ANALYSIS OF THE MAIN TOURISM PUBLIC POLICIES IN MOZAMBIQUE

Resumo O principal objetivo desta pesquisa é levantar as principais políticas públicas do turismo em Moçambique e refletir sobre o seu papel e aplicabilidade na redução da pobreza das comunidades vulneráveis, visa essencialmente perceber como são implementadas e qual é o nível de aplicabilidade. Metodologicamente, foi aplicada a pesquisa bibliográfica e documental; trata-se de uma pesquisa qualitativa e para a análise dos dados optou-se pela análise do conteúdo para abarcar os conteúdos apresentados nas diversas fontes que representam as políticas públicas do turismo e o seu papel no alívio da pobreza e promoção do desenvolvimento. Do levantamento feito, foram apuradas as principais políticas públicas, e delas destacam-se a Lei do turismo, política do turismo e o Plano estratégico para o desenvolvimento do turismo (1o e 2o). Sobre as políticas consultadas, diga-se que Moçambique tem boas políticas públicas e das principais adotam-no como fator de alívio da pobreza e promoção do desenvolvimento, todavia há poucas evidências empíricas de que estes objetivos estejam sendo implementadas em grande escala e com eficácia, pois o processo participativo e envolvimento das comunidades locais na sua concepção e implementação deixa a desejar. Abstract The main aim of this research is to identify the main tourism public policies in Mozambique and to reflect on their role and applicability in reducing poverty in vulnerable communities, essentially to understand how they are implemented and what their level of applicability is. Methodologically, bibliographical and documentary research was applied; this is qualitative research and for data analysis we opted for content analysis to encompass the content presented in the various sources that represent tourism public policies and their role in alleviating poverty and promoting development. The main public policies analyzed were the Tourism Law, Tourism Policy and the Strategic Plan for Tourism Development (1st and 2nd). Regarding the policies consulted, it can be said that Mozambique has good public policies and the main ones adopt tourism as a factor in alleviating poverty and promoting development, but there is little empirical evidence that these objectives are being implemented on a large scale and effectively, as the participatory process and involvement of local communities in their design and implementation leaves something to be desired. Resumen El principal objetivo de esta investigación es identificar las principales políticas públicas de turismo en Mozambique y reflexionar sobre su papel y aplicabilidad en la reducción de la pobreza en comunidades vulnerables, esencialmente pretende entender cómo se implementan y cuál es el nivel de aplicabilidad. Metodológicamente se aplicó la investigación bibliográfica y documental; esta es una investigación cualitativa y para el análisis de datos optamos por el análisis de contenido para abarcar el contenido presentado en las diversas fuentes que representan las políticas públicas de turismo y su papel en el alivio de la pobreza y la promoción del desarrollo. A partir del relevamiento realizado se identificaron las principales políticas públicas, entre ellas la Ley de Turismo, la política turística y el Plan Estratégico para el desarrollo del turismo (1° y 2°). Respecto a las políticas consultadas cabe decir que Mozambique cuenta con buenas políticas públicas y los principales la adoptan como un factor para aliviar la pobreza y promover el desarrollo, sin embargo hay poca evidencia empírica de que estos objetivos se estén implementando a gran escala y de manera efectiva. ya que el proceso participativo y la participación de las comunidades locales en su diseño e implementación deja mucho que desear. ABSTRACT The limited temporal completeness and taxonomic accuracy of species lists, made available in a traditional manner in scientific publications, has always represented a problem. These lists are invariably limited to a few taxonomic groups and do not represent up-to-date knowledge of all species and classifications. In this context, the Brazilian megadiverse fauna is no exception, and the Catálogo Taxonômico da Fauna do Brasil (CTFB) (http://fauna.jbrj.gov.br/), made public in 2015, represents a database on biodiversity anchored on a list of valid and expertly recognized scientific names of animals in Brazil. The CTFB is updated in near real time by a team of more than 800 specialists. By January 1, 2024, the CTFB compiled 133,691 nominal species, with 125,138 that were considered valid. Most of the valid species were arthropods (82.3%, with more than 102,000 species) and chordates (7.69%, with over 11,000 species). These taxa were followed by a cluster composed of Mollusca (3,567 species), Platyhelminthes (2,292 species), Annelida (1,833 species), and Nematoda (1,447 species). All remaining groups had less than 1,000 species reported in Brazil, with Cnidaria (831 species), Porifera (628 species), Rotifera (606 species), and Bryozoa (520 species) representing those with more than 500 species. Analysis of the CTFB database can facilitate and direct efforts towards the discovery of new species in Brazil, but it is also fundamental in providing the best available list of valid nominal species to users, including those in science, health, conservation efforts, and any initiative involving animals. The use of specially designed wound dressings could be an important alternative to facilitate the healing process of wounds in the hyperglycemic state. Biocompatible dressings combining chitosan and alginate can speed up wound healing by modulating the inflammatory phase, stimulating fibroblast proliferation, and aiding in remodeling phases. However, this biomaterial has not yet been explored in chronic and acute lesions of diabetic patients. The aim of this study was to evaluate the effect of topical treatment with a chitosan-alginate membrane on acute skin wounds of hyperglycemic mice. Diabetes mellitus was induced by streptozotocin (60 mg · kg-1 · day-1 for 5 days, intraperitoneally) and the cutaneous wound was performed by removing the epidermis using a surgical punch. The results showed that after 10 days of treatment the chitosan and alginate membrane (CAM) group exhibited better organization of collagen fibers. High concentrations of interleukin (IL)-1α, IL-1β, granulocyte colony-stimulating factor (G-CSF), and tumor necrosis factor-alpha (TNF-α) were detected in the first and second days of treatment. G-CSF and TNF-α level decreased after 5 days, as well as the concentrations of TNF-α and IL-10 compared with the control group (CG). In this study, the inflammatory phase of cutaneous lesions of hyperglycemic mice was modulated by the use of CAM, mostly regarding the cytokines IL-1α, IL-1β, TNF-α, G-CSF, and IL-10, resulting in better collagen III deposition. However, further studies are needed to better understand the healing stages associated with CAM use.

