Abstract In this paper, we argue that a right-wing populist leader’s support of regional organizations depends on how domestic supporters are affected by populist engagement with them. If the regional organization does not affect groups of the populist project, then the leader enjoys latitude to question the regional institution. However, whenever undermining the regional organization damage a group, the leader does not target the regional organization, and assumes an ambivalent approach. We use the case of Bolsonaro’s Brazil engaging two regional organizations: MERCOSUR and PAHO to test our argument. Abstract The arrival of Jair Bolsonaro to the Brazilian presidency brought many changes to foreign policy. Based on new ideas in a new foreign policymaking format, several patterns of international behavior were questioned and replaced by new guidelines and actions that created friction with international partners. Brazil’s behavior towards South America was one of the areas most impacted by this shift. This paper reflects upon Bolsonaro’s foreign policy for the region, influenced by these changes and marked by disinterest on policymakers’ part, highlighting how ideational factors underpinned behaviors, actors, and actions.

In recent times the interaction between democracy and foreign policy has begun to be studied and theorized in Brazil. The link between politics and foreign policy is not new, however, the focus of this article is on the shifts that have taken place since the beginning of the democratic regime. Its aim is to identify changes in Brazilian foreign policy based on ideas and political preferences due to alternation of governments; and deconstruct the idea that Brazilian foreign policy is a state policy, limited to superficial changes. Following a discussion of the recent literature about changes in foreign policy, the article maps the changes that occurred between 1990 and 2003 and analyses Brazilian foreign policy behavior towards South America during the Worker’s Party administrations. Based on a comparative perspective, it examines the changes in Brazilian behavior toward the region during the Temer administration. This was the area where foreign policy experienced strongest transformations. Finally, the article briefly points out the changes that occurred in foreign policy towards South America at the beginning of Bolsonaro’s administration. The methodology, especially in relation to the Temer and Bolsonaro administrations, uses press material and interviews with foreign policymakers.

A ascensão de Jair Bolsonaro à presidência do Brasil trouxe muitas mudanças na área de política externa. Muitos padrões consolidados do comportamento internacional do país foram postos em xeque, e em seguida substituídos por declarações e/ou atuações que provocaram atritos não somente internacionais, mas também com setores domésticos. O artigo discute a contraposição entre uma dimensão basicamente ideológica da política externa do governo de Bolsonaro e reações de caráter pragmático que buscam defender interesses concretos de atores domésticos. Com esse objetivo, apresenta a dicotomia entre declarações de atores representativos da ala ideológica do governo e declarações de atores defensores de medidas pragmáticas. Sua metodologia é baseada sobretudo em pesquisa com artigos de jornais e documentos oficiais.

The arrival of Jair Bolsonaro in the Brazilian presidency has brought many changes in Brazilian foreign policy. Many consolidated patterns of the country's international behaviour were put at risk, and then replaced by statements and/or actions than caused not only frictions with international partners but also with domestic actors. The article discusses the contrast between a basically ideological dimension of Bolsonaro's government foreign policy and reactions with a pragmatic nature that seek to defend specific interests of domestic actors. With this aim, this paper presents a dichotomy between declarations of actors, representatives of the ideological wing of the government and statements of actors that defend pragmatic measures. Its methodology is based on research with newspaper articles and official documents.

Abstract The article concentrates on the role which the strategic partnership with the European Union played in Brazilian foreign policy from 2007 to 2015, and the shift of focus that took place during the Lula and Dilma Rousseff administrations. It analyses the progress of such strategic partnership and the exchanges per sector carried out within related frameworks. It also discusses and segregates the so-called sector dialogues into two types and argues that, since the beginning of the Rousseff administration, multilateral exchanges encountered growing obstacles to becoming successful, whereas bilateral dialogues found increasingly favorable ground.

O governo de Dilma Rousseff herdou de seu predecessor, do mesmo partido, estratégias definidas de política externa: a trajetória revisionista das instituições internacionais, uma atuação ativa em fóruns multilaterais colocando-se como representante dos países do Sul, e uma orientação proativa para a dimensão sul-americana. O grupo dos autonomistas seguiu ocupando cargos-chave no Ministério de Relações Exteriores, e as tendências desenvolvimentistas foram reforçadas. O artigo defende que, apesar das continuidades, o comportamento brasileiro experimentou mudanças e uma visível redução no ativismo internacional. Essa mudança sofreu influência da conjuntura econômica internacional interna, assim como da nova dinâmica do processo decisório.

Dilma Rousseff’s government inherited clearly defined foreign policy strategies from her political party predecessor: a revisionary approach to international institutions, an active stance in multilateral forums as a representative of southern countries, and an orientation towards the South American dimension. The autonomist group remains holding key posts in the Foreign Ministry, and the developmentalist tendencies have been reinforced. However, this article argues that despite the continuities, the Brazilian behaviour has experienced changes and a visible reduction of its international activism. These changes have been affected by the international and the domestic economic scenarios and by the new foreign policymakers’ dynamic.

