudiantes que participaron en el primer piloto de las nuevas pruebas (2017), y que además estaban inscritos para rendir la PSU (proceso 2018), se encontró que estos valoraron positivamente la propuesta del DEMRE, puesto que avanza en pertinencia -el contenido de lo evaluado- y equidad -igualdad de oportunidades-. Sin embargo, los estudiantes entrevistados de la clase baja manifestaron que estas pruebas podrían producir nuevas formas de segregación social, más sutiles y soterradas y, por tanto, ser potencialmente más injustas que la PSU. Para comprender en mayor profundidad la forma en que las nuevas pruebas afectan - performatividad- la subjetividad de los estudiantes, es fundamental considerar los diferentes contextos en que estas se pudieran aplicar.

Abstract This study aims to identify the main differences and similarities of students’ subjectivity regarding the new skills’ assessment tools, developed by the Department of Educational Evaluation, Assessment and Registry at the University of Chile (DEMRE) for the new admissions system, in lieu of the current University Selection Test (PSU, for its acronym in Spanish). Drawing on semi-structured interviews carried out with a sample of students, who participated in the first pilot study (2017) and were also registered in the latest PSU admission process (2018), the findings show that students recognize DEMRE’s proposal as positive on two counts; it is more relevant (regarding the assessed content) and fairer (equal opportunities). However, students from lower classes argue that these new assessment tools have the potential to produce new, less conspicuous forms of social segregation and, therefore, could possibly be less fair than the current test (PSU). Further research is needed to understand in greater depth the way in which the new assessment tools affect -performativity- students’ subjectivity in relation to social classes, particularly in the context of the implementation of these new assessment tools.

RESUMEN: Este artículo analiza la legislación vigente respecto de la inclusión educacional para la educación escolar -o enseñanza general-, y la compara con lo indicado en la propuesta de reforma a la educación superior. Así, se consideran los objetivos declarados y alcances para ambas normativas legales, complementado con un contraste entre lo existente y lo vislumbrado para dos diferentes niveles educacionales. Al revisar estas leyes, se concluye que hay diferencias sustantivas cuando se habla de inclusión en ambos niveles educacionales. En educación escolar, la inclusión se promueve en el contexto de la segregación socioeconómica de las escuelas, por tanto, se enfoca en la inclusión de estudiantes de distinto origen social y cultural al interior de ellas. En cambio, la reforma a la educación superior enfoca la inclusión desde la gratuidad y en un sistema de acceso “justo”, promoviendo la inclusión de una diversidad de estudiantes en el sistema en su conjunto.

ABSTRACT: This article analyzes the current legislation regarding educational inclusion for general education, and then this is contrasted with those indications about inclusion in the bill for higher education under discussion in Congress. Thus, we consider the stated objectives and scope for both legal regulations, complemented by contrasting what exists and what is envisioned for the two different levels of education. In reviewing these laws, we conclude that there are similarities and substantive differences regarding the inclusion concept in both educational levels. In fact, for general education, inclusion is promoted in the context of socioeconomic segregation of schools; therefore, it focuses on the inclusion of students of different social and cultural origin within them. On the other hand, the educational reform of higher education emphasizes inclusion from the standpoints of universal gratuity and a system of "fair" access, promoting the inclusion of a diversity of students in the system as a whole.
