Abstract The beginning of the 18th century is marked by internal and external threats and tensions to Portugal, both in the metropolis and in the colonial areas, a moment of the so-called critical conjuncture of the Luso-Brazilian world. In this context, reflections were developed regarding the dynamics of the empire and proposals for facing difficulties, resulting in a series of debates. Resumo O início do século XVIII é marcado por tensões e ameaças internas e externas para Portugal, tanto na metrópole como nas áreas coloniais, momento da chamada conjuntura crítica do mundo luso-brasileiro. Nesse contexto se desenvolveram reflexões a respeito das dinâmicas do império e das propostas de enfrentamento das dificuldades, resultando em uma série de debates. Resumo Estabelecido durante a União Ibérica, o exclusivo metropolitano foi mantido após a Restauração da independência portuguesa em 1640. A nova dinastia não poupou esforços em sua defesa até a abertura dos portos em 1808, ainda que, nos primeiros anos após a Restauração, tenha feito concessões na matéria nos tratados celebrados com a Inglaterra e Holanda. O presente artigo procura rastrear as ideias que pautaram o debate sobre o tema durante as negociações diplomáticas, especialmente com a Inglaterra, analisar os termos destes tratados e ainda avaliar os seus resultados efetivos.

Abstract The metropolitan exclusive, established during the Iberian Union, was kept after the Restoration of Portuguese independence in 1640. The new dynasty made a great effort to maintain the exclusive until the opening of the ports in 1808, even though in the early years after the Restoration Portugal made some concessions in treaties signed with England and the Netherlands. This article aims to trace the ideas that guided the debate on this issue during diplomatic negotiations, especially with England, as well as to analyze the terms of these treaties and also their results.

RESUMO O exclusivo metropolitano, peça-chave do sistema colonial, foi estabelecido no Brasil entre o final do século XVI e o início do século XVII. O presente artigo procura rastrear a evolução das disposições legais sobre o comércio com o estrangeiro no Brasil, bem como as ideias que nortearam a adoção da proibição de tal comércio no período e o impacto de tal decisão.

ABSTRACT The metropolitan exclusive, key piece of the colonial system, was established in Brazil between the end of the XVI century and the early XVII century. This article attempts to trace the evolution of the legal provisions on trade with the Foreigner in Brazil, as well as the ideas that guided the adoption of the ban on such trade in these period and the impacto of such a decision.
