RESUMO Este artigo traça um panorama da história da atuação das ciências no processo histórico de formação do Brasil como nação. Entre 1822 e 2022, os cientistas deram contribuições cruciais ao debate sobre constituição do Estado; identidade nacional; cidadania; visões sobre populações; políticas públicas de saúde e educação; projetos de criação de universidades; circulação internacional de saberes; soberania, desenvolvimento nacional, inserção do Brasil no mundo e convivência entre o atraso e a modernidade. Sugere-se que esses temas centrais em 1822 e 1922 devem ser atualizados na agenda do Bicentenário da Independência. Tal atualização requer uma análise do processo histórico em que se destacam tendências acentuadas pela pandemia de Covid-19: a importância das ciências, e da sustentabilidade da atividade científica, na resposta à crise e aos desafios contemporâneos; a persistência das desigualdades, inclusive as relacionadas ao desenvolvimento científico e tecnológico, e a questão ambiental, transversal e incontornável para todas as áreas do conhecimento.

ABSTRACT This article outlines the role of science in the historical process of formation of Brazil as a nation. Between 1822 and 2022, scientists made crucial contributions to the debate about the constitution of the State, national identity, citizenship, views on populations, public health and education policies, university creation projects, international circulation of knowledge, sovereignty, national development, the insertion of Brazil in the world, and coexistence between backwardness and modernity. We suggest that these central themes in 1822 and in 1922 should be amended in the agenda of the Bicentennial of Independence. This requires an analysis of the historical process in which trends enhanced by the covid-19 pandemic stand out, namely, the importance of science and the sustainability of scientific activity in responding to the crisis and other contemporary challenges; the persistence of inequalities, including those related to scientific and technological development; and the environmental issue, which is transversal and unavoidable in every area of knowledge

Resumo: A questão do patrimônio nacional foi um tema característico dos anos de 1930 no Brasil e apareceu institucionalizada em dois órgãos: o Conselho de Fiscalização das Expedições Artísticas e Científicas do Brasil (CFEACB) e o Serviço do Patrimônio Histórico e Artístico Nacional (SPHAN). O objetivo deste artigo é analisar em ambos a referida questão, buscando, em especial, compreender a definição de patrimônio natural e o que envolvia a sua proteção. Os poucos trabalhos destinados a pensar a constituição do patrimônio natural brasileiro costumam apontar os anos de 1970 e 1980 como o período no qual foram lançadas políticas públicas voltadas para a proteção deste tipo de patrimônio. Isso seria resultante tanto da ampliação do conceito de patrimônio quanto do surgimento de movimentos ambientalistas em escala global e do aumento das pressões no que se refere à busca de medidas para conter a degradação ambiental. O artigo apresenta uma perspectiva analítica que desvincula a formulação deste tipo de política de uma concepção única de patrimônio e do exclusivismo do SPHAN em sua elaboração e implantação, buscando mostrar que existiram políticas públicas voltadas ao patrimônio natural desde a década de 1930, momento unanimemente apontado pela historiografia como inaugurador desta concepção de patrimônio.

Abstract: The national heritage issue was a characteristic theme of the 1930s in Brazil and it came out in two public institutions: Inspection Board of Brazil’s Artistic and Scientific Expeditions and National Artistic and Historical Heritage Service. The purpose of this article is to analyze this issue through both institutions, trying, particularly, to understand the definition of natural heritage and what involved its protection. The few works aimed to think about the Brazilian natural heritage constitution usually point to the 1970s and 1980s as the period in which public policies intended to protect this type of heritage were launched. That would be the result of the broadening of the concept of heritage as well as the emergence of environmental movements on a global scale and increased pressure to seek measures to contain environmental degradation. The article proposes an analytical perspective that detaches the formulation of this type of policy from a unique conception of heritage and the exclusivity of SPHAN in its elaboration and implementation seeking to show that there have been public policies focused on natural heritage since the 1930s, a moment unanimously pointed by historiography as inaugural to this conception of heritage.

Resumo O artigo analisa a participação do botânico Paulo Campos Porto no aparelho estatal durante a Era Vargas, focando nas diretrizes que imprimiu ao Jardim Botânico do Rio de Janeiro em seu primeiro período na direção e na sua atuação à frente da Secretaria de Agricultura do Estado da Bahia. Pretende-se contribuir para a compreensão de aspectos da atuação de técnicos e cientistas na política varguista. Além disso, ao buscar compreender a aproximação do botânico com o governo varguista e como as instituições que administrou colaboraram com o projeto político desse período, procura-se tornar possível a percepção de algumas nuanças do desenvolvimentismo como, por exemplo, uma aproximação com os preceitos do conservacionismo na ocasião.

Abstract The botanist Paulo Campos Porto’s participation in the state apparatus during the Vargas Era is discussed, focusing on the guidelines he established for the Botanical Garden of Rio de Janeiro during his first years running the institution and also during his leadership of the Bahia state Department of Agriculture. The aim is to contribute to the comprehension of aspects of the work of scientists and technical specialists during the Vargas administration. Furthermore, by gaining an understanding of the botanist’s involvement with this administration and how the institutions he ran collaborated with its political project, the idea is to enable the perception of certain nuances in developmentalism at the time, such as a convergence with the precepts of conservationism.