O objetivo do trabalho foi avaliar o perfil fitoquímico e a atividade antioxidante comparando-se os resultados obtidos entre diferentes órgãos da Costus spicatus. Foram utilizados caules, folhas e flores da Costus spicatus, colhidos na Universidade Estadual do Norte Fluminense Darcy Ribeiro, no município de Campos dos Goytacazes, RJ. Os diferentes órgãos foram avaliados quanto ao perfil fitoquímico e atividade antioxidante nas frações hexânica, acetato de etila e butanólica. Os resultados obtidos comprovaram a presença de Triterpenos e Esteróides (Lieberman-Burchard), Flavonóides (Shinoda), Saponinas (Índice de espuma), Alcalóides (Drangendorff) e Taninos (Cloreto Férrico). Foi demonstrada a atividade antioxidante potencial. Concluiu-se que a Costus spicatus apresentou todas as classes de metabólitos pesquisadas, dentre as quais, algumas possuem atividade biológica já conhecida, fazendo-se necessária a realização de estudos quantitativos e pesquisas que demonstrem seus efeitos farmacológicos, contribuindo para o desenvolvimento de novos fármacos.
The objective of this work was to evaluate the phytochemical profile and the antioxidant activity comparing the results between different organs of Costus spicatus. We used the stems, leaves and flowers of Costus spicatus harvested at the State University of Norte Fluminense "Darcy Ribeiro" in the city of Campos dos Goytacazes, Rio de Janeiro, Brazil. The different organs were evaluated for antioxidant activity and phytochemical profile in the hexane, ethyl acetate and butanol fractions. The results obtained proved the presence of triterpenes and steroids (Liebermann-Burchard), flavonoids (Shinoda), saponins (foaming index), alkaloids (Dragendorff) and tannins (ferric chloride). We demonstrated the potential antioxidant activity. We concluded that Costus spicatus presented all classes of metabolites studied, among which some already have their biological activity known by the literature, being necessary the performance of quantitative and research studies that demonstrate their pharmacological effects, thus contributing to the development of new drugs.

Estudou-se o desenvolvimento do boto-cinza (Sotalia guianensis) do litoral do Espírito Santo e verificou-se se a análise das radiografias da aleta peitoral pode ser utilizada para tal. Trinta e sete botos passaram pela determinação do comprimento total (CT), análise do grau de fusionamento das vértebras e radiografia das aletas peitorais. O CT ao nascimento foi de 103,3cm e o de animais maduros fisicamente 187,5cm. Observou-se correlação entre o CT, as epífises distais do rádio e da ulna e correlação entre o grau de fusionamento vertebral e a epífise distal do rádio. Concluiu-se que a análise radiográfica das aletas peitorais é uma boa maneira de avaliar o grau de maturação física do boto.
The aim of this study is to analyze the development of the estuarine dolphin from the coast of Espírito Santo and verify that the analysis of X-rays of pectoral fin can be used for such. Thirty-seven Sotalia guianensis were used, determining the TL, examination of the degree of fusion of the vertebrae and X-ray of pectoral fins. At birth the TL is 103.3cm and in physically mature animals the TL is 187.5cm. The TL showed a significant correlation with the epiphyses of the distal radius and ulna and the degree of spinal fusion showed significant correlation with distal radius. It can be concluded that the X-ray analysis of the pectoral fins is a good way of assessing the physical maturation of these animals and can be used in routine procedures.

Dysregulation of the skin immune system (SIS) could explain the high prevalence of skin disorders in HIV+ individuals. The present study was carried out to determine whether alterations in the cell population of SIS and epidermal immunoactivation occur in the normal skin of HIV+ individuals. Forty-five biopsies were taken from the normal upper arm skin of 45 HIV+ patients and of 15 healthy controls. HIV+ individuals were divided into three categories according to their CD4 cell blood count (<200, 200-499 and ³500/µl). Hematoxylin-eosin was used to stain tissue sections for morphological analysis and immunohistochemistry was used for the evaluation of the frequency of macrophages, Langerhans cells, and CD lymphocyte subsets. In addition, semiquantitative analysis of LFA-1, ICAM-1 and HLA-DR was determined in epidermal cells. Macrophages, Langerhans cells, and CD lymphocyte subsets did not differ significantly between any of the patient categories and the control group. When all HIV+ individuals were compared as a group to the control group, a significant increase in dermal CD8+ T lymphocytes (P < 0.01) and lower CD4-CD8 ratios (P < 0.01) were observed in the HIV+ individuals. Epidermal ICAM-1 and HLA-DR expression was negative in both HIV+ and normal skin biopsies. No evidence of a depletion of the SIS population or of epidermal immunoactivation in normal skin from HIV+ individuals was demonstrable, suggesting that alterations in the central immune system are not necessarily reflected in the SIS of HIV-infected patients.