Na última década, mudanças e inovações foram introduzidas nas redes intergovernamentais de política externa. Novas potências como Brasil adquiriram um peso relativo devido ao seu novo status atuando como definidor de agendas, moderador e construtor de coalizões. Esse artigo examina a relevância de diferentes redes de política externa como o Fórum Índia-Brasil-África do Sul (IBAS) e Brasil-África do Sul-Índia-China (BASIC) para a política externa brasileira desde 2003.

In the past decade, change and innovation have been induced through intergovernmental foreign policy networks. New powers like Brazil have gained relative weight due to their status as agenda-setters, brokers, and coalition-builders. This paper examines the relevance of different foreign policy networks such as India-Brazil-South Africa (IBSA) and Brazil-South Africa-India-China (BASIC) for the Brazilian foreign policy since 2003.

O objetivo do artigo é analisar a política externa brasileira do Governo de Lula da Silva tomando como foco seus graus de continuidade e mudança. Com este objetivo, apresenta inicialmente um debate sobre continuidade e mudança na política externa brasileira, assim como examina as correntes de pensamento que influenciaram em seu processo de formulação. Apresenta em seguida um breve histórico da política externa do Governo de Cardoso com vistas a marcar o grau de continuidade desta política em relação à de seu antecessor. O artigo concentra sua análise na política externa do Governo de Lula da Silva, destacando suas diferenças entre o primeiro e o segundo mandato. Sua conclusão orienta-se para questões de continuidade e mudança.

The aim of this article is to analyze the Brazilian foreign policy during the Lula government, focusing on its continuities and changes related to the former government. The article is organized as follows: Firstly, introduces a debate about continuities and discontinuities in Brazilian foreign policy. Secondly presents a brief historical of the foreign policy of Cardoso administration in order to set the basis for the evaluate Lula’s foreign policy particularities. Then focuses the analysis on Brazilian foreign policy adopted during the Lula period with emphasizing separately the first and the second term. The conclusion outlines characteristics of continuity or change of this policy.

O objetivo deste artigo é analisar a política externa para a região sul-americana durante o governo de Lula. Assim, no artigo, pretende-se destacar duas dimensões específicas: a extensão pela qual a política externa durante esse período diferenciou-se dos períodos anteriores e a importância relativa dada pela diplomacia brasileira à cooperação e à integração regional, mais especificamente a importância dada à Unasul e ao Mercosul. The aim of this article is to analyze Brazil's foreign policy towards the South American region during President Lula's administration. As such, the article intends to highlight two specific dimensions: the extent to which foreign policy during this period has differed from previous periods and the relative importance granted by Brazilian diplomacy to recent cooperation and integration efforts, more specifically the Unasur and Mercosur. The article argues that the Lula administration has behaved differently from its predecessors by prioritizing the building up of Brazilian leadership in South America on several different fronts, especially by strengthening multilateral institutions in the region

No artigo, analisam-se as percepções de atores políticos domésticos no interior dos maiores países membros do Mercosul sobre o processo de integração, e apresentam-se as idéias existentes na esfera pública de apoio ou de rejeição ao bloco. Para atingir este objetivo, são analisadas as idéias defendidas por estes atores na Argentina e no Brasil, assim como é avaliada a medida na qual atores políticos domésticos da Venezuela são envolvidos no processo de incorporação do país ao Mercosul.

The article analyses perceptions of domestic political actors about the integration in Mercosur inside each of its biggest members, and presents some ideas for and against the block. To achieve this aim, it analyses ideas defended by these actors in Argentina and Brazil and evaluates how domestic actors in Venezuela were involved in the process of incorporation of this country to Mercosur.

A constante e progressiva participação de governos subnacionais na esfera internacional chama atenção para uma nova dimensão das relações internacionais. As razões para esta implicação de governos subnacionais no cenário externo são vinculadas tanto às mudanças que ocorreram na esfera internacional, às reformas no interior dos Estados, quanto às modificações que têm lugar no comportamento dos governos subnacionais. A proposta deste artigo é analisar o conflito, resultante da construção de usinas Papeleras, de uma conjunção entre o governo nacional argentino, o governo provincial de Entre Ríos e setores da sociedade civil de Gualeguaychú contra o governo uruguaio. O caso das papeleras revela-se um objeto de pesquisa que reflete os desafios enfrentados pelo Estado-nação na contemporaneidade. Esses desafios perpassam: (i) a questão da governance, a saber, uma forma ótima de gerenciar problemas socioeconômicos aliando mecanismos políticos de legitimidade e dispositivos econômicos eficientes; (ii) o tema da emergência paulatina de níveis concorrentes de gerenciamento da coisa pública em nível global, os agentes infraestatais despontando como vetor de legitimidade da ação cidadã; (iii) o tópico relativo à ecologia e a seu regime internacional ativo balizando a tendência de reformulação da concepção do conceito de soberania, tanto no seu flanco interno, quanto no externo.

