ABSTRACT The conceptual and epistemological complexity in the field of study of urban management and its dynamic characteristic of adaptation to each context, has made it increasingly difficult both to measure and to perform. Given this fact, using the methodology of bibliometric character, this work has the objective of mapping the terrain of intellectual production on urban management and to know the previous production. As a result, it was possible to identify that scientific production in the area of urban management is a field of gradual growth in the last years and, that the best evaluated and most cited journals and authors, respectively, can support the theoretical foundation and support of future research, in order to increase the relevant field of knowledge of urban management.

RESUMO A complexidade conceitual e epistemológica no campo de estudo da gestão urbana e sua característica dinâmica de adaptação a cada contexto, tem tornado cada vez mais difícil tanto a sua mensuração quanto o seu desempenho. Diante desse fato, utilizando-se da metodologia de caráter bibliométrico, esse trabalho tem o objetivo de mapear o terreno da produção intelectual sobre a gestão urbana e de se conhecer a produção precedente. Como resultado, foi possível identificar que a produção científica na área de gestão urbana se constitui um campo de gradativo crescimento nos últimos anos e, que os periódicos melhores avaliados e os autores mais citados, respectivamente, podem auxiliar a fundamentação e sustentação teórica de pesquisas futuras, a fim de incrementar o relevante campo do conhecimento da gestão urbana.

Resumo Este artigo tem por objetivo apresentar uma visão geral do papel do estado no processo de formação industrial do estado do Paraná, bem como do planejamento do ordenamento territorial para atração de investimentos industriais. Coloca-se em pauta o papel do estado no desenvolvimento da região da Grande Curitiba, bem como as teorias locacionais que justificam a atratividade da região para a atividade industrial, tanto na década de 1970 quanto no processo inicial de industrialização nos anos 1990, quando da reestruturação e consolidação do processo e, nos anos 2000, como forma de buscar uma reestruturação e desconcentração industrial. Os resultados apontam que a eficiência do Estado em atrair indústrias nos anos 1970 não teve o mesmo sucesso na desconcentração da atividade, demonstrando a fragilidade da atuação do estado na expansão das políticas de industrialização como instrumento de incentivar e descentralizar o desenvolvimento regional. Por fim, o trabalho aponta que há uma forte centralização industrial e concentração econômica nessa região paranaense que pode ser explicada pelos existência de fatores locacionais que contribuem para a atratividade industrial dessas regiões.

Abstract This article aims to present an overview of the role of the state in the process of industrial development in the state of Paraná, as well as the introduction of territorial planning for attracting industrial investments. The role of the state in the development of the Greater Curitiba region, as well as the locational theories that justify the attractiveness of the region to industrial activity, both in the 1970s and in the initial process of industrialization in the 1990s, are highlighted. The results show that the efficiency of the State in attracting industries in the 1970s did not have the same success in the deconcentration of the activity, demonstrating the fragility of the state's performance in expanding industrialization policies as an instrument to encourage and decentralize regional development. Finally, the study points out that there is a strong industrial centralization and economic concentration in this region of Paraná, which can be explained by the existence of locational factors that contribute to industrial attractiveness in these regions.

Abstract: This article intends to identify the technological parks existing in the headquarters of military regions of the Brazilian Army, with the premise that these habitats are capable of forming nuclei of governance of technological innovation. The problem is that since the year of 2016, the Brazilian Army created the Defense, Industry and Academy System (SisDIA) of Innovation, a conceptual model of the Triple-Helix, aiming to promote the development of innovations taking advantage of the Army presence in all regions of the country. For that, methodologically, it was chosen to conduct a research with an exploratory, qualitative and descriptive approach, and the case study of the Brazilian Army. It was possible to conclude that through SisDIA and the implantation of governance nuclei of innovation in the Brazilian Army, inserted in technological parks, there will be a possibility of interaction between the Triple-Helix (government-industry-academy), in a collaborative way, intending to reinforce the scientific and technological expression of the actors involved and to boost the development in social and economic dimensions according to regional potentialities.

Resumo A década de 1970 foi, para o Brasil, precursora no desenvolvimento das regiões metropolitanas. A partir da Constituição Federal de 1988, os Estados puderam, mediante lei complementar, instituir suas regiões metropolitanas, constituídas por agrupamentos de municípios que possuem fronteiras contíguas, culminando na criação de regiões caracterizadas por critérios múltiplos e diferenciados. Contudo, em janeiro de 2015, foi aprovado o Estatuto da Metrópole, com o objetivo de estabelecer diretrizes para o planejamento, a gestão e a implementação das funções públicas de interesses comuns em regiões metropolitanas e aglomerações urbanas. Este artigo, de natureza descritiva e baseada em dados bibliográficos, visa refletir sobre a implantação da Lei nº 13.089/2015, recente instrumento de governança aplicado às regiões metropolitanas, partindo da premissa de que a estrutura federativa existente não abarcou a institucionalidade dessas regiões. Concluiu-se que os instrumentos de integração nas regiões metropolitanas alinham-se a um processo contínuo na promoção de uma gestão metropolitana eficaz e baseada em responsabilidades mútuas.

Abstract Metropolitan areas started to develop in Brazil during in the 1970s. The Federal Constitution of 1988 made it possible for the states, by means of a complementary law, to organize their metropolitan areas into clusters of municipalities with contiguous borders and this culminated in the creation of regions characterized by multiple and different criteria. However, the Statute of the Metropolis was approved in January 2015 with the purpose of establishing guidelines for the planning, management and implementation of public functions of common interest to metropolitan areas and urban agglomerations. This article, which is descriptive in nature and based on bibliographical data, aims to reflect on the implementation of the Law 13,089/2015, a recent governance tool applied to metropolitan areas, based on the premise that the existing federal structure has not yet incorporated the institutionality of these regions. We concluded that the instruments for integration of metropolitan areas are aligned with a continuous process of promoting effective metropolitan management based on mutual responsibilities.
