Abstract This article is based on the reconstruction of the naturalization documents issued by Mexican governments over the course of nearly two centuries. This information is used to explore the quantitative dimension of naturalization policy during the first half of the 20th Century. How many foreigners were naturalized and what were their national origins? What was the distribution by sex, marital status, place of residence and occupation? Was the number of naturalized foreigners increased by policies that created exceptions benefitting certain groups of immigrants? Is it possible to find correlations between new migratory flows and the management of naturalization policy? Did changes in immigration policy affect the number of naturalizations? Among others, these questions guide the article's quantitative research into the naturalization of foreigners in decades that saw record naturalization rates despite the powerful nationalism that shaped the most restrictive immigration policies in Mexican history.

Resumen Este trabajo se funda en la reconstrucción de la serie histórica de cartas de naturalización expedidas por los gobiernos mexicanos a lo largo de casi dos siglos. Sobre esta base se explora la dimensión cuantitativa de la política de naturalización de extranjeros durante la primera mitad del siglo XX. ¿Cuántos extranjeros se naturalizaron y cuáles fueron sus orígenes nacionales? ¿Cuál fue la distribución por sexo, estado civil, lugar de residencia y ocupación? ¿El volumen de naturalizados fue engrosado por regímenes de excepción en beneficio de ciertas comunidades de inmigrantes? ¿Es posible encontrar correlaciones entre nuevos flujos inmigratorios y la gestión de la política de naturalización? ¿Los cambios en las normas sobre migración y extranjería impactaron en las naturalizaciones? Entre otros, estos interrogantes guiaron una investigación interesada en cuantificar el universo de extranjeros naturalizados en unas décadas en que se registraron los más altos índices de naturalización, a pesar del poderoso nacionalismo que impulsó las políticas de extranjería más restrictivas que conoció México.

The grounds of naturalization policy in Mexico were established in the nineteenth century. However, the Revolution of 1910, in a context of increased distrust of foreigners, induced substantial changes in conceptions and devices to access Mexican nationality and citizenship rights. These issues were part of the legislative debates initiated in 1917 that extended over nearly two decades. Based on these discussions, this article explores the political concerns that gave support to the legal and administrative frameworks that regulated naturalization procedures. It shows that regulating the inclusion of foreigners living in Mexico as nationals was an issue of national sovereignty rather than a matter of broadening citizenship.

Los fundamentos de la política de naturalización en México se establecieron en el siglo XIX; sin embargo, la Revolución de 1910, en un contexto de acrecentada desconfianza hacia los extranjeros, indujo cambios sustanciales en concepciones y dispositivos de acceso a la nacionalidad, así como en la atribución de derechos ciudadanos. Estos asuntos fueron parte de debates legislativos iniciados en 1917 que se extendieron a lo largo de casi dos décadas. Atendiendo a estos debates, este artículo explora las preocupaciones políticas que dieron soporte a entramados jurídicos y administrativos encargados de regular los procedimientos de naturalización. Es importante mostrar que el interés por regular la pertenencia a la nación de extranjeros avecindados en el país respondió a preocupaciones en el terreno de la soberanía nacional, antes que a inquietudes orientadas a ensanchar la comunidad política.

In the mid-20s important sectors within President John Calvin Coolidge's administration as well as American public opinion were convinced that Mexico had found itself governed by a group of communists. This idea arose due to an unsolved conflict, which the Mexican revolutionaries had had with the government and American businessmen since the preparation of the 1917Constitution. This was added to a series of actions of President Calles challenging sectors within Mexican society as well as the powerful interests of the Americans. In this text strategies and characters are studied that contributed to the evolution of the idea of a soviet Mexico, paying particular attention not only to the work developed by spies at the service of the American government, but also to the work of the intellectuals that under the Callista protection took on a complete and comprehensive job of spreading anticlerical and anti-imperialist propaganda.

Hacia mediados de la década de 1920, sectores importantes de la administración del presidente John Calvin Coolidge y de la opinión pública norteamericana, estuvieron convencidos de que México estaba gobernado por una camarilla comunistas. Esta percepción tuvo su origen en un irresuelto conflicto que los revolucionarios mexicanos sostuvieron con gobernantes y empresarios norteamericanos desde la promulgación de la Constitución de 1917; a lo que se sumó una serie de actitudes del presidente Calles desafiando a sectores conservadores de la sociedad mexicana junto a poderosos intereses estadounidenses. En este texto se estudian las estrategias y los personajes que contribuyeron a gestar la idea de un Méxicosoviet, prestando una particular atención al trabajo desarrollado por espías al servicio del gobierno norteamericano, pero también a la labor de intelectuales que bajo protección callista llevaron cabo una muy difundida obra de carácter anticlerical y antiimperialista.

This paper examines the process undergone in order to preserve what is known today as the Historical Archive of the National Institute of Migration. It studies the legislative process that enabled the Archive's restoration, as well as the legal and administrative obstacles that have hampered its availability for academic research. It also analyzes the characteristics of the documental sources and explains their thematic classification. Finally, it outlines a research agenda focused on a broad universe of sources that will allow a reexamination of the history of migration in Mexico.

El artículo pasa revista al proceso de rescate de lo que hoy conforma el Archivo Histórico del Instituto Nacional de Migración. Se analiza el proceso legislativo que hizo posible ese rescate, así como las dificultades de orden jurídico y administrativo que han determinado que ese archivo aún no se haya abierto a la consulta académica. Por otra parte, se analizan las características de las fuentes documentales explicando el sentido del ordenamiento temático y, finalmente, se esboza una agenda de investigación atenta a un ancho universo documental que permitirá redimensionar los estudios sobre la historia de la migración en México.

Abstract: In the Argentinean demographic history of the second half of the 20th century, migratory flows constitute a particularly significant phenomenon. They have, however, proved difficult to study, since documentary records fail to distinguish between traditional migration and another type of migration that reflected a context of acute political persecution. This article analyzes these difficulties and reviews the various approaches used to measure the scope of Argentinean exile during the last military dictatorship (1976-1983). It studies the cases of Mexico and Catalunya on the basis of consular and migratory records that have recently been made available. These new sources, with their peculiarities and limitations, highlight the contrasts in the socio-demographic profiles of the Argentineans that arrived in Mexico and Catalunya before and after the coup d’état. This paper provides a detailed analysis of the characteristics of the emigration caused by military repression and the ways exiles were incorporated into receiving societies.

Resumen: En la historia demográfica argentina de la última mitad del siglo XX los flujos emigratorios constituyen un fenómeno particularmente significativo. Sin embargo existen dificultades para estudiarlos pues los registros documentales que se han generado no permiten distinguir una emigración tradicional de otra que respondió a un contexto de marcada persecución política. Este artículo analiza dichas dificultades y revisa las distintas aproximaciones realizadas para medir la magnitud del exilio argentino durante la última dictadura militar (1976-1983). Se estudian los casos de México y de Cataluña, con base en los registros consulares y migratorios a los que en fechas recientes se pudo acceder. Éstas nuevas fuentes, con sus peculiaridades y limitaciones, permiten evidenciar los contrastes en los perfiles sociodemográficos de los argentinos que llegaron a México y Cataluña antes y después del golpe de Estado. Así, este trabajo permite acercarse con mayor precisión a las características de una emigración generada por la represión militar, y a las modalidades que asumieron los procesos de inserción de esos exiliados en las sociedades receptoras.