Um dos fatores que contribui para limitar o fortalecimento do Mercosul é a existência de diferentes percepções dentro de cada país-membro sobre o processo de integração regional. Apesar da existência de percepções que identificam a relevância das ações conjuntas nesta área, elementos básicos foram muitas vezes dissonantes e trouxeram incertezas entre os parceiros. Que visões existem na Argentina sobre os países vizinhos, especialmente o Brasil? O que esperam seus atores domésticos (sobretudo públicos) do processo de integração e como pretendem contribuir em sua evolução? Nos marcos do processo argentino de formulação de política externa, coexistem diferentes abordagens sobre o papel do país no mundo, e o comportamento da diplomacia argentina diante do processo de integração regional e vis-à-vis os parceiros é condicionado pelas diferentes visões existentes sobre os papéis que os Estados Unidos e o Brasil devem ocupar em sua política externa. O artigo analisa as idéias e estratégias da política externa argentina para a integração regional, tomando em conta suas diferentes percepções de regionalismo e da divisão dos custos do processo de integração, durante as negociações do Tratado de Assunção e até os dias atuais. Com este objetivo, baseia-se na importância do elemento cognitivo para análise de política externa e adota a variável institucional.

One of the factors that contribute to the limited strengthening of Mercosur is the perceptions inside of each of the member countries about the regional integration process. Despite de existence of perceptions who identify the relevance of joined actions in this area, basic elements have been many times dissonant and have brought uncertainties among partners. What are the views that exist inside Argentina about its neighbour countries, mainly Brazil? What its domestic actors (mainly publics actors) expect of the integration process or how they intend to contribute to its evolution? Among the Argentinean foreign-policy-making coexist different approaches about the role of country in the world, and the Argentine diplomacy behaviour in the regional integration process and par rapport the partners have been conditioned by the different views about the role that United States and Brazil have to play in its foreign policy. The article analyses the ideas and strategies of Argentine policy to regional integration, taking into account its different perceptions of regionalism and of the divisions of the integration process' costs, during the process of negotiation of the Asuncion Treaty and afterwards. With this purpose, it is based on the importance of cognitive elements in foreign policy analysis and adopts the institutional variable.

O objetivo do artigo é analisar as duas vertentes da cooperação sul-sul adotadas pela política externa brasileira entre 1993 e 2007. Por um lado, o artigo examina a política externa brasileira em face da América do Sul: o Mercosul e a cooperação sul-americana em termos mais gerais que, dentro do arco das atuações externas do país, é o tipo de cooperação sul-sul identificada como prioritária. Por outro lado, dedicará também algumas reflexões para a cooperação do Brasil com outros países considerados emergentes e system-affecting, em outros continentes, como é o caso da África do Sul, Índia, China e, em diferente medida, da Rússia.

The aim of this article is to analyze the two approaches to South-South cooperation evident in Brazilian foreign policy between 1993 and 2007. On one hand the article examines Brazilian foreign policy towards South America. Specifically, cooperation with Mercosur members and South-American cooperation broadly conceptualized. The region is a foreign policy priority among its south-south cooperation activities. On the other hand, this paper reflects on Brazilian cooperation with other emerging and "system-affecting" countries that belong to other continents, such as South Africa, India and China, and to a certain extent, Russia.

O artigo examina a habilidade da União Européia em agir como um ator internacional nos diálogos inter-regionais, através da análise de seu comportamento para os países do Mercosul de 1991 a 2003. A primeira parte apresenta abordagens sobre a percepção da União Européia como ator internacional. A segunda examina o desenvolvimento dos diálogos inter-regionais. O artigo apresenta um breve quadro das relações União Européia/América Latina durante o período. Em seguida, analisa o Acordo Marco de Cooperação Inter-regional, enfatizando a dimensão política, junto com os avanços e obstáculos nas negociações com vistas à liberalização comercial. Na conclusão avaliam-se as ações da União Européia como ator internacional em relação aos países-membro do Mercosul.

This article examines the European Union's ability to act as an international actor in the interregional dialogues through an analysis of its behavior towards the Mercosur countries from 1991 to 2003. The first part discusses approaches concerning the perceptions of the European Union as an international actor. The second one examines the development of interregional dialogues. The article presents a brief framework of the relations European Union/Latin America during this period. It analyses the Interregional Framework Cooperation Agreement, emphasizing the political dimension, and the advances and obstacles in the negotiations towards trade liberalization. The conclusion evaluates the actions of the European Union as an international actor in relation to the Mercosur members.

O artigo analisa as mudanças nas políticas exteriores de Argentina e Brasil depois da Guerra Fria. É um estudo comparativo das linhas gerais de suas políticas externas nos anos 90, com ênfase na percepção, respectiva, da nova ordem internacional. Neste marco, trabalha com as relações com os Estados Unidos, as questões de segurança e as relações regionais. Conclui examinando as diferenças e semelhanças que marcam estas políticas, analisando a influência exercida tanto pela ordem internacional quanto a nível interno sobre suas respectivas reformulações.

This article examines the foreign policy of Argentina and Brazil after the end of the Cold War. It is a comparative study of the main trends in foreign policy, emphasising each country's perception of the new world order. In this context, the article discusses the relation with the United States, regional relations and security issues. It concludes by analysing the differences and similarities which characterise the 1990s foreign policies in both countries, pointing out the impact that the transformation of the international order has had in the re-shaping of the policies.
