El propósito fundamental de este ensayo es analizar un aspecto particular de las políticas exteriores de América Latina: las relaciones extra-regionales. En esa dirección, se intentará elucidar la existencia de modelos de política exterior distintos entre las naciones latinoamericanas, el estado general de los vínculos actuales entre Latinoamérica y Estados Unidos y el alcance de la inserción extra-hemisférica de la región. Lo anterior permitirá precisar cuánta continuidad y novedad caracteriza el comportamiento internacional de los países del área. Ello, a su turno, contribuirá a entender cómo ha evolucionado la política externa latinoamericana en los años recientes y de qué modo las elementos observables en ese frente significan una tendencia de más largo aliento ligada a transformaciones estructurales internacionales y a novedades domésticas o expresa una situación coyuntural facilitada por los cambios globales y los vaivenes internos.

The primary purpose of this paper is to analyze a particular aspect of foreign policy in Latin America: extraregional relations. In this direction, we will try to elucidate the existence of different models of foreign policy among Latin American nations, the general condition of the existing links between Latin America and the United States and the extent of extra-hemispheric integration in the region. This will specify how much continuity and novelty characterizes the international behavior of countries in the area. This, in turn, will help you understand how it has changed American foreign policy in recent years and how the observables on that front means a longer lasting trend of structural changes linked to international and domestic developments or express a temporary situation provided by global changes and internal fluctuations.

Este trabajo analiza el modo como se ha ido construyendo el tema de los "estados fallidos" en la estrategia internacional de Estados Unidos y la manera como tal construcción se manifestó en las relaciones entre Estados Unidos y Colombia en la última década. La idea fundamental es demostrar que el asunto del "estado fallido" y su lugar en la política exterior y de defensa de Washington, así como la centralidad de dicho fenómeno en los vínculos colombo-estadounidenses han sido social y políticamente construidos. Ello implica que este texto le asigna a las ideas - en este caso, la noción de "estados fallidos" - un sitio importante en la constitución de la identidad de los actores, en la fijación de sus intereses y en el despliegue de sus políticas.

This article analyzes the way in which the topic of "failed states" has been building up in the international strategy of the United States and the manner of that construction to have appeared in the relations between the United States and Colombia during the last decade. Our main purpose is to demonstrate that the "failed state" affair and its place in Washington's foreign and defense policy, as well as the preponderance of such a phenomenon within the Colombian-American bonds, have been socially and politically built. It implies that this text assigns an important place to ideas -in this case, the notion of "failed state"- in the actors' identity setting up, in the establishment of their interests and development of policies.

Este ensayo busca aportar un enfoque que permita aproximarse al análisis de las relaciones entre Latinoamérica y la República Popular China (RPC) desde la perspectiva de los estudios internacionales. La creciente proyección económica, diplomática y militar de China en la región amerita realizar investigaciones más detalladas y sólidas sobre su significado y alcance. A su vez, el tratamiento de los vínculos sino-latinoamericanos no puede efectuarse sin incorporar el peso e impacto de Estados Unidos en los mismos.

This essay tends to provide an approach focus to the analysis of relations between Latin America and the Popular Republic of China (RPC) from an international studies perspective. The growing economic, diplomatic and military projection of China in the region deserves more detailed and solid research on its meaning and extent. Meanwhile, the study of Chinese-Latin American ties can not be performed without incorporating the impact of the United States on them.

Para el autor de este artículo el envío de tropas latinoamericanas a Haití en 2004 fue una decisión desacertada desde el comienzo. Los exiguos logros en materia de orden público en Haití han mostrado los límites de una misión militar cada vez más compleja y azarosa. En efecto, los asesinatos políticos continuaron, la dificultad de desarmar a los distintos grupos paramilitares pertrechados persistió y se fue haciendo imposible contar con un clima mínimo de convivencia. A pesar de los magros resultados en la consecución de los respaldos asistenciales y financieros prometidos por varios países e instituciones y de las deplorables condiciones sociales generadas por la temporada de huracanes, el Consejo de Seguridad de la onu insistió en una solución básicamente militar para hacer frente a la calamitosa situación económica y política en Haití. El siguiente artículo enumera los errores cometidos, revisa la intervención argentina y realiza un balance de la situación al 2005.

