ABSTRACT The Morroa aquifer, which is an essential source of water supply in Sucre, Colombia, with more than 500,000 users, may be at risk because of pesticide contamination that comes from different agricultural activities. The aim of this research was to evaluate the relationship between the presence of pesticides and the physicochemical properties of soils in the most vulnerable areas of the Morroa aquifer. Therefore, farmers were surveyed about pesticide usage and soil samples which were taken for analysis of pesticide and physicochemical properties. The results demonstrated that soils in these areas were relatively homogeneous in terms of texture, pH, cation exchange capacity and organic matter content. Pesticides detected in these soils were malathion, β-BCH, p-p’DDE, m-p’DDD, p-p’DDT, endosulfan, endrincetone, chlorpyrifos, dieldrin, endosulfan-sulfate, heptachlor-epoxide, and parathion. Physicochemical properties such as pH and texture of soils and intrinsic characteristics of the pesticide were found as the most influential variables according to statistical results. This study also presents a map of the spatial distribution of pesticide concentration according to the concentration of pesticides, which constitutes an important tool for the planning of agricultural activities that supports decision-making and the implementation of measures to mitigate potential impacts caused by pesticide pollution.

RESUMO O aquífero de Morroa é uma fonte essencial para o abastecimento de água em Sucre, Colômbia, com mais de 500.000 usuários que podem estar em risco devido à contaminação por pesticidas que provêm de diferentes atividades agrícolas. O objetivo desta pesquisa foi avaliar a relação entre a presença de pesticidas e as propriedades físico-químicas dos solos nas áreas mais vulneráveis do Aquífero Morroa. Para isso foi aplicado um inquérito sobre a utilização de pesticidas aos agricultores e foram coletadas amostras de solo para análise de pesticidas e propriedades físico-químicas. Os resultados mostraram que os solos nestas áreas são relativamente homogéneos em termos de textura, pH, Capacidade de Troca Catiônica e Matéria Orgânica. Os pesticidas detectados nestes solos foram Malathion, β-BCH, p-p’DDE, m-p’DDD, p-p’DDT, Endosulfan, Endrincetone, Chlorpyrifos, Dieldrin, Endosulfan-Sulfate, Heptachlor-epóxido e Parathion. O pH, a textura do solo e as características intrínsecas do pesticida são as variáveis mais influentes de acordo com os resultados estatísticos. Este estudo também mostra a distribuição espacial da concentração de pesticidas em toda a área do aquífero. O mapa elaborado constitui uma ferramenta para o planeamento de atividades agrícolas que subsidia a tomada de decisões e a implementação de medidas para mitigar os potenciais impactos causados pela poluição causada pelos pesticidas.

Resumen La calidad del aire en la región del Alto San Jorge está siendo afectada por la minería, cuyos impactos ambientales se asocian a afectaciones en la salud humana. El objetivo del estudio fue analizar la fragilidad ambiental de los ecosistemas para identificar y relacionar las afectaciones a la salud ambiental como consecuencia de la emisión de contaminantes atmosféricos. La metodología inició con la caracterización física y geoespacial del área y la atribución de pesos ponderados mediante el proceso analítico jerárquico. La suma ponderada de las capas de datos se realizó a través de Sistemas de Información Geográfica definiendo clases de fragilidad del ecosistema basados en Ross (1994). De esta manera, se determinó la amenaza y el riesgo por contaminación atmosférica para SO2, Nu2, PM25 y PM10. Los resultados mostraron la existencia de riesgo de medio a alto y alto por so2 en las zonas aledañas a los cascos urbanos. Para NO2, el riesgo fue homogéneo en un nivel intermedio para toda la zona. Para el material particulado (2,5 µm y 10 µm), de medio a alto y alto debido a la influencia de minería de ferroníquel y carbón. Este estudio denota la necesidad de aplicar oportunamente medidas de prevención, mitigación o control de este riesgo. Ideas destacadas: Artículo de investigación. La contaminación del aire genera estrés nutricional en las plantas. El estudio de fragilidad ambiental fortalece la planificación territorial al clasificar y valorar atributos ambientales como: cobertura de la tierra, biomas, geología, litología, precipitación anual y pendiente. Al relacionar la fragilidad y la amenaza por contaminantes atmosféricos en el Alto San Jorge, se estimó el riesgo de afectación del ecosistema.

Abstract Air quality in the Alto San Jorge region is being affected by mining, with environmental impacts associated to human health problems. The objective of the study was to analyze the environmental fragility of the ecosystems to identify and relate the effects on environmental health as a consequence of the emission of atmospheric pollutants. The methodology began with the physical and geospatial characterization of the area and the attribution of weighted weights through the hierarchical analytical process. The weighted summation of the information layers was performed in GIS, defining ecosystem fragility classes based on Ross (1994). In this way, the threats and risks due to atmospheric contamination for SO2, NO2, PM25 and PM10 were determined. The results showed the existence of medium to high and high risk for SO2 in the areas surrounding the urban centers. For NO2, the risk was homogeneous at an intermediate level for the entire area, and for particulate matter (2.5µm and 10 µm), from medium to high and high due to the influence of ferronickel and coal mining. This study indicates the need to apply timely prevention, mitigation and/or control measures for this risk. Highlights: Air pollution generates nutritional stress in plants. The environmental fragility study strengthens territorial planning by classifying and evaluating environmental attributes as land cover, biomas, geology, lithology, annual precipitation, and slope. The risk of affecting the ecosystem was estimated by relating fragility and the threat of atmospheric pollutants in the Alto San Jorge.

Resumo A qualidade do ar na região do Alto San Jorge está sendo afetada pela mineração, cujos impactos ambientais estão associados à saúde humana. O objetivo do estudo foi analisar a fragilidade ambiental dos ecossistemas, identificando e relacionando os efeitos na saúde ambiental decorrentes da emissão de poluentes atmosféricos. A metodologia se iniciou com a caracterização física e geoespacial da área e atribuição de pesos ponderados mediante o processo analítico hierárquico. A soma ponderada das camadas de informação foi realizada em SIG, estabelecendo classes de fragilidade do ecossistema com base em Ross (1994). Assim, foram determinados a ameaça e o risco de poluição do ar para SO2, NO2, PM25 e PM10. Os resultados mostraram a existência de risco médio a alto e alto para SO2 no entorno dos centros urbanos. Para o NO2, o risco foi homogêneo ao nível intermediário para toda a área. Para o material particulado (2,5 µm e 10 µm), de médio a alto e alto, devido à influência do ferroníquel e da mineração de carvão. Este estudo denota a necessidade de aplicação oportuna de medidas de prevenção, mitigação ou controle desse risco. Ideias destacadas: A poluição do ar gera estresse nutricional nas plantas. O estudo da fragilidade ambiental fortalece o planejamento territorial ao classificar e avaliar atributos ambientais como: cobertura do solo, biomas, geologia, litologia, precipitação anual e declividade. Ao relacionar a fragilidade e a ameaça de poluentes atmosféricos no Alto San Jorge, estimou-se o risco de afetar o ecossistema.

Resumen El artículo realiza un análisis crítico del marco jurídico de las fuentes y reservas de agua en los Andes a partir de la modificación del Código Civil y Comercial (2015), precisando la titularidad dominial del recurso hídrico en las distintas etapas de su ciclo, que incluyen a su vez la humedad atmosférica, las precipitaciones níveas y pluviales, la acumulación nívea y glacial, el deshielo, el escurrimiento superficial, la acumulación hídrica en lagos y lagunas, la humedad del suelo, la percolación y formación de acuíferos, la generación de surgentes que escurren o se empantanan, y el embalsamiento y encauzamiento antrópico del agua. Para concluir, se sintetizan avances y retrocesos de una reforma que no alcanzó para eliminar principios obsoletos ni mejorar todas las incoherencias existentes.

Abstract The article makes a critical analysis of the legal framework of water sources and reserves in the Andes.Based on the reform of the Civil and Commercial Code (2015), it specifies the ownership of the water resource in the different stages of its cycle, including atmospheric humidity, snow and rain precipitation, snow and glacial accumulation, snowmelt, surface runoff, water accumulation in lakes and ponds, soil moisture, percolation and aquifers, springs that run off or become bogged down, and the reservoirs and water derivations. To conclude, it are synthesizes the advances and setbacks of a reform, that was not enough to set aside obsolete principles or overcome all pre-existing inconsistencies.

Neuroendocrine Tumors (NETs) encompass a wide variety of tumors arising from neuroendocrine cells, which produce bioactive substances. The incidence of NETs increased significantly lately, becoming one of the most common tumors of the digestive tract. Their clinical presentation is as diverse as their capacity for hormone production. Carcinoid syndrome is the most common hormonal syndrome produced by NETs and is characterized by diarrhea, flushing and cardiac valvular lesions. New research brought multiple changes in the classification of these neoplasms and a new understanding about their diagnosis and treatment, promoting a multidisciplinary approach. Somatostatin analogues, radiation, biological, and cytotoxic drugs have improved the prognosis of these patients, which entails a great challenge for healthcare providers.