For this author, the sending of Latin American troops to Haiti in 2004 was an unhappy decision from the beginning. The meager achievements in public order have shown the limits of this complex and risky military mission. Indeed, political murders continued, the difficulty in dismantling paramilitary groups persisted, and establishing a climate of minimum coexistence became next impossible. In spite of the paltry results in terms of assistance and financial help promised by several countries and institutions, and of the deplorable social conditions generated by hurricanes, the UN Security Council insisted basically in a military solution to the calamitous economic and political situation in Haiti. This article enumerates the errors committed, revises the Argentinean intervention in Haiti, and assesses the situation up to 2005.

Dado que en Latinoamérica la concertación languidece, la integración no progresa y unión está distante, el artículo aboga por una perspectiva minimalista de la recientemente creada Comunidad Sudamericana de Naciones. Para sustentar su posición, el autor se apoya en el principio de que la concentración, el gradualismo y la concreción son esenciales para lograr una comunidad exitosa.

This paper explores a minimalist approach to the recently created Community of South American Nations. Based on the experience of the currently weakened process of integration it argues that the principles of concentration, gradualism and concreteness are essential to future actions.

Este artigo estuda as relações da Argentina com o Brasil e os Estados Unidos desde fins do século XIX até o momento presente, dando ênfase especial à fase que se inicia com a crise argentina de dezembro de 2001. Esse vínculo entre os países adquiriu um caráter crescentemente triangular marcado por um padrão básico de intercâmbio no qual a aproximação da Argentina a um dos vértices do triângulo implicou distanciamento do outro. A partir da crise de 2001, a adoção de uma combinação de pragmatismo e prudência por parte dos três países possibilitou uma nova forma de vinculação da Argentina com o Brasil e os Estados Unidos que poderá dar lugar ao desenvolvimento de um vínculo triangular mais harmônico. Daqui em diante, fica claro que a Argentina procurará estabelecer boas relações com Brasília e Washington, apesar de que, de natureza diferente. No primeiro caso, trata-se de tornar realidade a aliança estratégica bilateral longamente anunciada; no segundo, de construir uma relação positiva e cordial sustentável na defesa de interesses específicos.

The article analyses Argentina's relationship with Brazil and the United States from the end of the nineteenth century on, giving special emphasis to the period that begins with the Argentinean crisis in December, 2001. The relationship between these countries has acquired a prominently triangular character, marked by a basic pattern of trade in which the closeness of Argentina to one of the triangle's vertices implied a distance from the other. Since the crisis in 2001, all three countries have adopted a mixture of pragmatism and prudence that made a new type of relationship between Argentina, Brazil and the United States possible and that could enable the development of a more harmonious triangular bond. From now on, it seems clear that Argentina is going to try to establish good relations with Brasilia and Washington, despite their different nature. The former aims at giving substance to the long lasting announced strategic bilateral alliance. The latter aims at building a standing relationship both positive and cordial in defense of specific interests.

No contexto da grave crise que atravessa a região andina em seu conjunto, o exemplo da Colômbia é o mais dramático e serve potencialmente de modelo de intervenção externa nos assuntos internos de um país do hemisfério. Nesse sentido, analisa-se o tipo de guerra que vive a Colômbia, assim como o chamado novo intervencionismo e as possíveis saídas para o conflito armado no referido país. Trata-se de uma situação complexa e instável em que se misturam e confundem guerra política, violência criminal, demolição do Estado, violação dos direitos humanos e expansão do poderio estadunidense na região. Como decorrência do aumento dos confrontos internos, da persistência da "guerra contra as drogas" e do começo da "guerra contra o terrorismo", a ingerência dos Estados Unidos é cada vez mais eloqüente e preocupante. Enquanto isso, uma América do Sul passiva não parece querer comprometer-se com uma saída viável para um conflito expansivo no coração dos Andes.

The Colombian predicament, characterized by foreign intervention in the domestic issues of a country in the Southern hemisphere, can be considered the most dramatic crisis amongst the various crises in the Andes region. The author analyzes the kind of war that exists in Colombia, as well as the so-called new interventionism and the possible solutions of the conflict in that country. It is a very complex and unstable situation in which political war, criminal violence, the destruction of the state, violation of human rights and the expansion of US power are all mixed. The intervention of the US in Colombia as a consequence of growing domestic conflicts, the continuation of the "war against drugs" and the beginning of "the war against terrorism," is increasingly evident and worrying. Meanwhile, a passive South America does not seem to be willing to engage itself in the search for a viable solution to an expanding conflict in the heart of the Andes.