This article examines permits and concessions granting water rights for irrigation in the different provincial legal frameworks of Argentina. This study is structured after four variables concerning the conditions for access and subsistence of water rights for irrigation granted by permits and concessions; 1) ownership of the land to-be-irrigated; 2) duration of legal right; 3) right forfeiture for lack of use; and 4) appurtenance. By means of a critical comparative analysis of the regulation some trends and findings arise.

El artículo revisa las figuras de permiso y concesión de uso de agua pública para riego en las diversas legislaciones provinciales de aguas de Argentina. El análisis se hace a partir de la identificación de cuatro variables o dimensiones que conforman las condiciones para el acceso y subsistencia de los derechos de agua otorgados a partir de permisos y concesiones, claves para la gestión y expansión del riego. El análisis comparativo de las legislaciones hídricas provinciales se estudia a partir de cuatro variables: 1) titularidad del predio a irrigar; 2) el plazo; 3) la falta de uso como causal de extinción por caducidad; y 4) la inherencia del derecho al predio, con base en lo cual se identifican tendencias junto con algunas reflexiones críticas sobre su funcionamiento.

Este trabalho teve como objetivo principal analisar os mecanismos informais de alocação e realocação de águas públicas no oeste da Argentina a partir de uma concepção holística do direito. Revisaram-se os usos informais, sua repressão lógica, porém ineficaz e os processos contínuos de regularização baseados em estudo observacional não experimental e em estratégias qualitativas. Assim, o trabalho investigou o funcionamento dos mecanismos e práticas administrativas desenvolvidas na ausência de lei e fora da lei, tanto em nível legal e regulamentário como distributivo. As conclusões destacam as tensões e contradições destes mecanismos no âmbito do sistema jurídico formal, demonstrando uma crise da eficácia e da legitimidade tanto do direito quanto do Estado na administração das águas públicas.

This work analyzed the informal mechanisms of public water allocation and reallocation in western Argentina from a holistic conception of law. The paper refers to informal uses, its logical but ineffective repression and the continuous regularization processes from a non-experimental observational method based on the use of qualitative strategies. The research work focused on the operation of water allocation mechanisms and management practices developed in the absence of law and against the law, at both the delivery and regulatory levels. The findings highlight the tensions and contradictions of these mechanisms under the formal legal system, demonstrating the crisis of both effectiveness and legitimacy of the law and the State in managing public waters.

El presente trabajo tiene como objetivo principal analizar los mecanismos informales de asignación y reasignación de aguas públicas en el oeste argentino desde una concepción integral del derecho. Se revisa la práctica de los usos informales, su lógica pero ineficaz represión tanto como su regularización desde un diseño metodológico observacional no experimental basado en el uso de estrategias cualitativas. El trabajo indaga en el funcionamiento de los mecanismos y prácticas administrativas desarrollados en ausencia de ley y contra la ley, tanto a nivel legal y reglamentario como distributivo. Las conclusiones ponen de relieve las tensiones y contradicciones de estos mecanismos al amparo del sistema legal formal evidenciando una crisis tanto de eficacia como de legitimidad del derecho y del Estado administrador del agua pública.

The article makes a dogmatic and exegetical analysis of legal institutions on access to water in arid regions of western Argentina in order to determine similarities and differences between the various regulations. These features are explored linked to the centralized or decentralized character of access to water in order to infer a set of common principles in the regulation of access to water, allowing their use as criteria for interpretation and as a source of law in the event of lack of positive regulation. The findings reveal similarities concerning to the markedly centralized character of allocation and reallocation system of water for economic uses. Also the requirement of permits or administrative titles and the volumetric definition of the water right by the competent public authority emerges as a clear trend. Concerning domestic or free uses, the rule is decentralization, meaning people do not require permit and can do it for free, with priority over productive uses.

El artículo efectúa un análisis dogmático y exegético de las instituciones jurídicas sobre acceso al agua en las provincias áridas del oeste argentino para determinar similitudes y diferencias entre las regulaciones. Estas características se indagan vinculadas con el carácter centralizado o descentralizado del acceso al agua para inferir una serie de principios comunes que pueden ser utilizados como criterios de interpretación y constituyen fuente del derecho en caso de insuficiencia o silencio del ordenamiento positivo. Las conclusiones revelan similitudes en torno al carácter marcadamente centralizado de la asignación y reasignación del agua con fines productivos, siendo principios constantes la exigencia de título administrativo y la definición volumétrica del contenido concesional por parte de la autoridad pública competente. Contrariamente, la regla es la descentralización, en materia de usos comunes vinculados con la subsistencia, pudiendo las personas usar en forma libre y gratuita el recurso hídrico, con prioridad frente a las utilizaciones productivas.

Este artigo analisa o crescimento pró-pobre nas 27 unidades federativas do Brasil entre 1995 e 2007. Inicialmente, examina-se a literatura recente sobre o tema e apresentam-se três indicadores para mensurar a relação entre crescimento, desigualdade e pobreza. Em seguida, calcula-se, através de dados de painel, a elasticidade renda-pobreza para o Brasil e suas 27 UFs. Finalmente, estimam-se curvas de incidência do crescimento (GIC) e taxas de crescimento pró-pobre (RPPG) para cada estado nos períodos 1995-2007, 1995-2001 e 2001-2007. Os resultados demonstram que a pobreza caiu rapidamente no Brasil desde 2001, mas ainda existe grande discrepância entre estados e regiões. Ademais, demonstra-se a diferença entre extensão e profundidade da pobreza.

This article analyzes the pro-poor growth in the 27 Brazilian states between 1995 and 2007. Initially, it examines the recent literature about the subject and presents three indicators to quantify the relationship among growth, inequality and poverty. Following, it calculates, through panel data analysis, the growth elasticity of poverty in Brazil and across its states. Finally, it estimates growth incidence curves (GIC) and rates of pro-poor growth (RPPG) for three periods: 1995-2007, 1995-2001 and 2001-2007. The results show that poverty has been rapidly diminishing in Brazil since 2001, but there is still a huge discrepancy among some states and regions. Moreover, there comes up a clear difference between the headcount index and the "deepness" of poverty.

Estrogen and progestin combination in hormone replacement therapy (HRT) increases the incidence of breast cancer, but decreases the endometrial cancer risk of unopposed estrogen. Therefore, a SERM such as Tibolone, that delivers the beneficial, but not the adverse side effects, of steroid hormones would be clinically advantageous. However, data from the Million Women Study suggests that Tibolone increases the risk of both breast and endometrial cancer. Herein, we assessed the estrogenic and progestagenic actions of Tibolone using transvaginal sonography studies and an in vitro model of breast (ZR-75, MCF7) and endometrial cancer (Ishikawa). The known cancer associated proteins (ER, EGFR, STAT5, tissue factor and Bcl-xL) were selected for study. Transvaginal sonography demonstrated that postmenopausal women treated with Tibolone displayed a thinner endometrium than in the late proliferative phase, but had a phenotype characteristic of the secretory phase, thus demonstrating the estrogenic and progestagenic actions of this SERM. In vitro, Tibolone acted as an estrogen in downregulating ER and upregulating Bcl-xL, yet as progesterone, increasing STAT5 and tissue factor in breast cancer cells. The increase in tissue factor by Tibolone correlated with its coagulative potential. Interestingly, EGFR was up-regulated by progesterone in the breast and by estrogen in endometrial cells, while Tibolone increased protein levels in both cell types. In conclusion, this study further demonstrates the estrogenic and progestagenic nature of Tibolone. The pattern of regulation of known oncogenes in cells of breast and endometrial origin dictates caution and vigilance in the prescription of Tibolone and subsequent patient monitoring

Poliuretanos segmentados formados por segmentos flexíveis e rígidos bem caracterizados foram sintetizados através de uma nova metodologia de síntese, em que cada segmento foi preparado separadamente, e ambos acoplados em uma etapa posterior (produtos SPU). Uma outra série de poliuretanos segmentados similares em composição foi obtida pelo método tradicional em duas etapas (produtos PU). As propriedades térmicas e mecânicas destes materiais foram determinadas por calorimetria diferencial de varredura e ensaios de tensão-deformação. As duas séries de polímeros apresentaram diferenças marcantes no comportamento térmico e desempenho mecânico, as quais foram atribuídas à diferenças em morfologia. Os resultados observados foram interpretados em termos de tamanho e polidispersão dos segmentos rígidos e flexíveis. Microscopia eletrônica de varredura e calorimetria diferencial de varredura mostraram que os produtos SPU possuíam separação de fases mais acentuada do que os produtos PU. Espalhamento de raios X sob alto ângulo confirmaram estes resultados.

Segmented polyurethanes bearing well-characterized soft and hard blocks were prepared by a new synthetic approach, in which two prepolymers were coupled after their separate preparation (SPU products). Another set of polyurethanes, alike in composition, was prepared by the conventional technique, i.e. in two steps (PU products). The thermal and mechanical behavior of these materials were evaluated by means of Differential Scanning Calorimetry (DSC) and mechanic tests. The two distinct sets of polymer samples exhibited a pronounced thermal behavior and mechanical performance dissimilarity, which could be addressed to their differences in morphology. The observed results were interpreted in terms of size and polydispersity of the hard and soft segments. SEM and DSC analyses showed that SPU products have more extensive phase segregation than the PU products. WAXS analysis confirmed these results.
